The purpose of this paper is to suggest policy implications on the R&D planning scope to acquire highly technology quality level and to show the necessity of differentiated strategy by each technology fields in organic agriculture field. To achieve this, we analyzed the determinants of excellent R&D performance using the patent bibliography information analysis based on the count data models. Through empirical analysis, we find out that the determinants are different from each technology field, and show that these determinants should be included in the scope of R&D planning.

지속적인 성장을 위하여 정부는 R&D투자 규모를 지속적으로 늘리고 있으며, 동시에 R&D 성과의 산업화 연계 등 성과활용 관점의 관리와 인프라를 강화하고 있다. 그러나 사후적인 성과관리보다는 우수한 결과가 도출될 수 있는 사전적인 R&D기획이 더욱 중요하다. 본 연구는 우수한 R&D성과의 창출을 위한 R&D기획에 대한 시사점을 제시하고자, 신재생에너지 분야 중 연료전지와 태양전지 분야 특허를 대상으로 가산자료 모형을 활용하여 특허의 질적 수준 결정요인을 비교 분석 하였다. 분석결과 기술별로 결정요인은 서로 상이하게 나타나 R&D기획이 기술별로 구별되어야 함을 보였고, 결과를 바탕으로 우수한 R&D성과를 도출할 수 있는 연료전지, 태양전지 분야의 R&D기획 방향을 제시하였다.

This paper investigates and selects the areas that need to be improved in R&D and production management of small and medium size companies. The study on the capability of R&D and production management shows that the areas for evaluating of the R&D and production management levels are composed of 8 elements : R&D resource, R&D support and experience, long-term operations strategy, intermediate range planning, short-term planning, subcontractor management, logistics and inventory management, and quality management. The investigation of the gap between the importance of the areas and the capability of SMEs shows that the most important things are to consolidate supply chain, to improve product and process competitiveness using quality improvement, and to enhance production management through sophisticated short-term planning. The detailed analysis also shows that the areas that need to be improved depend on the size and sales of the company.

국방 기술기획은 미래 국방목표 달성을 위한 중 장기적 핵심기술을 식별하고, 향후 연구개발을 위한 전략을 제시한다. 향후 수출주도형 방위산업을 육성하기 위해서는 무기체계 중심의 기술지향형 기술기획에서 시장지향성 연구개발로 기획 패러다임을 전환하여야 한다. 본 논문은 현재 국방기술품질원에서 추진 중인 '사전 기술기획'을 전략적으로 지원하기 위해 연구되었다. 연구내용은 국방 R&D 기획과 시장지향성의 선행연구 자료조사, 세계 방산시장 분석 현황 및 시장성 분석, 무기체계 시장성 평가모델과 공격용 무인기 사례 분석으로 시장매력도 등을 평가하여 시장 개척방안, 장비 경쟁력 제고 방안 등을 도출하였다. 연구된 무기체계 시장성 평가모델은 소요요청 계획 수립 및 검증 시 사업추진 우선순위 등에서 의사결정을 위한 합리적인 기준요소로서 유용한 참조자료가 될 수 있을 것으로 판단된다. 특히 향후 이러한 마케팅 관점의 시장지향성 국방 R&D 기획 프로세스가 제도적으로 정립된다면 기획 단계부터 장비별 맞춤형 수출전략을 수립하고, 체계적으로 마케팅을 지원하기 위한 전략적 접근이 가능할 것으로 판단된다.

In this paper, a two-stage and top-down approach of mid-term and long-term R&D planning of public corporation is proposed to incorporate some characteristics of public corporation and to overcome the complexity of the real world planning. Unlikely to R&D planning of private company, the total investiment size of public corporation is institutionally determined. A top-down approach is developed to adopt this feature. The proposed approach has two stages to overcome the complexity. In the first stage, we develop a plan for R&D area by adopting the business area and the public role of corporation. In the second stage, we develop the detailed plan within each area. The proposed approach is applied to develop the mid-term and long-term R&D plan of Korea Gas Corporation.

In today's rapidly changing business environment, quality of responsiveness to customer requirements for short order cycles and on time delivery is becoming more important and considered as one of critical success factors in supply chain management. Yet despite its importance on reducing transportation cost and improving customer service, little attention has been given to the transportation planning system in Korea SI industry. In this paper, we present development of transportation planning system especially to deal with vehicle routing problem which has the goal to minimize the costs of daily transportation operation and to maximize customer delivery service. The system architecture with other enterprise application is presented and real-world constraints are well incorporated into the system by combining constraints programming and meta heuristics.

The objective of the paper is to develop models for determining the aggregate budget size in long-range R&D planning of KT(Korea Telecom.) and for allocating it by strategically adopted technologies for KT's TOP(Telecommunication-Oriented Paradise) Strategy. In the model of R&D budget size determination, the linear regression analysis is applied. In allocating the R&D expenditure, criteria weighting and technological importance ranking are determined by means of the Analytic Hierarchy Process(AHP) as a decision aid, along with hierarchical representation and pairwse comparisons. R&D budget analysis provides to basic data for the mid-and long-range R&D planning. The model then needs to be adjusted as the TOP project plan becomes specific. Resource allocation model for R&D based on AHP can be used to identify the importance of the technologies for TOP according to short-, mid-, and long-term perspectives without further modification. It is expected that the R&D budget analysis model works as the basis for planning R&D investment strategies and that the resource allocation model for R&D contributes to the effective use of the limited resource.

