The slagging which generated from ash deposition on furnace wall and tube in boiler reduces the heat transfer efficiency and damages to safety of boiler. The slag flow behavior in boiler is affected by melting temperature which is related to ash compositions. In this study, the behavior of slag is researched by using ash fusibility test, called TMA (Thermo-Mechanical Analysis). The technique measures the percentage shrinkage as the function of temperature, T25%, T50%, T75%, T90%. These temperatures indicate different stages of melting. Then, the effect of ash chemical compositions measured from XRF (X-ray Fluorescence Spectrometer) to ash fusion temperatures is discussed. Among the chemical compositions, refractory and fluxing influence on ash fusibility is described. High levels of refractory component and limited amount of fluxing components ($Fe_2O_3$, $K_2O$, CaO) increase overall melting temperatures. High $SiO_2/Al_2O_3$ ratio decrease high melting temperatures (T75%, T90%). Meanwhile, the presence of reasonable levels of fluxing components reduces overall melting temperature. A presence of fluxing component such as $K_2O$ and CaO is found to decrease the T25% values significantly. From this research, it is possible to make a reasonable explanation and prediction of ash fusion characteristic from analysis of TMA results and ash chemical compositions.
As the use of private cars increases along with the technological advancement in the automobile industries and their capabilities to supply, a wide range of issues are followed including the increase in traffic congestion costs, pavement damages and more. In spite of consistent effort to resolve such urban traffic problems, the modal share rate of private cars continuously increases, thus it is becoming more important to explore the ways to enable drivers to take reasonable measures, in self-motivated manner, by taking part of the transportation demand management policy rather than to rely on the strict enforcement of control policy. Considering that the urban transportation infrastructures are in much better shape than before, it is necessary to implement Mobility Management (MM) that induces reasonable usage of private cars by promoting the change in one's consciousness and behavior through communication. Hence, the research studies the factors that influence the mobility through the survey targeting the citizens of Busan on their awareness on the former transportation demand management policy, to explore the ways to motivate the citizens' involvement in reducing the use of private cars as a measure of Mobility Management.

Objectives: This study developed a harmonized method for risk assessment based on the Hazard & Risk Evaluation of Chemicals (HREC) according to the Industrial Safety and Health Act (ISHA). Methods: Three preliminary studies, performed during 2010 and 2011 by the Occupational Safety and Health Research Institute and three academic research groups, were compared. The differences in risk assessment, especially in the dose-response assessment method, were analyzed. A new harmonized method for dose-response assessment was suggested and its applicability for the HREC was examined. Results: Considering the various steps of each dose-response assessment, the equivalent steps in quantitative correction, uncertainty factor 2 (UF2) for intra-species uncertainty, and UF3 for the experimental period in the uncertainty correction were relatively high. Using our new method, the total correction values (quantitative correction plus uncertainty correction) ranged from 72~15,789 to 30~60, and the ratio of the threshold limit value (TLV) to the reference concentration decreased from 12.8~1900 to 5.4~11.8. Furthermore, when we performed risk characterization by our new method, hazard quotient (HQ) values for chloroethylene, epichlorohydrin, and barium sulfate became 3.0, 14.1, and 1.13 respectively, whereas three previous studies reported HQ values of 7.1, 4580, and 87.3 considering reasonable maximum exposure (RME) conditions. HQs of the three chemicals were calculated to be 0.6, 2.4, and 0.1 respectively, when compared to their TLVs. Conclusions: Our new method could be applicable for the HREC because the total correction values and the ratio of TLVs were within reasonable ranges. It is also recommended that additional risk management measures be applied for epichlorohydrin, for which the HQ values were greater than 1 when compared with both reference values and the TLV. Our proposed method could be used to harmonize dose-response assessment methods for the implementation of risk assessment based on the HREC according to ISHA.
