  • To survive in the trend of the fourth industrial revolution, companies are putting a lot of attention and effort into personalization services using the latest technologies such as big data, artificial intelligence and the Internet of Things, while entrusting third parties to handle personal information on the grounds of work efficiency, expertise and cost reduction. In such an environment, consignors need to check trustees on a more effective and reasonable basis to ensure personal information safety for trustees. This study used AHP techniques to derive the importance and priority of each item of "Personal Information Safety Assurance Measures" for financial companies and trustees, and objectively compared and analyzed differences in perceptions of importance between financial institutions and trustees. Based on this, the company recognizes the difference between self-inspection of financial institutions and inspection of trustees and presents policy grounds and implications for applying differentiated inspection standards that reflect the weights appropriate for the purpose.

  • Worldwide environmental regulations have been enhanced for emission reduction of greenhouse gases and air pollutants; accordingly, some measures were prepared. Furthermore, the need for effective and reasonable energy-saving methods is growing in accordance with that for environmental pollution minimization. In the case of marine engineering, techniques for the development of eco-friendly vessels have been actively studied, including reduction of exhaust gas emissions, development of alternative fuel, and development of a new propulsion system. In this study, we presented the basic concepts and analyzed the speed, current, voltage, and output power characteristics of each operating mode, i.e., operating mode of battery, generator, and full power.

The Effect of Gaze Angle on Muscle Activity and Kinematic Variables during Treadmill Walking

  • Objective: The purpose of this study was to determine how gaze angle affects muscle activity and kinematic variables during treadmill walking and to offer scientific information for effective and safe treadmill training environment. Method: Ten male subjects who have no musculoskeletal disorder were recruited. Eight pairs of surface electrodes were attached to the right side of the body to monitor the upper trapezius (UT), rectus abdominis (RA), erector spinae (ES), rectus femoris (RF), bicep femoris (BF), tibialis anterior (TA), medialis gastrocnemius (MG), and lateral gastrocnemius (LG). Two digital camcorders were used to obtain 3-D kinematics of the lower extremity. Each subject walked on a treadmill with a TV monitor at three different heights (eye level; EL, 20% above eye level; AE, 20% below eye level; BE) at speed of 5.0 km/h. For each trial being analyzed, five critical instants and four phases were identified from the video recording. For each dependent variable, one-way ANOVA with repeated measures was used to determine whether there were significant differences among three different conditions (p<.05). When a significant difference was found, post hoc analyses were performed using the contrast procedure. Results: This study found that average and peak IEMG values for EL were generally smaller than the corresponding values for AE and BE but the differences were not statically significant. There were also no significant changes in kinematic variables among three different gaze angles. Conclusion: Based on the results of this study, gaze angle does not affect muscle activity and kinematic variables during treadmill walking. However, it is interesting to note that walking with BE may increase the muscle activity of the trapezius and the lower extremity. Moreover, it may hinder proper dorsiflexion during landing phase. Thus, it seems to reasonable to suggest that inappropriate gaze angle should be avoided in treadmill walking. It is obvious that increased walking speed may cause a significant changes in biomechanical parameters used in this study. It is recommended that future studies be conducted which are similar to the present investigation but using different walking speed.

Problems in the Medical Dispute Medication System and Improvement Plan (의료분쟁조정제도 운영상의 문제점 및 개선방안)

  • For a variety of reasons, the number of medical disputes is continuously rising. Due to the intrinsic qualities of medical treatments, one would find it more apt to subject medical disputes to general conflict resolution procedures rather than to once-for-all decisions under legal suits. To address the increasing medical disputes with greater professionalism and efficiency, the Medical Disputes Mediation Act was enacted and a medical dispute mediation system put in place, while drawbacks have been blamed to both. The current mediation procedures require the respondent's agreement as a disclosure requirement. A reasonable improvement to this would be to amend the regulation of agreement supposition, or to enforce procedural participation only to public health facilities managed by the national or regional government. Furthermore, small claims cases of 20 million KRW or less in claim may be considered for conciliation-prepositive principle. The concentration on small claim medical disputes is a phenomenon that can be addressed by carrying out maximum authentication commissions or similar measures, one of the solutions by enhancing the public trust in the Korea Medical Dispute Mediation and Arbitration Agency. The proper management of medical authentication teams is one way to address the existing problems in the authentication system. For this, the number of team members shall be increased under more flexible authentication procedures. All indemnity resources for medical accidents of force majeure must be borne by the Government, for it is the body principally responsible for social compensation. Placing this cost on the establisher of the subject medical facility holds the possibility of violating fundamental rights. While the costs for subrogation payment system for damages may be borne by the healthcare facility establisher, a deposit-based system must be created for cases in which the facility shuts down, without holding the responsibility for accident cause. Such change to a deposit-based system will evade the controversies of unconstitutionality, etc.

