It has been known that health industry clusters promote economy of a nation in a macro view and make growth and development of individual firm. As a result, Korean health industry has been grown to play a role of making a high value added in Kwangkyo, Daedeok, Wonju, and Songdo. Using 156 firms locating in health industry clusters such as Kwangkyo, Daedeok, Wonju, and Songdo in increasing value added, this study investigated the structural relationships among R&D resources, R&D collaboration, policy support, and operational performance. All hypotheses, except a hypothesis for the effect R&D resources on operational performance, are reported to be statistically significant. In other words, the positive effect of R&D resources on policy support is reported. And policy support and R&D collaboration positively affect operational performance, and also the positive effect of policy support on R&D collaboration is reported. From the empirical results, we can know that policy support and R&D collaboration are the crucial factors to promote operational performance of the firms locating in Korean health industry clusters. It is important that this study has been investigated with the firms of health industry developing economy of a nation.

본 논문에서는 기존의 산업 및 서비스 변화에 따라 발생하는 빅데이터 분석 서비스 처리를 위한 빅데이터 분석 서비스 브로커 시스템을 제안한다. 기존의 빅데이터 분석 시스템은 분석하는 시간 동안 지속적으로 자원을 점유하고 있어야 하며, 이러한 서비스를 이용하기 위해 내부에 대규모의 시스템을 구축하고 지속적으로 운영해야하는 단점이 존재한다. 본 논문에서는 빅데이터 분석에 필요한 자원을 효과적으로 사용하기 위해 클라우드 기반의 자원 관리와 연계하고 서비스 이용을 용이하게 하기 위해 단일 엔드포인트 기반의 빅데이터 분석 서비스 호출 구조를 설계하였다. 이를 통해 빅데이터 서비스 분석에 소요되는 자원 점유에 따라 동적으로 자원을 생성 관리하여 자원을 보다 효과적으로 이용할 수 있는지 테스트베드를 구축하여 서비스 이용 및 자원 사용을 효과적으로 하는지 확인하였다. 또한, 이를 통해 대규모 자원을 지속적으로 점유해야하는 빅데이터 분석 플랫폼의 자원사용에 대한 한계를 일부 해소하여 자원을 효과적으로 이용할 수 있는 것을 확인하였다.

This study analyzes the technological level of Korean waste-to-energy(WTE) firms and its determinants by using a multiple logistic regression analysis based on a survey. As the results of analysis, the technological level of Korean WTE firms has been positively influenced by the firm size, R&D expenditures, R&D manpower, but negatively influenced by the competition in domestic market. Also there is no significant effect of the economy of scale. The policy implications of this study are as follows; First, the system in which stakeholders coevolve should be set up to prevent excessive market competition from having a bad effect on the technological level of Korean WTE firms. Second, it is needed to make an effort to achieve the economy of scale by increasing an output and decreasing cost in WTE firms.

인적 자원관리는 경영과정의 한 부분으로서 환경과 경영전략 그리고 조직구조와 밀접한 관계속에서 조직체의 목적 달성에 중요한 역할을 하고 있다. 특히 연구기관에서 인적자원은 가장 중요한 경영요소이며, "우수한 인력을 채용하여 능력에 맞는 수준 높은 대우를 함으로써 우수한 결과를 얻도록 하는 것"이 가장 기본적인 활동이다. 인적자원의 관리는 훌륭한 리더쉽에 의하여 실천되지만, 우선적으로 리더쉽을 수행할수 있는 제도적 시스템이 구축되어야 한다. 즉 인적자원 시스템을 형성하는 것은 효과적인 조직 성과를 달성하기 위한 제도적 장치를 마련하는 것이며, R'||'&'||'D 인적자원 관리 시스템은 연구목표 달성과 관련하여 개개인이 효과적으로 연구생산성을 제고할수 있도록 지원하여 주는 시스템이다. 조직성과에 영향을 주는 변수는 여러 가지가 있지만, 제도적 장치로 고려될 수 있는 것은 과업 및 조직의 설계, 인적자원 채용 및 배치 전환, 보상, 경력관리, 교육훈련, 능력 평가이다. 본 연구에서는 상기 인적자원의 성과를 높이기 위한 주요 변수(인적자원관리의 서브 과제)를 세계 주요 연구기관의 하나인 Battelle연구소를 대상으로 분석하고, 국내 R'||'&'||'D 인적자원관리 발전방향의 시사점을 제시하였다.

To improve the performance of R&D investments, government has taken great efforts for advancing the structure and process in R&D systems. However, due to the drastic internal/external changes in the technological environment and the steady increase of investment scale, the necessity for a innovative approach which accomplishes returns to scale through the utilization of various external resources is emerging. In this regard, open innovation approach can minimize the possibility of government failures by strengthening the absorptive capacity of external resources and enhancing the cooperation and participation of diverse innovative participants within the R&D system. This paper evaluates the previous researches and government policies concerning the performances of government R&D investments, and presents the connectivity between open innovation and its possible contribution to the improvement of R&D investment performances.

본 연구는 우리나라 산업구조에 있어서 지식과 기술의 영향을 파악하기 위하여 기술지표(R&D, IT집약도, 특허)와 인적자원지표(R&D인력, 대졸자수, 과학기술인적자원)를 기초로 117개 산업에 대한 지식기반도 측정을 시도한 것이다. 지식기반도 측정을 위한 분석모형으로 LISREL 모형이 적용되었다. 지식기반산업에 대한 기존의 연구로서는 OECD(1996)에 의한 R&D 직접투자와 간접투자를 이용한 분석이 있으나 기술과 인적자본 지표를 모두 활용하여 계량적으로 분석한 것은 새로운 시도이다.

효율적인 연구개발을 위해서는 관련된 여러 자원들을 적절하게 활용할 수 있어야 하며, 기업연구소는 자원의 축적과 활용, 의사결정 지원을 위하여 연구관리시스템의 도입과 정착을 추진하고 있다. 본 연구에서는 국내 인간연구소에서의 R&D 지식관리시스템의 성공적인 실행을 위한 방안을 도출하기 위해 조직상황요인 이론을 적용하였다. 즉 조직상황요인에서의 조직구조와 연구관리시스템 실행간의 관련성 규명이 본 연구의 핵심이다. 이와 같은 연구결과를 바탕으로 하여 R&D 지식관리시스템의 실행특성을 관찰하고, 성공적인 R&D 지식관리시스템의 실행을 위한 방안을 제시하였다.
