A study on new and renewable energy program evaluation framework through the analysis of U.S. EERE (미국 EERE(Energy Efficiency & Renewable Energy)평가 시스템 분석을 통한 국내 신.재생에너지 프로그램 평가방안 연구)

  • 정부는 최근 그린홈 100만호 사업을 중심으로 각종 신재생에너지 보급률 향상을 도모하는 많은 프로그램을 기획하여 현재 약 12개의 신재생 에너지 보급지원 프로그램과 R&D 프로그램을 운영하고 있다. 그러나 현재 국내 신재생에너지 정책 및 프로그램은 차후 개선 및 체계적인 운영을 위한 조직적인 프로그램 평가 체계를 갖추고 있지 않으며 평가 기관이나 평가 주기 등 평가에 필요한 기본적인 합의와 법제적 배경 역시 미비한 상황으로 신재생에너지 프로그램의 평가 제반 시스템에 대한 근본적 고민이 필요한 시점이라고 볼 수 있다. 이에 본 연구에서는 미국 DOE(Department of Energy)산하 EERE(Energy Efficiency & Renewable Energy)의 신재생에너지 보급사업평가체계를 분석하여 EERE 프로그램 평가 방법의 국내 적용 가능성을 검토해 보았다. EERE는 미국의 에너지 효율화 및 신재생에너지 전담 사무국으로 10개의 에너지효율화 및 신재생에너지 연방정부 프로그램을 운영하고 있으며 Strategic Management system을 통해 효율적인 프로그램 관리를 시도하고 있다. 특히 General program evaluation Guideline에서는 표준화된 세부 평가 방법론을 제시하여 정례적 혹은 일회적 평가를 시행하고 있는데 이 세부 평가 방법들은 프로그램의 특성에 따라 프로그램을 운영하고 프로그램의 존속 및 개선여부를 결정하는데 결정적인 도움을 주고 있어 차후 국내에서 시행되고 있는 신재생에너지 프로그램의 정성적/정량적인 평가를 시행하는 많은 시사점을 제공할 것으로 기대된다.

A Study of Factors Influencing the Intention of University Students to Accept Healthcare Information Technology Services (대학생의 건강정보기술서비스 수용의도에 미치는 영향요인)

  • This study presents research into the patterns that affect the understanding and acceptance of healthcare management systems as part of a healthcare information technology infrastructure targeted at university students. The participants were 623 university students in D city and K province. This study employed a descriptive and correlational cross-sectional survey and made use of the ubiquitous healthcare management services measurement scale. 48.5% of respondents had accessed healthcare-related information on the Internet. Among the independent variables of general characteristics related to perceived susceptibility was found to have adj $R^2$ of 11% while the other dependent factors reported much lower between 0.5 to 4.7%. Female respondents, medical-related majors, self-efficacy, and intention to use had significant positive effects while health beliefs and concern had a significant negative effect on the intentional acceptance of healthcare information technology systems.

The Study on the Developing Process and the Tasks from Now of the Fire Industry in Korea (한국소방산업의 발전과정과 향후과제의 고찰)

  • The extra session of the 17th National Assembly convened lastly had passed the law on the promotion of the fire industry. Therefore, the development of the fire industry discussed insignificantly in accordance with the establishment of the law. In this important time, this study was intended to derive tasks for development through researching the concept and developing process of the fire industry and forecasting the industry. For defining the concept of the fire industry, this study researched meaning, the present status and features of the industry. For study of developing process of the fire industry, this study analysed fire law and system, fire codes, fire products and development of fire market. The analyses were processed as a unit of every 10 years from 1960's. Consequently, this study presented some tasks for development of the fire industry such as fire inspection system, fire products circulation system, separated ordering system, managing system of fire facilities and technical R & D of the fire industry based on analysing and forecasting the fire industry.

