A Study on Construction of Integrated National R&D Monitoring System (국가R&D 종합모니터링시스템 구축에 관한 연구)

  • This Study constructs a dashboard system to synthetically and systematically monitor national R&D information based on data warehouse. Managing the national R&D statistics and trend is important since it provides data for policies and decision making for national R&D. Many agencies related to national R&D information collect the basic R&D statistic data which provides the basis of logical decision making and R&D policies. The data has not well been used. The data has not been consistently collected nor managed. The raw data has not been organized nor processed to meet various demands. The needs has been arisen for a consistent national R&D monitoring system to increase the relevance, accessibility and efficiency of data for various users. This study selects 25 key indicators based on the user requirements and designs data warehouse for supporting the indicators using star schema. The dashboard system is developed in this study provides the infrastructure of monitoring national R&D information and analytic environment of supporting statistical analysis and time-series data analysis.

User Needs Analysis and Information Visualization of National R&D Information Navigation Service for Improving Usability (사용성 향상을 위한 국가R&D정보 내비게이션 서비스의 사용자 니즈 분석과 정보 시각화)

  • This paper presents the user needs analysis and information visualization for the development of a semantic-based national R&D information navigation service in information service planning phase, which converges and fuses NDSL databases and NTIS databases. To investigate and analyze the user needs for improving usability, we make an improvement plan for R&D information services via a survey targeted at 30 persons, and on-site interviews targeted at 12 persons, almost of who are researchers in industries, universities and government-funded institutes. To design new information visualization service, we propose an interactive national R&D information visualization service, which is provided in navigation type, and prescribe persona and screen prototyping according to the user needs analysis. We design the national R&D information convergence/fusion architecture based on the NDSL databases, including 345,411 academic articles, 620,555 co-authors and 49,958 reports and NTIS databases including 187,466 national R&D projects. We expect that the national R&D information convergence/fusion architecture contributes to R&D information convergence/fusion as a leading model/standard and the interactive navigation-typed information visualization service strengthens usability continuously.

  • National R&D programs are managed and operated by institutes under different ministries. The R&D information created through these programs are designed and constructed heterogeneously both semantically and structurally. Therefore, integrated collection, analysis and application of the information through the interoperability of information at the national level becomes nearly impossible, and redundant production and operation of R&D information becomes a general problem. The Office of Science and Technology Innovation has started the construction of the National Science and Technology Information System(NTIS), which is based on the interoperability and sharing of R&D information, to resolve these issues. In this paper, we propose a method to construct a system for sharing national R&D information held by different ministries while minimizing the effect on the autonomy of the institutes involved.

Performance Evaluation of National R&D Investment in Information Technology Areas

  • In this paper, we propose an approach to evaluating the performance of the national R&D investment in IT(Information Technology) areas in terms of paper, patent and commercialization, and seeking ways to improve the efficiency of the national R&D investment. This is because the government has focused the national R&D investment on IT areas for some time. For that purpose, we gather data on investments, papers, patents, and commercializations for the government sponsored R&D projects in IT areas through National Science & Technology Information Service. From which, we summarize the investment and performance in terms of papers, patents, and commercializations for each IT area, evaluate efficiency per R&D investment for each IT area, and compare the efficiencies among IT areas. Finally, we drive implications for efficiency enhancement and strategic R&D budget allocation for each IT area.

  • The dissemination process of agricultural research and development (R&D) results has somewhat different characteristics from that of typical R&D results. However, these characteristics are not adequately considered on the basis of an examination of the current performance system, the resulting management plans, and strategies for the application and dissemination of the results of agricultural R&D in Korea. The performance evaluation indicator exposed the problem of the inadequate consideration of the characteristics of each of these areas, particularly the lack of unified R&D-related institutions and the inadequacy of the system to monitor outcomes. To address these shortcomings in the agricultural R&D programs in Korea, the policies pertaining to agricultural R&D performance, results management, and dissemination in the U.S. and Japan were examined. Based on these investigations, we proposed strategies to improve the agricultural R&D policies in Korea.

  • The national investment versus research result management ratio is very low as we compare to those of other advanced countries. Also the system of efficient usage of research result is insufficient. It results inefficient R&D investment when we drive national R&D programs. In this paper we developed a generalized information system for efficient planning and management of national R&D programs. And we developed a efficient system of the R&D information support and a system of a smoothly circulating R&D information. Also we apply those systems to the development of the information system of Korea Research Council of Fundamental science and technology. This application system can provide a total R&D information of whole life cycle of the national R&D programs.

Development of a National R&D Knowledge Map Using the Subject-Object Relation based on Ontology (온톨로지 기반의 주제-객체관계를 이용한 국가 R&D 지식맵 구축)

  • To develop an intelligent search engine to help users retrieve information effectively, various methods, such as Semantic Web, have been used, An effective retrieval method of such methods uses ontology technology. In this paper, we built National R&D ontology after analyzing National R&D Information in NTIS and then implemented National R&D Knowledge Map to represent and retrieve information of the relationship between object and subject (project, human information, organization, research result) in R&D Ontology. In the National R&D Knowledge Map, center-node is the object selected by users, node is subject, subject's sub-node is user's favorite query in National R&D ontology after analyzing the relationship between object and subject. When a user selects sub-node, the system displays the results from inference engine after making query by SPARQL in National R&D ontology.