A Study on the Applicability of Soil-Media Hydroseeding Measures Using Zoysiagrass's Lateral Stems (한국잔디 줄기를 이용한 식생기반재 뿜어붙이기공법의 적용성 연구)

  • A manipulation of zoysiagrass's lateral stems and soil-media; used for slope revegetation, is expected to facilitate the production of high-quality grass. To study the influences on the growth of zoysiagrass depending upon various soil-media conditions, two different types of soil are used. The results obtained - through investigation of its cover rates, leaf color and number - are summarized as follows. In mountain regions soil, there are no significant differences in growth and development of grass in treatments: zoysiagrass's lateral stems treatments with 1cm, 2cm, and 3cm soil-media and treatment with only seeding. Zoysiagrass, in most of the treatments, show about the same growth rates, and at the end, fair visual quality. Zoysiagrass's lateral stems treatments with 2cm, 3cm show slightly better growth, however, thickness of soil-media need not be more than 1cm to obtain an expected quality of lawn. In decomposed granite soil, there appears statistical significance in growth of the grass in treatments: zoysiagrass's lateral stems treatments with 1cm, 2cm, and 3cm soil-media and treatment with only seeding. The thicker the soil-media, the better the growth of grass, and that in treatment with seeding-only shows poor quality in general. And therefore, it is efficacious to plant in 3cm soil-media when quick formation of lawn is necessary; however, using 2cm soil-media is ultimately the most cost-efficient way of formation. But, when time allows - that is, more than three months - 1cm soil-media in decomposed granite soil is reasonable to formate just as effective lawn. And so when performing seeding, additional covering, fertilization or increasing the quantity of seed must be considered.

Reliability-based Optimization for Rock Slopes

  • The stability condition of rock slopes is greatly affected by the geometry and strength parameters of discontinuities in the rock masses. Rock slopes Involving movement of rock blocks on discontinuities are failed by one or combination of the three basic failure modes-plane, wedge, and toppling. In rock mechanics, practically all the parameters such as the joint set characteristics, the rock strength properties, and the loading conditions are always subject to a degree of uncertainty. Therefore, a reasonable assessment of the rock slope stability has to include the excavation of the multi-failure modes, the consideration of uncertainties of discontinuity characteristics, and the decision on stabilization measures with favorable cost conditions. This study was performed to provide a new numerical model of the deterministic analysis, reliability analysis, and reliability-based optimization for rock slope stability. The sensitivity analysis was carried out to verify proposed method and developed program; the parameters needed for sensitivity analysis are design variables, the variability of discontinuity properties (orientation and strength of discontinuities), the loading conditions, and rock slope geometry properties. The design variables to be optimized by the reliability-based optimization include the cutting angle, the support pressure, and the slope direction. The variability in orientations and friction angle of discontinuities, which can not be considered in the deterministic analysis, has a greatly influenced on the rock slope stability. The stability of rock slopes considering three basic failure modes is more influenced by the selection of slope direction than any other design variables. When either plane or wedge failure is dominant, the support system is more useful than the excavation as a stabilization method. However, the excavation method is more suitable when toppling failure is dominant. The case study shows that the developed reliability-based optimization model can reasonably assess the stability of rock slopes and reduce the construction cost.

Groping the Environmental Education Method based on the Ecological Principles (생태학의 원리에 기초한 환경교육 방법의 모색)

  • The progress of environmental science and technology in the developed countries has been rapid in recent years. Particularly remarkable has been the advancement of various pollutant control measures, which have brought the pollution of inorganic factors such as air and water under control. In contrast, diversity of the ecosphere, of which man is a part, is being steadily impoverished and the biological community is getting unvaryingly uniform. These phenomena were brought about by the expansion of artificial environment such as new industrial complexes, transportation facilities and urban development. Man has constructed uniform and artificial environment, believing in the premise of confrontation with nature, to such a scale that the natural environment and biological community have lost their balance. This will increasingly endanger the soundness of the biotic environment of nature, which constitutes the potential foundation both for the survival environment of man as biological entity and for the development of human civilization. In order to guarantee the soundness of man's body, intelligence and sensitivity as wholesome gene pool on the earth and for the future of man, primarily important environmental education is the understanding of how man can everlasting exist in and with the survival environment. In view of this reality, it is vitally important to create ecologically diverse and well-balanced environment with living materials, i.e., vegetation in order to secure lasting survival environment for man. This task is urgently required in highly artificial environment where non-biological materials have forced the impoverishment of the biological community. Therefore, environmental education for the future should not be totally oriented to technology as that in the past nor it is limited to the medical aspect where well-being of human is the sole object of concern. That is to say, environmental education for the future should be one that provides knowledge that human can understand his place based on the ecological concept and thereby make him to have ethical consciousness that he can control his behavior within the reasonable level for ecological niche who he is located.

