Measuring the Capabilities of R & D Personnel : ETRI Case (연구인력의 능력지수 개발 및 측정 사례연구 : 한국전자통신연구원 사례를 중심으로)

  • Recent concerns over national and corporate competitiveness have stimulated a renewed interest in organization's performance. The organization's performance primarily depends on resources including human resources, budget, physical based resources, and so on. Especially because the relationship between organization's performance ;md individual capabilities is more evident in R & D organizations where the knowledge base is embodied in people, there has taken an increasing interest in the methodologies for measuring the capabilities of R & D personnel. This paper presents new methodological approach to measure the capabilities of R & D personnel. And the model is empirically applied to ETRI, a public R & D organization in Korea. On the basis of the results, the implications for R & D management are discussed, with regard to R & D business and human resources management.

  • The purpose of this study is to emphasize the necessity of extention of a government R&D planning scope. Presently, government R&D planning is focused on the selecting a R&D project. There is no R&D strategy for R&D conducting such as the composition of R&D team, collaboration and knowledge flow. Ordinarily these strategies are established by research director. This study analyzed the determinants of excellent R&D performance and proposed R&D strategy for R&D conducting using the patent bibliograpy information in energy resources production technology field. On the other hand, this study introduced the concept of technology lifecycle and showed that R&D strategy should be differentiated by technology lifecycle.

  • 한국 재래산양 체내수정란 생산에 대한 발정동기화 및 과배란 유도방법과 회수된 수정란의 동결 융해 후 생존율을 조사하였다. 발정동기화를 위해 CIDR+FSH 및 CIDR+PMSG의 방법을 이용한 결과, 배란점 및 회수된 수정란의 수는 CIDR+FSH 처리구에서 16.3개 및 9.4개, CIDR+PMSG 처리구에서 16.4개 및 8.7개를 나타내어 두 처리구간에 유의적 차이는 인정되지 않았다. 회수된 수정란을 형태학적으로 평가한 결과 CIDR+FSH 처리구에서 Gade A, B, C 및 D는 75.8%, 15.2%, 4.5% 및 4.5%를 나타낸 반면 CIDR+PMSG 처리구에서는 52.5%, 16.4%, 16.4% 및 14.8%였으며, 이식 가능한 수정란 (Grade A, B) 수는 CIDR+FSH 처리구가 유의적(P<0.05)으로 높게 나타났다. 회수된 수정란의 완만 동결 융해 후 생존성은 CIDR+FSH 처리구에서 73.3%, CIDR+PMSG 처리구에서 63.3%이었으며, 두 군간의 유의적차이는 인정되지 않았다. 따라서 본 결과는 한국 재래산양 체내수정란의 생산과 회수된 수정란의 보존을 위해서 CIDR+FSH로 발정동기화 시키는 것이 효과적이었다.

  • 본 연구는 우리나라 고유의 유전자원인 재래산양의 체내수정란 생산기술을 확립하고자 수행하였다. 흡입법(aspiration)과 세절법(slicing)에 의해 난소 한 개당 회수된 난자의 수는 3.9개와 4.1개를 나타내어 slicing방법이 aspiration방법보다는 많은 숫자의 난자를 회수하였으나 유의적인 차이는 나타내지 않았다. 회수된 난자의 등급별 분포는 aspiration방법에서 Grade I, Grade II, Grade III, Grade IV의 비율이 10.3%, 20.5%, 38.5%, 30.8%를 나타내었으며, slicing법에서는 9.8%, 22.0%, 39.0%, 29.3%를 나타내어 Grade III과 Grade IV의 비율이 70% 이상을 차지하였다. 회수된 난자를 체외성숙 시킨 결과 Grade I과 Grade II에서는 85% 이상이 metaphase H (MII)까지 도달하였으나, Grade III과 Grade IV는 40% 이하의 체외성숙율을 나타내었다. 체외수정용 배양액으로 BO를 사용하였을 경우 Grade I 및 II에서 84.4%의 난분할율을 나타내어 TALP를 사용하였을 때의 58.8%보다 높은 난할율을 보였다. 또한 배양액의 종류별 체외발달율에 있어서는 상실배 및 배반포기배로의 발달은 mSOF를 배양액으로 이용하였을 경우 15.0%의 발달율을 나타내었으며, 체외배양 시 항산화물질인 glutathione (GSH)을 첨가함으로서 26.8%의 상실배 및 배반포배로의 발달율을 나타내었다.

