A Study on the Development of Reference Criteria for Airport Selection in the Establishment of the Gadeok New Airport Corporation using Delphi Techniques (델파이기법을 이용한 가덕신공항 운영당국 설립시 참조공항 선정기준 도출에 관한 연구)

  • It is anticipated that Gadeok New Airport will be constructed, and the entity responsible for its operation will be a new airport authority, not the existing airport corporation, as the Ministry of Land, Infrastructure and Transport has announced its plan to establish the Gadeok New Airport Construction Authority. Based on the precedents of existing airport corporations, it is expected that the future authority will undergo organizational changes to become an airport corporation. This study seeks to establish criteria for selecting overseas airports for benchmarking when researching the entity that will operate the newly established Gadeok New Airport authority. To provide a specific basis for selecting overseas airports for the future operation of Gadeok Airport, the Delphi survey method will be used to derive criteria. Currently, when examining the participation of local governments in regional airports, Gimhae International Airport is operated solely by the Korea Airports Corporation, receiving criticism for the lack of participation by the local government, such as Busan City, in decision-making related to airport operation and local reinvestment. Therefore, it is deemed necessary to provide early direction for improvement in this regard.

Estimating Cumulative Distribution Functions with Maximum Likelihood to Sample Data Sets of a Sea Floater Model (해상 부유체 모델의 표본 데이터에 대해서 최대우도를 갖는 누적분포함수 추정)

  • This paper describes evaluation procedures and experimental results for the estimation of Cumulative Distribution Functions (CDF) giving best-fit to the sample data in the Probability based risk Evaluation Techniques (PET) which is to assess the risks of a small-sized sea floater. The CDF in the PET is to provide the reference values of risk acceptance criteria which are to evaluate the risk level of the floater and, it can be estimated from sample data sets of motion response functions such as Roll, Pitch and Heave in the floater model. Using Maximum Likelihood Estimates and with the eight kinds of regulated distribution functions, the evaluation tests for the CDF having maximum likelihood to the sample data are carried out in this work. Throughout goodness-of-fit tests to the distribution functions, it is shown that the Beta distribution is best-fit to the Roll and Pitch sample data with smallest averaged probability errors $\bar{\delta}(0{\leq}\bar{\delta}{\leq}1.0)$ of 0.024 and 0.022, respectively and, Gamma distribution is best-fit to the Heave sample data with smallest $\bar{\delta}$ of 0.027. The proposed method in this paper can be expected to adopt in various application areas estimating best-fit distributions to the sample data.

Determination of 226Ra in TENORM Sample Considering Radon Leakage Correction

  • Background: Phosphogypsum is material produced as a byproduct in fertilizer industry and is generally used for building materials. This material may contain enhanced radium-226 (226Ra) activity concentration compared to its natural concentration that may lead to indoor radon accumulation. Therefore, an accurate measurement method is proposed in this study to determine 226Ra activity concentration in phosphogypsum sample, considering the potential radon leakage from the sample container. Materials and Methods: The International Atomic Energy Agency (IAEA) phosphogypsum reference material was used as a sample in this study. High-purity germanium (HPGe) gamma spectrometry was used to measure the activity concentration of the 226Ra decay products, i.e., 214Bi and 214Pb. Marinelli beakers sealed with three different sealing methods were used as sample containers. Due to the potential leakage of radon from the Marinelli beaker (MB), correction to the activity concentration resulted in gamma spectrometry is needed. Therefore, the leaked fraction of radon escaped from the sample container was calculated and added to the gamma spectrometry measured values. Results and Discussion: Total activity concentration of 226Ra was determined by summing up the activity concentration from gamma spectrometry measurement and calculated concentration from radon leakage correction method. The results obtained from 214Bi peak were 723.4 ± 4.0 Bq·kg-1 in MB1 and 719.2 ± 3.5 Bq·kg-1 in MB2 that showed about 5% discrepancy compared to the certified activity. Besides, results obtained from 214Pb peak were 741.9 ± 3.6 Bq·kg-1 in MB1 and 740.1 ± 3.4 Bq·kg-1 in MB2 that showed about 2% difference compared to the certified activity measurement of 226Ra concentration activity. Conclusion: The results show that radon leakage correction was calculated with insignificant discrepancy to the certified values and provided improvement to the gamma spectrometry. Therefore, measuring 226Ra activity concentration in TENORM (technologically enhanced naturally occurring radioactive material) sample using radon leakage correction can be concluded as a convenient and accurate method that can be easily conducted with simple calculation.

