The Analysis of Structural Relationships among Public Technology Transfer, Technological Performance, and R&D Productivity (공공기술 이전, 기술적 성과, 연구개발 생산성 간의 구조적 관계 분석)

  • This study aims to identify the causal relationship among public technology transfer, technological performance, and research and development (R&D) productivity. Using the impulse-response function(IRF) of a panel vector autoregressive model (panel VAR), this study suggests the results of how long the factors such as technological performance (patent), public technology transfer, and R&D productivity takes and lasts if a one-unit shock of standard deviation occurs. As a result, first, the increase of public technology transfer activities has no power to increase the technology performance but improve the R&D productivity. If the public institute increases its technology transfer activities by one unit, the R&D productivity will increase within five years. Second, the impact of increasing technological performance on improvement of public technology transfer and R&D productivity is an insignificant. Third, the effect of R&D productivity on the public technology transfer creates a substantial reaction after a current time. Considering the structural relationships among public technology transfer, technological performance, and R&D productivity, if policy makers intend to construct the active R&D circumstance, technology suppliers should be motivated to run the active R&D mechanism because they achieve gains.

The Effective Risk Management of Academic Entrepreneurs' R&D Technology Transfer (학술적 기업가의 R&D 성과이전 위험의 효과적 관리)

  • The transfer of R&D performance is the technology transfer in a narrow sense. This study aimed at fanning the effective managerial systems of the transfer of the academic entrepreneur's R&D performance. For this purpose, this study analysed the characteristics and success factors of R&D performance transfer based on the theory of project life cycle. This research classified the life cycle of academic entrepreneurs' R&D projects into six stages. And the risks associated with the transfer process was categorized using the case study about the establishing processes the mineral-related small finns. Especially, the risk of the technology transfer was investigated by the R&D project implementation stages. Based on this results, this paper suggested the strategic system such as the marketing-oriented thinking, the clear-cut statement of the role among the stake-holders of the R&D and commercialization processes, the dynamic system of the academic entrepreneurs' leadership, the formation of the transfer management system, and the usage of project risk management techniques.

  • Multinational Corporations (MNCs) are increasingly establishing globally-distributed R&D (Research and Development) centers in which sites around the world work collaboratively to develop new manufacturing and product technologies. Following new globalization strategies, these projects more often include sites in Emerging/Newly Industrializing Economies (E/NIEs). The success of these ventures promises to be increasingly important both for the bottom line of MNCs and for the development ambitions of E/NIEs. This study attempts to identify these trends and to compare R&D transfer between Korea and China. The study identifies specific factors on MNC's R&D transfer and compares those operating factors between the R&D centers in Korea and China, which attract many MNCs in the world. Among those eight dimensions relating to MNCs' operation, there are significant differences in site selection, market characteristics, government support, and R&D networking between Korea and China. The analysis show more positive factors on China than Korea regarding R&D operations. The result will be helpful for both MNC's managers and governments' decision makers with respect to R&D transfer.

  • Nowadays almost nations try to promote the competition of nation through the development of national science technology. Also Korea has been engaging in this race of through public research&development institute. But recently the commercialization of R&D products appears a poor result in the royalty of technology according weak technology transfer toward IT small and medium-sized enterprises. Even If we have been trying to find the problems and causes, as yet it is true that we don't solve clearly the problem, make a diagnosis about it. This paper analyzes the process of commercialization in public R&D research institute(ETRI: Electronics and Telecommunications Research Institute) through system thinking and researches an interrelationship among government agency, public R&D research institute, and enterprise. This one can find the fact that between research fund and R&D products, transfer technology and royalty, and enterprise's operating profit and active technology transfer like adding technology development is a positive feedback loop. This positive feedback loop in the commercialization of public R&D research institute carries out very important role in examining problems in R&D product's commercialization. Also this paper looks forward to being a guide in the commercialization of public R&D research institute.

  • Although Korean government has made a great deal of investment on R&D projects, corresponding amount of efforts has not been effectively made for their commercialization. Effective technology transfer can help to spread the results of IT R&D programs. The main objective of this study is to provide some strategies for successful commercialization in lieu of technology transfer program at home and abroad. We summarize the present situation of IT R&D programs and analyze the obstacles to improve the process of materializing technology transfer.

