A Study on the Dispute Settlement Procedure for the Preferential Rules of Origin

  • The preferential Rules of Origin (RoO) govern tariff preferences that are given in accordance with the FTA. However, relatively few studies have been devoted to the procedures in settling disputes that are relevant to RoO under the FTA. This study is a first attempt at analyzing the applicability and the potential improvement in dispute settlement procedures in FTAs targeted at the preferential RoO. By exploring three dispute cases involving the preferential RoO, it is suggested that restrictiveness, complexity, and uncertainty that are inherent in the preferential RoO may trigger political tension and dispute. Forming a panel that is capable of mitigating political tension, facilitating participation and early cooperation of experts and stakeholders, and establishing a well-structured enforcement procedure are essential in dispute settlement procedures to resolve disputes involving cases on RoO. Furthermore, the current dispute settlement procedure that hinders the private sector's access should be changed to one that is more open to private sector entities, such as companies, to facilitate the enforcement of the decision. Given that more improved FTA dispute settlement procedure may guarantee the enforcement and application of the FTA preferential treatment in relation with more politically powerful states and foster genuine free trades, more in-depth studies must be conducted on this topic.

  • 고체산화물연료전지(SOFC)는 연료가 갖는 화학에너지를 연소과정 없이, 공기와 $H_2$, CO, $CH_4$와 같은 환원성 가스를 공급받아 $700^{\circ}C-850^{\circ}C$에서 전기화학적 반응을 통하여 직접 전기를 얻는 방식이다. SOFC는 여러장의 단위 셀을 적층하여 스택을 구성하는데, 스택 제조시 단전지에 공급되는 산화, 환원 가스의 누출이나 흡입을 막기 위하여 밀봉재를 사용한다. 이러한 밀봉재는 완벽한 밀봉, 열에 대한 안정성, 충격에 견디는 저항성 등의 기계적인 특성 및 구성요소와의 최소한의 열팽창계수차를 가져야 한다. 따라서 본 연구에서는 $SiO_2-R_2O_3$-RO계에서 $R_2O_3$, RO의 변화에 따른 밀봉 특성 및 열팽창계수에 미치는 영향을 조사하였다.

A Study on Improvement of the Observation Error for Optimal Utilization of COSMIC-2 GNSS RO Data (COSMIC-2 GNSS RO 자료 활용을 위한 관측오차 개선 연구)

  • In this study, for the application of observation errors to the Korean Integrated Model (KIM) to utilize the Constellation Observing System for Meteorology, Ionosphere & Climate-2 (COSMIC-2) new satellites, the observation errors were diagnosed based on the Desroziers method using the cost function in the process of variational data assimilation. We calculated observation errors for all observational species being utilized for KIM and compared with their relative values. The observation error of the calculated the Global Navigation Satellite System Radio Occultation (GNSS RO) was about six times smaller than that of other satellites. In order to balance with other satellites, we conducted two experiments in which the GNSS RO data expanded by about twice the observation error. The performance of the analysis field was significantly improved in the tropics, where the COSMIC-2 data are more available, and in the Southern Hemisphere, where the influence of GNSS RO data is significantly greater. In particular, the prediction performance of the Southern Hemisphere was improved by doubling the observation error in global region, rather than doubling the COSMIC-2 data only in areas with high density, which seems to have been balanced with other observations.

Effect of Reactive Oxygen Species on the Formation of Nε-(carboxymethyl)lysine, an Endproduct of Maillard Reaction of Proteins (단백질의 Maillard 반응의 최종산물인 CML 형성에 미치는 ROS의 영향)

  • The effect of reactive oxygen species (ROS) on the formation of $N^{\varepsilon}$-(carboxymethly)lysine (CML). one of the endproducts in the Maillard reaction of protein (or glycation), was investigated. Glyoxal, a main precursor of CML formation, was produced from both glucose and fructose during their autoxidation. The transition metal ion showed to involve in the formation of glyoxal by the metal catalyzed oxidation, suggesting that ROS accelerated the reducing sugar autoxidation. The stimulative effect of ROS on the autoxidation was more prominent in glucose than in fructose. Polyunsaturated acids (PUFAs) were shown to form glyoxal by peroxidation in proportion to the degree of unsaturation, but ROS did not affect on PUFA peroxidation. Ascorbic acid also lysine (CMHL) in the model system using hippuryl lysine and glucose had a significant effect on ROS, whereas it had no effect on ROS using glyoxal as a reactant. Almost the same trend was obtained by the analysis of antigen coated indirect noncompetitive ELISA using monoclonal antibody (6D12). These data indicated that ROS affected glucose autoxidation as well as mediated both CML and glyoxal formation, but did not affect the reactive compounds such as fructose, PUFAs and ascorbic acid.

  • A membrane bioreactor (MBR) is an effective tool for wastewater treatment with recycling. MBR process has several advantages over conventional activated sludge process (ASP); reliability, compactness, and quality of treated water. The resulting high-quality and disinfected effluents suggest that MBR process can be suitable for the reused and recycling of wastewater. An anoxic/oxic (A/O) type MBR was applied to simultaneous removal of organics and nutrients in sewage. At first, the efficiency of submerged MBR process was investigated using a hollow fiber microfiltration membrane with a constant flux of $10.2L/m^2{\cdot}h$ at each solids retention time (SRT). Results showed that protein/carbohydrate (P/C) ratio increased and total extracellular polymeric substances (EPS) remained constant with SRT increased. Secondly, A/O type MBR with a reverse osmosis (RO) membrane was employed to treat the municipal wastewater. The performance of A/O type MBR-RO process is better for the treatment of organics and nutrients than ASP-MF-RO process in terms of consistent effluents quality.