  • A Siemens SemiQuant (SSQ) 3000 program, a precalibrated 'standardless' analytical program handling up to 90 elements, was evaluated for the fast analysis of various types of reference materials using a wavelength dispersive X-ray spectrometer. Various types of standard reference materials such as metal discs, metal chips, and geological materials in powder form were analysed and it took 23 minutes of measuring time for 75 elements. Measurements of geological reference materials using different sampling methods were carried out and their data were interactively evaluated. The analysis of materials of a known matrix concentration such as stainless steels provided higher precision value compared to totally unknown samples. The analyses of materials prepared as pressed pellets or fused glass beads provided higher precision values compared to the measurement of loose powders with a foil on the sample surface and helium operation, though their sampling procedures were more complicate and took more time. Since very light elements such as boron, carbon, and oxygen have a strong influence on the matrix effects and also on the calculation of effective matrix corrections, the rhodium Compton check was applied to verify the reliability of the defined light element concentrations of light matrix materials and the defined major sample compounds. Failure of defining correct matrix resulted in an unoptimized matrix correction and therefore in the wrong calculation of the element concentration.

Propensity Adjustment Weighting of the Internet Survey by Volunteer Panel (자원자 패널에 의한 인터넷 조사의 성향조정 가중화)

  • This paper reports the results of the 2009 Internet volunteer panel version of the social survey conducted by Statistics Korea (Korea National Statistical Office). Authors identify socio-psychological characteristics of Internet survey volunteers and present quantitative evaluation of the propensity adjustment weighting method intended to remove Internet sample bias. The nine criteria used for propensity adjustment were regions, urban/rural, gender, age, education, consumer satisfaction, views on income distribution, newspaper access and Internet news access. Propensity adjustment weighting based on the logit model and rim weights were applied to the online survey of 2,903 respondents using the face-to-face area sample data of 37,049 respondents as reference. A total of 106 items were used for evaluating the propensity adjustment weighting methods. The results showed that in 80% of survey items the propensity adjustment weighting yielded better estimates compared to simple demographic weighting. This suggests that Internet surveys by volunteer panels are useful for conducting the general social study in Korea. The reference survey data for this study contains several items on social-psychological behaviors and attitudes, is large in size and obtained by probability sampling. Thus it may be utilized in propensity adjustment of other Internet surveys.

Determination of $^{226}Ra$ Isotope in the Leachate around Phosphogypsum Stack Using Ethylenediaminetetraacetic Acid (EDTA) (Ethylenediaminetetraacetic acid (EDTA)를 이용한 인산석고 야적장 침출수 중의 $^{226}Ra$ 분석법 개발)

  • Ba is the most useful element to get the $Ba(Ra)SO_4$ precipitate. However, when the high concentrations of ions such as sulfate, calcium are existed in the leachate of phosphogypsum stack, it is difficult to get the $Ba(Ra)SO_4$ precipitate. Since this reason, the developed method for the Ba coprecipitate using EDTA was performed to determine the $^{226}Ra$ concentration in the high sulfate sample. The average concentration of $^{226}Ra$ in a leachate of phosphogypsum using this method was 0.102 $Bq{\cdot}kg^{-1}$ and the minimal detectable activity is 3.4 $mBq{\cdot}kg^{-1}$. The $mBq{\cdot}kg^{-1}$ method was 0.102 $Bq{\cdot}kg^{-1}$ and the minimal detectable activity is 3.4 $mBq{\cdot}kg^{-1}$. The $^{226}Ra$ stock solution and the CRM (Certified Reference Material) were analyzed to verify this method. In analyzed $^{226}Ra$ stock solution, bias with added concentration was approximately 1% and the correlation curve between $^{226}Ra$ concentration in simulated standard sample and measured $^{226}Ra$ concentration showed good agreement with a correlation coefficient ($R^2$) of 0.99. In analyzed CRM, maximum bias with reference value was 5.8% (k=1) and the analytical results were in good agreement with the reference value.

