A Study on the Methodologies of Economic Analysis for National R&D Program (국가 연구개발사업의 경제성분석 방법론 고찰 : 가치평가를 중심으로)

  • Technological, policy and economic factors are both important variables in maximizing the results of a national R&D program and key indicators in evaluating an R&D program's eligibility for financial support. Economic analysis, in particular, is used when selecting R&D programs, setting priorities, and estimating economic effects. This paper examines a series of methodological issues related to the economic analysis of national R&D programs within the framework of the current preliminary feasibility evaluation system, and proposes alternative approaches to each of the issues discussed. The issues include the definition of R&D valuation and establishment of valuation factors; estimation of sales attributable to R&D investment; assessment of the total economic value of R&D as intellectual assets; estimation of R&D benefits and assumption of related to sales; and the application of discount rates based on the weighted average cost of capital. Finally, this study presents directions for future research on analytical procedures and methods of improving the reliability of the results of economic analysis within the national technology planning system.

  • In these days, national R&D projects are taking major roles to strengthen national competitiveness. In order to produce successful R&D project, the most important point is objective and specialized evaluation. That means an appraisal board composed of experts in each field is necessary. But, it is very difficult to entrust experts, because of the constraints of time, space. In this paper, I describe the remote evaluation system for experts appointment, cost reduction and security enhancement.

  • The C-ITS requires the lane level positioning of the vehicle in the land transportation environment, and it is most effective to utilize the GNSS. In the precision positioning system based on satellite navigation, the evaluation of dynamic environment of lane level positioning performance should be accompanied and the evaluation system configuration should be preceded. In this paper, we selected performance indicators, assessment equipment, and reliability of reference equipment for evaluation of precision positioning user systems based on the GNSS. The performance evaluation system described above is applied to a real system, and the performance evaluation tool developed for the evaluation system is described. The numerical performance evaluation was carried out based on the data collected by carrying out the actual testbed driving. The performance evaluation by the actual driving trajectory and driving image comparison was performed to derive and analyse the evaluation results of the vehicle lane level positioning user system.

  • The C-ITS requires the lane level positioning of the vehicle in the land transportation environment, and it is most effective to utilize the global navigation satellite system. In the precision positioning system based on satellite navigation, the evaluation of dynamic environment of lane level positioning performance should be accompanied and the evaluation system configuration should be preceded. In addition, performance analysis must be performed according to various environments that change according to traffic or road conditions in a dynamic environment. In this paper, we describe with the performance of traffic and road environment through the evaluation system of lane positioning precision positioning user system based on satellite navigation system. The numerical performance evaluation was carried out based on the data collected by carrying out the actual driving. The performance evaluation by the actual driving trajectory and driving image comparison was performed to derive and analyse evaluation results of positioning performance according to driving condition.

An Impact Analysis of the National R&D Program Performance on Budgetary Decisions (국가연구개발사업 평가결과가 예산결정에 미치는 영향 분석)

  • Korea has enacted the Performance Evaluation law on the R&D Programs since 2006. This study categorizes program size, program history, sustainability, self-evaluation result as antecedents, and analyze the relationship between the antecedents and Meta-evaluation result, the change rate of appropriations. The result shows that program size, program history, self-evaluation result have significant effect to the Meta-evaluation result. And Meta-evaluation result has significant effect to the change rate of appropriations. This study has implication that the performance evaluation system shows significant effect to the appropriations.

Evaluation of the Economic Values and Optimal Deployment Timing of R&D Investment in New and Renewable Energy Using Real Option Approach (실물옵션을 이용한 신재생에너지 R&D의 경제적 가치 및 최적 적용시점 평가)

  • In recent years, advanced countries in energy sector are emphasizing the importance of the development and deployment of renewable energy to cope with the global environmental crisis such as depletion of fossil energy, climate convention to control emissions of greenhouse gases. In this paper, we evaluate the economic value of the investment in new and renewable energy R&D in Korea and optimal deployment timing of new and renewable energy by using the real option approach. The real option model adopted in this paper assumes that a decision maker has a compound option to abandon, deployment, or continue the R&D. As a result by using empirical data of Korea, it is found that there exists a considerable amount of positive real option value (ROV) in the investment of new and renewable energy R&D while its net present value (NPV) calculated by traditional discounted cash flow (DCF) model shows negative value.

Discovering Research of Special Agency of National R&D Management by Analyzing the Current Management System of National R&D Program (연구관리 전문기관의 실태분석을 통한 유형화에 관한 탐색적 연구)

  • This study analyzes the current status of how to manage the national R&D program and the systematic problems of R&D planning, evaluation, and management, and then shows the strategy to support special agency of national R&D management for effective operation. Additionally, this study seeks to search for the macro methods to coordinate and to develop the roles and functions of special agency of national R&D management, and to promote efficiency and productivity of the National R&D investment. First of all, this study generally introduces the national R&D and surveys each special agency of national R&D management by analyzing the status of each agency charged by Ministry. Also, this study defines special agency of national R&D management by investigating each agency's status based on law and finds out the strategy to support special agency of national R&D management for effective operation. Each special agency of national R&D management is based on acts, administrative orders, or blanket contracts and takes whole charge of each National R&D program. The organization forms of special agency of national R&D management can be classified into two forms: One is a form to plan, to evaluate, and to manage the National R&D program and other is a form to research program together with the functions of planning, evaluation, and management. Therefore, this study defines special agency of national R&D management as "an organization, having a legal basis(acts, administrative orders), funded and charged by government for executing R&D planning, evaluation and management of R&D program." This study shows the strategy to operate special agency of national R&D management efficiently by analyzing each agency's current status and comparing each agency with each other. Moreover, every agency has a committee member pool, and the pool is classified well according to the fields of work and technology. Also, the special agency of national R&D management has its own organization to manage performances of program.

  • The national R&D information from the previous year is collected annually for the evaluation and analysis process and is used for policy making and other related purpose. A total of 83 types of information, including the researcher information and the outcome information, was collected through the evaluation and analysis system. The demand for a real-time interaction of the national R&D information has increased with the use of NTIS as well as the need for increase in the number of information collected. The need to centralize the input system has also risen with the use of the system that utilizes the collected information in various other ways than just the information evaluation and analysis. There is an overall need to make the collection process of the national R&D information more effective. In this study, the method for collecting the evaluation and analysis information online is compared with the real-time collection method of the national R&D information before explaining the considerations that need to be made to effectively link the legacy systems owned by the project management institutes with NTIS.

  • As the size and scope of R&D investment explodes, the strategic and managerial importance of R&D proposal screening becomes highlighted. This point is particularly true for a large-scale research center that deals with multi-product and multi-technology R&D projects. Despite the importance, however, previous research has focused on project evaluation and selection stage. In this research, we propose a R&D proposal screening system. The main objective of the system is to filter R&D proposals that are identified to be duplications of past or existing projects. To this end, the algorithm of the system employs text mining, multivariate statistical method, and case-based reasoning.

The purpose of this study is describe performance evaluation of research and development. Performance evaluation level of R&D have three levels: individual level, research group level, laboratory level. There are development evaluation factors and evaluation routin in each levels.
