This article attempts to describe and analyze the rules on the service provider's duty to provide his service in conformity with the contract under the Draft Common Frame of Reference (here-in-after DCFR), which are applied to construction, storage, design and factual information contracts. It categorizes such rules in accordance with the requirements of conformity with the contract, the time when the service provided must be in conformity with the contract, and the exemptions of the service provider's duty. On the basis of such categorization, it examines the rules on the service provider's duty in each type of service contract under the DCFR. By doing so, it seeks to figure out how the members of EU compromised on the various issues of the service provider's duty under the DCFR which is regarded as the first uniformed legislation in the area of the service contract. This may provide some guidance to the legislators of domestic law for their amendment or interpretation of their laws. In addition to them, this article also seeks to point out problems in terms of their interpretations and gaps in their rules to cover various aspects of non-conformity and put forward some solutions for such problems and gaps.

The results of reference wind speed calculation in Croatia as a base for the revision of the Croatian standards for wind loads upon structures are presented. Wind speed averaged over 10 minutes, at 10 m height, in a flat, open terrain, with a 50-year mean return period is given for 27 meteorological stations in Croatia. It is shown that the greatest part of Croatia is covered with expected reference wind speeds up to 25 m/s. Exceptions are stations with specific anemometer location open to the bura wind which is accelerated due to the channelling effects of local orography and the nearby mountain passes where the expected reference wind speed ranges between 38 m/s and 55 m/s. The methodology for unifying all available information from wind measurements regardless of the averaging period is discussed by analysing wind speed variability at the meteorological station in Hvar.

Much investment has been to improve quality of web service as internet service is in pursuit of equilibrium. Web site of electronic library which offers various information has to be set a new standard for improving users service satisfaction by developing objsctive evaluation system. In this research we acquired standard of evaluation parameter such as contents, design, navigation, feedback, reference, privacy by analyzing domestic web site of electronic library We evaluated constructed model of usability evaluation using AHP(Analytic Hierarchy Process). We develop 'digital library web site evaluation model' based systematic analysis through polling category selected as evaluation guide.

According to the rapid growth of Internet service, electronic commerce usage scale is growing every year. It requires the method of vitalizations of electronic commerce through reducing the software development cost and making easy of data construction. Web service, which is adapting distributed technology based on internet supports the infrastructure of reducing the software development cost through software sharing. As the shared software modules access the same data, they can reference the same data on the other site. In this paper, we designed and implemented database Processing module of the electronic commerce program using web service technology, which can make easy of site construction and sharing database. Implemented database processing module supports data selection modification insertion deletion and searching. Using this functions we showed product item information could be shared among the other electronic commerce sit.

VoIP (Voice over Internet Protocol) is a technology of transmitting and receiving voice and data over the Internet network. As the telecommunication industry is moving toward All-IP environment with growth of broadband Internet, the technology is becoming more important. Although the early VoIP services failed to gain popularity because of problems such as low QoS (Quality of Service) and inability to receive calls as the phone number could not be assigned, they are currently established as the alternative service to the conventional wired telephone due to low costs and active marketing by carriers. However, VoIP is vulnerable to eavesdropping and DDoS (Distributed Denial of Service) attack due to its nature of using the Internet. To counter the VoIP security threats efficiently, it is necessary to develop the criterion or the model for estimating the information security level of VoIP service providers. In this study, we developed reasonable security indicators through questionnaire study and statistical approach. To achieve this, we made use of 50 items from VoIP security checklists and verified the suitability and validity of the assessed items through Multiple Regression Analysis (MRA) using SPSS 18.0. As a result, we drew 23 indicators and calculate the weight of each indicators using Analytic Hierarchy Process (AHP). The proposed indicators in this study will provide feasible and reliable data to the individual and enterprise VoIP users as well as the reference data for VoIP service providers to establish the information security policy.

As affective barriers to library and information use, library anxiety(Mellon, 1986) has been studied in reference/information services and bibliographic instructions. The paper revisits Mellon's theory of library anxiety and Bostick's(1992) Library Anxiety Scale(LAS) in the digital library environment. In particular, this study attempts to address the inadequacy of the continued applications of LAS in the digital library environment, although the scale has been used unquestionably as the instrument measuring library anxiety. This contention was substantiated by three service trends in digital libraries(i.e., digital reference services, remote access, and transition from bibliographic instructions to information literacy) and by re-analyses of published library anxiety research papers in recent years. This study addresses the need for scale development that could measure anxieties of digital library users. It also suggests Information Literacy Anxiety Scale(ILAS) as a direction for the new scale.

In line with the establishment of the National Sejong Library, the main objective of this study is to construct a basic management plan to enable smooth operations of the library from its opening. To follow through with this goal, this paper analyzes the environment surrounding the National Sejong Library, puts forth new strategies to reinforce the policy information service, and suggests new development plans for the library's collection. This study examines the internal and external environment of the library through face-to-face interviews with library staff, while conducting surveys on public officials transferred to the city for suggestions on how to reinforce the policy information service. The vision of the National Sejong Library is to become a specialized resource institution in administrative policy, while also fulfilling the day-to-day needs of the community and serving as a supplementary record storage facility to the National Library. In order to reinforce the policy information service, it is crucial to digitize all policy-related theses, reports, and trend research, while establishing a firm network with other libraries in Korea and abroad to provide a wider range of policy files, local government policy documents, and other resources.

This paper proposes engineering estimation equations for the maximum deflection of a cylinder subject to bending under elastic-plastic and elastic-creep conditions. Being based on the reference stress approach, the proposed equations are simple to use and can accommodate general tensile and creep behaviours. Validation against detailed 3-D FE results using actual stress-strain data and realistic creep-deformation data shows excellent agreement, which provides confidence in the use of the proposed equation. Based on the proposed equations, together with information on in-service inspection data, discussion is given how to estimate future time-dependent and time-independent deflection of the CANDU pressure tube. Thus the present result would be valuable information for integrity assessment of the CANDU pressure tube.

Precedents are data containing various types of information. In this study, I proposed a method to be utilized as legal information system for the public using automatic text analysis performed on precedents. It is carried out to analyze the defamation precedent using reference provision, judgment issues, major points of judgment, and reference precedents. As a result of the analysis, legal provisions used in defamation, key issues covered by defamation, and key cases are extracted. Although only applied to the Supreme Court case regarding defamation, the proposed methodology could be applied to various legal topics.

There have been numerous attempts at finding factors associated with profitability among hospitals in the Republic of Korea. Factors that have been shown to be related to hospital profitability have not yet been systematically reviewed. The purpose of this study was to compile and summarize published works investigating the factors associated with hospital profitability in the Republic of Korea. We searched Research Information Sharing Service, Korea studies Information Service System, Database Periodical Information Academic, Korean Medical Database, KoreaMed, and Google Scholar from 1980 to November 2013. In addition, we manually searched reference lists from eligible studies. Review of 20 peer-reviewed articles revealed that very few of the variables employed in the eligible studies exerted consistent association with profitability, with the exception of personal cost (i.e., employee salaries). Future studies should take our findings into consideration before conducting research on hospital profitability.
