The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.

In this study, we develop an algorithm to predict swell-like significant waves in the east coast of Korea using the directional wave gauge which is installed near Sokcho. Using the numerical wave model SWAN, we estimate wave data in open sea from the wave data observed through the directional wave gauge. Then, using the wave ray method with the open-sea wave data as offshore boundary conditions, we predict the swell-like significant waves at several points in the east coast of Korea. We verify the prediction methods with the SWAN and wave ray methods by comparing numerically predicted data against either target or measured data at the observation site. We can improve the prediction of the swell-like significant waves in the east sea of Korea using both the real-time wave measurement system and the present prediction algorithm.

Heat insulation plates of fumed silica were prepared by mixing fumed silica, SiC powder and chopped glass fiber by a high speed mixer followed by pressing of the mixture powder in a stainless steel mold of $100{\times}100mm$. Composition of the plates, particle size of SiC, and type of inorganic binder were varied for observation of their contribution to heat insulation of the plate. The plate was installed on the upper portion of an electric furnace the inside temperature of which was maintained at $400^{\circ}C$ and $600^{\circ}C$, for investigation of heat transfer through the plate from inside of the electric furnace to outside atmosphere. Surface temperatures were measured in real time using a thermographic camera. The particle size of SiC was varied in the range of $1.3{\sim}17.5{\mu}m$ and the insulation was found to be most excellent when SiC of $2.2{\mu}m$ was incorporated. When the size of SiC was smaller or larger than $2.2{\mu}m$, the heat insulation effect was decreased. Inorganic binders of alkali silicate and phosphate were tested and the phosphate was found to maintain the heat insulation property while increasing mechanical properties.

In this paper, the plans for improvement of real-time security monitoring accuracy and expansion of control region were investigated through comprehensive and systematic collection and analysis of the anomalous activities that inflow and outflow in the network on a large scale in order to overcome the existing security monitoring system based on stylized detection patterns which could correspond to only very limited cyber attacks. This study established an anomaly observation system to collect, store and analyze a diverse infringement threat information flowing into the darknet network, and presented the information classification system of cyber threats, unknown anomalies and high-risk anomalous activities through the statistics based trend analysis of hacking. If this security monitoring system utilizing darknet traffic as presented in the study is applied, it was indicated that detection of all infringement threats was increased by 12.6 percent compared with conventional case and 120 kinds of new type and varietal attacks that could not be detected in the past were detected.
In order to understand the relation between the distribution of sea surface temperature and heavy snowfall over western coast of the Korean peninsula, several numerical assessments were carried out. Numerical model used in this study is WRF, and sea surface temperature data were FNL(National Center for Environment Prediction-Final operational global analysis), RTG(Real Time Global analysis), and OSTIA(Operational Sea Surface Temperature and Sea Ice Analysis). There were produced on the basis of remote sensing data, such as a variety of satellite and in situ observation. The analysis focused on the heavy snowfall over Honam districts for 2 days from 29 December 2010. In comparison with RTG and OSTIA SST data, sensible and latent heat fluexes estimated by numerical simulation with FNL data were higher than those with RTG and OSTIA SST data, due to higher sea surface temperature of FNL. General distribution of RTG and OSTIA SST showed similar, however, fine spatial differences appear in near western coast of the peninsula. Estimated snow fall amount with OSTIA SST was occurred far from the western coast because of higher SST over sea far from coast than that near coast. On the other hand, snowfall amount near coast is larger than that over distance sea in simulation with RTG SST. The difference of snowfall amount between numerical assessment with RTG and OSTIA is induced from the fine difference of SST spatial distributions over the Yellow sea. So, the prediction accuracy of snowfall amount is strongly associated with the SST distribution not only over near coast but also over far from the western coast of the Korean peninsula.
Recently, the renewable energy resources play an important role as an energy resources of future due to an environmental pollution and lack of resources and so on. The development and diffusion of information systems related to renewable energy resources have been driven actively abroad. However, at domestic an efficient history management for renewable energy resource data and web retrieve service are not provided. Therefore, in this paper, we propose a history data management system for the renewable energy resources, which stores and manages vast history information of renewable energy resource data systematically. This system collects renewable energy resource data in the outside observation system and stores them in the history database. The stored Information is retrieved through the history query process and can be provided in various forms - table, graph, chart and counter line, etc. - on the internet. Especially, the proposed system manages the history data in real-time so the latest information is always provided to the users through the web interface.

