건강가정지원센터 사업운영에 대한 전반적 평가 - 용산구$\cdot$숙명여자대학교 시범사업을 중심으로 - (An Evaluation of the Management of a Healthy Family Center - The Case of a Demonstration Project by Sookmyung Women's University in Yongsangu -)

  • The Healthy Family Act was announced in February 2004 and has been in effect since January 2005. The purpose of this study was to determine some of the proper directions in the management of Healthy Family Centers based on the results of a six-month demonstration project. Family welfare services whose primary goal is to offer a system which support properly functining families and promoting their health, should be planned and provided from the perspective of the families involved, since they are the recipients of welfare services. furthermore, it's needed to stay abreast with rapid social changes that necessarily contribute to altering people's values. Healthy Family Centers will be placed in local communities and offer efficient education, counseling and family culture programs tailored to diverse family needs. In order to make, this work properly, all specialists and organizations associated with the project should make concerted efforts on a long-term basis.

Low Impact Urban Development For Climate Change and Natural Disaster Prevention

  • Increase of impervious areas due to expansion of housing area, commercial and business building of urban is resulting in property change of stormwater runoff. Also, rapid urbanization and heavy rain due to climate change lead to urban flood and debris flow damage. In 2010 and 2011, Seoul had experienced shocking flooding damages by heavy rain. All these have led to increased interest in applying LID and decentralized rainwater management as a means of urban hydrologic cycle restoration and Natural Disaster Prevention such as flooding and so on. Urban development is a cause of expansion of impervious area. It reduces infiltration of rain water and may increase runoff volume from storms. Low Impact Development (LID) methods is to mimic the predevelopment site hydrology by using site design techniques that store, infiltrate, evaporate, detain runoff, and reduction flooding. Use of these techniques helps to reduce off-site runoff and ensure adequate groundwater recharge. The contents of this paper include a hydrologic analysis on a site and an evaluation of flooding reduction effect of LID practice facilities planned on the site. The region of this Case study is LID Rainwater Management Demonstration District in A-new town and P-new town, Korea. LID Practice facilities were designed on the area of rainwater management demonstration district in new town. We performed analysis of reduction effect about flood discharge. SWMM5 has been developed as a model to analyze the hydrologic impacts of LID facilities. For this study, we used weather data for around 38 years from January 1973 to August 2014 collected from the new town City Observatory near the district. Using the weather data, we performed continuous simulation of urban runoff in order to analyze impacts on the Stream from the development of the district and the installation of LID facilities. This is a new approach to stormwater management system which is different from existing end-of-pipe type management system. We suggest that LID should be discussed as a efficient method of urban disasters and climate change control in future land use, sewer and stormwater management planning.

현무암 CO2 지중저장 해외 연구 사례 조사 및 타당성 분석 (A Comprehensive Review of Geological CO2 Sequestration in Basalt Formations)

  • CO2 배출량 증가로 인한 지구온난화 심화에 대한 주요 대책으로 CO2를 포집하여 지중에 저장하는 이산화탄소 포집·저장(Carbon capture storage, CCS) 기술이 주목받고 있다. 최근 현무암의 거대한 체적, 높은 반응성, 풍부한 양이온 함량 등의 특성이 CO2 포획 및 저장 기작에 유리하게 작용한다는 사실이 부각되면서, 현무암층을 대상으로 하는 CO2 지중저장이 다양한 분야에서 연구되고 있다. 본 연구에서는 CO2 지중저장 기작, 현무암의 특성과 더불어 국외 연구 사례들을 조사 및 분석하여, 현무암 CO2 지중저장에 대한 타당성을 검토하였다. 조사한 사례들은 수행 방법을 기준으로 실험, 모델링, 현장 실증 연구로 분류하였다. 연구 사례별 실험 조건의 경우 온도는 20 ~ 250 ℃, 압력은 0.1 ~ 30 MPa, 암석-유체 간 반응 시간은 수 시간에서 4년까지 넓은 범위에서 진행되었다. 모델링 연구에서는 현무암 CO2 지중저장 후보지와 유사한 모델을 구축하여 CO2-유체 주입 전∙후 유체역학적 및 지화학적 요인들에 대한 변화를 살펴본 사례가 다수였다. 검토 결과, 현무암은 잠재 CO2 저장용량이 크고, CO2 광물화 반응이 빠르기 때문에 현무암 CO2 지중저장시 온도와 압력 및 지질구조와 같은 환경적인 제약이 적다. 현장 실증 사례인 CarbFix project, Wallula project가 성공적으로 수행되어 실증 수행가능성 또한 높게 평가되고 있다. 그러나 현무암 대상 CO2 지중저장에서 신중히 고려해야 할 점도 존재한다. 광물화 기작이 현무암의 조성, 주입 지역의 특성 등 여러 요인에 따라 결과가 상이하게 나타나고, 탄산염과 규산염 광물 등의 침전으로 인해 관정 주입성(injectivity) 저하가 발생할 수 있다. CO2 주입 시 저장층 내 압력 증가가 발생할 수 있으며 암석-CO2-유체 반응 과정에서 지중환경 오염의 위험성도 존재한다. 유체에 CO2를 용해시켜 주입하기 때문에 기존 방식과 다른 지중 모니터링 기술 또한 요구된다. 따라서, 현무암에서의 CO2 지중저장을 안정적이고 효율적으로 수행하기 위해서는 적합한 대상 지역을 선별하고, 해당 지역에 대한 여러 자료를 구축하여 이를 기반으로 한 다양한 실험, 모델링, 현장 실증 등의 체계적인 연구 수행이 필요하다.

