서비스 R&D 수요분석 연구 (A Study on Service R&D Needs Analysis in Korea)

  • The purpose of this research is to develop a service R&D concept definition and finding service R&D demand in Korea. It is necessary to develop an effective service R&D model to improve the competitiveness of the service industry. A survey model for finding service R&D demands has been developed through extensive discussions with experts. A demand survey for 91 experts in service industry and academia has been conducted to find relative weights of each service R&D category. Several other aspects on service R&D has beed investigated to analyze the relative importance of service R&D subjects. And a benchmarking on previous service R&D research investment has been performed. Past and present service R&D topics are compared as a whole and by each individual domain. A service R&D framework and important funding areas has been suggested. The results of this research can be used for research fund allocation decisions for strengthening service industry competitiveness.

  • 기업과 정부의 연구개발(R&D: Research and Development) 투자는 지속적으로 증가해, 2021년 공공과 민간의 전체 연구개발비는 102조 1,352억 원으로 100조원을 돌파하였고, GDP 대비 R&D 투자 비중이 4.96%로 이스라엘에 이어 전 세계 2위 수준으로 나타났다. 본 연구는 100조원을 돌파한 국내 연구개발 투자의 R&D 생산성 제고 측면에서 국내 연구 서비스산업 현황과 연구개발(R&D) 혁신 생태계를 통계청의 기업활동조사 데이터를 바탕으로 분석하고 글로벌 연구 서비스산업과 기업 현황과 연구(R&D) 서비스 산업 지원을 위한 정부 정책을 조사 및 분석하였다. 특히, 본 연구에서는 기업활동조사 데이터를 바탕으로 업종별 연구개발(R&D) 서비스 외부 위탁에 대한 분석과 연도별 연구개발(R&D) 서비스 외부 위탁에 대한 조사를 통해 국내 연구(R&D) 서비스산업 현황에 대해 조사 분석하였다. 이를 통해 업종별 국내 연구(R&D) 서비스 산업 수요에 대한 주요 변화 추이를 제조업과 서비스업 관점에서 도출하였다. 분석 결과 국내 R&D 생태계는 전통적인 제조기업의 R&D 아웃소싱 수요가 정체된 것에 비해 서비스기업의 R&D 아웃소싱 수요가 급속도로 증가하고 있는 것으로 나타났다. 특히 국외 위탁기업이 지속적으로 확대되는 반면에 국내 연구개발 위탁 기업은 비중이 감소 추세를 보이고 있는 상태이다. 또한 서비스 업종별로 차별적인 특징을 보여주었다. 본 연구에서는 글로벌 연구 서비스 기업에 대한 조사와 연구(R&D) 서비스산업 지원 정책에 대한 분석을 바탕으로, 이러한 변화하는 기술 혁신과 연구(R&D) 서비스 수요에 대응하기 위해 제조기업과 서비스기업 R&D 아웃소싱 균형지원, 국내 연구개발 외부위탁 확대, 서비스업종 특화 R&D 아웃소싱 전략수립, 개방형 R&D 생태계 구축, 소재·부품·장비 전략과의 연계 혁신 방안을 제시하였다.

기업의 흡수역량과 정보기술 활용도가 혁신에 미치는 영향 (The Impact of the Absorptive Capacity and IT Usage on Firms' Innovation)

  • This study is to analyze the impact of the absorptive capacity and information technology (IT) on firms' innovation. The absorptive capacity is measured by R&D investment intensity, R&D manpower concentration, and the firm's size. We try to see the interaction effects between the absorptive capacity and IT usage on firms' innovation. We also look into the differences of the impacts between manufacturing industry and service industry as well as IT industry and service industry. We found that IT and R&D intensity have stronger interaction effect on innovation in manufacturing industry than in service industry, which shows that IT plays a more important role in the accumulation of knowledge in R&D activity in manufacturing industry. Contrarily, in service industry, IT and R&D manpower concentration has significant interaction effects on innovation. This means that the role of IT in service industry is sharing knowledge and experiences among employees in service industry. The interaction effect between firm's size and IT has positive impact on innovation in manufacturing industry, while it has negative impact on innovation in service industry. Finally, we found that the interaction effect is statistically significant in non-IT industry, while it is not statistically significant in IT industry.

Typology of R&D Service Firms and Customized Policy Suggestions in Korea

  • This paper originates from the questions concerning why Korea has had difficulties in boosting R&D service industries regardless of government efforts over a decade. We first review the intrinsic nature of the R&D services and set up four criteria such as establishment type, diversification of business models, coverage of client firms, and role of R&D service firms as innovation drivers and IP strategies, that will be used in interviewing and analyzing R&D service firms. Second, we carry out in-depth interviews of eighteen R&D service firms to understand business behaviors and relevant characteristics. Finally, we identify five groups of R&D service firms and conclude that differentiated polices have to be implemented according to the groups for promoting the industry effectively.

  • The purpose of this research is to find a better knowledge service R&D management process. There are four basic characteristics in service : intangibility, inseparability, inconsistency, and no inventory. These intrinsic characteristics require us to change the traditional manufacturing sector based R&D management process. It is necessary to develop an effective knowledge service R&D management model to improve the competitiveness of the service industry and Korean economy. A model case knowledge service R&D has been performed to find a better R&D management model. The whole cycle of R&D process, such as planning, selection, performing, and evaluation has been reviewed by real experience. Several important aspects of R&D process are compared between manufacturing R&D and service R&D. A knowledge service R&D management framework has been suggested. The results of this research can be used for building a better service R&D management process.