A Study on the Environments for Older People with Cognitive Impairments (인지장애 노인의 환경에 대한 연구)

  • The purpose of this study is to present reference materials for the planning and research of related environments by introducing the theoretical background and samples of the environments for older people with cognitive impairments. Major contents of the study include cognitive impairments and residential facility of older people, model environments for special care unit, therapeutic dimensions of environments, outdoor garden, activity calendar, and site-visits of the sample facilities. Some results of the study could be summarized as follows ; 1) Special care unit for the people with cognitive impairments has been required and developed. 2) Weiss Institute, Corrine Dolan Alzheimer Center, and Wood Place in Oakmont were analyzed as model environments. 3) Therapeutic dimensions such as safety & security, awareness & orientation, opportunities for socialization, regulated sensory stimulation, provisions for privacy, ties to the healthy & familiar, and autonomy & control were proposed. 4) The advantages of outdoor garden for the people with cognitive impairments were explained. 5) Activity calendar for a facility was introduced and recognized as a essential guide for environment planning. 6) Sample facilities showed small size households and various ideas of environments for the older people with cognitive impairments.

AKARI-SDSS-GALEX SURVEYS: SPECTRAL ENERGY DISTRIBUTIONS OF NEARBY GALAXIES

  • A sample of nearby galaxies was built from the AKARI/FIS all sky survey cross-correlated with the SDSS and GALEX surveys. The spectral energy distributions from 0.15 to 160 microns of these galaxies are analysed to study dust attenuation and star formation properties. The calibrations of the amount of dust attenuation as a function of the IR-to-UV flux ratio and the FUV-NUV colour are re-investigated: the former one is confirmed to be robust and accurate whereas the use of the FUV-NUV colour to measure dust attenuation is found highly uncertain. The current star formation rate given by the SED fitting process is compared to that directly obtained from the UV and total IR luminosities. It leads to an accurate estimate of dust heating by old stars. We emphasize the importance of such a sample as a reference for IR selected star forming galaxies in the nearby universe.

Preconcentration and Determination of Fe(III) from Water and Food Samples by Newly Synthesized Chelating Reagent Impregnated Amberlite XAD-16 Resin

  • A simple and reliable method has been developed to selectively separate and concentrate trace amounts of Fe(III) ions from water and food samples by using flame atomic absorption spectrometry. A new reagent, 5-hydroxy-4-ethyl-5,6-di-pyridin-2-yl-4,5-dihydro-2H-[1,2,4] triazine-3-thione, was synthesized and characterized by using FT-IR spectroscopy and elemental analysis. Effects of pH, concentration and volume of elution solution, sample flow rate, sample volume and interfering ions on the recovery of Fe(III) were investigated. The optimum pH was found to be 5. Eluent for quantitative elution was 10 mL of 2 M HCl. The preconcentration factor of the method, detection limit (3s/b, ${\mu}gL^{-1}$) and relative standard deviation values were found to be 25, 4.59 and 1%, respectively. In order to verify the accuracy of the method, two certified reference materials (TMDA 54.4 lake water and SRM 1568a rice flour) were analyzed. The results obtained were in good agreement with the certified values. The method was successfully applied to the determination of Fe(III) ions in water and food samples.

A Basic Study on the Variation of Temperature Characteristics for Attenuation Coefficient and Sound Velocity in Biological Tissues

  • This study is concerned with the temperature dependence characteristics of ultrasound parameters in biological tissues, which are basic on the noninvasive deep body temperature estimation. Used parameters are ultrasonic attenuation coefficient and sound velocity In order to accomplishment our purpose, several signal processing methods were used. Attenua4iorl coefficient was estimated by spectral difference method and sound velocity was estimated by P-P method. And we also examined these methods through a series of IN VITRO experi mentis that used tissue-mimicking phantom samples and biological tissue samples. In order to imitate the biological soft tissue two kinds of phantom samples are used, one is agar phantom sample which is composed of agar, graphite, N-propyl alcohol and distilled water, and the other is fat phantom sample which is composed of pure animal fat. And the ultrasound transmission mode and reflection mode experiments are performed on the pig's spleen, kidney and fat. As a result, it is found that the temperature characteristics are uniform in case of phan- tom samples but not in biological tissues because of complicate wave propagation within them. Consequently, the possibility of temperature measurement using ultrasound on biological tissue is confirmed and its results may contribute to the establishment of reference values of internal temperature measurement of biological tissues.