There are many traumatic foot and ankle problems in orthopaedic fields. Though it is not life-threatening problems, a delay in accurate diagnosis and treatments can danger limb function and therefore correct diagnosis can prevent long-term complications. Achilles tendon rupture is relatively common injury for active sports people. Ultrasonography is cost-effective, irradiation -free, effective for evaluation of soft tissues and dynamic analysis. It has been growing importance in Achilles tendon rupture. Ultrasonography is a diagnostic tool in Achilles tendon rupture. Physical examination and patient history is needed to diagnose Achilles tendon without image, but it is missed up by 20% in private clinic. Discontinuity of normal fibrillar architecture seen on an ultrasonographic image is diagnostic for Achilles tendon rupture, and can be accentuated by the performance of dorsi-flexion and plantar flexion, while observing in real time. And ultrasonography is a reliable method for serial observation after surgical treatment or conservative treatment.
This study aims to evaluate seismic performance of existing low and mid-rise reinforced concrete buildings by comparing their displacement capacities and displacement demands under selected ground motions experienced in Turkey as well as demand spectrum provided in 2007 Turkish Earthquake Code for design earthquake with 10% probability of exceedance in 50 years for soil class Z3. It should be noted that typical residential buildings are designed according to demand spectrum of 10% probability of exceedance in 50 years. Three RC building sets as 2-, 4- and 7-story, are selected to represent reference low-and mid-rise buildings located in the high seismicity region of Turkey. The selected buildings are typical beam-column RC frame buildings with no shear walls. The outcomes of detailed field and archive investigation including approximately 500 real residential RC buildings established building models to reflect existing building stock. Total of 72 3-D building models are constructed from the reference buildings to include the effects of some properties such as structural irregularities, concrete strength, seismic codes, structural deficiencies, transverse reinforcement detailing, and number of story on seismic performance of low and mid-rise RC buildings. Capacity curves of building sets are obtained by nonlinear static analyses conducted in two principal directions, resulting in 144 models. The inelastic dynamic characteristics are represented by "equivalent" Single-Degree-of- Freedom (ESDOF) systems using obtained capacity curves of buildings. Nonlinear time history analysis is used to estimate displacement demands of representative building models idealized with (ESDOF) systems subjected to the selected ground motion records from past earthquakes in Turkey. The results show that the significant number of pre-modern code 4- and 7-story buildings exceeds LS performance level while the modern code 4- and 7-story buildings have better performances. The findings obviously indicate the existence of destructive earthquakes especially for 4- and 7-story buildings. Significant improvements in the performance of the buildings per modern code are also obvious in the study. Almost one third of pre-modern code buildings is exceeding LS level during records in the past earthquakes. This observation also supports the building damages experienced in the past earthquake events in Turkey.

Satellite formation flying can provide the platform for interferometric observation to acquire the precise data and ensure the flexibility for space mission. This paper presents development and verification of an algorithm to estimate the baseline between formation flying satellites. To estimate a baseline(relative navigation) in real time, EKF(Extended Kalman Filter) and UKF(Unscented Kalman Filter) are used. Measurements for updating a state-vector in Kalman Filter are GPS single difference data. In results, The position errors in estimated baseline are converged to less than ${\pm}1m$ in both EKF and UKF. And as using the two types of Kalman filter, it is clear that the unscented Kalman filter shows a relatively better performance than the extended Kalman filter by comparing an efficiency to the model which has a non-linearity.