IT 중소기업의 연구개발투자 효율성 분석 (Analysis of R&D efficiency for IT SMEs)

  • Employing firm-level data during the period of 1980-2006, this paper analyzes the R&D efficiency of IT SMEs. We focus on comparing the R&D efficiency of IT SMEs with that of large-sized IT firms and non-IT SMEs. The results are summarized as follows. First, the R&D investment of IT SMEs has not been increased since 2000. In IT manufacturing industry, the portion of the R&D investment of IT SMEs is no more than 10.6% in 2005. Second, we analyze the innovation capacity of SMEs with the number of the patent application. The result is similar with the trend of R&D investment. The portion of the patent application of SMEs has not been increased since 2000. Third, the R&D efficiency of non-IT firms is higher than that of IT SMEs regardless of the firm size. The R&D efficiency of non-IT SMEs is over three times as large as that of IT SMEs. Meanwhile, The R&D efficiency of the large-sized non IT firms is 1.86 times as large as that of IT large-sized firms. Finally, we estimate the R&D elasticity and compare between IT manufacturing and service industry. The result shows that the R&D elasticity of IT service industry is higher than that of IT manufacturing industry, regardless of firm size.

  • e-R&D 활동이란 가상공간에서 인터넷 등의 네트워크나 컴퓨터 소프트웨어를 이용하여 R&D 활동을 전개해 나가는 것을 의미한다. 최근 빠른 속도의 기술변화와 다양해진 고객의 수요로 인해 기업은 생산성 향상의 문제에 직면하면서 e-R&D 필요성을 절감하고 있다. 본 논문에서는 e-R&D의 동향, 적용 사례 및 e-R&D 활성화를 위한 전략적 시사점을 살펴보고, 이를 통하여 미래기업의 e-R&D 모델과 디지털산업 육성 및 기술경쟁력 확보를 위한 e-R&D 정책을 제시하였다.

IT서비스 기업의 연구개발 투자규모와 재무성과와의 관계 분석 (Impact of R&D Expenditure Size on financial Performance Focused on the IT Service Industry)

  • Due to economic turbulence and fierce competition in the IT service industry, companies have been seeking breakthrough of offerings by investing in research and development (R&D). This paper aims to examine the impact of R&D expenditure size on financial performance focusing on Korean IT service companies. The expected growth rate of revenue and net profit in the upcoming two years were analyzed based on three groups according to different R&D expenditure rates using collected data from 100 of IT service companies. Unlike our presumptions, our finding presents a non-significant relationship between the R&D expenditure size and companies' financial performance. An interesting result among others is that all companies invested in R&D strongly believe there will be an increase of their financial performance in the future.

산업간 경계해체 시대의 서비스R&D 전략 (Service R&D Strategies in the Era of Boundless Industries)

  • 본 연구는 서비스R&D 전략을 현대경제사회의 본질 관점에서 연구하였다. 현대는 산업간 경계가 해체되는 시대다. 제조업과 서비스업의 구분이 없어지고, 고객을 중심으로 하나의 산업 환경에서 경쟁하고 있다. 고객의 욕구는 서비스로 구현되므로, 서비스R&D는 현대 기업과 국가들의 중심주제가 되었다. 그런데, 서비스R&D는 정의도 다양하고 각 정의에 따라 범위 차이가 커서 정책 당국자들 사이에서도 이견이 많다. 본 연구는 현대 경제사회의 특징과 서비스의 본질에 집중하여 서비스R&D의 바람직한 정책방향과 전략을 논의한다. 산업간 경계가 해체되는 현대경제의 특징을 반영하여 서비스R&D 전략을 도출하였다. 또한 서비스의 관계성, 쌍방향성, 수평성, 조화성 본질과 서비스의 무형성, 비분리성, 비일관성, 무재고성 특성을 반영하여 서비스R&D전략을 도출해내는 연구를 수행하였다. 제조업은 서비스화R&D를, 서비스업은 제조업화 R&D를 강화하는 전략, 서비스본질을 반영하는 전략, 서비스의 특성을 활용하는 전략을 도출하여 제안하였다. 본 연구의 결과는 개별 기업의 서비스R&D전략수립, 서비스산업의 발전과 전체 서비스산업의 발전, 그리고 제조업을 포함한 전체 산업의 발전 전략 수립에 공통적으로 활용될 수 있을 것이다.

서비스 R&D 예산편성 및 투자전략 연구 (A Study on Service R&D Budgeting and Investment Strategy)

  • The purpose of this research is to develop a model for efficient service R&D investment in government budgeting process. It is necessary to develop an efficient and effective investment model to improve competitiveness of the service industry and national economy. Various existing types of service R&D classification have been reviewed. And object-oriented service R&D request classification types have been derived. A tentative model for evaluating service R&D requests have been developed through extensive discussions on effective methodologies. The model has been refined and revised by four service budgeting experts. The revised and refined checklists and guidelines have been used for 40 real service R&D requests evaluations. As a result, a full model for service R&D evaluation and budgeting has been proved to be useful. Also, a need for more efficient and concise evaluation model has been raised through this evaluation process. A brief model with only 10 checklists has been developed and its usefulness has been proven by pilot test with 10 real service R&D requests. The results of this study can be used for evaluation of service R&D proposals and effective budgeting of R&D requests for improving global competitiveness. Further research is needed for refining the developed evaluation models.
