Trend Analysis on Korean and International Management for Activated Material Waste from Medical Linear Accelerator

  • This study investigated and analyzed the Korean and international status of radioactive waste management for medical linear accelerators (linacs) and proceed prior research to suggest radiation safety regulations and guidelines for the safe use of radiation. We analyzed the number of linacs installed in the radiation oncology departments of 103 institutions. In addition, we analyzed the procedures and standards for disposal in Korea and foreign countries. For foreign countries, we analyzed the status based on reports from the United States, Japan, Europe, and Canada. A total of 182 linacs are installed in Korea and 95% of them use more than 10 MV of energy. In Korea, standards for managing radioactive waste from a linac, disposal procedures, and clearance criteria have yet to be established. Therefore, radioactive waste is disposed of in different ways depending on the hospitals where they originate. Japan, the US, and Canada have recommended clearance levels and procedures for linacs. Other countries have provided management guidelines for research or large-scale accelerators, but not for medical purposes. In this study, we investigated the management of radioactive waste from medical linacs in Korea and abroad. Several foreign countries have suggested a clearance level and criteria for disposing of waste storage drums. For the safe management of medical linacs, it is necessary to establish safety management regulations. In Korea, standards for disposal, such as radiation or dose limits, are required for medical linacs. A system for clearance when disposing at a medical institution should be created.

진단용 방사선안전관리 현황에 관한 연구 (A Study on Enforcement Effects of Radiation Safety Control Regulations for Diagnostic X-ray Equipments)

  • The purposes of this study are to analyze the realities after enforcements of safety control regulations for diagnostic X-ray equipments and to suggest means for an improvement of low radiation safety control. A questionnaire survey for medical radiologic technologists was carried out to determine enforcement effects of the safety control regulations. The results of analysis from the survey are as follows. That is, most of the respondents realized the importance of the radiation safety control system, but about a half of them revealed that the regulations were not well observed in accordance with their purposes. Only 43.9% of the respondents took an active part in quality control and safety control of radiation. And respondents responsibility, sex, age, and knowledge for safety control were important indicators for observations of the regulations. Trainings for the safety control regulations are needed to ensure safety control and proper usage of diagnostic X-ray equipments. And management of organizations using diagnostic X-ray equipments have to understand and stress the importance of radiation safety control system.

PET-CT의 방사선안전관리 가이드라인 개발: 행위와 환경을 중심으로 (Radiation Safety Management Guidelines for PET-CT: Focus on Behavior and Environment)

  • PET-CT 사용에 따른 피폭선량을 감소시키기 위한 행위적, 환경적 요인을 구체화하여 국내 실정에 맞는 방사선안전관리에 대한 가이드라인을 개발하고자 하였다. 연구방법론적 설계는 질적조사와 양적조사를 병행한 다단계-다방법론적 접근으로 선행연구 분석, 전문가 자문, 설문조사를 수행하였다. 분석대상은 대한핵의학회(2010년) 기준, 국내 설치된 109대 PET-CT 담당 방사선종사자의 응답지 139부이다. 연구도구는 설문지이고 크론바하 알파(Cronbach's ${\alpha}$)계수는 "방사선방어 환경구비 및 설치의 필요성" 0.818, "방사선방어 행위의 필요성" 0.916, "방사선방어 환경구비 및 설치수준" 0.722, "방사선방어 행위수준" 0.885로 모두 높게 나타났다. 환경 및 행위 중심의 방사선안전관리 가이드라인으로 도출된 점검항목은 방사선방어 환경점검으로 환자 5항목, 보호자 4항목, 방사선사 3항목, 공통적으로 적용되는 8항목으로 총 20항목이 구성되었고, 방사선방어 행위점검으로 환자 12항목, 보호자 1항목, 방사선사 7항목, 공통적으로 적용되는 6항목으로 총 26항목으로 구성되었다. 구체적인 점검목록은 <표 5-6>에 나타나 있다. 국내에서는 PET-CT사용에 따른 방사선피폭을 감소하기 위한 자체적인 안전관리 가이드라인이 부재한 상태이므로 본 연구에서 개발된 가이드라인은 국내 실정에 맞고 개입이 가능한 환경과 행위측면에 대해 각 피폭 대상별로 구체적인 점검내용으로 구성한 것에 의의가 있다고 본다.

Moderating effect of regulatory focus on public acceptance of nuclear energy

  • Public acceptance has become the most critical question for sustainable development of nuclear energy in recent decades. Many researches concentrated on risk and benefit perception, which were deemed as the most influential factors of Public Acceptance of Nuclear Energy (PANE). But few researches focused on psychological factors including regulatory focus. Therefore, this paper aimed to explore the moderating effect of regulatory focus on PANE based on Regulatory Focus Theory in order to find ways to increase/decrease PANE. An Internet-based survey had been carried out in China nationwide. The results indicated that trust in government was positively related to PANE and this relationship was mediated by risk and benefit perception. In addition, the strength of the associations between risk and benefit perception and PANE were moderated by regulatory focus, consisting of prevention focus and promotion focus. Prevention focus strengthened the negative relationship between risk perception and PANE, while promotion focus weakened. Moreover, promotion focus weakened the positive relationship between benefit perception and PANE, but no significant moderating effect of prevention focus was founded on the relationship between benefit perception and PANE. Some policy implications were also proposed on the basis of above-mentioned findings.

