This research confirms a non-linear relationship between R&D investment and performance of small and medium-sized enterprises and measures the adequate level as threshold value. Although previous studies did not consider the time lag and estimated indirectly the level using the R&D investment squared term, this study assumes 2 years time lag and uses the threshold estimation model to measure directly. We find that there is the S-curve relationship between the profit rate as R&D output and R&D intensity and the ratio of researchers to employees as R&D input. Also, we estimate the adequate levels of R&D investment, 6.4% for R&D intensity and 13% for the ratio of researchers to employees. This relationship and measurement of the level can offer basic facts and implications about R&D policy and strategy.

Because of the difficulties on budget estimation of National R&D projects, it is expected that the errors of decision making can be reduced if the information on project performance and its evaluation result is provided to the decision stakeholders in a timely manner, as a reference. In reality, however, the result of project evaluation is not utilized in its own purpose. One reason is that the information on evaluation result and budget is not shared at the right time. The other is that the interconnection between systems to support those information is not realized yet. Therefore, the current status of National R&D projects is analyzed in terms of before and after the reign of current government. In particular, this paper is focused on the improvement through the procedural and systematic approaches and attempted to suggest the enhanced process for the seamless interconnection between National R&D performance evaluation and budget information.

The National Research and Development(R&D) has put a greater emphasis on development of a market- and customer-oriented technology and its commercialization in the market. To promote commercialization of technologies invented through the national R&D, many governmental and public organizations have been offering various assistance programs. In spite of these assistance programs, the commercialization rate of the Korean national R&D outcomes is relatively lower than other advanced countries including the United States and European countries. Thus, this paper analyzed 24 R&D commercialization assistance programs which are provided by several institutions in the four different nations. As a result of analysis, we recommended the areas for improvement in the Korean R&D commercialization assistance programs. Also we suggested a framework driving an effective collaboration among the institutions assisting commercialization, the institutions funding and managing R&D, and the people performing R&D.

최근 정부는 변화하는 환경에 조응하기 위한 혁신적인 국가 R&D 시스템의 도입 및 성과평가 준거 틀의 전환을 시도하고 있다. 이에 연구자 중심의 "정부 R&D 혁신방안(2015)"을 제안하고 기존의 추격형 R&D체제에서 벗어나 질적 우수성 추구로 패러다임 전환과 창의 도전적 R&D에 초점을 맞춘 평가방식, 그리고 행정시스템 간소화 등을 해결해야 할 주요 과제로 제안하고 있다. 하지만, 다양한 이해관계자가 제시한 지속적인 의견 등을 고려할 때, 변화 이슈에 대한 장기적인 R&D 시스템 전개방향은 공감되나, 실행단계에서 실효적 적용은 많은 논의가 필요해 보인다. 특히, 특정 집단의 이해관계를 벗어나기 힘든 경우, 편향된 이슈 및 정책 제안이 제시되거나, 제안된 정책 간 일관성 있는 논리를 설정하기 어렵거나, 불특정 다수의 이해관계자 집단 간 이익 대변 혹은 현실을 벗어나는 이상적인 방향을 제안하는 경우도 있다. 따라서 이해관계자를 넘어서는 통합적 관점에서 사회 전체적 여건을 고려하는 혁신적 국가 R&D 시스템에 대한 정책적 실행방안을 고민해 볼 필요성이 제기된다. 본 연구에서는 우리나라의 과학기술 혁신정책 및 R&D 성과, 주요국 관련 동향 등을 살펴보고 현행 R&D 추진 시스템을 사회 시스템 차원에서 바라보며, 제기되는 관련 이슈에 대한 비판적 담론과 쟁점을 정리 및 분석하였다. 또한, R&D 혁신주체 간 상호작용 및 추진 시스템 효율성 측면의 핵심 이슈를 분석하여 R&D 추진 시스템 중장기 구축방향과 한계도 체계적으로 살펴보았으며, 이를 정리한 실행전략을 제시하였다.

Given the rapid technology paradigm shift and diversified customer needs, companies face the problem of new product and service innovation. This paper introduces the strategic view for e-R&D status, case examples, and e-R&D service. We state e-R&D adoption stages for strengthening the industry competitiveness and IT service utilization.

