Legality of R&D Subsidies and Its Policy Framework under the World Trading System: The Case of Civil Aircraft Disputes

  • Technology research and development (R&D) expenditures have increased as most countries recognize that technological innovation is a significant factor for continued economic growth. R&D subsidies by governmental entities were permitted in accordance with the Subsidy and Countervailing Measure (SCM) Agreement under the World Trade Organization (WTO) system. However, according to Article 31 of the SCM Agreement the provision for R&D subsidies have been terminated as of January 2000 and legal disputes over R&D subsidies are likely to increase. The aircraft industry has been the only industry where R&D subsidies have become an issue under the WTO. This paper examines international trade disputes within the aircraft industry in regards to measures by Canada and bilateral disputes between the U.S. and the European Communities (EC). In these cases, various R&D subsidies on civil aircraft are found to be inconsistent with WTO rules. This study summarizes the WTO decisions on various R&D subsidies disputed in the aircraft cases and examines the type of R&D subsidies found to be inconsistent (or consistent) with the WTO to provide guidelines for current and future R&D subsidy policies in high-tech industries. The Canada-Aircraft case indicates that R&D subsidies directly targeted towards near market R&D projects with a high export potential will likely be in violation of current WTO rules. Furthermore, findings from the EC-Aircraft and the U.S.-Aircraft cases suggest that the forms (or the methods) of R&D subsidy distribution were not a sufficient condition for the WTO ruling; instead, what ultimately mattered was whether and specifically to whom the benefits of the R&D subsidies are conferred by the government entities.

Analysis of Imidazoline Type Cationic Surfactants (Imidazoline계 양이온 계면활성제 분석)

  • Analysis for the imidazoline type cationic surfactants was performed by the gas chromatography(GC) and high performance liquid chromatography(HPLC). The composition of the alkyl chain distribution was investigated by GC after base/Acid hydrolysis of the imidazoline ring. The distribution of total alkyl chain was separated clearly by a Bondclone C18/NOVA-Pak C18 HPLC column using 50% acetonitrile in methanol containing 0.1M sodium perchlorate as a mobile phase. Alkyl chain distribution and average molecular weight of imidazoline type cationic surfactants were obtained based on these analytical methods. The agreement of results from GC and HPLC was good. The detection limit of imidazoline by HPLC method was 10ng without pretreatment.

  • In this study, the optimum analytical conditions for determination of distribution of propylene oxide in a nonionic surfactant and separation of fatty alcohols were investigated by Reversed Phase High Performance Liquid Chromatography. To analyse the distribution of propylene oxide (PO) and carbon chain length of a fatty alcohol, we derivatized samples for the purpose of using a UV detector. Also, we studied the influences of columns and mobile phase composition to obtain the optimum separation conditions. In our experiment, Waters Symmetry $C_8(3.9{\times}150mm)$ column was used. And the optimum condition were obtained by gradient elution with methanol and water as the mobile phase. In the plot of log k' vs composition of water in the binary phase, the linerality was very good. We ploted the calibration curve to conform the quality of fatty alcohol, a good linerality was obtained.

  • High critical current density, high n value, multiple faults endurances, and fast recovery characteristics of YBCO thin films are very attractive characteristics for developing resistive type superconducting fault current limiters. But due to the limited current and voltage ratings of one YBCO module, it is needed to construct series and parallel module connections for high capacity electric networks. Especially for distribution network, more than 30 units should be connected in series to meet voltage level. So in order to construct distribution-level superconducting fault current limiter, simultaneous quench in one YBCO thin films should be realized, and furthermore, quench should be occurred in all fault current limiting units equally to avoid local heating and failures. In this paper, we proposed optimum design of YBCO thin films for fault current limiting module and technical method using shunt resistor to achieve simultaneous quench between multi current limiting units. From the analytical and the experimental results, optimal current path and thickness of shunt material was determined for YBCO thin films and shunt resistor between modules was developed. Finally, 14 kV one phase resistive fault current limiter using multi YBCO thin films was constructed and it was possible to get satisfactory test results.

  • This paper describes axial magnetic field characteristics of multipolar axial magnetic field type electrodes for vacuum interrupter used in vacuum circuit breaker. It was distinguished that axial magnetic field distribution in consideration of eddy current effect between electrodes by finite element method. Throughout experiment of magnetic field measurement, confirmed validity of numericla analysis.

  • In this paper, New radiation system is presented to improve efficiency and distribution of MWO. And it has one input for two excitatied lines with located on them radiation elements(slots). Radiation elements are distributed along the lines the way that the same electrical distances from the magnetron. New radiation system recompences change of impedance at wide b and frequency.

  • For a linear operator Q from $R^{d}\; into\; R^{d},\; {\alpha}\;>0\; and\ 0-semi-stability and the operater semi-stability of probability measures on $R^{d}$ are defined. Characterization of $(Q,b,{\alpha})$-semi-stable Gaussian distribution is obtained and the relationship between the class of $(Q,b,{\alpha})$-semi-stable non-Gaussian distributions and that of operator semistable distributions is discussed.

  • XLPE cable, which has excellent electrical and thermal performance, has been widely used for HV transmission & distribution lines. The most important thing to produce the cable products having good performance is to set the optimal operating conditions of cable machinery. Because it is very difficult to measure the temperature of cable under curing process practically, it is necessary to evaluate the cable temperature by using the method to simulate real conditions numerically. In this work, We investigate the basic theory on transient heat transfer between curing tube and cable for making a numerical simulation program using computer. In this program, a differential equation is approximated by a infinite differential method and a few assumptions are used to simplify the model and minimize the calculation time of program.

  • This study is to define the Automated Container Terminal(ACT) and container terminal system. Also, we analyze the present condition of the container terminal system in Pusan port and its automation level by systems approach. And this paper aims at evaluating on the priority of R&D investment until the beginning of the second stage of New Pusan Port Project(2006). In this process we have considered 8 factors (cost, labor, area, time volume, reliability, safety, convenience) to analyze 6 subsystems. The priority order of R&D until target year by sub-systems is as follow : Cargo Handling System〉Transfer System〉Port Entry System〉Storage System(Distribution&Manufacturing System included)〉Inland Transport System〉Port Information System.
