유라시아 고속철도의 Corridor 개발에 관한 연구 (The Corridor Development of Eurasia High-Speed Railway Network)

  • The primary objective of this paper is to investigate the corridor of Eurasia High-Speed Railway Network from the governmental view of the Republic of Korea, whose High-Speed Train has been recently operated. The country is also expected to figure out the changes of Eurasia infrastructure system under the assumption that Trans-Korean Railway is connected to the Continent. As a result of research, the corridor connecting the TKR to TSR seems to be more attractive to the Republic of Korea than that of the TKR-TCR under the current economic and operational environments. However, even in a case, the railway linkage through the TSR between Europe and Asia should remain a supplementary means of the sea transportation route. Lastly, TSR may need a program of structural reforms, in order to continuously provide preferable services like the Pan-European Transport Network (PETN) which is currently initiated by the European Union, such as to improve outdated infrastructure (railway, bridges, signal systems, etc.), to simplify and to standardize the process of custom clearance and internal tariffs, and ultimately to construct a uniform management system for the corridor linking the TKR to TSR.

환경 친화적 철도노선대 선정을 위한 주요환경 영향인자에 관한 연구 (A Study on The Major Environmental Effecting Factors for The Selection Environment-Friendly Railway Corridor)

  • 철도는 다른 육상교통수단보다 환경 친화적이며 에너지 효율성이 높은 교통수단이다. 철도노선 선정과정에서 예비타당성 수행은 에너지 효율성과 환경에 관한 문제들이 일반적으로 고려되고 있지 않다. 철도노선 선정은 지형적인 특성 그리고 시설물의 관리와 운영을 중심으로 선정되고 있다. 철도노선선정에 영향을 미치는 환경관련 문제에 대해서 본 연구는 집중적으로 검토 분석하였다. 본 연구는 철도 및 환경전문가 그리고 철도 노선선정에 관련된 전문가 의견 을 검토 분석하여 환경에 영향을 미치는 주요 인자를 추출하였다. 철도노선 선정과정에서 환경에 미치는 영향을 알 수 있는 환경영향평가 항목을 선정하였다. 환경 친화적인 철도노선 대 선정을 위하여 환경영향평가 항목 6개 분야 20개로부터 7개의 환경항목(지형 지질, 동식물상, 자연 환경자산, 대기질, 수질, 소음 진동, 문화재 경관)을 추출하였다. 철도노선을 선정하기 위해서는, 여러 대안이 비교되어야 하고 각 대안의 평가는 이 7개 환경항목을 기준으로 하여 실행되어야 한다. 최적의 철도노선선정은 7개의 환경항목을 고려하는 포괄적인 평가에 의해 선정되어야 한다. 이와 같이 주요 환경항목인자에 의한 평가는 철도건설 투자를 활성화 하는데 이바지 할 것이다.

대륙횡단철도 연계운영의 효율화를 위한 기초조사 (A basic Research on the Euro-Asian Continental Rail Corridor for Effective Connection and Operation)

  • To boost the Korean peninsula as a logistical hub of North-East Asia in 21st century is an important part of Korean development strategies. This research has been conducted on the premise that the connection and operation of the Korean Peninsula break-railway and Euro-Asian railway network will be a great drive for Korean economy and railway technology development. For the preparation to do a further research on this subject, this paper introduces the general condition and related basic material for the railway network operation through the countries along the corridor. It also provides the basic data of railway and actual operation condition in the involved Euro- Asian areas, such as Russia, China, Mongolia, Kazakh-stan, etc.

환경친화적인 철도노선선정은 위한 주요환경인자 정량화 시스템 개발에 관한 연구 (Study on the Development of Quantitative Assessment Computer System to Select Environment Friendly Railway)

  • 환경 친화적인 철도 노선선정 예 관련된 전문가의 의견을 설문조사하여, 철도노선 환경에 영향을 미치는 주요 환경 영향인자를 연구하였으며, 주요 영향인자와 관련된 7개의 환경항목은 환경 친화적인 철도 노선의 대안 선정을 위한 6개 분야 20개 환경영향평가 항목에서 추출하였다. 최적의 철도노선을 선정하기 위해서는, 여러 대안은 비교되어야 하고 각 대안의 환경성 평가는 7개의 환경영향인자를 모두 고려하는 포괄적인 평가에 의해 행해져야 한다. 이 문제를 해결하기 위하여 본 연구에서는 계층구조를 이용하여 복잡한 문제를 간단하고 객관적으로 결론을 내리는데 용이한 AHP 기법을 이용하였다. 이에 따라 전문가에 의한 환경평가항목의 가중치를 기본 값으로 정하고 GUI를 활용한 정량화시스템을 개발하였다.