Effect of Some Growth Regulators on Growth Efficiency of Panax ginseng (고려인삼의 생장효율에 미치는 수종 생장조절제의 효과)

  • P. ginseng seedlings treated with GA,2,4-D and B-9 (N,N-dimethylsuccinamic acid) were grown under dark. Growth efficiencies ($E_1$ = St/Ro, $E_2$ = St1(Ro-Rt), $E_3$ = (Ro- Rt)/ Ro where St. Ro and Rt are shoot weight, initial root weight and root weight at time 1. respectiv$E_1$y) and other r$E_1$ated factors and their interr$E_1$ationship were investigated. $E_1$ and $E_3$ showed quadratic r$E_1$ation with temperature change while $E_2$ showed negative linear r$E_1$ation. $E_1$ depended on more $E_3$ component than $E_2$ component. The values of $E_2$ and $E_3$ are almost same. $E_2$ was greater than that reported previously suggesting large variation between roots. GA greatly increased $E_2$ and $E_3$ in supraoptimum temperature range while B-9 greatly decreased $E_3$ in all temperature range and $E_2$ in suboptimum range. Shoot weight showed highly significant positive linear corr$E_1$ation with substrate amount in most cases of PGR and temperature and with respiration loss in some cases. Respiration loss showed significant linear corr$E_1$ation positiv$E_1$y with $E_1$ and $E_3$ and negativ$E_1$y with $E_2$ only in suboptimal temperature range.

Wastewater Treatment Using Ultrafiltration (UF) and Reverse Osmosis (RO) Process (침지형 한외여과 막공법과 역삼투 공법을 이용한 하.폐수처리)

  • One of alternatives to solve the global water shortages is the reuse of wastewater. The aim of this study was to evaluate whether it can be reused for industrial water from wastewater in "A" City with ultrafiltration (UF) and reverse osmosis (RO) process. The results obtained in this study were that the inorganics such as Na, Mg, Cl, Ca, Mn, $PO_4$, $SO_4$, etc. were removed with high treatment efficiency (more than 97%), respectively. However, the removal of $NH_4$-N, TN, $NO_3$-N, BOD was found to be 35.71%, 85.21%, 87.05% and 56%, respectively. The removal efficiency of nutrients was relatively low compared to other metal ions. Despite low nutrients removal, the treated wastewater is recommended to reuse, because the nutrient contents in influent from the secondary wastewater treatment plant were small amount. In addition, all other metrics in the wastewater were found to be lower amount than wastewater reuse criteria. Therefore, the wastewater treated by UF-RO could be sufficient to reuse for industrial waster.

Improvement of Pressurized MF Pretreatment in MF/RO Process for Reuse (하수방류수 재이용 MF/RO 공정에서 가압식 MF의 전처리 성능 향상 방안 연구)

  • Pressurized MF membranes are used to remove suspended solid and colloidal materials of wastewater treatment plant effluent as the pretreatment of RO in reuse water production process. Membrane operation data and pollutants removal efficiency are investigated using 100 t/d scale pilot plant in J wastewater treatment plant located in Namyangju city. 40 LMH flux of pressurized MF membrane are obtained in various turbidity and temperature condition. Coagulation of dissolved organic enables flux improvement of MF from 40 LMH to 60 LMH. Pressure drop of 1st RO elements rapidly increased after long-term pause, which is because the complex contamination of organic matter and ionic substances of pluming systems.

Study for Optimal Hull Form Design of a High Speed Ro-Pax Ship on Wave-making Resistance Performance (고속 Ro-Pax선형의 조파저항성능 향상을 위한 최적 선형설계에 관한 연구)

  • A hull form design technique to enhance the wave-making resistance performance for a medium size high speed Ro-Pax ship was studied introducing an optimization method and an automatic hull form modification method. SQP(sequential quadratic programming) was applied as the optimization algorithm and the geometry of hull surface was represented and modified using the NURBS(Non-Uniform Rational B-Spline). The wave-making resistance performance as an objective function in the optimization procedure was evaluated using the Rankine source panel method in which nonlinearity of the free surface boundary conditions and the trim and sinkage of the ship was fully taken into account. Using the Ro-Pax ship as a base hull, the hull-form optimization method was applied to obtain the hull shape that produced the lower wave-making resistance. To verify the validity of the hull-form optimization method, the numerical results was compared with the model test results.

A Study on Interior Design Improvement of the Accommodation Area in RO-PAX Ships (로팍스여객선 거주구 실내디자인 개선방안에 관한 연구)

  • The purpose of this study was to investigate user satisfaction by identifying the problems and suggesting Improvement plans of interior design in the accommodation area of Ro-Pax ships. First, the characteristics of Ro-P ax ships' accommodation area through previous studies and references, and then a field survey was conducted on seven kinds of Ro-Pax ships. Based on the field study, a questionnaire survey was administered targeting 38 experts involved in passenger ships who indicated that public facilities were the most unsatisfactory of interior design in accommodation areas. As a result of Multiple Linear Regression Analysis, the satisfaction of color showed the highest influence on user satisfaction in accommodation areas, and required the standard of the interior design in accommodation areas. The suggested results of research were the types and layout of public facilities, improvement of color design, provision of interior design standard for accommodation areas, and improvement plans for interior design of Ro-Pax ships.
