The Effect of Government R&D Subsidies Program Participation Factor for SMEs R&D Performances (정부 R&D 지원사업의 참여요인이 중소기업의 R&D 성과에 미치는 영향)

  • This study is about effects of government R&D subsidies program participation factor for SMEs R&D performances. Currently, Government R&D subsidies program has been operating in various forms, and each company subsidies, facilities, equipment, personnel and training have been supported. Each of the companies is also involved with various factor of support to participate in the subsides program. Therefore, This study verifies the hypotheses that after government R&D subsidies program of project implementation, various participation factor of companies have an effect positive impact on business management skills of administrative performance. Also, This study verifies the hypothesis of an influence on the R&D investment and the technological capability of technical performance. Through such a analysis results will help to carry out guide for strategic R&D performance management of government R&D subsidies program participation companies.

  • National R&D project management agencies have promoted continuous investment and development to provide efficient information such as collection and analysis of industry and technology information and research trend information, and development of user oriented information system. This research analyzes Region Industry Total Information System status to manage regional R&D and suggests methods for regional industry project management. This paper may contribute to the advancement of efficient information management system though research method.

  • An R&D project, 'Carbon Neutral Road Technologies Development', sponsored by the Korean Ministry of Land, Infrastructure, and Transport was performed and sustainable development is being discussed in relation to global climate change. A draft of the green highway certification system, the green highway design and construction technologies for making low carbon eco-friendly roads, and Green Highway Technology Investment Evaluation System (GTIES) for estimating and managing carbon emissions from roads have been developed from the results of the R&D project. A scheme for expanding the application of these technologies and building sustainable road systems by considering the concept of sustainability was proposed in this research.

  • The public research and development (R&D) funds for construction engineering is one of the key elements for the advancement of construction industry. Korean Ministry of Construction and Transportation is currently planning to produce approximately US$ 500 millions of research funds every year in Korea from year 2007. Along with the prospect for increasing R&D investment, there is of increasing pressures on the development of quantitative methodologies for assessing the performance of construction R&D results. Although there have been some general R&D project evaluation methods, they are not readily used for construction R&D research assessment due to the distinct characteristics of construction R&D. This paper presents a simple methodology that can make quantitative assessments of construction R&D performances. The proposed methodology is expected to assist government officials in objectively evaluating construction R&D performances and identifying the areas that require more R&D investment.

Duopoly R&D competition with flexible spillovers

  • A duopoly model of R&D competition is presented to investigate whether an equilibrium R&D level with flexible spillovers is insufficient (or excessive) from the viewpoint of social welfare. The model focus on flexible spillovers which include much portion of externality occurring in R&D activity. Flexible spillovers refer to the spillovers that vary with industry equilibrium level of R&D. Innovating firms have incentives to cooperate in R&D in the presence of large spillovers. For any symmetric R&D profile, socially desirable equilibrium output is larger than equilibrium output produced in duopoly. Cooperative equilibrium R&D investment is observed to be socially insufficient in terms of welfare criterion irrespective of the magnitude of spillovers. While noncooperative R&D yields socially excessive expenditure on research project for a certain range of spillovers.

A Study on the Firm Performances Regarding Technology and Employment of Government-financed SME R&D (정부지원 R&D의 중소기업 기술 및 고용 성과에 대한 연구)

  • This paper used individual establishment level data to estimate the effects of government support for the research and development of 'small and medium enterprises'(SMEs). We analyzed, on the establishment level, the degree of technical advancement, strength of private R&D incentives, and the effect on employment levels of firms which participated in the 2010 government R&D support project. The results of this study are as follows. First, the size and frequency of government investment in the R&D of SMEs were both positively correlated with the amount of patent registrations. Furthermore, we found that the amount of patent registrations were positively correlated with the size of the establishments, but the average level of technological advancement for the firms running the research was lower than the average level of technological advancement for the firms merely participating in the project. Second, the government's R&D policy was found to be complementary to private R&D incentives, and a 1% increase in government R&D investment resulted in an inelastic increase (0.193~0.245%) of the firms' post-program R&D spending. Third, we found that R&D support from the government contributed to an increase of employment by the participating firms. Additionally, we found that the impact of R&D support on job creation varied for the firm size and technological characteristics. Therefore, it is important for governments to take into consideration each type of small business, when setting R&D policies.

