신규 R&D 기획 프로세스에 관한 주체별 비교연구 (A Comparative Study by Subject on the New R&D Planning Process)

  • 본 연구는 정부의 R&D 정책 변화에 선제적으로 대응하고 한국지질자원연구원에서 수립된 KIGAM R&D 기획 프로세스의 한계점으로 지적된 부분을 보완하기 위해 시작하였다. 기존 연구 문헌을 통해서 다양한 R&D 기획 프로세스에 대해 알아보았고, 인터뷰를 통해 각 기관별 특성 및 신규 R&D 기획 방법에 대해 분석하였다. 그 결과 환경분석, 수요발굴방법, 과제 구성 및 선정방법 세 가지 측면에서 결론 및 시사점을 도출하였다. 환경분석의 경우 전체적인 Mega Trend 분석을 하면서 기술 시장 별 Trend 분석을 강화해야 하고, 수요발굴방법의 경우 도전적이고 구체적인 목표 설정을 통해 수요를 찾아내야 한다. 또한 과제 구성 및 선정의 경우 융합연구과제, 중소기업지원, 자원분석, 장기과제 선정 등 여러 가지 시사점을 도출 할 수 있었다. 도출 된 시사점은 향후 한국지질자원연구원의 신규 R&D 기획 프로세스에 사용될 것이다.

  • 최근 방송통신융합에 대한 논의가 활발히 진행되고 있으며, 이미 방송산업과 통신산업의 경계를 무너뜨리는 융합서비스가 시장에서 구현되고 있다. 방송통신융합을 명확히 정의하고 이러한 사회 경제적 흐름에 대비하기 위해서는 무엇보다도 방송통신융합의 미래수요를 기반으로 한 유망 방송통신 융합기술의 발굴 및 개발이 필요하다. 본 논문에서는 방송산업과 통신산업이 모두 '서비스' 중심적인 산업이라는 점을 감안하여 수요자를 중심으로 한 기술개발이 이루어져야 한다는 것에 착안하고, 방송통신융합에 대한 미래수요를 방송통신융합기술에 대한 개발순위를 정하는 선정기준으로 이용함으로써 방송통신융합에 대한 새로운 R&D 프로젝트 선정기준을 제시하고자 한다. 이를 통해, 향후의 방송통신융합 관련 R&D 관리에 새로운 방향을 제시할 수 있을 것으로 기대된다.

Market, Firm, and Project-level Effects on the Innovation Impact of FP RTD Projects

  • This paper explores the determinants of the innovation impact of publicly funded R&D projects along three broad dimensions, namely project, firm and market-related factors. In addition to these factors we examine the attributes of the research result per se and aspects of the commercialization process. The observations from empirical and qualitative analyses are based on R&D projects funded by the Fifth and Sixth Research Framework Programmes of the European Union. Firm size, prior experience, innovation culture, the nature of the project itself, explicit intension to commercialize, consortium management and strategy are the factors with the strongest effect on project success, defined in terms of product/process innovation and/or technical knowledge creation. The paper provides important implications for the organization, objectives, and management of public programmes that fund R&D and for project and participant selection.

연구개발프로젝트의 비용효과분석 활용 실태 - 주요 기업연구소의 조사결과를 중심으로 - (A Survey of the Cost Benefit Analysis to R&D Projects of Selected Laboratories.)

  • We are faced with the crisis of the R&D investment because of the effects of the IMF conditions. Most of the laboratories are going to restructure by the cutting off of money, man power and the reduction of R&D thema. Therefore it is necessary to allocate the R&D resources effectively to the R&D projects. The evaluation and the selection of the R&D projects have been recognized as the most important process for the allocation of the R&D resources. The result of the KITA(1997) shows that the commercial success rate of the R&D from new-product brain storming is only 5.8%. This study aims to analyze the actual conditions of the cost benefit analysis(CBA) of R&D projects of selected laboratories and to study measure methods of the R&D benefits. The research method of this study reviews the CBA of R&D firstly, and surveys 200 selected high ranking labs of the R&D expenditures. For the comparison of the results between '87 and '97, this survey used the same questionaries for each year. As the result of the survey only 27 labs(response rate 13.5%) responded. The result of the '97 survey is as follows : The CBA is used by 44% of responding labs. The economic evaluation method for the R&D project selection is used by 48% of labs and this numbers increased by over 10 percents points compared with the result of '87. The CBA is used for about 40% about each of the budget preparing and the budget analysis, and by 30% of labs to analyze sales and expenditures of the overall period of the project. As the measurement of benefits of R&D projects, 30% of labs responded that it is impossible to measure the benefits, and 20% of labs measured the benefits between sales and expenditures of the R&D project.

