A Study on the Present State of Construction Records Management System through the KS X ISO 15489 : Focused on K Puplic Corporation (KS X ISO 15489를 통해본 건설기록물 관리 현황 - K공단을 중심으로 -)

  • This study was started from a critical mind for the construction records management in South Korea and examined the state of the construction records management system of the Korea Rail Network Authority which is constructing the biggest Express Railway Construction of National Project in Korea. The Methodology of this study is based on the functional requirement of the Records Management International Standard, ISO 15489, which standardized the record management process in the cases of Record Capture, Declaration, Classification, Storage, Access, Tracking and Disposition. In regard to the functional requirements from Capture to Disposition, each level(title) consists of 3 to 4 items, for a total of 22 principles in all. The estimation was created for each of the 22 categories using 4 levels: observance, partial observance, insufficiency and non observance. And pointing out the problem, suggesting the improvements for the Korea Rail Network Authority and structural improvements according to the KS X ISO 15489 principles.

A study on the construction of records management criteria (기록관리기준 조사 및 작성에 관한 연구)

  • With the reform of records management law, the organization should manage a new criteria scheme of record management based on business task and process. The new criteria scheme includes business explanation, preservation period, cause of setting up preservation period and opening information, access authority, keeping records or not. In the past, there were also some regulations and criteria but, records management criteria should be managed systematically and rationally than past in electronic environment. In this study, some previous cases about records management criteria constructing and operating were introduced first. And various characters about records management criteria were reviewed after that, process sample and methodology were proposed for construction of each criteria. If the records management criteria were constructed properly according to goals and objectives of records management and the results were managed through electronic system, the consistency of records management will be kept well and value changes of business and records will be reflected dynamically.

Improvement of Activities of Daily Living through Visiting Nursing Care under Long-Term Care Insurance: A Case Report using the OMAHA System (방문간호를 통한 일상생활동작 수행능력 개선에 대한 사례보고: 오마하시스템을 활용하여)

  • Purpose: This study was done to report nursing case for ADL improvement of elders who have CVA(Cerebrovascular Accident) sequelae. Methods: The client had registered in the C visiting nursing center after being decided a long-term care Grade 2. Data were collected through consultation logs for recipients, Activities of Daily Living (ADL) records, fall risk assessment (Huhn) sheets, decubitus ulcer risk assessment (Braden Scale) sheets, cognition assessment (K-MMSE) sheets, long-term care benefit provision records, and interviews with visiting nurse. Data were collected and analyzed according to the Omaha System problem classification. The intervention scheme and the problem rating scale for performance were applied to present the case for home-visit nursing. Results: The client registered in August, 2018, was provided home-visit nursing care once a week as of September 2020. ADL, cognitive levels and decubitus ulcer risks were found to have improved. Conclusion: This case report presents the value of classifying nursing problems and checking nursing intervention provided to patients with problems of ADL. The presentation of home-visit nursing cases applying a standardized nursing problem classification scheme for clients with various problems showed that a high quality level of care is guaranteed and evidence-based nursing can be provided by visiting nurses.

Comparison with in-hospital Korean Triage and Acuity Scale (KTAS) and prehospital triage system in a metropolitan city (일개 대도시의 병원전 단계와 병원 단계의 중증도 분류체계 간의 결과 분석)

  • Objective: This study was conducted to analyze and compare the classifications of a prehospital triage system and an in-hospital triage system. Methods: The records of patients transferred from the '119' emergency service for 5 months (from January 1 to May 31, 2016) were collected and records of first aid activities were assessed. We examined cases classified as four (urgent, semi-urgent, potentially urgent, and non-urgent) of five stages, excluding death. In the hospital, data were collected from medical records and classifications made using the five Korean Triage and Acuity Scale (KTAS) stages (1, resuscitation; 2, emergency; 3, urgent; 4, less urgent; and 5, non-urgent) were analyzed. Results: The number of patients enrolled in the study was 3,457. Of them, 2,301 were discharged after treatment and 1,156 were hospitalized. According to the prehospital triage classification, 726 of the 3,457 cases were urgent, 593 were semi-urgent, 1,944 were potentially urgent, and 194 were non-urgent. The results of the in-hospital triage were as follows: 114 KTAS 1 (3.3%), 491 KTAS 2 (14.2%), 1,345 KTAS 3 (38.9%), 1,227 KTAS 4 (35.5%), and 280 KTAS 5 (8.1%). The odds ratio trend for hospitalization showed a larger decrease according to in-hospital staging (95% CI, 0.32-0.39) than according to prehospital staging (95% CI, 0.50-0.60). The odds ratio trend for intensive care unit (ICU) admission also showed a larger decrease according to in-hospital staging (95% CI, 0.16-0.22) than according to prehospital staging (95% CI, 0.37-0.48). Conclusion: We found little correspondence in classifications made according to the KTAS and prehospital triage systems. However, the tendencies toward decreases in the hospitalization and ICU admission rates were similar.

