Study on the Improvement of the Integrated Railway Safety Audit System in KOREA (우리나라 철도종합안전심사체계 개선에 관한 연구)

  • According to Railway Safety Act, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railway Safety Audit (IRSA) and has implemented the safety audit to the Railway operation agencies such as Korea Railway (KORAIL) and the Railway facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the Railway operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.

  • Around two years have passed since the beginning of aptitude test required by 2006 Rail Safety Act. At this point, it is necessary to evaluate the validity of the aptitude test. Through this study, the structural system for all the tests would be overviewed, which will show the correlation among each tests or its importance. Also, although it is rough, reliability and validity of the tests would be overviewed by their retest and education materials. This would contribute, in the future, to setting up for the standard of upgrading or integrating the tests.

  • Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)' and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system. To study the efficiency of IRSA, we investigated the rail safety audit systems of EU system specially France, England where the big changes have happened for the rail operation concepts and Japan where government entity control the railroad safety. The international standards of Occupational Health & Safety Assessment Series (OHSAS 18001), Quality Management System (ISO 9001) and Guidelines for Quality and/or Environmental Management Systems Auditing (ISO 19011) are investigated.

  • This paper defines the Safety Management System(SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the investigation of establishment and implementation status of domestic rail operators' SMS, the improvement directions of the current rail SMS are developed. First, to establish the continual improvement system for SMS, the guide which describe detailed continual improvement method for each steps of SMS including management review by CEO shall be established and implemented. Second, to settle the SMS based on the risk management, it is necessary to endeavor for converting the rail operators mind and to establish the supply system of operating model and basic data and to define the requirement precisely and to include in the related guide for the risk management.

  • This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.

  • According to separation policy between rail infrastructure and operation, the National Railroad Administration was converted to Korea Railroad Cooperation on Jan, 2005. That makes railway service assessment regarded as essential. About this matter, Section 15 of the Framework Act on Rail Industry Development and section 26 of the Rail Business Act shows that the railway service assessment should be conducted every 2 years. The government can officially announce the result and give orders operation company to improve service level. In the first railway service assessment in 2006, the principal railroad lines and stations were investigated. Rail supply service index and customer satisfaction index are introduced. It includes service items of supply, reliability, convenience, safety and customer satisfaction. This study presents the contents of 2006 rail service assessment. Some points of assessment which should be improved are analyzed as well.

  • Infrastructure such as tracks, catenary, rolling stock and signaling systems, and close interface with the human factors of train drivers, shunting staff and maintenance staff are required for train operations. Safety management is the most essential part for the functioning of a train. In line with the safety management, each rail operator has a safety guidance system and the Ministry of Land, Infrastructure and Transport operates Railway Safety Inspector system. Safety Inspector System is to train employees working in the field to be aware of rules and regulations, and to improve identified risk factors. Hence, it is necessary to establish systematic training and inspection methods for safety guidance staff and make clear the roles and responsibilities of safety inspectors according to the Occupational Safety and Health Act, and safety instructors for several inspections according to the Railroad Safety Act.

  • The Railroad Safety Act's regulation reads as follows. "The Minister of Construction and Transportation may qualify and authorize the product to guarantee performance and safety of parts, machine, and device used in Railway fields." Another regulation reads as follows."“The guidelines about targets, standards, and procedures of Quality and Authority in first provision are decided as Ministry of Construction and Transportation Decree." The software used in rail cars and facilities is considered as a railway product. Therefore, it is qualified and authorized for acquiring the safety of rail cars and facilities. The software businesses shall again a Quality and Authority for applying a software to the rail cars and facilities. This paper regulates some guidelines that are needed to develop a software. The procedures that a software developer performs are divided by plan, requirement, design, implementation, and maintenance. The procedures that a software verification person performs are classified by verification plan, requirement verification, design verification, implementation verification, testing verification, maintenance verification, and safety activity. The entire processes and detailed activities to develope and verify a software are described as new guidelines.