  • Recent Construction and Transportation R&D projects are larger in size, investment scale has been increasing rapidly. However, the results of Construction and Transportation in R & D are papers, patents and other results. So, the application record of R&D in the construction field is very lacking. In particular, Construction New Technology's ratio in the midst of R&D's results are about 2.29%. Therefore, this study suggested program that R&D's results has been connected Construction New Technology. The introduction of the new system has greatly increased Construction New Technology and the results of excellent &D will be applied in construction field. So, Cost-reduction and technology's improvement are expected.

  • Construction Research and Development (R & D) projects have been begun with the investment of 1.2 billions in 1994 and have been reached to 30 billions in 2004. During this ten-year period, a total of investment for construction R&D amounts to 125.7 billions (Total 418 construction R&D projects). However, the results of each R&D project could not apply to real construction site because each project has been performed by a small size (0.5 billions). In addition to those, the social interest on the construction R&D projects has not been received and those importance has not been recognized. Especially, there aren't still standardized methodologies or weighted measurement data for evaluating research performance of the construction R&D projects up to now. The construction R&D projects has been Invested on the basis of an annual technology demand survey rather than the research performance outcome. Therefore, it is important to establish a qualitative performance measurement model for evaluating construction R&D projects. This paper proposes a new research methodology for analyzing the performance measurement of the construction R&D projects. First of all, the Balanced Score Card (BSC) is used to evaluate the construction STAR technologies selected in this research. The performance items of BSC has been modified as four criteria such as "productivity, "knowledge accumulation," "training of students," and "welfare." The new research methodology developed in this paper is expected to use in establishing resonable construction R&D budget in the future.

A Study on Estimation of R&D Research Funds by Linear Regression and Decision Tree Analysis (회귀분석 및 의사결정나무 분석을 통한 R&D 연구비 추정에 관한 연구)

  • Currently, R&D investment of government is increased dramatically. However, the budget of the government is different depending on the size of ministry and priorities, and then it is difficult to obtain consensus on the budget. They did not establish decision support systems to evaluate and execute R&D budget. In this paper, we analyze factors affecting research funds by linear regression and decision tree analysis in order to increase investment efficiency in national research project. Moreover, we suggested strategies that budget is estimated reasonably.

An Empirical Study on Technological Innovation Management Factors of SMEs (중소기업의 기술혁신 관리요소에 관한 실증연구)

  • Previous researches on technological innovation have several limitations such as lack of general mechanism for technological innovation(inputs, throughputs and outputs of technological innovation), large company oriented studies, and ignoring importance of technology management capabilities. So, this study suggested a new model using resource-based theory and system theory, and empirically applied that to SMEs. Structural equation model analysis by using 223 SMEs in Daegu region provided a support for most of hypotheses. Research results showed that all of factors on technological innovation were significantly and positively related with each other: inputs(R&D leadership, innovation strategy, R&D investment, R&D human resource management, external network), throughputs(portfolio management, project management, technology commercialization) and output(technological innovation). In case of technological innovation inputs, R&D leadership influenced on innovation strategy positively and significantly. And R&D leadership and innovation strategy had positive and significant effects on R&D investment, R&D human resource management and external network. R&D human resource management and external network exerted positive and significant influences on technological innovation throughputs such as portfolio management and project management. But R&D investment did not significant impacts on technological innovation throughputs. Among technological innovation throughputs, both portfolio management and project management had positive and significant effect on technology commercialization. In addition, technology commercialization acted positively and significantly technological innovation output. This study suggests necessary of efforts to implement innovation strategy and manage R&D human resource effectively based on CEO's innovativeness and entrepreneurship. Also, if SMEs want to develop technology and commercialize it, they have to cooperate with external technology resources and informations. Research results revealed that proper level of R&D investment, internal and external communication, information sharing, and learning and cooperative culture were very important for improvement of technological innovation performance in SMEs. Especially, this research suggested that if SMEs manage technological innovation process effectively based on resource-based and system approaches, then they can overcome their resource limitations and gain high technological innovation performance. Also, useful policy support for technological innovation of central or regional government by this research model is important factor for SMEs' technological innovation performance.