Influence of the Strategic Resources and Community Engineering on R&D Performance (전략적 자원과 공동체공학이 연구성과에 미치는 영향)

  • Korea is characterized by a high R&D expenditure rate to the GDP. The performance of R&D in Korea, however, hardly seems to be satisfied. The purpose of this study is to investigate the influence of strategic resources and community engineering on R&D performance in bio-tech industry in Korea. The results of the study show strategic resources and community engineering are determinants of technological outcome. The strategic resources have a Significant positive effect on economic impact whereas community engineering has no Significant effect. In addition, the study results reveal that there is no moderating effect of strategic resources on the relation between community engineering and R&D performance. The major limitations of the study are on the measure of the variables.

The Impact of External Resources Utilization Strategies and Absorptive Capability on the Korean Small and Medium-sized Enterprises' Performance: For Electronic Components and Telecommunications Equipment Manufacturers (외부 자원 활용 전략과 흡수능력이 중소기업 성과에 미치는 영향: 전자부품, 통신 장비 업체를 대상으로)

  • This study examined 142 electronic components, video, audio, and communications equipment manufacturers (KSIC 32) out of all the SMEs that responded to the Survey on Technology of the Small and Medium Enterprises in both 2005 and 2007 and empirically analyzed how the external resources utilization and the absorptive capability affected the management and the innovation performance in two years as well as how the absorptive capability moderated these relationships. According to the results of analysis, the external resources utilization, as measured by the technology collaboration and the governments R&D subsidies, did not have a significant impact on performance whereas R&D investment showed a positive (+) influence on the sales and R&D personnel ratio, negative (-). On the other hand, the moderating effect of absorptive capability varied by measurement method and independent variables. That is, when a technology collaboration takes place, the performance improved with the increase of R&D investment but R&D personnel ration had an opposite effect. The companies whose performance improved as the government R&D subsidies increase are those with low R&D investment or high R&D personnel ratio. These results demonstrate that the SME's external resources utilization cannot replace the internal and that the absorptive capability needs to be accumulated to maximize the effectiveness of external resources utilization. Also, the technology collaboration requires SME's aggressive investment in R&D and the government R&D subsidies turn out to be more helpful for the companies that already have the R&D personnel but have been unable to develop their own technology due to insufficient funds. This study has limitations in that it was conducted within the limited industry categories and samples, but has overcome those of the existing researches by identifying causal relationships through the use of longitudinal data.

  • In this paper, Two countries have invested directly using the two models Multinational Enterprises, foreign companies doing R&D subsidy policy analysis in their activities to attract. Multinational Enterprises to get the spillover effect from competitors, the introduction of subsidiary R&D resources with an incentive to R&D activities. The government has established a subsidiary to bring the country to foreign Multinational Enterprises for the purpose of improving the technological capabilities of Multinational Enterprises with their parent company R&D to increase the resources by foreign companies in their R&D investment to subsidize R&D activities that have an incentive to attract. In addition, foreign companies and government cooperative R&D by two things also increase the rate of funding for activities to bring the two subsidiaries of multinational R&D has increased the amount of additional resources, the economic interests of both countries get more will increase.

A Study on the Structural Relationships among R&D Resources, R&D Collaboration, Policy Support, and Operational Performance - Focusing on Korean Health Industry Clusters - (R&D 자원, R&D 협력, 정책지원 및 운영성과의 구조적 관계에 대한 연구 -국내 보건산업 클러스터를 중심으로-)

  • It has been known that health industry clusters promote economy of a nation in a macro view and make growth and development of individual firm. As a result, Korean health industry has been grown to play a role of making a high value added in Kwangkyo, Daedeok, Wonju, and Songdo. Using 156 firms locating in health industry clusters such as Kwangkyo, Daedeok, Wonju, and Songdo in increasing value added, this study investigated the structural relationships among R&D resources, R&D collaboration, policy support, and operational performance. All hypotheses, except a hypothesis for the effect R&D resources on operational performance, are reported to be statistically significant. In other words, the positive effect of R&D resources on policy support is reported. And policy support and R&D collaboration positively affect operational performance, and also the positive effect of policy support on R&D collaboration is reported. From the empirical results, we can know that policy support and R&D collaboration are the crucial factors to promote operational performance of the firms locating in Korean health industry clusters. It is important that this study has been investigated with the firms of health industry developing economy of a nation.