최근들어 환경변화가 가속화되고 기업의 환경적응성이 중요해짐에 따라 R&D 활동의 평가과정이 학습의 핵심적인 단계로서 새롭게 부각되고 있다. 또한 R&D 활동에서 결과 중심적 접근, 사업부와의 연계 등이 강조되면서 구체적 R&D 성과평가가 연구관리(R&D management)의 중요한 이슈가 되고있다. 그러나 그동안 R&D 성과평가는 R&D 활동 자체가 불확실성을 가지는 특성으로 인하여 체계적 접근이 이루어지지 못하여 왔으며 최근에 들어 R&D 성과평가 부문이 연구관리 및 기술경영분야의 도전적 연구과제가 되고 있다. 본 연구는 이러한 R&D 성과평가를 어떻게 접근할 것인지에 대한 접근방법과 성과 지표의 내용, 성과지표의 선택 및 개발절차, 향후 연구과제를 중심으로 제시한다. 본 연구의 세부내용은 다음과 같다. 첫째, 민간기업 연구개발활동의 성과평가에 적용가능한 평가의 분석틀(framework) 및 관점(perspective)을 제시하였다. 기존 평가모형에 대한 문헌고찰을 바탕으로 종합적, 체계적인 평가분석틀을 도출하고, 측정가능한 성과지표군을 제시하였다. 또한 성과지표들을 다양한 기준에 따라 분류하고 각 분류에 따라 적용가능한 성과지표군을 제시하였다. 둘째, 각 기업별 특성을 고려하고 경영전략과의 연계를 명확히 할 수 있는 구체적인 성과지표를 개발하기 위하여 4단계의 R&D 성과 평가지표 개발절차를 도출하였다. 셋째, 향후연구를 위한 성과평가 연구분야의 주요 연구과제들을 5가지로 정리하여 제시하였다.

Once a production focused on primary industry, Food, agriculture, forestry and fisheries industry is now trying to shed away and plans to totally transform the paradigm of agricultural R&D with a leaping goal towards being a new growth engine. Promoting the bioindustry through utilizing agricultural bioresources was selected as the primary task and also made all efforts to support by all government department and ministry. In this study, we are raised problems and planned the improvements by the empirical analysis of national R&D policy, investment strategy, the recent progress of R&D program, and the performance of R&D investment to achieve early commercialization in fields of agricultural bioresources utilizing. We also propose the R&D role sharing and cooperations of public/private sector to commercialize the agricultural bioresources from the comprehensive empirical analysis results. It will eventually strengthen the national R&D investment strategy and efficiency and then will contribute towards a successful early commercialization performance in bioindustry through utilizing agricultural bioresources.

세계경제가 범국가적 경쟁에 접어면서 과거보다 지역R&D의 중요성이 강조되고 있다. 국내에서도 지역R&D의 경쟁력 향상을 통해 지역불균형 문제를 해소하고 지역경제발전을 이루고자 하는 노력이 지속되어 왔다. 이러한 문제인식을 바탕으로, 그동안 지역R&D의 효율성을 분석하고 개선점을 도출하기 위한 여러 정책적 학술적 노력이 있어왔다. 본 연구는 지역R&D 효율성을 지식창출과 가치창출의 두 가지 측면에서 진단하고 정책적 시사점을 도출하려는 목적에서 15개 국내 지역의 통계자료를 대상으로 자료포락분석(DEA)을 실시하였다. 본 연구에서 효율성 분석을 위해 사용한 R&D투입과 산출요소의 분포를 살펴본 결과 대부분 수도권과 대전에 양적으로 편중되어 있었다. DEA모형을 분석한 결과, 지식창출 부문의 효율성 점수는 평균 0.869 수준으로 나타났으며, 서울, 대구, 광주, 대전, 강원, 전남, 경북 지역이 효율적이었다. 반면 경남 지역은 0.630으로 지식창출에 있어 가장 비효율이 큰 지역이었다. 가치창출 부문의 효율성 점수는 평균 0.677 수준이며 지식창출보다 지역 간 점수 편차가 컸다. 광주, 대전, 울산, 강원 지역이 효율적인 것으로 나타난 반면 경기 지역은 0.198으로 가장 비효율적이었다. 종합하여 비교하면 광주, 대전, 강원 지역만 지식창출과 가치창출이 모두 1.000점으로 효율적이었고 이를 제외한 지역들은 효율성 개선이 필요하였다. 본 연구는 지역R&D 효율성의 개선방향에 대한 시사점을 제시함으로써 지역발전 정책수립에 도움이 될 것으로 기대된다. 그러나 특정 시점에 한정되어 효율성을 분석하였으므로 생산성 변화에 대한 추가적인 분석과 분석자료에 대한 보완이 필요하다.

The relationship between R&D investment and subsequent change has been mostly confirmed under additional influencing factors, with the form of innovation investments. The research assumes that a firm adjusts its R&D spending in accordance to performance feedback. It is argued that an increased fluctuation of a firm's R&D expense is related to a reduced performance. This hypothesis is tested on SME in World class 300 Projet by SMBA. Using panel data models, instability measured by SD is related to performance levels measured by ROA, ROE & PM. Results support the proposed relationship between R&D expense instability and the subsequent performance. Although a causal link cannot be clearly established, the results indicate that firms with a lower performance have higher R&D investment fluctuations, possibly being more responsive to performance feedback.

This study aims to mediating effects of trust on the relationships between R&D organizational culture and organizational- performance. Additionally, This study is to examine the impact of R&D organizational culture to organizational performance. The findings are as follows : First, R&D organizational culture had a significant positive effects on the organizational performance. Second, the mediating effects of trust had a significant effects on all relationships. The means that attaining trust contribute to member's attitude and organization performance, therefore supervisor should make efforts to maintain and enhance trust in organization.
