컨테이너 철송시간 단축을 위한 철도시설 개량방안 모색 (A Study on Measures for Improving Railroad Logistics Facilities)

  • Due to the reduction of greenhouse gases and a sharp increase in the energy prices the world over, there is a growing interest in the railroad transport. In particular, in the case of containers which are the major item of railroad transport, a need for the switchover from the road transport to the railroad transport is being suggested, however, it is understood that the extent of the switchover occurring is only marginal. There exist many causes that account for the marginal extent of the switchover to the railroad transport. Some of them have to be dealt with at the policy level and efforts are needed to make it more efficient to use the railroad than other means of transport by improving railroad logistics facilities. Thus, the present study seeks to examine the possible measures for improving the railroad logistics facilities to promote the railroad transport.

컨테이너, 양회, 철강을 중심으로 한 철도의 화물수송경쟁력 분석 (The Analysis on Competitiveness of Railroad Transport Focused on Container, Cement, Steel)

  • 우리나라 도로화물수송 분담률(영업용, 톤 기준)은 꾸준히 증가 하고 있는 반면, 철도화물수송 분담률(영업용, 톤 기준)은 1990년 17.2%에서 2006년 6.3%로 감소하는 추세를 보이고 있다. 본 연구는 철도화물수송경쟁력 강화 방안을 모색하기 위한 전단계로써 도로화물수송에 대한 철도화물수송의 경쟁력을 평가하였다. 이를 위해 본 연구에서는 SP조사결과 화물 수단선택 시 중요도가 높은 수송시간, 수송비용, 서비스수준을 주요변수로 선정하여 품목별(컨테이너, 양회, 철강) 철도화물수송경쟁력지표를 개발하였다. 또한, 철도차물수송경쟁력지표를 통해 컨테이너, 양회, 철강에 대한 주요변수별 철도화물수송경쟁력을 분석하였다. 분석결과를 살펴보면, 대체로 도로에 대한 철포의 화물수송경쟁력은 화물발생기종점에서 조차 현저하게 낮게 나타났다. 이는 도로중심의 화물수송체계를 반영하는 결과이다. 이와 관련하여 향후 2단계 경부고속철도, 호남고속철도가 개통되고 기존 철도시설을 개량할 경우 도로대비 철도의 화물수송경쟁력이 어떻게 변화할 것인지에 대해 추가적으로 분석하여 철도화물수송경쟁력 제고방안과 연계하여 재분석할 필요가 있다.

삼척발전단지 건설계획에 따른 철도수송력 강화 방안 연구 (A Study on Rail Transport Method by the Construction Plan of Samcheok Electric Power Complex)

  • According to the construction plan of Samcheok electric power complex from year 2009 to year 2020, many people are interested in this area. This national project which invests about 8.6 trillion won will have great influence to rail transport considering current depression days. Samcheok electric power complex will be the largest plan in Korea, and it is necessary to have railroad construction plan as soon as possible considering the route change of domestic coal transport and the possibility of coal transport by rail from North Korea, Russia and China after reunification of Korean peninsula. Also, Samcheok electric power complex will be located in the east area railroad route and it is important to study about this area. This study will mention about the railroad route of east sea north line and Pohang $\sim$ Samcheok line, and review the prospect and strengthening method of coal transport by railroad according to the construction of Samcheok electric power complex.

강우시 성토사면의 열차운전규제기준 (Rail Transport Operation Control for Railway Embankment under rainfall)

  • Infiltration of rainfall causes railway slopes to be unstable and may result in failure. Basic relationship between the rainfall and stability of railway embankment is defined to analyze its stability by rainfall. An experimental study for defining of infiltration rate of rainfall into slope is conducted in the lab. The results of Rainfall infiltration show that rainfall infiltration is not equal to infiltration as like reservoir because rate of rainfall infiltration is controlled by slope angle. Based on these results, boundary condition of rainfall is altered and various numerical analysis are performed. The variation of shear strength, the degree of saturation and pore-water pressure for railway slope during rainfall can be predicted and the safety factor of railway slope can be expressed as the function of rainfall amount, namely rainfall index. And suggested rainfall index is compared with the rail transport operation control which is used in KORAIL. It is judged that this rainfall index can be a good tool for the rail-transport operation control.