Water Supply Risk Assessment of Agricultural Reservoirs using Irrigation Vulnerability Model and Cluster Analysis (관개취약성 평가모형 및 군집분석을 활용한 용수공급 위험도 평가)

  • Because reservoirs that supply irrigation water play an important role in water resource management, it is necessary to evaluate the vulnerability of this particular water supply resource. The purpose of this study is to provide water supply risk maps of agricultural reservoirs in South Korea using irrigation vulnerability model and cluster analysis. To quantify water supply risk, irrigation vulnerability indices are estimated to evaluate the performance of the water supply on the agricultural reservoir system using a probability theory and reliability analysis. First, the irrigation vulnerability probabilities of 1,346 reservoirs managed by Korea Rural Community Corporation (KRC) were analyzed using meteorological data on 54 meteorological stations over the past 30 years (1981-2010). Second, using the K-mean method of non-hierarchical cluster analysis and pre-simulation approach, cluster analysis was applied to classify into three groups for characterizing irrigation vulnerability in reservoirs. The morphology index, watershed area, irrigated area, and ratio between watershed and irrigated area are selected as the clustering analysis parameters. It is suggested that the water supply risk map be utilized as a basis for the establishment of risk management measures, and could provide effective information for a reasonable decision making on drought risk mitigation.

A Case Study of the Sea Area Utilization Consultation for the Conservation of Marine Protected Seagrass Species (보호대상해양생물종인 잘피의 보전을 위한 해역이용협의의 사례연구)

  • This study diagnosed the status of marine environmental impact assessment(MEIA) for project near the habitat of marine protected seagrass species such as Zostera caespitosa, Zostera asiatica, Phyllospadix iwatensis. For the preparation of a marine environmental impact statement, different monitoring parameters are used without any specific guideline for the assessment of current status. And also, both tools and techniques for MEIA are needed to improve for implementing. The monitoring plans and parameters are not considered well with the accuracy of the environmental predictions and effectiveness of any applicable mitigation measures. This study suggested the reasonable standard of the MEIA for the conservation of the marine protected seagrass species which have the habitat located near affected area. The inshore seagrasses need to be monitored including shoot count based on the "No Net Loss of Seagrass" as part of the monitoring parameters to assess the status of marine environment of environmental impact statement. In a process of effect prediction, we suggested a concentration of 10 mg/L suspended solids which added by the new developmental project near seagrasses habitat, referring to study of overseas case. But a further study for an appropriate standard is necessary effectively. In a mitigating process, priority needs to be considered in order of avoidance, minimization, reduction, compensation. In a post-monitoring process, it is necessary to monitor the seagrass species abundance to identify the variation of b/a (before and after) project. And in a case of implementing transplantation, survival rate need to be included to determine a success of project.

Super-Pixels Generation based on Fuzzy Similarity (퍼지 유사성 기반 슈퍼-픽셀 생성)

  • In recent years, Super-pixels have become very popular for use in computer vision applications. Super-pixel algorithm transforms pixels into perceptually feasible regions to reduce stiff features of grid pixel. In particular, super-pixels are useful to depth estimation, skeleton works, body labeling, and feature localization, etc. But, it is not easy to generate a good super-pixel partition for doing these tasks. Especially, super-pixels do not satisfy more meaningful features in view of the gestalt aspects such as non-sum, continuation, closure, perceptual constancy. In this paper, we suggest an advanced algorithm which combines simple linear iterative clustering with fuzzy clustering concepts. Simple linear iterative clustering technique has high adherence to image boundaries, speed, memory efficient than conventional methods. But, it does not suggest good compact and regular property to the super-pixel shapes in context of gestalt aspects. Fuzzy similarity measures provide a reasonable graph in view of bounded size and few neighbors. Thus, more compact and regular pixels are obtained, and can extract locally relevant features. Simulation shows that fuzzy similarity based super-pixel building represents natural features as the manner in which humans decompose images.