Effects of Intra-industry Labor Mobility on Firms' R&D Intensity (산업내 전직율이 기업 R&D 투자에 미치는 영향에 대한 연구)

  • This paper shows that labor mobility is positively related to R&D intensity at the industry level in Korea. Different from the perception based on individual firm-level studies arguing that firms can be reluctant to R&D in fear of the job transfer of employees, firms in industries which have high job transfer of employees turn out not to reduce investment in R&D. This result is also confirmed by 2SLS regression. This result supports that, if there exist spillover effects through the job transfer of employees, job transfer can positively contribute to R&D activities.

Analysis of Factors Influencing the Performance of Technology Transfer on National R&D by Research Actors (연구수행 주체에 따른 국가R&D 기술이전 성과 영향요인 분석)

  • As national R&D is increased in scale, technology transfer has garnered more attention in terms of utilizing R&D outcomes. In this study, we analyzed influencing factors to technology transfer, as a way of utilizing R&D results, using data on national R&D. The analyses was performed with 3 subjects: university, government research institute and industry. When royalty is used as a dependent variable to measure the performance outcomes of technology transfers, the analysis showed that R&D funds have positive influence on all three subjects. In terms of government research institute, the influence was significant whether the location is the capital area or Daejeon city. With regards to industry, factors such as whether the project is a cooperative research, applied research, and the research to technology transfer period were found to have remarkable influence. On the other hand, when the number of cases of technology transfer was used as a dependent variable, the analysis indicated that R&D funds have significant impact on university, while for government research institute, the significant influencing factors include both R&D funds and the research to technology transfer period, and for industry have positive influence on applied research. It is therefore necessary to make differentiated policies considering the R&D organizations in order to improve the efficiency of technology transfer performance.

  • Classical methods for estimating transfer function models have not always been successful. A statistic approach to the identification of transfer function models which is corrupted by disturbances or noise is presented. The estimated impulse response is obtained from the autocorrelation function and cross correlation function between the measured input and output. Several data analysis tools such as R- , S- and GPAC array for the estimated impulse response give us pretty clear information on the order of transfer function models.

The Effects of the Science and Technology Environment on Technology Transfer (과학기술 환경이 기술이전에 미치는 영향: OECD 34개 국가를 중심으로)

  • Nowadays, the R&D policy has gradually emphasized the creation of economic values added through technology transfer of R&D performance. Technology transfer plays an important role in making a profit on commercialization of technology, but the performance of technology transfer is a great difference between countries. Therefore, this study analyzes the effects of the science and technology environment on technology transfer from a national point of view. In this study, the science and technology environment largely consists of openness, ease of firms, protection of intellectual property, emphasis of science in schools. We select OECD 34 countries as the subject of this study and collect the data from IMD between 2002 and 2011. The results show that all hypotheses are supported. Openness and ease of firms are related to technology transfer as they help to improve the understanding and willingness about technology transfer nationally. Protection of intellectual property also influences the spread of R&D performance positively, and the environment that is emphasized science in school actively promotes both creation and technology transfer of R&D performance. Although prior studies have focused on technical capabilities to improve the performance of technology transfer, we consider the influence of the science and technology environment from an institutional perspective. This study will do much for formulate the R&D policy.

Industrial R&D Expenditure: Its Determinants and Propensity of Technology Transfer of Top Ten Companies in Malaysia, Singapore and Taiwan

  • Global research and development (R&D) spending has increased in recent years as the need for new technologies has grown and structural changes in the market have become evident. R&D and its transfer into the commercial sector have an important relationship. This paper analyzes the relationship between industrial R&D expenditure and how it affects technology transfer in Malaysia, Singapore and Taiwan. The research is based on the analysis of secondary data from published annual reports followed by a quantitative analysis of primary data using survey questionnaires. The research finds that the bulk of R&D expenditure was from the top ten organizations and the top five industries for each country. The findings also reveal that an organization's readiness in terms of technology and people capabilities is still weak in Malaysia and Singapore. The findings also indicate that there is a relationship between industrial R&D expenditure and the propensity of technology transfer in Taiwan.
