Many services have been served by the exiting subway systems since they have opened in 1975. But its efficiency and competition were going down because of the high construction cost and difficult connection with other transportations, etc. Otherwise, the light rail transit system is much lower construction cost than the subway and the high way building. Also those systems are good at the inexpensive operation cost, the fixed time and safety, the easy access. Recently, the several provinces are planning or advancing the light rail transit system because of these many benefits. Consequently, those system's economical feasibility analysis is required rapidly to show the resonable construction's cause and to get the private investment. This paper offers the system's economical feasibility through the several benefit analysis after the light rail transit system's construction.

Since 1996, the G7 R&D and High-Speed Rail development project have been accomplished and it will be completed in 2007. During that time, we have achieved the origin design technique based on technique development experience. However, in order to magnify and to promote the growth of the origin design technique for railway industry to be a growth motive industry in future from intensive speed elevation and new technique competition of advanced nations, we need to prepare the next generation high-speed rail technique and to sustain expansion of the technique with getting hold of new technique tendency of the world. Therefore, this paper make research into necessity of the next generation high-speed rail development project, making an analysis of foreign countries cases and forward plan.

Japanese railroad companies continued growing by developing diversification based on the railroad enterprise. However, the diversification strategy of railroad companies reached the management limit in the 1990s. Under the long-term economic depression, Aging and a decrease in the birthrate progressed and passenger transport changed to the downward tendency. Nevertheless, since railroad investment was expanded, business results worsen and price competitiveness with JR East became weak. Futhermore, the business results of a diversification enterprise were bad compared with it of a railroad enterprise. Therefore, group management was thought as important and structural reform was carried out resolutely.

In this paper, I explain the situations and problems which are focused on the rail freight system. We have a many problems, which have been showed the long freight logistics time, and inadequate fare system. And rail freight system does not have a efficient marketing system, and unit load system. Therefore rail freight has been decreased modal share, which is estimated from 9.65% in 1995 to 6.25% in 2001(ton base). Recently, EU nations and America rail freight system reveals a good outcome, which keeps the balance in the black. The main factors which go into the black, is the enlargement the investment in rail freight and efficient management focusing on the unit load system, fare system, and personnel management. I suggest the several improvement ways, which will be helpful to advance the rail freight system. Fistly, I suggest the speed up the freight rail and efficient fare system. Secondly, I propose the unit load system and the regulation the truck focusing on curtailment of the social cost. Lastly, I make an overture of establishment the comprehensive logistics system.

Scheduling the movements of trains in the modern railway system is becoming essential and important. Swiss Federal Railway Company (SBB) and machine learning researchers began collaborating to make a simulation environment and held a Flatland challenge. In this paper, the methodologies of the winners of this competition are analyzed to achieve insight and research trends. This problem is similar to the Multi-Agent Path Finding (MAPF) and Vehicle Rescheduling Problem (VRSP). The potential of the attempted methods from the Flatland challenge to be applied to various transportation systems as well as railways is discussed.

본 연구는 향후 철도운영경쟁체제 도입 시 철도시설사용료를 산정하기 위한 기초 방향을 제시하기 위한 목적에서 적합한 철도시설사용료 구성 체계 및 관련법의 개선사항을 제시하는데 주요 관점을 두었다. 이를 위해 철도운영경쟁체제를 이미 시작한 유럽 국가를 중심으로 사례를 분석하였다. 먼저 철도시설사용료를 정의를 위해 철도네트워크라는 공간적인 개념을 사용하였다. 여기서 사용료는 링크와 노드에서 발생된다는 관점에서 각각 선로사용료와 역사사용료로 구분하였고 그 합을 철도시설사용료라 정의하였다. 용어 정의 후 선로 및 역사사용료 부과 목적을 분석하고 각 목적을 적절히 대변할 수 있는 운영환경 특징 요소를 각 목적별로 분류하여 철도시설사용료 구성 체계를 제시하였다. 선로사용료는 6가지 목적의 합으로 그 구성 체계를 제시하였고, 역사사용료는 3가지 목적의 합으로 제시하였다. 또한 제시된 철도시설 사용료 부과 전략의 실현 가능성 차원에서 국내의 철도시설 사용료에 대한 관련 법 제도를 유럽의 관련법안과 비교 검토하여 향후 철도경쟁체제에서 필요한 법 제도 개선 사항이 무엇인지 분석하였다. 연구결과는 향후 철도경쟁체제가 시작되었을 때 어떤 방향으로 시설사용료에 대한 전략을 수립하여야 하는지에 대한 기본방향 설정에 활용될 수 있을 것으로 기대된다.

Great impetus has come from the renewed emphasis on improving public transport in many countries. In Korea, built over 12 years at a cost of ${\$}12$ billion and modeled on the TGV of France, the Korea Train Express will open for regular traffic on April, 2004. The schematic design of terminal building for Kwang-Myeong station was chosen by the international competition in 1997. Mooyoung Architects and Engineers joined with AREP, French Architect awarded.

The TGV has been developed in a competition with the domestic air transport. But recently, with congestion, do-regulation of air transport and with the increase of number of cities served by the TGV, operators of rail and air transport are looking for a complementarity between the two modes. In this paper, we'll analyse the background and development of high-speed rail-air links in France for a development plan of high speed transportation network in a national level in Korea.

The rail reform in Korea is to separate passenger transportation from freight transportation as a way to vitalize rail freight. The author review the problems rail freight faces, the aims of rail reform, the possibility to introduce competition into the rail freight operation, foreign cases of rail freight and make suggestions about the vitalization of rail freight transportation such as industry structure possible for door-to-door service and low cost operation, freight transportation policy of government, capacity expansion, preparedness for internationalization, mechanism for increasing transparency between users and operators and transfer to commerciality of the carrier.

Promote competition in local government and the construction of a subway construction in the vicious cycle of debt due to the operating deficit as a greater burden on local finances was leave. This government policy of public transport in the center of the metro construction costs affordable and to respond appropriately to public transport demand new transit LRT(Light rail Transit) by introducing the current Busan was the opening of Line 4, yongin line, Busan - Gimhae line, parliamentary and barge construction or ready for the opening. What is light rail, compared to the existing subway and cheaper construction cost, the existing road or bridge that runs along the track is installed, etc. Manless system construction cost and operating expenses as a possible new railway transportation has been a leading state-of-the-art mad. However, the domestic business system engineering of light rail-related companies in the developed countries are doing to advance to the national to the local engineering skills of the self-free, hurry will have to be secured. Therefore, this paper applies local light rail project on the status of the systems engineering analysis and based on this source of the latest engineering technology-intensive systems engineering to provide direction to the development of technology.
