An artificial neural network model was developed to analyze and forecast real time river runoff from the Naju watershed, in Korea. Model forecasts are very accurate (i.e., relative error is less than 3% and $R^2$ is great than 0.99) for calibration data sets. Increasing the time horizon for validation data sets, thus making the model suitable for flood forecasting, decreases the accuracy of the model. The resulting optimal EBPN models for forecasting real time runoff consists of ten rainfall and four and ten runoff data (ANN0410 and ANN1010 models). Performances of the ANN0410 and ANN1010 models remain satisfactory up to 6 hours (i.e., $R^2$ is great than 0.92).

A flash flood is one of the most hazardous natural events caused by heavy rainfall in a short period of time in mountainous areas with steep slopes. Early warning of flash flood is vital to minimize damage, but challenges remain in the enhancing accuracy and reliability of flash flood forecasts. The forecasters can easily determine whether flash flood is occurred using the flash flood guidance (FFG) comparing to rainfall volume of the same duration. In terms of this, the hydrological model that can consider the basin characteristics in real time can increase the accuracy of flash flood forecasting. Also, the predicted radar rainfall has a strength for short-lead time can be useful for flash flood forecasting. Therefore, using both hydrological models and radar rainfall forecasts can improve the accuracy of flash flood forecasts. In this study, FFG was applied to simulate some flash flood events in the Taehwa river basin by using of SURR model to consider soil moisture, and applied to the flash flood forecasting using predicted radar rainfall. The hydrometeorological data are gathered from 2011 to 2021. Furthermore, radar rainfall is forecasted up to 6-hours has been used to forecast flash flood during heavy rain in August 2021, Wulsan area. The accuracy of the predicted rainfall is evaluated and the correlation between observed and predicted rainfall is analyzed for quantitative evaluation. The results show that with a short lead time (1-3hr) the result of forecast flash flood events was very close to collected information, but with a larger lead time big difference was observed. The results obtained from this study are expected to use for set up the emergency planning to prevent the damage of flash flood.
The objectives of this study are to develop the flow nomograph for real-time flood forecasting and to assess its applicability in restored Cheonggye stream. The Cheonggye stream basin has the high impermeability and short concentration time and complicated hydrological characteristics. Therefore, the flood prediction method using runoff model is ineffective due to the limit of forecast. Flow nomograph which is able to forecast flood only with rainfall information. To set the forecast criteria of flow nomograph at selected flood forecast points and calculated criterion flood water level for each point, and in order to reflect various flood events set up simulated rainfall scenario and calculated rainfall intensity and rainfall duration time for each condition of rainfall. Besides, using a rating curve, determined scope of flood discharge following criterion flood water level and using SWMM model calculated flood discharge for each forecasting point. Using rainfall information following rainfall scenario calculated above and flood discharge following criterion flood water level developed flow nomograph and evaluated it by applying it to real flood event. As a result of performing this study, the applicability of flow nomograph to the basin of Cheonggye stream appeared to be high. In the future, it is reckoned to have high applicability as a method of prediction of flood of urban stream basin like Cheonggye stream.

This paper is to validate the proposed models for the real-time forecasting for the Keum river estuary dam such as tidal-level forecasting model, one-dimensional unsteady flood routing model, and Kalman filter models. The tidal-level forecasting model was based on semi-range and phase lag of four tidal constituents. The dynamic wave routing model was based on an implicit finite difference solution of the complete one-dimensional St. Venant equations of unsteady flow. The Kalman filter model was composed of a processing equation and adaptive filtering algorithm. The processng equations are second ordpr autoregressive model and autoregressive moving average model. Simulated results of the models were compared with field data and were reviewed.

For a real-time flood forecasting and reservoir control problem of a multipurpose dam, the online acquisition of hydro-meteorological data and computerized analysis of the acquired data are absolutely necessary for the prompt decision of reservoir discharges which can minimize the possible damages and simultaneously maximize the utilization of the runoff. By introducing a man-machine interface such as condensed color graphics of the analyzed results, it is much easier and faster to transform the information to the decision maker who can decide the reservoir discharge. The newly developed PC-REFCON, which represents the PC based real-time flood forecasting and reservoir control, can easily handle the above problems by adopting a innovative decision support system. The system has three principal components of, a data base subsystem which acquires and manages real-time data, a model subsystem which forecasts the flood runoff and simulates the reservoir operation, and a dialogue subsystem which helps decision maker and system engineers using various graphics and tables with renovative methodologies. The developed PC-REFCON will be utilized from the coming Summer of 1992 for the flood control of all the nine multipurpose reservoirs in Korea.