본 연구는 에너지기술개발사업의 과제 기획 결과 자료를 활용하여 정부의 기술개발사업의 과제 기획 과정에서 산업분석이 지원 대상 기술 개발 과제 선정에 미치는 영향과 의미를 알아보고, 효과적인 산업분석 방안을 제안하였다. 실증 분석 결과, 기획 과제 선정에서는 R&D 효율성과 R&D 지원 필요성이 감안되고 있는 것으로 분석되어 기획 과제의 선정 과정에서 산업의 요구를 상당히 반영되고 있었다. 그러나 Supply Chain 공백 정도나 Supply Chain 완성 기여도, 그리고 대외수지 개선 기여도는 과제선정에 잘 반영되지 못하였다. 즉, 지속적인 대외 교역 수지 개선과 에너지 산업의 수입 의존적 발전의 개선 필요성이 높음에도 불구하고 기획 과제의 선정 과정에서는 해당 기획 과제가 소속된 Supply Chain의 완성 상태에 대한 고려와 수입 대체 및 수출 산업화에 대한 고려가 부족하였다. 따라서 정부 기술개발사업에서는 R&D 지원이 보다 효율화될 수 있도록 보다 세밀한 산업 분석을 통해 산업의 R&D 수요를 정확히 파악하고 그 R&D 수요를 잘 충족시킬 수 있도록 기술 개발 기획이 이루어질 필요가 있으며, 더욱 체계화된 Supply chain 분석과 활용이 필요한 것으로 나타났다.

본 연구는 R&D시스템의 효율성을 체계적으로 평가하려는 목적을 가지고 있다. 구체적으로는 R&D투입(R&D투자, R&D인적자원관리), 과정(R&D계획, 외부네트워크 및 내부협력) 및 산출(기술혁신) 간의 관계를 실증적으로 규명하는 것이다. 대구경북지역 154개 IT 중소기업들을 대상으로 조사한 설문자료의 분석결과 IT중소기업의 R&D 인적자원관리는 R&D계획에 긍정적으로 유의한 영향을 미쳤다. R&D계획은 외부네트워크, 내부협력, 그리고 기술혁신에 긍정적으로 영향을 미치는 것으로 나타났다. 내부협력 역시 기술혁신에 긍정적으로 유의한 영향을 미치는 것으로 나타났다. 그러나 R&D투자가 R&D계획에 미치는 영향과 외부네트워크가 기술혁신에 미치는 영향은 유의하지 않는 것으로 나타났다. 이와 같은 연구결과는 IT 중소기업들에 있어서 R&D 인적자원이 매우 중요함을 제시하고 있다. 나아가 내부적인 협력이 타부서의 특유의 자원에 접근하게 하고, 새로운 자원을 개발하는데 소요되는 비용을 공유하게 함으로써 R&D 투입을 기술혁신에 효과적으로 연결시키는 것으로 나타났다. 그러나 IT 중소기업의 경우 R&D 투자는 R&D 계획에 유의한 영향요인이 아니며, 외부네트워크도 내부협력에 비해 혁신과정에서 덜 중요함을 암시하고 있다. 그 이유는 IT 중소기업의 경우 R&D 활동이 비공식적으로 이루어지는 경우가 많으며, 혁신성공에 있어서 외부요인보다는 내부요인이 더 중요하다는 것을 상기시키는 것으로 볼 수 있다.

각국의 과학기술연구개발 투자는 자연의 법칙 규명과 진리탐구에서 벗어나 국가발전의 핵심적인 경쟁력확보 및 삶의 질 향상을 목적으로 하고 있다. 이러한 국가경쟁력을 확보하기 위해서 국가가 시행하는 여러 정책 중에서 정부의 막대한 예산이 투입되는 국가연구개발사업은 사회에 미치는 여러 가지 파급효과를 고려해 보았을 때 중요한 위치를 차지하고 있다. 연구관리 전문기관은 국민의 세금으로 조성된 정부 R&D 정부예산을 정부를 대신하여 연구기획 관리 평가의 공적기능을 민간조직의 형태로 추진하는 점에서 볼 때 준공공부문에 해당하는 특성을 가지고 있다. 정부 R&D 투자의 중요한 주체로서의 연구관리 전문기관의 그 역할의 중요성에도 불구하고, 부처 중심의 정부연구개발예산 편성으로 인해 그 중요성이 간과되어 왔다. 각 부처에 산재해 있는 연구관리 전문기관에 대한 국가적 차원의 현황 파악과 이를 바탕으로 한 이론적 논의가 본격적으로 다루어진 선행연구가 부족하여 관련 정책을 수립하고 시행하는데 많은 어려움이 노정되고 있다. 이에 연구관리 전문기관의 현황파악을 통하여 현상을 분석하고 개념적 특성을 도출하여 유형화를 시도하였다.