  • Purpose It is intended to improve the management efficiency of personal dosimeters by analyzing and sharing personal dosimeter loss cases and loss prevention measures. Materials and Methods From 2017 to 2021, data on the number of lost personal dosimeters were collected at large hospitals, and the number of personal dosimeters issued and lost were investigated. Results In order to prevent loss by institution, methods such as the use of auxiliary rings, contact stickers and dosimeter necklaces were implemented. Conclusion Hospitals are a business that frequently changes clothes, such as surgical gowns and work clothes, so there is a lot of loss. In addition, it was confirmed that the loss rate increases as the number of personal dosimeters issued increases.

  • Since Roentgen discovered X-rays, radiation sources have been utilized for many areas such as agriculture, industry, medicine and fundamental chemical research. As a result, human society has gained lots of benefits. However, if a radioactive material is used for the malicious purpose, it causes serious consequences to humanity and environment. Consequently, international organizations including International Atomic energy Agency (IAEA) have been emphasizing establishment and implementation of security management to prevent sabotage and illicit trafficking of radioactive materials. For this reason, the rule of technical standards of radiation safety management was revised and the public notice of security management regarding radioisotope was legislated in 2015 by Nuclear Safety and Security Commission (NSSC). Several radioactive sources which have to be regulated under the above rule and the public notice have been utilized in Advanced Radiation Technology Institute (ARTI) of Korea Atomic Energy Research Institute (KAERI). In order to control them properly, security management system such as access control and physical protection has been adapted since 2015. In this paper, we have analyzed the public notice of NSSC and its field application case. Based on the results, we are going to draw improvement on the public notice of NSSC and security system.

원자력안전법에 대한 방사선학과 학생들의 학습권 보장에 관한 연구 (A Study on the Guarantee of Learning Rights of Radiology Students in Nuclear Safety Act)

  • The study developed a radiation dose measurement program in the radiology laboratory to measure how much exposure the students are exposed to during the radiology class, to request for the improvement and the revision of the current Nuclear Safety Act. The experimental program is shown in the following figure, and experiments were conducted to determine the degree of radiation exposure in the control room with a lead gown at a distance of 1 m, 2 m, and 1 m, and in a control room with a radiographic lead glass wall. The duration of the experiment was 3 months from April to June, when radiation imaging practice classes were conducted, and 128 hours of imaging practice per month were conducted. In order to find out the dose of radiation dose during radiology imaging practice class, the experiment was carried out from April to June for 3 months, and according to the program, the results of exposure dose were 0.34 mSv at 1 m distance, 0.01 mSv at shielding of lead gown at 1 m distance, 0.16 mSv at 2 m distance, and 0.01 mSv at control room with radiation lead glass wall. The exposure dose from the test results was much below the annual general public limit dose of 1 mSv. The restriction on the operation of the radiation equipment in the practice of the students is a regulation that infringes the right of students to learn, and amendments or exemptions of Nuclear Safety Act should be enacted to ensure that it does not violate the fundamental right to learn for students in radiology.

원자력안전법 수시출입자 안전관리체계 개편에 대한 방사선학과 재학생들의 융합적 인식 연구 (A Study on the Convergence Perception of Students in Radiology on the Reorganization of Safety Management System by person with frequent access of Nuclear Safety Act)

  • 이 연구는 원자력안전법 개정에 따른 수시출입자 안전관리체계 개편이 적용된 방사선학과 재학생들의 인식도를 알아보고자 K 대학교 방사선학과 재학생 175명을 대상으로 설문조사를 실시하였다. 원자력안전법에 의해 수시출입자로 분류되어 관리를 받을 필요가 있다고 인식하는 재학생은 2학년 98.1%, 3학년 90.3%, 4학년 97.7%로 나타났으며, 수시출입자로 구분되어 촬영실습의 조작에 제한을 받는다는 재학생이 2학년 96.3%, 3학년 74.2%, 4학년 93.2%로 나타났다. 방사선촬영실습에서 방사선장비를 조작하는데 제한을 두는 것은 학생들의 학습권을 침해하는 규정으로 학습에 대한 예외규정을 제정하여 학습권이 침해받지 않도록 정책을 펼쳐나가야 할 것 이다.

방사선안전을 위한 보건/비보건계열의 의료방사선 인식도 분석 (A Study on recognition for Medical radiation of health and non-health for radiation safety)

  • This study implemented the survey and analysis of the exposure to radiation by using the questionnaire targeting H Health College, located in Daejeon from September 1st, 2014 to October 15th. A total of 400 copies of the questionnaire was distributed and among them, 385 copies, excluding 15 omitted ones (total collection ratio: 96.3%), were used for the analysis. The analysis results are as follows. For the harmfulness of radiation for diagnosis, the average of the health-related was 3.15 and the average of the health-unrelated was 2.82, which the health-related students recognized the harmfulness of radiation for diagnosis higher (p<.001). The necessity of radiation for diagnosis was appeared higher from the health-related students as the average of the health-related was 3.07 and 2.52 for the average of the health-unrelated (p<.001). The recognition on the prevention of the exposure to radiation was higher from the health-related students as the average of the health-related was 3.13 and 1.84 for the average of the health-unrelated (p<.001). From this study, the necessity of using radiation from the medical field and the recognition on its harmfulness appeared to have a big difference between the health-related and health-unrelated. For such, the accurate understanding of the recognition on radiation and the education to improve recognition on radiation are considered to be required.