Development of a Facet Classification System for Presidential Gift Search in Presidential Archives (대통령기록관 대통령선물 검색을 위한 패싯 분류체계 개발)

  • This study attempted to propose a faceted search function to supplement metadata for existing presidential gifts. To this end, based on 3,574 presidential gifts provided online by the Presidential Archives, identified the characteristics of records extracted from the gift name, gift giver, gift country, gift date, and receipt process, specifications, and characteristics of the presidential gift. Based on this, study designed a facet-based classification of presidential gifts with 5 basic facets and 51 sub-facets and structured facets define each facet element and assign an arrangement order and symbol. This classification system can be expected to be utilized as a basis for building faceted navigation by applying it to a search system. Through the study, it was confirmed that it was necessary to develop a new classification system for presidential gifts, and it was proposed to apply facet classification as an alternative classification system for this purpose.

  • This study aims to propose the adoption of a business management system, as well as suggest the functions and development directions for public organizations, which are required to establish the record management and information disclosure system under Government 3.0, rapidly respond to the needs for strengthening the responsibilities for explanation, and improve work efficiency. Recently, some of the public organizations that introduced the record management and information disclosure system adopted the Electronic Document System, which focuses on the function of electronic approval, and developed a records classification scheme for the system. This study aims to review the case of A organization, which recently developed an in-house records management system and established information strategy planning to adopt a customized business management system after establishing a business reference model throughout the organization, and suggests the directions of the electronic record production system for public organizations.

Usage Patterns and Severity Classification of Elderly Patients in a Public Hospital Emergency Department

  • This study aims to enhance the accuracy of severity classification by examining the usage patterns and characteristics of emergency department visits. It focuses on adult and elderly patients who visited a public hospital in Seoul. This descriptive study retrospectively reviewed the electronic medical records of patients who visited the emergency department of a public hospital between November and December 2023. The total number of participants was 1,033, with 46.4% (n=479) being elderly and 53.6% (n=554) being adults. The chief complaints of the participants were as follows: for the elderly, nervous system symptoms at 8.2% (n=85) and digestive symptoms at 7.5% (n=77) were the most common, while for adults, gastrointestinal symptoms at 11.0% (n=114) and trauma at 8.6% (n=89) were more prevalent. In the case of the elderly, patients classified as urgent accounted for the highest percentage at 23.9% (n=247), while for adults, non-emergency were more prevalent at 32.2% (n=333). The initial severity classification error rate for elderly patients in the urgent was 3.8%, indicating that the suitability of KTAS for elderly patients with high severity was low. To minimize severity classification errors and enhance KTAS accuracy, it's essential to address its current limitation of only classifying adults and children separately by developing a KTAS classification system that reflects the diverse characteristics of elderly patients.

A Study on the Operation and Special Quality of the Records Disposition Schedule (기록물분류기준표 특성 및 운영에 관한 연구)

  • This study focuses on establishing a base for approaching record disposition schedules, which may be felt unfamiliar, through the overview of record disposition schedules. For this purpose, this study examined the meaning of record disposition schedules, the significance and principle of their elements, and their operation. In addition, it presented tasks to perform for record disposition schedules to play a central role of record management in the future. This study showed that record disposition schedules authorize people to control and process records, and are closely related to the development and the stability of record disposition system in Korea. What is more, it proved that record disposition schedules enable the assessment of the historical values of records, so it is possible to maintain records from the perspective of historical records. Besides, record disposition schedules are important in that they contain information on organizations and their functions, based on which we can preserve and manage extrinsic information about records.

  • This study aims to identify the problems of the records disposition schedule of the college of education through transaction and records folder analysis. For these purpose, the study conducted a literature survey. Moreover, this study compared and analyzed the records classification system of the all college of education. In addition, we conducted an interview to the person in charge and gained the materials from the national archives in Korea thorough a request of information disclosure. It was found that problems in terms of practical side. Consequently, based on the analysis, the college of education have established and segmented the transactions properly. With the proposed system, records disposition schedule of the college of education can be facilitated.

A Study on the Design of a Topic Map-based Retrieval System for the Academic Administration Records of Universities (대학 학사행정 기록물의 토픽맵 기반 검색시스템 설계에 관한 연구)

  • A topic map was designed as an efficient information retrieval method that is optimized for classification, organization, and navigation through the use of a semantic link network above information resources. With this, this study aims to design a topic map-based university archives retrieval system to provide the relevant information retrieval. For this study, electronic records that relate to the academic administration within two years of D university were collected, and topic map editing was carried out with Ontopia Omnigator. Topics were classified according to their functional analysis of academic administration. In the end, the number of topics was finalized as 626, with 6 types in general: academic work, staff, college register, student, university, etc. Association was separated into six types as well, which were formed with consideration to the relationships among topics. In addition, there are seven occurrence types: register class, register number, register date, receiver, title, creator, and identifier. It is expected that the associative nature of the designed topic map-based retrieval system in this study will make navigation of large records easy and allow incidental discovery of knowledge.
