A Study on the Job Description of Medical Record Administrator in Busan and Gyeongnam (부산·경남지역 의무기록사 직무분석)

  • The purpose of this study was to propose how to improve and develop the college curriculum of medical record administration, satisfying requirements from hospitals having medical record administrators. For the purpose, this researcher surveyed medical record administrators serving at hospitals located in Busan, Changwon, Masan and Jinju. Finally analyzed were responses from 100 medical recorders. The frequency of searching medical records to support information use was statistically different among hospitals according to the number of sick beds(p=.041), or $3.16{\pm}1.75$ for fewer than 300 sick beds, $4.28{\pm}2.42$ for 300 to 500 and $4.86{\pm}3.18$ for more than 500. The college course that was regarded as most important by most of the surveyed medical record administrators, or 53(37.2%) was medical terminology, followed by statistics by 36 of the respondents(18.5%) and EMR, 25(12.8%) in order. To make EMR truly effective requires reforming the university curriculum of medical record administration and giving more attention and more supports to training for better computerization, realizing that medical record administrators serve as a true manager of health and medical information, not a person who just paper-based medical information. In addition to managing health and medical information, medical record administrators are expected to have more roles in the future, for example, providing high-quality clinic knowledge and medical information that are necessary for efficient hospital management and medical research to survive competition.

Research on the Improvement of the Law of Record Management (기록관리법의 개정과 관련한 제문제 연구)

  • This research discusses how to improve the current environment for record management in relation to the Revision of the Law of Record Management in South Korea. Three major issues are: 1) Legal status of the National Archives & Records Service of Korea as the government institution in charge of managing centrally records, 2) System for the education and training of professionals who specialize in record management, and 3) Foundation of the national museum and archives of records. Findings are as follows: First, the existing 'National Office of Records' as the government institution in charge of managing records, should be promoted to the 'National Archives & Records Service of Korea' in order to be administered by the class of a vice-minister in the Ministry of Government Administration and Home Affairs. Second, the qualification criteria which currently requires the Master's degree of Record Management, should be modified to include the Bachelor's degree in the field in order to expand the pool of professional human resources. Also, to hire the public officials for record management, either the positions of 'researcher/record manager group' should be created, or the existing positions of librarian, archivist, and record manager should be integrated into the new position of 'record culture group'. Third, the most significant task for the office of record management of local governments is to inherit and further develop the traditional culture and documentary legacy which are unique to those local communities and governments at various levels, and a priority should be given to those tasks. Therefore, when the Law of Record Management will be later revised, the establishment of the office of record management for local governments at every level should be required, and the museum and archives of records should be also established as a significant part of the institution. Unique local culture and history of particular communities should be collected and preserved in systematically specialized and differentiated ways in those institutions of record management, and the names should be uniquely given to the institutions according to the characteristics of local governments.

A Maximum Data Allocation Rule for an Anti-forensic Data Hiding Method in NTFS Index Record

  • An anti-forensic data hiding method in an NTFS index record is a method designed for anti-forensics, which records data as a file name in index entries and thereafter the index entries are made to remain in the intentionally generated slack area in a 4KB-sized index record[7]. In this paper, we propose a maximum data allocation rule for an anti-forensic data hiding method in an NTFS index record; i.e., a computational method for storing optimal data to hide data in an index record of NTFS is developed and the optimal solution is obtained by applying the method. We confirm that the result of analyzing the case where the number of index entries n = 7 is the maximum case, and show the screen captures of index entries as experimental results.

  • In ubiquitous environments, clients move between domains freely and its activities in the other domains are growth. Like this environment, the service provider makes access or activity records what they are provided to clients. This record can make a privacy problem to recognize a person or trace some works. So this record must be kept and managed by user instead of the service provider. In this paper, we propose a system that can gather those records from the service provider to home domain server which client's managing by themselves. In addition, if remote domain manager requests that record by the legal process, system can transfer only a range of information which allowed by client to keep personal privacy.

