The Recent Practice of Evaluation of Government-sponsored Research Institutes(GRIs) in Korea : From Retrospective to Forward-looking perspective (이공계 정부출연(연) 기관평가모형개발 및 적용사례 연구)

  • The interest in the evaluation of government-sponsored research institutes (GRIs) has increased markedly in Korea in 1990s; this is mainly because of the increasing needs 1) to improve the quality of R&D at GRIs, and 2) to reorient the GRIs' strategic position in Korean national innovation systems due to the enhancement of R&D capabilities of private companies and universities during last decade. As a first attempt to diagnose the managerial and strategic issues of GRIs, a Multi-Ministerial Evaluation Committee was established as an ad hoc task force under the Prime Minister's Office in 1991. According to the recommendations of the committee, the Ministry of Science and Technology (MOST) to which most of GRIs were affiliated, made it a rule to evaluate the annual performance of GRIs since 1992. This paper examines the recent experience of MOST's evaluation of Government-sponsored Research Institute in Korea. After several years'efforts of Science & Technology Policy Institute(STEPI) to build prospective evaluation systenL MOST decided to apply two supplementary approaches for the evaluation of GRIs; one is summative annual evaluation and the other is formative 3-year evaluation. The annual evaluation system that is designed as a temporary measure is to monitor and to guide the self-evaluation activities of GRIs. In the process of annual evaluation, MOST tries to minimize its direct involvement, and allows each GRI to develop self-evaluation system that is most appropriate for the unique characteristics of the institute. If there exist urgent issues under scrutiny, however, it can be incorporated and examined by a group of external experts as special issues in the annual evaluation system. The aim of 3-year evaluation is both to examine the past performance of each GRI and to investigate whether the strategic role of each GRI is viable in the future. Its major focus, however, lies not on auditing past performance but on strengthening future strategic position of each GRI. The MOST designates a group of evaluation experts with appropriate knowledge and competence as members of the General Evaluation Committee for one year. With the help of STEPI, a specialized research institute for R&D evaluation, the General Evaluation Committee develops methodology and procedures for the actual evaluation of GRIs. Based on the evaluation reports and recommendations from the General Evaluation Committee, the MOST develops various policy measures for strengthening GRIs.

  • In order to improve national competitiveness through technological research and development, the government puts in R&D budget every year and manages to improve the R&D results. Accordingly, various R&D project management methods have applied for successful advancement of technology and product. TRL is a measurement system developed by NASA to assess the maturity of technology since the 1970s. To apply medical device, the characteristics such as regulation, clinical trials are considered as a significant influence. In this study, we would like to derive PMI(performance measures index) for medical device R&D projects by using TRL and stage-gate model. As a result of this study, it is possible to use the PMI for decision making and evaluation in the R&D projects and believed that the objectivity can be ensured by the approval or certification of regulatory authority.

Top Management's Human and Social Capital Effect on Governmental R&D Support System Utilization and Success (최고경영진의 인적 및 사회적 자본이 정부의 R&D 지원제도 활용과 초기 성과에 미치는 영향)