스마트그리드 환경에서 전기자동차 배터리를 이용한 V2G의 활용방안에 관한 연구 (A Study on the V2G Application using the Battery of Electric Vehicles under Smart Grid Environment)

  • This study examines the system and process of battery stored energy in vehicles and suggest the effective area for the use of V2G(vehicle-to-grid) from Jeju Smart Grid Demonstration Project. V2G means technology of electric power transmission from the battery of electric-drive vehicles to state grid. As for the increasing of effectiveness for demand-side control, V2G is a very good alternative. In the U.S., the utilization of electric vehicles is under 40% on average. In this case, we can use he battery of electric vehicle as role of frequency regulation or generator of demand-side resource. V2G, which is the element of Smart Transportation, consists of electric vehicle battery, BMS(battery management system), OBC(on-board charger), charging infrastructure, NOC(network operating center) and TOC(total operation center). V2G application has been tested for frequency regulation to secure the economical efficiency in the United States. In this case, the battery cycle life is not verified its disadvantage. On the other hand, Demand Response is required by low c-rate of battery in electric vehicle and It can be small impact on the battery cycle life. This paper concludes business area of demand response is more useful than frequency regulation in V2G application of electric vehicles in Korea. This provides the opportunity to create a new business for power grid administrator with VPP(virtual power plant).

자율주행 지원을 위한 정밀도로지도 갱신기술 평가를 위한 기준 도출 연구 (A study on the Evaluation of Real-Time Map Update Technology for Automated Driving)

  • 현재까지 많은 노력을 통해 정밀도로지도를 구축하고 활용하기 위한 시스템을 개발하여 적용 중에 있으며, 최근 도로변화에 대한 신속 변화 및 지도 갱신 시스템 개발을 통해 정밀도로 지도의 갱신을 신속히 하기 위한 노력을 기울이고 있다. 정밀도로지도는 자율주행 안전을 위해 지도의 무결성 및 정확성이 요구되어지며, 이를 위해 국토지리정보원(2018)에서는 검사 방법을 만들어 확인하고 있다. 마찬가지로 갱신된 정밀도로지도 품질을 확보할 수 있도록 관련 기술의 기준 및 평가방법이 필요하다. 이에 본 논문에서는 자율주행을 위한 도로변화 신속 탐지 및 갱신기술을 분석하고 통합 품질 검증을 위한 평가기준과 항목을 선정하였다. 평가 항목은 위치정확도와 판독정확도로 정하고, 선정한 평가기준을 바탕으로 실시간 변화탐지 및 정밀지도의 갱신 기술에 대한 평가방법을 제시하였다. 향후 본 연구 결과를 통해 자율차의 안전주행을 지원하는 정밀도로지도의 품질확보에 기여할 수 있을 것으로 기대한다.

  • Vast volumes of studies of the medical and public health aspects of fertility and family planning have been published by the various institutes of health related research and university scholars in Korea. None of them, however, have dealed with the population problems associated with biologically and mentally handicapped people. It must be emphasized that the purpose of Korea's population policy should be to improve the quality of the population rather than to decrease its rate of increase. In this spirit, the first report of this study is to identify problems related with mentally and physically less fitted population, and to attempt to offer the possible solutions to the health planners and policy-makers. Several nation-wide surveys of the handicapped people in Korea have been compared. Each survey shows a wide range of difference in the prevalence of the handicaps(see Table 13). In this study, the data on the handicaps are collected by two independent system ; one by the nation-wide survey and the other by the reporting system existing at the Seoul National University Demonstration Health Project. The Chandrasekar-Deming technique was used to estimate the total number of handicaps. The estimates are summarized in the tables 8, 9 and 10. Estimate of total number of handicapped people in Korea is 601, 400 with the prevalence rate of 16.1 per thousand persons. Even if taking a number of conditions which may result in a biased estimate of the total number of the handicaps into consideration, the proportion of handicapped people in Korea has increased in the past two decade as the result of the rapid decline in fertility and childhood mortality, which consequently prolonged life expectancy of persons with congenital or acquired impediment. An increase in the proportion of handicapped people will eventually bring about serious problems of social welfare, medical care, and population qualities from various aspects including eugenics. To tackle the problem, there must be an increased emphasis on the prevention of handicaps from the government and private sector. Based on the amount and quality of data, and from the practical point of view, this study prepared a set of recommendations for the government to strengthen its programs of the preventive activities during the prenatal period and early childhood, early finding from routine examinations, and proper social and medical rehabilitation.
