철도투자분석을 위한 효과항목과 수익 고려방법 (Revenue Transfer as an Important Benefit Item for Railroad Investment Analysis)

  • What benefit items from railroad investment are evaluated, and how those items are quantified have profound impacts on the feasibility of the proposed investments. They also have implications on the projects priorities, not to mention on intermodal comparison between highway and railroad. Evaluation procedures currently being utilized in Korea show limits in fully evaluating railroads' investment impacts. Economic and practical implications are evaluated for including revenues for railroad investment. Based on the critical evaluation of procedures in other countries, and based on the analysis of Korea's national transportation goals, new and improved benefit items are redefined and quantification guidelines are proposed.

  • 철도투자사업의 경제성 증대를 위해서는 새로운 편익의 발굴도 중요하지만 비용 부문에서 과다하게 책정되는 부분을 개선하는 것도 매우 중요하다. 본 논문은 철도부문의 편익을 제고하기 위해 철도차량의 정차 패턴까지 고려한 최적화 모형을 이용하여 분석할 것을 제안한다. 기존의 방법은 주요 역에 모두 정차한다는 시나리오를 토대로 운행시간을 작성하였으나 이는 실제 운행 여건과는 맞지 않는다. 열차별 정차 패턴을 고려하여 소요 차량수를 산정할 경우 계획 단계에서 적용되는 차량구입비를 합리적으로 산정할 수 있고 경제성 분석에도 긍정적인 영향을 주는 것으로 분석되었다.

  • A Development on integration of Railroad System and Production of Proto multiple type vehicle, which can run without change of vehicle or Bogie under running conditions of every countries, are needed for the transportation between.   • This paper describes the plans of considering the environmental influences in the preliminary feasibility investigation of railroad work. Because the cost-benefit analysis method about the environmental costs by air pollution and traffic noise is mainly applied in preliminary feasibility investigation, not only the verification in the calculation method of these environmental costs but also the consideration in the environmental costs of the topographical damage and the ecosystem extinction by railroad work is needed. The environment-friendly plans in choosing the locations of the railroad route and station are also suggested, and they include (1) consideration of environment protection area, residential zone, and region with scenic beauty, (2) application of the existing railroad route and station, and (3) railroad route parallel to another traffic facility.

  • A railroad has a benefit of the mass transportation of a passenger and cargo, but just a time of accident could cause a huge loss of a human life and property. Especially, a typhoon and a localized torrential downpour usually happened in summer season have caused average 38.29 times of the missing roadbed which support the railroad in recent 7 years. If a train would pass on this railroad which the roadbed was missed, there could be a huge accident and many people will die. But, the security issue is not satisfied because the method of sensing the missing roadbed is depending solely on the naked eye inspection by a person in charge. So, in this study, I would like to suggest the missing roadbed real-time sensing and train operation system to reduce the possibility of the railroad accident by controlling the operation of train when the missing roadbed condition would be sensed in the real-time system.

  • Railways are very important to get stability of railway structure as transportation system carrying a lot of passengers and freight. These days the construction of underground railway crossing such as expansion of new roads, construction of subway and gas pipe is increasing because of economic and social development. But these kinds of construction didn't take into account Cost-benefit analysis of railway which has the most important aspects of railway safety, so the results of construction didn't get a good evaluation. This study adapt Cost-benefit analysis to evaluate the economic validity of underground railway crossing. This study adjust about Cost-benefit analysis of railway part, and analyze the new method and technology of underground railway crossing constructed by Korean National Railroad and Railway Network Authority. Also this study divide between high frequency line and low frequency lineusing B/C, NPV, and IRR analysis. After analysis, B/C ratio method is the most suitable method among B/C, NPV, and IRR analysis method. Therefore this study can express economic benefit quantitatively and decrease the cost by adapting Cost-benefit analysis, and can clearly express the construction feasibility and investment effects of construction of underground railway crossing method.

  • Railway is superior to the other land transportation systems in aspects of environmental problems. Environmental problems are not considered during a preliminary feasibility study. Investment for railway is low because of low B/C(benefit/cost)ratio in the economical efficiency analysis during the preliminary feasibility study. The body of this paper studies the railway noise which can reflect environmental problems an assessment of environmental impact. The body of this paper studies the presumption of The Benefit Cost of railroad noise arresting it will be able to reflect the evaluation environmental matter of the effect which it gives to an environment.

KTX 기장의 직무부하 경감을 위한 운전업무 개선 방안에 대한 연구 (A study on the improvement of operation process to lighten duty-load of the critical tasks of KTX train driver)

  • This study suggest a way to improve duty process of KTX(Korea Train Express) high-speed train driver. A new operating system which based on safety was introduced to operate high-speed train which travel above 300km/h on the high-speed railroad but below 200km/h on the general railroad. There were some studies on the operation of high-speed train which travel on the high-speed railroad and on the general railroad with safety. However they overlooked the elements of human errors. The duty-load of KTX train driver's 14 basic operation processes was measured using NASA-TLX and found four processes with high duty-load. In this paper, critical tasks of the high duty-load processes are determined using a questionnaire. Some suggestions which include the improvement of facilities, operating system and operating skill are proposed to lighten duty-load of the critical tasks. The validity of the proposed new task processes is demonstrated by making question to KTX train driver. To use this results cost-benefit analysis, hazards analysis etc. should be performed additionally.

  • 철도관련 사업 및 연구개발시 수행하는 타당성조사에서 환경적 파급효과 산정의 중요성이 증대되고 있다. 그러나 현재의 투자평가시 고려되는 평가항목은 이동성에 기반한 효율성 위주의 항목으로 구성되어 있다. 현재 시행되는 예비타당성조사 및 타당성 평가의 주요 계량화 항목을 보면 차량운행 비용절감 편익, 통행시간 절감편익, 교통사고 감소편익, 환경비용 절감편익으로 분류된다. 현재의 환경비용 절감편익은 단순히 오염물질별 원단위에 따른 산정에 그치고 있어 최근 녹색성장 및 지속가능한 교통체계의 패러다임에 맞는 사회경제적 평가항목의 도입이 필요하다. 국내의 타당성 평가내용을 보면 계량화가 힘든 부분은 정책적 분석에서 고려되나 참고사항에 그치고 있어 계량화가 가능한 방법론의 개발이 필요하다. 대표적인 환경편익인 소음, 공간영향과 대기오염에 관한 평가체계의 정립이 필요한 시점이다. 따라서 본 연구는 기존 국내외 환경비용 절감편익 연구의 내용분석을 바탕으로 능동조향대차 연구의 타당성 분석을 사례로 적절한 평가항목에 관한 연구방향을 제시하고자 한다.

  • To account for uncertainties involved in an economic analysis of project, sensitivity analysis are usually being done in Korea. Though useful for policy analysis, but it larks explicit consideration of probability of occurring certain events considered in the sensitivity analysis. Risk analysis otherwise can explicitly account for the probability of certain event which has dire impact on project viability, such as cost, discount rate, and size of benefit. This paper reports experience of applying risk analysis method for economic evaluation of railroad investment. Probability distribution of event has paramount impact on the risk analysis results, while not many prior researches dealt with these issues. Probability distribution of rolling stock cost and operating cost, in addition to those cost variables, are developed considering railway demand in this study. Case study results are reported. Issues in applying risk analysis are reported in addition to further research direction.
