전력산업 R&D 프로젝트의 효율성 및 효과성 평가 (Evaluation of R&D Projects in Electric Power Industry with Efficiency and Effectiveness)

  • Based on the characteristics of 'Korean electric power industry R&D programs', this study proposes a new performance evaluation framework where electric power industry related R&D projects are scrutinized. The abovementioned R&D programs have their own goals and especially they emphasize the effectiveness as well as the efficiency of each subordinate R&D project. Hence, in this framework, a performance evaluation procedure is established and then a mathematical model is developed according to the procedure. The model calculates performance evaluation indices for a set of R&D projects integrating the effectiveness with the efficiency of each R&D project. In a case study with an empirical dataset, statistical significance is tested on the integrated performance evaluation indices of R&D projects regarding organizational types and program categories considered.

  • 건설R&D 사업은 1994년에 12억원으로 시작하여 2007년에는 1,648억원을 투자하였다. 그동안 연구개발자는 연구성과 실적을 한국건설교통기술평가원에 제출하였고, 이를 기반으로 건설R&D성과 관리가 이루어져 왔다. 건설R&D사업 성과실적이 연구자의 주관적인 분석결과와 보고자료에 의존함으로써 건설R&D 성과의 객관성 및 신뢰성 확보가 어려웠다. 따라서 본 연구는 건설R&D 성과 중 개발기술의 현장적용 비용절감액 분석과 객관적이고 신뢰성있는 경제적 파급효과를 분석하고, 건설R&D의 현장적용 활성화 방안을 마련하였다.

  • Assessing the effectiveness of R&D organization is hampered by the lack of measurable goals and identifiable outcome criteria. In this review, key issues In evaluating effectiveness are identified and Insights on the application of major assessment approaches are provided. This paper presents System-Process Model on assessing the effectiveness of R&D organization(Korean Government-supported Research Institutes). System-Process Model has attempted to integrate different approaches. It is useful In sensitizing evaluators to the importance of goal, internal process, system resource and feedback in improving organizational effectiveness.

Assessing the R&D Effectiveness and Business Performance: A Review of Their Mechanisms and Metrics

  • With the constant growth of R&D investment, it has been increasingly necessary to evaluate the effectiveness of R&D performance and there is a high emphasis on ensuring the accountability and effectiveness of R&D programs. The evaluation of performance of a firm is especially necessary in times of economic downturn to justify R&D investment. However, there is a marked shortage of clear guidelines as to where and how particular metrics are used to measure the output and outcome of R&D activity in firms. Many firms have difficulties in selecting appropriate indicators for their R&D and financial performances. To fill this gap, this article discusses and presents the findings from the literature in such a way that they become useful for researchers or managers who are in charge of measuring the R&D and business performances arising from innovation activities. Finally, based on the findings about metrics of R&D performance, this article proposes the hypothetical framework to investigate the relationship between technology forecasting, strategic technology planning, and business performance. The framework of this article will assist policy makers, universities, research institutes/national laboratories, and companies to enhance their decision making process in technology development.

  • The human resources of an enterprise is very important in order to survive in these days of business environment. This study investigates the influence of working conditions on organizational effectiveness. Job satisfaction and immersion has been regarded as a key conception of organizational effectiveness. The focus of this study is to investigate the effects of R&D employee's working conditions on organizational effectiveness. The results of this study show that organizational effectiveness are greatly influenced by working conditions. According to the result, First, an enterprise must make a favorable working conditions for R&D employees, the enterprise will provide R&D employees with support for collegiality and good relationship with superiors. Second, the systems of organization are significant in organizational effectiveness. Therefore, the enterprise gives the enterprise's vision and autonomic authority of business to R&D employees in order to improve organizational effectiveness. Finally, the enterprise must admit failure and compensates R&D employees for creative ideas.

But, almost of cost effectiveness evaluation systems have some problems, especially the cross effect among R&D projects has not been considered. To solve this problem, we have designed a new $\ulcorner$Cross Effect Evaluation System(CEES)$\lrcorner$, which are able to estimate multi-effects and cross effects by completion time among several projects.

  • Government provides for special considerations to technology transfer and cooperative R&D between Government-Supported Research Institutes(GSRI) and Private sector. Nevertheless, the results of many cooperative R&D stagnates in the innovation. This paper examines the reasons for the current low level of the effectiveness of cooperative R&D between GSRIs and small & medium firms. Recommendation are made to enhance the effectiveness of cooperative R & D.

중소기업 R&D지원사업의 효율성과 효과성 분석 (Efficiency and Effectiveness of Government R&D Projects for SMEs)

  • 중소기업 R&D지원은 정책적으로 매우 중요하며 예산 또한 매년 증가하고 있다. 본 연구에서는 중소기업 R&D지원에 대한 성과를 종합적이고 체계적으로 분석할 수 있는 새로운 성과분석 방법을 제안하며 이 모델을 기반으로 중소기업청의 대표적인 R&D지원 사업에 대하여 실증분석하였다. 중소기업 R&D지원사업의 성과는 시차(time-lag)를 두고 발생하는데 이때, 단기적인 성과를 효율성, 중 장기적인 성과를 효과성으로 측정하였다. 효율성과 효과성을 나타내는 지표는 과거 선행연구를 기반으로 선정했으며 분석대상 사업별 사업목적, 취지, 내용 등의 특성을 반영하기 위해 지표별 가중치를 도출하였다. 이렇게 효율성과 효과성의 최종 점수가 도출되고 각 사업별 성과의 차이를 통계 검정하였다. 분석 결과, 중소기업청의 5개 R&D지원사업의 효율성은 통계적으로 유의한 차이를 나타냈으며 효과성은 통계적으로 차이가 없었다. 효율성 점수는 전반적으로 낮게 나타나며 효과성 점수는 보통이상으로 높은 수준을 보였다. 중소기업청의 R&D지원사업은 대체로 단기적인 성과인 효율성이 낮아 R&D수행상의 비효율을 초래하는 것으로 나타나는 반면, 중 장기적인 효과성에 대한 기대는 높아 R&D수행을 통한 사회경제적 파급효과는 클 것으로 예상된다. 그러나 효율성이 개선되지 않고는 지속적인 성과를 기대하기 힘들기 때문에 이에 대한 정책적 노력이 필요하다.

  • Considering the recent substantial increase in national research and development (R&D) budgets in the energy sector there has been increased Interest in the effectiveness of government R&D investments. We conducted a case study to calculate the allowable scale and effectiveness of R&D investment by calculating the direct performance improvement effect resulting from R&D investment as an economic value. Using conditions that existed prior to R&D investments as a reference, five cases in which performance improved due to R&D investments were compared and analyzed. The government's financial investment is increasing rapidly in line with the establishment of the national hydrogen roadmap. R&D is needed to enhance the current low technology readiness level of hydrogen fuel cells compared to solar and wind energy fields. Therefore, an R&D project to improve the performance of the fuel cell system was selected as this case study's subject. Using the results in this study, the allowable level of investment in the task unit of national R&D projects could be calculated. Moreover, it is advisable to provide a standard for rational decision making for new R&D investments since it is possible to determine investment priorities among a large number of candidates.