Ex-ante Evaluation Process for Public R&D: Korean Case and its Implications for Indonesian R&D System

  • A variety of approaches are being applied to improve the existing ex-ante evaluation by expert panels in publicly funded R&D. While the objective evaluation criteria are constantly being improved to screen and select the superior projects, alternative approaches such as random prioritization and logical modeling are also underway to overcome the conservative bias of reviewers and to secure disruptive innovation. This study intends to find critical implications for ex-ante evaluation of public R&D system from the comparison of Indonesia and Korea. For the comparative analysis, literature review and expert in-depth interviews are conducted on the national R&D system and the selection evaluation process. In Korea, the selection criteria of projects are legally promulgated for establishing an objective evaluation system, and at the program level, the major considerations in the planning process are specified by Presidential Decree. On the other hand, while Indonesia conducts R&D in 47 strategic fields largely by public research institutes (PRI) based on the non-competitive government contributions. This study draws out implications of institutionalizing the planning process at the level of program, and of increasing the ratio of contract-based competitive funding at the level of project in the national R&D portfolio.

Assessing the Value of Research and Exploratory Development Stage of an R&D project under Duopoly and Oligopolistic Competition

  • In acquiring and transferring a superior knowledge assesing the intermediate result value of a competitive R&D project is very important for a firm engaging in R&D. Most existing literatures on R&D evaluation are concerned with project selection and resource allocation. In this paper the stage of an R&D project is classified into research, exploratory development, and development. And a model is suggested which evaluates the intermediate result value before completion of development stage under duopoly and oligopolistic competition. Assessed value of the intermediate result transferred to the next tier company can be used as a minimum acceptable price to the inventor when more advanced knowledge acquired through R&D is transferred to the next tier one. The model suggested is composed of structural variables including research cost, success rates, potential profits, discount rate degree of competition. By using exponential distribution for invertion process time in each stage, we derive a formula that can assess the value of the intermediate result, and we demonstrate how the model can be applied to a competitive R&D situation through an example.

  • Sequentiality in decision making is an inherent characteristic of the R&D Process, Conceptual changes are noted during the Course of the Project which represent a continuous improvement in the quality of the data available during the various project stages. In this paper, Eight characteristic types of project evaluation models have been developed economic index models, portfolio models, decision theory models, risk analysis models, frontier models, scoring models, profile models and checklists. 상호영향형 R&D과제군의 평가산정을 위한 "CIDEAR" 모형의 개발 (Construction of "CIDEAR" Model for Selecting and Evaluating Cross Impact R & D Projects)

  • The purpose of this paper is to construct $\ulcorner$CIDEAR(Cross Impact-DEA-AR)$\lrcorner$ model which evaluates proposed R&D projects considering cross impact among them and selects proper projects to utilize resources efficiently as well as to maximize efficacy of investments. For this purpose, $\ulcorner$CIDEAR$\lrcorner$ model is designed as the following six steps. $\ulcorner$Decision Theory Evaluation Model$\lrcorner$ is for setting and selecting the evaluation items according to the structured procedure of evaluation system. The priority of items is decided at $\ulcorner$AR Decision Model$\lrcorner$$\ulcorner$Cross Impact Estimation Model$\lrcorner$ is for computing the final probability of success and the result is used to revise the evaluation results of $\ulcorner$Decision Theory Evaluation Model$\lrcorner$. $\ulcorner$Resource Performance Analysis Model$\lrcorner$ classifies the proposed R&D projects on the basis of required resources and expected performance. Consequently, the possibility of bias of project selection can be prevented. $\ulcorner$Priority Oder Decision Model$\lrcorner$ is for computing the efficacy of proposed projects. Finally, $\ulcorner$Efficacy-Efficiency Cause Analysis Model$\lrcorner$ analyzes the structure of efficacy and efficiency of the projects. The major findings and significances of this study are summarized as follows: (1) $\ulcorner$CIDEAR$\lrcorner$ model can deal with the affairs of R&D projects having the characteristics of mutual independence as well as mutual dependence in the point of efficacy and efficiency. Hence, it is possible to evaluate and select R&D projects more accurately. (2) It can be possible to raise the possibility of projects success. R&D manager can use the information for project management because the efficacy-efficiency structure of selected projects can be analyzed. (3) We proved the usefulness of the constructed $\ulcorner$CIDEAR$\lrcorner$ model using an case about twenty-one R&D projects of a leading company of electronic industry in Korea.

  • This research attempts to acquire technical performance measure information based on identifying the Critical To Quality(CTQ) parameters of user requirement by using Quality Function Deployment(QFD) methodology in the initial phase of a defense R&D project. This results will contribute to the integration of technical progress to the Work Breakdown Structure(WBS) based project performance tracking. It also improve the bridging of systems engineering activities to the project management and the project decision making process.