인천국제공항철도와 기존 철도의 효율적인 연계방안 (Effective Connecting Methods Between Incheon International Airport Railroad and Existing Railroads)

  • The Incheon International Amort Railroad (IIAR) is the railroad that connects Incheon International Airport, Gimpo Airport and Seoul Station. IIAR is now under construction, and it will be finished to Gimpo Amort by 2006, to Seoul Station by 2008. But IIAR is not only so late to start but also has no discussion about effective connecting methods to existing railroads and fine operation plan. Therefore, after IIAR opens, it is possible for IIAR to lose to limousine bus using highway. So, this paper proposes 4 effective connecting methods for IIAR - (1) Shuttle transport, (2) Short-distance connecting transport (Inside IIAR, Seoul Subway Line 9, 'Han-River line') (3) Mid-distance connecting transport (Jung-ang, Tae-baek, Young-dong line) (4) Long-distance connecting transport (Korean Train express (korean high speed railroad)) These methods can increase the connectivity of IIAR with existing railroads and the competition power of IIAR against highway.

  • Recently, the Korean government has been making efforts to achieve 'creative economy' based on science and technology. As part of these efforts, it has been promoted specific policies for innovation and performance enhancement of national R&D projects. They contains commercialization of research outcomes, technology transfer, technology based startup and support small and medium-sized businesses. The railroad transportation industry is a representative in the field of SOC and has own characteristics different from other industry areas. Especially, industry and market of railroad transportation are directly related to planning and implementation of government SOC policies. So in order to promoting commercialization of railroad transportation projects, it is very important to ensure consistency between government policies and R&D projects. In this paper, we investigate barriers of successful commercialization with typical researchers in the area of railroad transportation, and suggest problems and improvements of policy-based commercialization by giving specific examples.

자가운전과 궤도 차량을 이용한 통행생산성 평가연구 (A Study of Transports Productivity by using Car and Railway)

  • Recently study on passenger' activities found that many passengers were ride in kinds of transport, e.g. car and railway while business trip. Usually choice of transport is determined by the transportation of passengers, depending on the purpose of travel. A study was therefore set up to study how efficient influence the transports about business trip. The study involved 4 subjects (4m) which divided into four groups during two day. We evaluate about the transport productivity by each day by using the car and railway. The transport productivity of car and railway was valued in HRV and Stroop Color Word Interference Test. The results showed significant differences between the car and railway. The subjects reported that use of railway is greater transport productivity than the car.

  • 우리나라 도로의 화물수송 분담률(영업용, 톤 기준)은 1990년 63.8%에서 2006년 76.6%로 증가한 반면, 2006년 철도의 수송 분담률(영업용, 톤 기준)은 1990년 17.2%에서 6.3%로 크게 감소하였다. 이와 같이 전반적인 감소추세를 면치 못하고 있는 국내 철도화물운송증대를 도모하기 위해서는 철도화물수송 경쟁력 강화 방안이 필요하다. 도로에 대한 철도의 수송경쟁력이 강화된다는 것은 철도가 도로에 비해 선호 될 수 있는 유리한 조건을 갖추고 있는 것을 의미한다. 본 연구에서는 철도화물수송경쟁력의 강화방안을 모색하기 위한 전단계로 현재 국내 철도화물수송현황을 살펴 보기 위해 고속철도 개통이후 도로에 대한 철도의 화물수송 경쟁력의 정도를 측정하고자 한다. 이를 위해 본 연구에서는 SP조사 결과 일반적으로 화물 수단선택에 중요도가 높은 항목으로 선정된 수송비용, 수송시간, 서비스수준 등 3가지 평가항목을 설정하여 품목별(품목은 크게 컨테이너, 양회, 철강으로 설정함) 철도화물수송경쟁력지표를 개발하였다. 또한, 개발한 철도수송경쟁력지표를 통해 컨테이너, 양회, 철강을 중심으로 수송비용, 수송시간, 서비스수준 항목에서 최종적인 품목별 철도화물수송 경쟁력을 분석하였다. 즉, 수송비용, 수송시간, 서비스수준 항목에서 정량적 지표를 이용한 기종점별 철도화물수송경쟁력을 분석하고 주요 경쟁우위 품목(컨테이너, 양회, 철강)을 파악하고자 시도하였다.