The environmental issues including domestic measures to protect public life or health are generally easy to bring the tension between the WTO and its member countries. The standard of review, whether de novo review, total deference, or somewhere in between, is largely important in the WTO's adjudicating mechanism because it is closely related to the appropriate balance of power between sovereign nations and the WTO: The multilateral trading regime, through the proper standard of review, could harmoniously operated without interest conflicts among the member countries and at the same time between the WTO and the member countries. Irrespective the important function of the standard of review in the WTO judicial system, applicable standard of review has not been established in the current SPS Agreement. Furthermore, the nature of the SPS Agreement related in scientific factors, such as scientific experiment, data and assessment prevents the WTO's panel from applying consistent standard of review. Considering the judicial demand for the moderate treatment of the case under the SPS Agreement, this paper explores appropriate standard of review applicable the SPS-related environmental measures, particularly, by analysing the recent SPS-related dispute, US-Hormones Suspension.

A Saemangeum Development Project, which is a national project in South Korea, has started with the objective of developing the reclaimed area mainly agricultural land use since the mid'80s. To develop a model of the global eco-reclamation, constructions of the eco-friendly counter facilities such as sluice gates and inner dikes, as well as environmental preservation measures for an estuary reservoir, have been carried out. However, reasonable measures of the water quality management for the Saemangeum area are required. Thus, the purpose of this study is to rigorously analyze and quantitatively evaluate the environmental problems due to the water level management associated with inner dike constructions. To achieve these objectives, the affecting factors on determination of water level management are described and a series of calibrated transient-state numerical simulations was performed to demonstrate the salinity distribution difference in the estuary before and after the construction of inner dikes. The overall salinity reduced about 2~5 psu, and the seawater intrusion was weakened by a well-regulated waterway after construction of the inner dikes compared to before construction of them.

Currently, 230 domestic tourist destinations have been designated, established, and operated in accordance with the Tourism Promotion Act. According to the results of preceding research, more than 30% of them have been getting into the stagnation or decline stage. This is becoming a burden to local governments operating and managing tourist destinations, making it necessary to seek resolution measures. Thus, this study determined the activation elements of stagnant/declined tourist destinations regeneration to deal with problems of domestic stagnant or declined tourist destinations and also to regenerate rational and sustainable tourist destinations. This study conducted a survey with experts based on causes for stagnation and decline of domestic tourist destinations suggested by preceding research. Based on the survey results, the activation elements of stagnant/declined tourist destinations regeneration were drawn through the Delphi Technique and Analytic Hierarchy Process. And then the priority and weight of the drawn activation elements of stagnant/declined tourist destinations regeneration were drawn for the sake of reasonable project progress of tour site regeneration. In the results of the analysis, as activation elements of stagnant/declined tourist destinations regeneration, a total of seven upper-attributes, 23 sub-attributes, and 66 detailed-elements were drawn. It would be possible to raise the efficiency of projects and rational decision-making when executing future tourist destinations regeneration projects by using the activation elements drawn. Also, the drawn elements could be applied to the actual tourist destinations regeneration projects as measures for the stagnant/declined domestic tourist destinations' contribution to the vitalization of local economy based on sustainability, prohibition of thoughtless development of domestic tourism projects, and also efficient use of tourism resources.
The purpose of this study is to look at the way that speech-to-text (STT) services are used at present, and to explore measures to institutionalize such services for ease of communication for the hearing impaired. The results of this study show the following: 1) 17.8% of those surveyed had experience of using STT services, with younger individuals showing a higher rate of use; and 2) In terms of organizations providing STT services, social welfare organizations followed by civic groups (18.3%) and public organizations (18.3%). The following institutional measures are needed for STT services. First, STT services should be actively promoted as one of the reasonable conveniences defined in the 'Act on the Prohibition of Discrimination Against Disabled Persons, Remedy Against Infringement of Their Rights, etc.' Second, STT services should be additionally listed as one of the clauses of the 'Act on Welfare of Persons with Disabilities'. In particular, establishing a communication system for those with hearing impairments should serve as a catalyst for integration with sign language interpretation and welfare services. If STT services for face-to-face contacts can be improved or further enhanced using ICT, it will not only open the way for a new influx of disabled workers to join vocational rehabilitation, but also help to improve quality of life for the hearing impaired.