One of the purpose of the reservoir operation is minimizing theinnudation area in the downstream reaches during flood period.l To execute the gate operation properly , it requires lots of real-time data such as rainfall, reservoir level, and water level in the downstrea. Gate operation model was developed with the flood discharge obtained from real-time flood forecasting model and the criterion prepared from the past history of gate operation. Water level in the downstream would be increased by the releasing discharge from the spillway and the area of paddy land flooded in a certain detph and time would be estimated usnig GIS map. Gate operation model was applied to the Yedang reservoir, and the flooded area, depth and time in the paddy land was estimaged.
The rainfall-runoff model made of sewer networks in the urban area is vast and complex, making it unsuitable for real-time urban flood forecasting. Therefore, the rainfall-runoff model is constructed and simplified using the sewer network of Daerim baisn. The network simplification process was composed of 5 steps based on cumulative drainage area and all parameters of SWMM were calculated using weighted area. Also, in order to estimate the optimal simplification range of the sewage network, runoff and flood analysis was carried out by 5 simplification ranges. As a result, the number of nodes, conduits and the simulation time were constantly reduced to 50~90% according to the simplification ranges. The runoff results of simplified models show the same result before the simplification. In the 2D flood analysis, as the simplification range increases by cumulative drainage area, the number of overflow nodes significantly decreased and the positions were changed, but similar flooding pattern was appeared. However, in the case of more than 6 ha cumulative drainage area, some inundation areas could not be occurred because of deleted nodes from upstream. As a result of comparing flood area and flood depth, it was analyzed that the flood result based on simplification range of 1 ha cumulative drainage area is most similar to the analysis result before simplification. It is expected that this study can be used as reliable data suitable for real-time urban flood forecasting by simplifying sewer network considering SWMM parameters.
As part of the National Disaster Management Research Institute's Official Development Assistance (ODA) projects for transferring new technologies in the field of disaster-safety management, a flood forecasting and warning system was established in 2019 targeting the Borikhan in the Namxan River Basin in Bolikhamxai Province, Laos. In the target area, which is an ungauged small and medium river basin, observation stations for real-time monitoring of rainfall and runoff and alarm stations were installed, and a software that performs real-time data management and flood forecasting and warning functions was also developed. In order to establish a flood warning standard and develop a nomograph for flood prediction, hydraulic and hydrological analysis was performed based on the 30-year annual maximum daily rainfall data and river morphology survey results in the target area. This paper introduces the process and methodology used in this study, and presents the results of the system's applicability review based on the data observed and collected in 2020 after system installation.
The purpose of this study is to test a development of system for flood runoff forecasting using neural network model. As the forecasting models for flood runoff the neural network model was tested with the observed flood data at Gongju and Buyeo stations. The neural network model consists of input layer, hidden layer, and output layer. For the flood events tested rainfall and runoff data were the input to the input layer and the flood runoff data were used in the output layer. To make a choice the forecasting model which would make up of runoff forecasting system properly, real-time runoff of river when flood periods were forecasted by using neural network model and state-space model. A comparison of the results obtained by the two forecasting models indicated the superiority and reliability of the neural network model over the state-space model. The neural network model was modified to work in the Web and developed to be the basic model of the forecasting system for the flood runoff. The neural network model developed to be used in the Web was loaded into the server and was applied to the main stream of Geum river. For the main stage gauging stations mentioned above the applicability of the selected forecasting model, the Neural Network Model, was verified in the Web.

An water balance model was formulated to simulate the change in water levels at the estuary reservoir from sluice gate releases and the inflow hydrographs, and an one-di- mensional flood routing model was formulated to simulate temporal and spatial varia- tions of flood hydrographs along the estuarine river. Flow rates through sluice gates were calibrated with data from the estuary dam, and the results were used for a water balance model, which did a good job in predicting the water level fluctuations. The flood routing model which used the results from two hydrologic models and the water balance model simulated hydrographs that were in close agreement with the observed data. The flood forecasting model was found to be applicable to real-time forecasting of water level fluc- tuations with reasonable accuracies.
