  • The purpose of this research is to find a better knowledge service R&D management process. There are four basic characteristics in service : intangibility, inseparability, inconsistency, and no inventory. These intrinsic characteristics require us to change the traditional manufacturing sector based R&D management process. It is necessary to develop an effective knowledge service R&D management model to improve the competitiveness of the service industry and Korean economy. A model case knowledge service R&D has been performed to find a better R&D management model. The whole cycle of R&D process, such as planning, selection, performing, and evaluation has been reviewed by real experience. Several important aspects of R&D process are compared between manufacturing R&D and service R&D. A knowledge service R&D management framework has been suggested. The results of this research can be used for building a better service R&D management process.

연구개발 특성을 고려한 품질경영 모형 (A Quality Management Model Contingent to R&D Characteristics)

  • As the importance of R&D has increased, there have been various efforts to apply the quality management principles and tools to R&D activities in order to manage them effectively. The R&D sector differs from other value chains, so it may be difficult to apply quality management without proper considerations of R&D characteristics. This study describes the characteristics of R&D as high uncertainty and risk, diversity of R&D types, project-based activities, importance of strategic goals and business models, and importance of intangible assets. Three well accepted R&D quality management models are reviewed and implications for quality management and R&D characteristics are summarized. Based on these findings, the management targets of R&D quality management are classified into management level (organization, project) and management focus (process, output), and the contexts of R&D quality management are classified into R&D type (research, development) and market/customer requirement clarity (fluid, specific), and appropriate R&D quality management activities in each situations have been suggested.

국내 R&D 전문관리기관의 R&D 기획·평가·관리비의 효율성 분석에 관한 연구 (A Study on the Efficiency Analysis of R&D General Management Cost for Domestic R&D Agency Institutes)

  • Purpose: This study is aimed to develope effective guidelines of R&D institute with regard to general management cost, by analyzing the management characteristics of 14 domestic R&D institutes general management costs. Methods: The bootstrapping method is applied to obtain the average general management cost of 14 R&D institute and the effective R&D institutes are presented by comparing the general management costs of R&D and the rate of inflation. Results: The results show that the average R&D general management cost of 14 R&D institutes is 3.32% and, in general, it turns out that the R&D general management costs do not reflect the inflation rate after a comparative analysis of the variation of the R&D general management costs. In addition, the results of cost-effective analysis show that only 5 R&D institutes are efficient in R&D activities. Conclusion: Applying a uniform standard of R&D general management costs although their management characteristics are different, can cause the impediment to the independence and transparency of R&D institutes. Therefore it is recommended a strict implementation with respect to the monitoring system of each R&D institute and the budget policy methods which are reflected management characteristics.

  • 각국의 과학기술연구개발 투자는 자연의 법칙 규명과 진리탐구에서 벗어나 국가발전의 핵심적인 경쟁력확보 및 삶의 질 향상을 목적으로 하고 있다. 이러한 국가경쟁력을 확보하기 위해서 국가가 시행하는 여러 정책 중에서 정부의 막대한 예산이 투입되는 국가연구개발사업은 사회에 미치는 여러 가지 파급효과를 고려해 보았을 때 중요한 위치를 차지하고 있다. 연구관리 전문기관은 국민의 세금으로 조성된 정부 R&D 정부예산을 정부를 대신하여 연구기획 관리 평가의 공적기능을 민간조직의 형태로 추진하는 점에서 볼 때 준공공부문에 해당하는 특성을 가지고 있다. 정부 R&D 투자의 중요한 주체로서의 연구관리 전문기관의 그 역할의 중요성에도 불구하고, 부처 중심의 정부연구개발예산 편성으로 인해 그 중요성이 간과되어 왔다. 각 부처에 산재해 있는 연구관리 전문기관에 대한 국가적 차원의 현황 파악과 이를 바탕으로 한 이론적 논의가 본격적으로 다루어진 선행연구가 부족하여 관련 정책을 수립하고 시행하는데 많은 어려움이 노정되고 있다. 이에 연구관리 전문기관의 현황파악을 통하여 현상을 분석하고 개념적 특성을 도출하여 유형화를 시도하였다.

R&D 조직의 지식 경영 활동이 R&D 성과에 미치는 영향 (The Effects of R&D Knowledge Management Activities on R&D Performances)

  • According to knowledge-based view, knowledge is an essential strategic resource for a firm to retain sustainable competitive advantage. As knowledge is created and disseminated throughout the firm, the firm can enhance its capability to respond to new and unusual situations. Thus, a lot of companies actively manage their knowledge and intellectual capital. Especially, knowledge management (KM) activities in R&D organizations play a critical role in enhancing R&D performances such as innovation capability. In this regard, this study develops a theoretical model to examine the effects of R&D KM activities on R&D performance. The research model posits KM participation, knowledge management system (KMS) use, and community of practice (CoP) as the main activities of R&D KM. This study proposes that R&D shared knowledge quality and R&D KM satisfaction play a mediating role between R&D KM activities and its performance. The proposed research model was tested by using survey data collected from 248 employees in an R&D department. PLS (partial least squares) was employed for the analysis of the data. The findings of this study showed that R&D KM activities play a significant role in enhancing R&D performance. The findings revealed that R&D shared knowledge quality is not significantly related to R&D performance, while R&D KM satisfaction significantly influences R&D performance. The theoretical and practical implications of the findings were described.