  • Purpose - This study attempts to analyze whether or not there are characteristics among the top management of companies that promote corporate performance at venture companies. It investigates the characteristics of the human and social capital that are inherent in top management at a venture company and conducts an empirical analysis of hypotheses examining if these characteristics will affect utilization of the governmental R&D support system as well as affect the firm's initial success. Research design, data, and methodology - This study conducted theoretical and empirical research together to accomplish the goal of the study. The pilot study researched human capital and social capital as the independent variables; the governmental R&D support system as the parameter; and, the initial success as the dependent variable. The empirical study carried out research on the model, establishment of hypotheses, and the statistical treatment. A survey was conducted targeting top management of high-tech venture companies in Daedeok Innopolis; 500 questionnaires were distributed; and, 222 were collected. Results - The human and social capital inherent in top management at venture companies in the early stages of their existence become good evaluation data for those who are invested in similar resources. If top management includes strong human and social capital, access to external resources will be easier; these will have a positive influence on the selection of overnmental support systems; and, this proper support will also have a positive influence on the initial success of the venture company. The results revealed the following. First, it was found that when the educational level and functional background, (the top management human capital), are the output function, top management human capital had a significant influence on selection of governmental R&D support funds. Second, it was found that the internal social capital and external social capital, (the top management social capital), had a significant influence on selection of governmental R&D support tasks. Third, it was found that selection of the governmental R&D support tasks at the start of the venture company had a positive influence on the corporate financial performance such as sales, business profits, and the increase in workers; and, had a significant influence on nonfinancial performance such as market share, competitive position, product competitiveness, and the future product development. Conclusions - Selection of the governmental R&D support system is not recognized as part of the direct sales of a venture company in its early stages, but as it can reduce costs for technical development and helps significantly in creating test products and mass production, it has a positive influence on the company's financial performance and nonfinancial performance as a result. Therefore, companies should take great efforts to frequently be selected as a candidate in the governmental R&D support system, as it can help facilitate R&D that requires extensive funds. As a result, companies can expect effects such as job creation and patent applications and they can advance future product sales.

Development of Infrared Target for Dual-Sensor Imaging Seeker's Test and Evaluation in HILS System (이종센서 영상탐색기 시험평가를 위한 적외선 표적원 개발)

  • In this work, infrared targets for a developed hardware-in-the-loop simulation(HILS) system are proposed for a performance test of a dual-sensor imaging seeker equipped with an infrared and a visible sensor that can lock and track for ground and air targets. This integrated system is composed of 100 modules of heat and light sources to simulate various kinds of target and the trajectory of moving targets based on scenarios. It is possible to simulate not only the position, velocity, and direction for these targets but also background clutter and jamming environments. The design and measurement results of an infrared target, such as the HILS system configuration, developed for testing and evaluation of a dual-sensor imaging seeker are described. In the future, it is planned to test the lock-on and tracking performance of an imaging seeker equipped with single or dual sensors dynamically in real time based on a simulation flight scenario in the developed HILS system.

Usability Evaluation Criteria of Software GUI on Weapon System (무기체계 소프트웨어 GUI에 대한 사용성 평가 요소 도출)

  • With the technology of our time growing sophisticated everyday, softwares advance rapidly in accordance. Reflecting this trend, researches on Usability of S/W GUI(Graphical User Interface) is actively taking place. However, despite the active researches on such topic, Usability study of S/W GUI for weapon system remains insufficient. For such reason, this paper intends to focus on drawing evaluation factors as well as priority of design factors for Usability of S/W GUI for weapon system. For an accurate and reliable result, Usability evaluation attributes & design factors were assessed by professionals. Moreover, by incorporating AHP(Analytical Hierarchy Process) and Matrix analysis, each evaluation attributes' level of importance and relation between design factors & usability attributes were assessed to draw final design priority. As a result, the importance of Informativity, Accessibility, and Visibility were derived as 0.127, 0.121, 0.108, and selected to be the foremost priority for evaluating. This research could be utilized as foundation for usability evaluation of S/W GUI on weapon system.

Development of an Input Force Measuring Method for Vehicle Tests (실차 주행중 입력하중 계측 기법 개발)

  • In this study, a driving load measuring method has developed without utilizing WFT. To measure the driving load, we developed a three-axis load cell with a strain gage. A method to verify the performance of load cells was developed. A system to measure the input load was proposed, and it was verified by evaluation. The measurement error of the impact road surface was found to be less than 20%. However, except under impact road surface conditions, the proposed system can be applied for actual vehicle input load measurement. The influence of tire evaluation tests were carried out through the handling verification evaluation. The input load measurement methods proposed in the present study make performance verification possible without using WFT.