A Study on the Information Gathering Function of Research and Development Laboratories Established within Industrial Firms (산업체 부설연구소의 정보기능에 관한 연구)

  • This dissertation is presented in two major parts. The first part presented in Chapter 3 attempts to verify the major hypothesis of the present study that the research and development laboratories(hereafter referred to R&D laboratories), establishd withine industrial firms to develop new technologies needed for their own industrial activities, may have another but very important functions to bring information on the externally generated technologies to attention of their respective management decision makers, eventually resulting in the transfer of technology; and such information functions of the R&D laboratories may be better performed by well-organised laboratories than by poorly-organised ones. The second part presented in Chapters 4, 5, 6 and 7 discusses, after the preceding hypotheses has been verified, some desirable situations of the R&D laboratories in facilitating the flow of information on new technologies developed in the world into their industrial firms, centering on the organisational positions and the major fields of interest of the person in charge of the R&D centers, services of the library and technological information office supporting the R&D laboratories, and frequencies of direct contacts of research and development workers with experts in the world and of participation in various conferences, seminars, workshops, exhibitions, etc. Now that there is no recognised instrument and method available for direct measurement of volume of technological information transfered into a particular industrial firm, the number of technologies introduced into a given firm is employed in the present study as an analogous parametre indicating volume of technological information transfered into the firm during a particular period of time. A logical attempt to justify the use of the indirect paramentre is made in Chapter two. vidences needed to verify the hypotheses of the present study are collected through the various publications of the Korea Industrial Research Institutes and other agencies and institutions related to industrial research activities, and through responses to the questionnaire posted to a sample of the 66 R&D laboratories on 6 May 1987 and returned by 30 August of the same year. Some findings and conclusions made in the study are summarised as follows: (1) More information on externally developed technologies flows into the industrial firm with a R&D laboratory of its own than into the industrial firm without one, and naturally, more chances of transfer of technologies are given to the former than to the latter (see 3. 2) (2) After establishing an R&D laboratory, more technological information flows into the industrial firm than before establishing one (see 3. 3) (3) More technological information flows into the industrial firm with a well-organised R&D laboraory than into the firm with a poorly-organised one (see 3. 4) (4) More technological information flows into the ndustrial firm where the director of its R&D laboratory has status qualified to participate in the highest managerial decision making processes of the firm than into the industrial firm where the director does not have such status (see 4. 2) (5) More technological information flows into the industrial firm where the director of R&D laboratory does not hold other positions within the firm than into the industrial firm where the director holds other positions (see 4.3) (6) There is evidence showing that quantities of technological information transfered into industriali firms vary with the case that the major background of the director of the R&D laboratory is the same as the main field of R&D activities of his or her laboratery, the case that the director's background is partly related to the field of R&D activities of the laboratory, and the case that the director's major background is different from the field of R&D activities of the laboratory (see 4.4) (7) More technological information flows into the industrial firm with the director of its R&D laboratory appointed from among professional research and development workers than into the industrial firm with the director of its R&D laboratory appointed from among general managers (see 4.5) (8) More technological information flows into the industrial firm with its R&D laboratory which has established a library service unit within its own jurisdiction than into the industrial firm with its R&D laboratory which has established a library service unit within its own jurisdiction than into the industrial firm with its R&D laboratory which uses a library within the firm but outside the laboratory (see 5. 1) (9) More echnological information flows into the industrial firm with a technological information office of its own than into the industrial firm without such an office (see 5. 2) (10) More technological information flows into the industrial firm with a large research and development staff in its R&D laboratory than into the industrial firm with a small staff in its R&D laboratory (see 5. 2) (11) More technological information flows into the industrial firm with its R&D laboratory whose staff members more frequently contact experts in the conferences, seminars, symposiums, and workshops held in foreign countries and novelties in the world's major exhibitions than into the industrial firm with its R&D laboratory whose staff members less frequently contact such experts and novelties (see 6. 2 ; 6. 3)

A Study on the Identification Metadata of National R&D Information (국가 R&D정보 식별메타데이터에 관한 연구)

  • A need for sharing the R&D information at a national level regardless of the ministry in charge of it is being aroused. However, this information is being managed by different institutes under different ministries without a standard identifier which makes it difficult to manage the information such as to look up duplicate projects. A URN-based identifier is required for the integrated management and utilization of the national R&D information. In this paper, the concept of the identification metadata for applying the identification system and the status of the information management by each institute will be the subject for discussion. Based on this, the elements required for issuing a unique identification number and identifier to the national R&D projects will be suggested in this paper.