The purpose of this study is to evaluate the operational efficiency of Chinese e-commerce companies and to present measures to improve efficiency. This paper selected 16 enterprises as the research objects, from the e-commerce demonstration enterprises of the Ministry of Commerce of China in 2017-2018, to conduct an empirical study on the operating efficiency of e-commerce enterprises. By using DEA method, we selected 3 input and 2 output indicators to measure the input-output efficiency of enterprises from input-oriented. Using different model in DEA, we calculated the technical efficiency, pure technical efficiency and scale efficiency, also efficiency based on the sample of 2018 and horizontal analysis from 2016 to 2018. The analysis showed that the overall efficiency of Chinese e-commerce companies was continuously improving, and that their business capabilities and business scale were also gradually improving. Through the calculation of efficiency, we evaluated the competitiveness of the e-commerce demonstration enterprises, and explored measures to improve their management efficiency. At the same time, it put forward some reasonable suggestions to adjust the scale, and enhance the competitive advantage.

The purpose of this study is to propose an evaluation method to assess green environments of streetscapes to improve urban street green spaces in Jeonju City. Through a rapid assessment of urban street green spaces, we suggest an objective basis for expanding street green space as well as for adopting sustainable maintenance and improvement measures. We choose 12 sections of streetscapes (roads and sidewalks) to investigate existing street conditions which have more than four lanes and function as major road axes. Six large roads and six medium roads of Jeonju City center area are investigated as pilot assessment study sites. Site inventory checklists consist of environmental characteristics of streetscape, street tree status, and planting condition evaluation. Environmental characteristics of streetscapes are composed of physical and neighborhood factors. For instance, items for physical factors are types and width of road/sidewalks, paving materials, tree protection materials, and green strip. And surrounding landuse is a neighborhood factor. Assessment items for street tree status are street plant names (tree/shrubs/ground cover), size, and planting intervals. Planting condition evaluation items are tree shape, damage, canopy density, and planting types with existence of adjacent green space. Evaluation results are classified into three levels such as A(maintain or repair), B(greening enhancement), and C(structural improvement). In case of grade A, streetscapes have enough sidewalk width for maintaining green strip and a multi-layered planting(in large road only) with fairly good growing conditions of street trees. For grade B and C, streetscapes have a moderate level of sidewalk width with a single street tree planting. In addition, street tree growing conditions are appeared poor so that green enhancement or maintenance measures are needed. For median, only grade B and C are found as its planting growing foundations are very limited in space. As a result, acquiring enough sidewalk space is essential to enhance ecological quality of urban street green. Especially, it is necessary to have green strip with reasonable widths for plant growing conditions in sidewalks. In addition, we need to consider native species with multi-layer plant compositions while designing street green.
In the early stages of the COVID-19 pandemic, Korea took the lead in implementing "social distancing" policies more strongly than other countries. In addition to making it mandatory to wear a mask according to the policy, all patients using medical institutions are tested for COVID-19 to prevent Healthcare-Associated Infections, and only those patients who test negative have been regulated to receive face-to-face medical treatment. In this process, situations such as the disabled, who have difficulty wearing masks, were not taken into account, and emergency patients did not receive timely treatment or surgery from medical personnel. In response, the National Human Rights Commission of Korea has decided that forcing everyone to wear a mask and restricting access to medical institutions constitutes discrimination against the disabled. Therefore, the purposes this study has that, the first is to review cases of human rights discrimination against persons with disabilities due to measures to prevent the transmission of infectious diseases that did not consider the characteristics of persons with disabilities in the COVID-19 situation and issues regarding the decisions of the National Human Rights Commission of Korea, the second is to find a reasonable plan and the need for measures to prevent refusal of treatment by medical institutions for the disabled who have difficulty wearing masks.