데이터 기반 경영을 위한 국가R&D API관리시스템의 운영 데이터 활용 가능성 탐색 (Exploring the Possibilities of Operation Data Use for Data-Driven Management in National R&D API Management System)

  • 본 논문은 최근 세계적인 데이터 개방·공유 정책에 따라 국가R&D 데이터 기반 경영을 위한 효율적인 국가R&D API(Application Programming Interface) 관리시스템 구축과 운영 데이터 활용 가능성 탐색을 목적으로 한다. 국가R&D 데이터 개방·공유 추세에 따라 국가R&D API 서비스의 운영 데이터 분석을 통해 경영효율화 방안을 마련한다. 이를 위해 기존에 개별적으로 배포하던 국가R&D API에 대해 파라미터를 표준화하고 개별 API들을 통합하여 국가R&통합API 관리시스템을 구축한다. 국가R&D API의 서비스 호출 트래픽을 보면 측정을 시작한 2015년 대비 2019년까지 554.5%의 큰 성장세를 이루고 있다. 이에 따라 본 논문은 국가R&D통합API 관리시스템의 실제 운영에 있어서 서비스 운영관리 데이터 기반의 데이터 준비, 분석, 예측을 통해 운영 데이터 활용 가능성을 탐색한다.

국내 기업의 R&D 관리 역량에 관한 연구 (The Study on R&D Management Capabilities of Korean Enterprises)

  • Korean enterprises have increased their R&D efforts to a large scale since the 1990s, especially after IMF jurisdiction period. The number of research institutes and R&D resources increased sharply. In line with the increase of R&D efforts, this paper investigates how well Korean firms manage R&D capabilities. According to our analysis, Korean enterprises adopt about the 2.3th to 2.7th generation of R&D management. In spite of insufficient R&D resources, Korean SMEs adopt a similar level of R&D management practice to that of big firms. However, some big enterprises have already adopted the 4th generation of R&D management. Also, many SMEs adopt a much lower level of R&D management than average level. In this sense, it is necessary to make an in-depth study on firms'R&D management capabilities by utilizing various factors of R&D generation model.

제조업 기반 R&D 조직에서의 품질경영 (Evaluation of TQM Implementation in Manufacturing-based R&D Organizations)

  • The research literature presents that Total Quality Management (TQM) has been successfully embraced by firms for strategic and operational management in the last decades. However few studios analyze the role of TQM practices in the R&D environment. The objective of this study is to evaluate TQM practices implemented in manufacturing-based R&D organizations with respect to R&D performance. Our research model is primarily based on Malcolm Baldrige Criteria for Performance Excellence framework, including three moderating variables (industry type, organization size, quality management system certification), to propose hypotheses on the relationships between leadership practice, management practice and R&D performance. Results of canonical correlation analysis using data from 130 R&D organizations show that in aggregate leadership practice is positively related to management practice which is, in turn, positively related to R&D performance. These relationships are, however, affected by the moderating variables. Our results imply that TQM practices can be strategically adopted in the R&D organization.

  • Technology innovation companies are focusing on contributing to business performance by R&D project as a strategic tool. Successful R&D leads to corporate competitiveness enhancement, national industrial development, but there are high uncertainty and risks in R&D. Public and private R&D projects are carried out to achieve various purposes. It was verified how the risk management and benefit management of the R&D project affect the detailed R&D project performance between the Public and private domain. The impact of Project Leadership on R&D performance was also analyzed. Those who have participated in the Public and Private R&D projects at companies or research institutes were surveyed. First, it was found that project risk and benefit management have partially an effect on R&D project performance. Second, Public and private R&D Project Leadership showed partially a interaction effect between project management and project performance.

연구개발(R&D) 프로젝트의 효과적 관리를 위한 과정모형에 관한 연구 (A study on the Project Process Management System (PPMS) for the effective management of R&D projects)

  • This study examines a normative model of project management systems, PPMS, to provide information for directing R&D activity in order to increase R&D productivity. The PPMS (Project Process Management System) is a disciplined and systematic framework to manage R&D projects effectively and efficiently under the assumption of a strategic decision making and long-range planning. The purpose of PPMS is to provide for the management of research organization at different levels an effective management tool; first, for the planning system which deals with rational selection and authorization of R&D projects, second, for the control system which concerns monitoring and controlling the execution of R&D projects, and finally, for the evaluation system which attains evaluation of the performance results of R&D projects and determination of the necessary follow-up. A view for the future development of project management within the context of a project-performing organization is also elaborated to exhibit the progress and phase description of the project management system.