  • In ubiquitous geographic information environment, the users are provided with geographic information anywhere and any time on their needs by any types of devices and communication media. The unique location ID, ePosition, is a new technology to support UBGI environment, using a logical location ID instead of physical location of a point of interest. Domain names of plural ePosition servers, where location information with its ePosition is stored, needs to be registered in DNS for some service through Internet. For better ePosition service of the type of public service like email service, a set of DNS resource records can be newly defined. This paper suggests a new DNS resource record EPO for implementation of the ePosition service through Internet.

  • It is needed to support intelligent customized health information service for user convenience in PHR based Personal Health Care Service Platform. In this paper, we specify an ontology-based health data model for Personal Health Care Service Platform. We also design a knowledge search algorithm that can be used to figure out similar health record by applying machine learning and data mining techniques. Axis-based mining algorithm, which we proposed, can be performed based on axis-attributes in order to improve relevance of knowledge exploration and to provide efficient search time by reducing the size of candidate item set. And K-Nearest Neighbor algorithm is used to perform to do grouping users byaccording to the similarity of the user profile. These algorithms improves the efficiency of customized information exploration according to the user 's disease and health condition. It can be useful to apply the proposed algorithm to a process of inference in the Personal Health Care Service Platform and makes it possible to recommend customized health information to the user. It is useful for people to manage smart health care in aging society.

Legal Status of Medical Personnel on Medical Records (환자의 의무기록 관련 의료인의 법적 지위)

  • This study is a paper reviewed legal status of medical personnel and issues of law on recently discovered medical records. As the increase of medical personnel who have gone through the administrative disposal in regards to the medical records, it is needed to examine the legal issue or dispute on the medical records under the current law. Medical records are the statement on patient's medical conditions made by the medical personnel. This records are used as important source for patient's further treatment. This becomes the communication route between the patients and the other medical personnel, and it provides the patients a right to find out their medical information. According to the Medical Service Act (Article 21), a medical personnel shall prepare respectively a record book of medical examination and treatment. And medical personnel shall make a signature. Furthermore, the medical personnel or the opener of the medical institutions must preserve the record book (including an electronic medical record). Meanwhile, the issues of a ban on false entry, additional record, revision or manipulation on the medical record have been recently on the rise. This paper briefly examined the major issues in regards to the medical records. It especially clarified the legal duty on medical records and its major-contentious-issues. At the same time, it pointed out the problems of the unreasonable over interpretation of the law. Furthermore, this suggested the guidelines for the further discussion and review.

A Study on the Problems of Korea Merchandise Trade Statistics (무역통계 및 실적 차이에 관한 제(諸)문제)

  • The accurate national trade statistics can show the real nation's trade situation, and contribute to setting up the national's trade plans and corporate's strategies. This study researches the differences between trade statistics and actual trade record among the national and international statistics and suggests improvement plans to solve the problems. There are 4 types' differences among the trade statistics as follows; First, a statistical differences between Korea Customs Service and Bank of Korea by yearly US$9.6billions because of standard and boundary of trade statistics. Second, a statistical differences between Ministry of Trade, Industry and Energy and Korea Customs Service because of the time and purpose of trade statistics release. Third, a statistical differences between Korea and counterpart countries because of standard of trade statistics, intermediate countries and rules of origin. Lastly, a statistical differences between nation's statistics and corporate record because of typing errors and indirect export record. The fundamental improvement plans are Korea statistics rules like Korea Foreign Trade Rules and Korea Custom Rules, need to coincide with the international rules like IMTS, MSITS, BPM6 etc. Especially the rules of statistics related to intermediary trade, processing trade and transit trade have to revise with new BPM6 rules. In addition, a reasonable care of trade statistics from accumulation to utilization of trade information is more important than statistical regulation or system, so all persons concerned including exporters, importers, government official pay attention the statistics and cooperate together.