Economic Integration and the Changes in Logistics Circumstances in Northeast Asia -Emphasizing the Strengthening of Competitive Power of Hub Ports-

  • This study focuses on analyzing the potentiality of economic integration and the changes in logistics circumstances in Northeast Asia. So far as the changes in logistics circumstances in it, it is emphasized a complex transport system by sea and by land, according to the connection with the Railroad of South-North in Korean Peninsula and the Railroad of the Continent of Siberia. It first considers the propriety of economic integration among Korea, China and Japan in Northeast Asia. The first stage of the economic integration in Northeast Asia means it is started from contracting of FTA(Free Trade Agreement) which just agreed at the Summit Conference among Korea, China and Japan in ASEAN+3(Korea China. Japan). At that time, the Summit Conference between the three countries have agreed to study on the propriety of FTA charging by own country's research organization. At first China has been hesitated to join with FTA in spite of high growth in his economy, because the time is not yet for it. After all, China also decided himself to participate to FTA together with Korea and Japan by reacted to the stimulus at the conference atmosphere between every country of ASEAN. The discussion on the changes in logistics circumstances also is needed to deal simultaneously with a situation in the economic integration in Northeast Asia. It is worthy to be paid our attention to the restoration of the Railroad of South-North in Korean Peninsula, which was disconnected for a long time from the dispute between South Korea and North Korea. Therefore, it needs to be investigated together with the movement of economic integration in Northeast Asia. The reaction on the restoration of the Railroad of South-North in Korean Peninsula is not only limited to the transport of trade cargo between South Korea and North Korea, but also it is reached to all of Northeast Asia, so far as to all of the area of Russia, Europe, and the other neighbor countries. Because this railroad is connected with the Railroad of the Continent of Siberia. The transport of trade cargo in Northeast Asia have been mostly depended upon the transport by sea until now. However, it would be divided into the transport by sea as well as by land from now. As its economic effect, the restoration of the Railroad of South-North in Korean Peninsula could be not only contributed to reduce the cost of logistics within South Korea and North Korea, but also within or without in Northeast Asia, Russia, and Europe. Consequently, it could be improved the power of international competitiveness of goods in Northeast Asia, according to the formation of a complex transport system together with the transport by sea and by land.

의왕ICD 시설 및 운영개선 방안에 대한 연구 (A Study on the Ways to Improve Uiwang ICD Facilities and Operation)

  • 의왕ICD는 현대적 시설과 하역장비를 갖추어 연간 100만TEU를 처리 할 수 있는 수도권유일의 내륙컨테이너기지이다. 유리한 입지조건, 수도권 물류수송의 거점 역할, 내륙통관 기능 등 많은 이점을 가지고 있어 철도수송 활성화의 중요한 부분을 차지한다. 그러나 의왕ICD는 현재 시설 및 운영상의 문제점으로 컨테이너화물 철도수송 활성화의 한계에 있는 실정이다. 본 연구에서는 의왕ICD의 문제점을 시설부분과 운영부분으로 구분하여 분석하고, 2023년 점용허가 기간이 만료되는 시점을 기준으로 단기, 중장기로 구분하여 개선방안을 제시하였다. 그러나 의왕ICD의 철도수송 활성화는 이러한 개선방안 외에도 철도공사와 입주업체의 노력과함께, 정부, 의왕시, 철도시설공단 등 관련기관의 지원과 협력이 있어야만 가능 할 것이다. 이러한 의왕ICD의 개선은 복합일관수송체계를 구축하여 효율적인 철도물류 인프라 조성 및 철도물류 활성화에 기여하고, 또한 친환경 수송시스템 구축으로 정부의 저탄소 녹색성장 정책에도 기조 할 것으로 기대된다.