  • The skin permeation and the skin primary irritation of two UV filters from caprylic capryl triglyceride (oil), oil in water (O/W) and water in oil (W/O) emulsions, were evaluated. We selected octyl moth-oxycinnamate (OMC) broadly used in cosmetics and polymeric sunscreen agent (PSA, average MW: 2,000) synthesized by the coupling reaction of 2-ethylhexyl 4-hydroxycinnamate with poly vinylbenzyl chloride, as model UV filters. For in vitro skin permeation experiments, Franz diffusion cells (effective diffusion area:1.766cm) and the excised skin of female hairless mouse aged 8 weeks were used. Oil or emulsion containing UV filters was applied in the donor compartment. The skin primary irritation was evaluated with fe-male guinea pigs (8-10 weeks,350-400 g). In oil and emulsions, the skin permeability and the skin primary irritation of PSA were lower than those of OMC. The skin permeability of UV filters was lower when they were in oil-in-water emulsion (OIW) than water-in-oil emulsion (W/O). We suggest that O/W system would be more useful when compared with W/O system, and PSA could be a good candidate for a future sunscreen agent for reducing the skin irritation.

A Proposal of New Policies for Improving the Performance Analysis on Government R&D Expenditure in ICT Industry (ICT 분야 국가연구개발사업에 대한 성과분석 개선을 위한 정책제언)

  • This paper proposes various policies for improving the process of performance analysis on R&D expenditure of the public funds in the Korean ICT industry. In order to do so, this paper figures out the present issues relating to performance indicators, methodologies for performance evaluation, release and comparison of evaluation results, follow-up study, integrated management system for performance analysis in ICT industry. In this paper, we suggest some new policies such as consulting an expert for improving performance indicators, maintaining the pre-determined performance indicators, introducing the qualitative performance indicators for measuring effectiveness, adopting the new methodologies reflecting R&D characteristics, introducing the new performance index for comparing annual performance, requiring follow-up study for major ICT R&D, introducing the independent and temporary organization for R&D performance analysis in ICT industry. In conclusion, these new policies will raise effectiveness and efficiency of the government R&D expenditure in ICT industry as well as strengthen the industry competitiveness.

  • This study deals with the "Dissemination Stage", the final step in the R&D process consisting of R&DDD($R&D^3$ : Research & Development, Demonstration, Dissemination). At the "Dissemination Stage", the newly configured technical design is compared with other alternatives to come up with the most desirable selection. The assessment conducted at this stage is not a simple procedure. It goes through the complex evaluation process in which various elements including economic effects and technical characteristics are considered. The reason for taking such a complex procedure is that the assessment, selection and application of the desirable technical alternative is critical for the company's competitive edge in every field of industrial sectors, thus influencing its survival and continuous growth. This study reviews the AHP method for assessing technical alternatives of the heat supply system design. And, to show the practical validity of the AHP method, it is applied to the evaluation of waste heat system alternatives in the field of energy supply system technology.

Evaluation of Irritating Potential of Newly Developed Toothpaste in the Hamster Oral Mucous Membrane

  • Oral mucous membrane test using Syrian hamsters was performed to evaluate the reliability as a model system for the assessment of the potentially irritating substances intended for the mucous membranes, and to determine the irritating potential of a new emulsion-type formulated toothpaste. After test substances were implanted into the cheek pouches of hamsters with diluents (20 mg/kg) under pento-barbital sodium anesthesia, we made the comparison in irritation between emulsion-type and dispersion-type of triclosan (TCS) formulations in the range of 0.2% to 0.3%. The emulsion-type formulations using non-ionic surfactant showed less mucosal lesion than other commercial toothpastes with 0.3% TCS, or dispersion-type ones. However, no significant difference in irritation was detected between 0.2% and 0.3% TCS. We report that this hamster cheek pouch method could be a reliable approach for the evaluation slight difference in the irritating potentials of cosmetics and hygiene products intended for the lips or other mucous membranes, and this method showed that the new emulsion-type formulation significantly lowered the TCS-induced toxicity, compared with other commercial toothpastes.
