  • This paper studies examines the R&D efficiency in Korean energy industry by making multiple logistic regression of the product technological level with firms' endogenous technological efforts and cooperations for R&D between upstream and downstream firms. The technological level of Korean energy industry is analyzed to have been positively influenced by economy of scale effect and cooperations for R&D between upstream and downstream firms, but negatively impacted by firm size, and not impacted by competitive market structure, R&D investment, and R&D manpowers. The implications of this study are as follows: i) to heighten the technological level, domestic market would be transformed to be more competitive; ii) Korean Energy industry should make efforts intensifying R&D-related manpowers and investments; iii) although the firm size is analyzed to have negative impact on technological level, firms, lager or smaller, must be supported to accumulate technological capabilities; iv) R&D-cooperating efforts between upstream and downstream firms on the value-chain should be supported.

  • The Korean government's R&D budget has risen steadily annually, reaching 24.2 trillion won in 2020, and the ratio of R&D expenditure to GDP ranked high among OECD countries. However, national science and technology innovation ranked low among OECD countries. This study focused on Korean government-funded research institutes in the field of science and technology by analyzing the effects of budget and workforce input on research performance in order to provide directions for management. Multiple regression analysis was conducted with budget and workforce input as independent variables, which influence major research outcomes (SCI paper, patent, royalty). In the research budget, only government contribution had a positive effect on SCI thesis performance, and the increase in the government project and private project funding had a negative effect on the number of patents and technology royalties. For the workforce, the positive effect of regular workers on all research achievements was 3-6 times more than that of non-regular workers. Through this study, policy implications such as establishment of institutional performance indicators according to research types were derived for the outcome driven management of government-funded research institutes in the field of science and technology.

  • The purpose of this research is to analyze the performance of national R&D projects and to find out measures to improve the performance indicators, focusing on energy HRD projects. The main analysis target is 86 energy manpower projects supported since 2010. The performance indicators of the energy HRD projects are related to the research capacity, the number of emission workers, industry-university linkage, job creation and so on, and analyzed by using the 11 indicators of human resource performance index called KPI index. As a result of analyzing the attainment level of the proposed target by task, the index with the highest achievement level is the corporation linkage rate, and the index with the lowest achievement level is the participating company employment. As a result of examining the effects of job creation in company - linked activities, it was found that the greater the number of participating companies in the business, the greater the employment creation effect of the number of internships. As a result of the above analysis, the following policy alternatives are proposed. First, it is necessary to consider adding indicators that can express the quality performance of the business and performance indicators that can express actual business linkages. Second, it is necessary to strengthen the management of differentiated performance indicators according to policy performance targets and major target groups. Third, it is necessary to improve information input and accumulation system along with improvement of performance index.

  • This study aims to suggest methods for improving innovation capability in Daegu-Gyeongbuk's mobile industry. Before offering suggestions, it analyzes the characteristics of technological innovation based on the mobile industry's value chain in Daegu-Gyeongbuk in relation to R&D workforce, R&D expenditures, and R&D networks. Support for R&D workforce in the Daegu-Gyeongbuk's mobile industry is concentrated in the mobile device and contents sectors. In addition, it is difficult for companies to finance R&D expenditures because most are SMEs, except for some large enterprises in the mobile device sector. R&D networks are structured mainly inside of companies, and linkages among universities, research institutes, and supporting institutes are weak in all sectors. To strengthen the innovation capability in Daegu-Gyeongbuk's mobile industry, therefore, human resource projects should be dispersed, and financial support should also be spread across value chain sectors rather than concentrated. Aside from this, a place for industry, academia, institutes, and government to build and enhance innovative networks should be created in all sectors.