유라시아 이니셔티브와 환동해권 전략 (Eurasia Initiative and East Sea Rim Maritime Community)

  • In September 2013, President Park Geun-hye announced her controversial "Look North" policy, of which the most salient aspect is the "Eurasia Initiative". This comprises various proposals designed to overcome existing constraints by developing new markets and creating new economic partners in continental areas from which South Korea has been alienated since the end of World War II, and this dovetails nicely with China's One Belt, One Road Initiative. The concepts of the "Silk Road Rail Express (SRX)" and the "East Sea Rim Maritime Community (ESRMC)" have also been discussed. SRX is at present a purely symbolic railroad project intended to encourage individual, cultural, trade and diplomatic exchanges. ESRMC is a model for establishing an ad hoc community to promote regional economic cooperation around the East Sea. President Park's Eurasia Initiative will provide South Korean investment for the Northeast to complement Russian plans, like the "Northern Energy Road" being built by Gazprom, and Chinese plans, like the Chang-Ji-Tu Development Plan for the North Korean port of Rajin. China's trade, as well as its energy and food supplies, pass through the Strait of Malacca and the Indian Ocean, and are thus vulnerable to interdiction by India or the US. China is therefore trying to reduce its exposure geopolitical risk by establishing a network of corridors between the Belt and the Road to provide alternative paths. The "China-Pakistan Economic Corridor" and the "China-Myanmar Economic Corridor" provide such connections, and South Korea hopes that SRX and ESRMC can become part of a "China-South Korea Economic Corridor". This concept could do much to revitalize the underdeveloped northern provinces of China and Russia's Far East, not to mention North Korea. By linking up the Trans-Siberian Railway, the Trans-China Railway, the Trans-Mongolian Railway and the Trans-Korean Railway all these Asian countries will be connected to one another, and ultimately to Europe. An interim connection between China and South Korea using a rail-ferry has also been proposed.

  • Korea's new high-speed train opened for business on April 1, 2004. This paper examines the passenger demand variation between major train stops on Kyung-Bu corridor. The analysis scrutinized the demand transition and market responses by the opening of KTX. Demand analysis is subcategorized with routes and train classes. The study used the data from the survey between January 2003 and August 2004 and the route sections were between major trains stops including Seoul, Cheonan, Daejeon, Daegu and Busan on Kyung-Bu corridor.

Examining the Economic Effects of Logistics Infrastructure: The Case of New Western Land-Sea Corridor in China

  • Purpose: To examine the economic effects of logistics under the influence of policies. Research design, data and methodology: This study is the first to use the panel data of 31 provinces and municipalities in China from 2012 to 2021, and use the OLS and DID models to evaluate whether the New Western Land-Sea Corridor (NWLSC) has promoted the economic development of the regions along the corridor. Results: The NWLSC has stimulated local economic growth by promoting the development of transportation, postal, and telecommunications industries along the corridor. Further, considering the locational differences of the regions along the NWLSC, we examined the differences in economic effects between regions along the Yangtze River and those not along the Yangtze River under the background of NWLSC implementation. We found that waterway and airway transport located along the NWLSC and in the Yangtze River Economic Belt (YREB) region can significantly promote economic growth. However, for regions located along the NWLSC but not in the YREB region, the impact of roadway, railway, and airway transport in these regions on economic growth is more significant. Conclusions: This study has important reference value on how to use logistics to promote the economic and cross-border commerce development of landlocked countries or regions.

Survey Methodology for Estimating Patronage of High-Speed Rail in Korea

  • High-speed rail study needs to focus on passenger movements as a key element of the planning process. A particular challenge is obtaining comprehensive information on high-speed rail passenger movements. A national preference stated survey was conducted from October to November of 2011 to meet this challenge through direct personal interviews of travelers between Seoul and Busan (the so called Kyung-Bu corridor). Over 40 interviewers were hired and trained to conduct personal interviews at several stations along locations within Kyung-Bu Seoul and Busan corridor. A total of 4,550 travelers were interviewed, furnishing an extensive database on high-speed rail passenger movements. The methodology and procedure employed to collect the national data for Korean high-speed train KTX are described. Specific issues investigated include survey design, questionnaire and strategy. Lessons learned from the high-speed rail passenger movement study provide insights for other countries contemplating similar high-speed rail studies.

  • In this paper, the south-north railway transportation demand and the present situation of Huning line(from Shanghai to Nanjing) are analyzed, and the important significance and the simulation, we also discuss the transportation organization plans, the transportation capacities, the stage by stage implement programs and the comprehensive social economic benefits on the condition of raising the train speed on Huning line.