A High-Resolution Agro-Climatic Dataset for Assessment of Climate Change over South Korea (남한지역 기후변화량 평가를 위한 고해상도 농업기후 자료)

  • The daily gridded meteorological information and climatology with high resolution (30m and 270m) was produced from 94 Automated Surface Observing System (ASOS) of Korea Meteorological Administration (KMA) for the past 50 years (1971-current) by different downscaling methods. In addition, the difference between daily meteorological data and the mean state of past 30 years (1981-2010) was calculated for the analysis of climate change. These datasets with GeoTiff format are available from the web interface (https://agecoclim. agmet.kr). The performance of the data is evaluated using 172 Automatic Weather S tation (AWS ) of Rural Development of Administration (RDA). The data have biases lower than 2.0, and root mean square errors (RMSE) lower than 3.8. This data may help to better understand the regional climatic change and its impact on agroecosystem in S outh Korea.

  • The advance of science and technology becomes the nerves of the development of economy and industry of our future in the regional level as well as in the national and international level. In Korea, it has been more than 10 years since local governments launched, and they are strategically fostering their specialized regional industries. Both the central government and the regional governments prepare and execute policies to foster specialized regional industries. Though there are many kinds of methods to analyze the outcomes of science and technology of region, in this paper, we measure the outcomes of science and technology of region by applying an informetric analysis on the SCIE papers and USPA patents. To seek for the regional speciality, we analyze the total national outcomes and the regional outcomes of S&T activities in Korea.

  • In the modern scientific R&D, the efficient acquisition, curation, analysis and visualization are core elements of the science development. The value of scientific data is very important in data intensive research. An output of scientific data is drastically increasing. However we have only each individual system of scientific data in now. Therefore We feel a lack of efficiency of scientific data. In this paper, We analyze an economic ripple effects in terms of production inducement effect, added value inducement effect, labor inducement effect and forward backward linkage effect of national scientific data center construction using an input-out analysis of the bank of Korea(2009). We also examine an economic propriety of national scientific data center construction.

  • Recently, to enhance the quality and efficiency of health care services, smart health care services utilizing a smart phone and tablet pc are mainly being introduced into the large hospital and the interest for personal health record service which manages personal medical information utilizing PC and smart phone and technology development is actively underway. In order to build a next generation hospital information systems, the interoperability of data between the different hospital information systems and UX consistency between the various user devices must be assured. Therefore, in this paper, medical information standard and the study for improving the performance is conducted to design the gateway system which converting and integrating the medical information under multi-platform environment. In this paper, CCR standard is adapted to the mapping method between the data which is the key feature of the gateway system and design the system utilizing multi-table-based mapping method. To evaluate the performance of the system, experiment was done and the result has been improved approximately 20 percent for response rate.

  • There is increasing concern about security as a need for increased safety in the information industry society. However, it does not meet the needs for safety including CCTV. Therefore, in this paper, we link the processing technology using the image information to the IPS system consisting of GPS and Beacon. It designed a conventional RFID tag attached discomfort and image tracking system is limited to complement the disadvantages identifiable area. To this end, we designed a smart device and the Internet of Things convergence system and a research to ensure the accuracy and reliability of the IPS of the access control system. Finally, by leveraging intelligent video information using a PTZ camera, and set the entrant management policies it was carried out to control the situation and control. Also, by designing the integrated video tracking system, an authentication server, visualization systems were designed to establish an efficient technique for analyzing the IPS entrant behavior patterns.

Farm evaluation program on swine health management to control piglets' diarrhea (돼지 설사병 방제 양돈장 위생관리 프로그램 개발)

  • Piglets' diarrhea is one of the major causes of economic loss in Korean swine industry. To prevent this serious and persistant problem, we have developed systemic farm evaluation and analysis program. The program consists of the checklist and the computerized program. The items of the checklist are selected on the basis of various causative factors related with the piglets' diarrhea including sanitational status, nutritional management, or farm environment. The checklist is composed of 30 items including 6 factors on facility, 8 factors on environment, 6 factors on nutrition and 10 factors on sanitation, respectively. Minimum 1 to maximum 10 points was assigned to each item depending on level or status of farm. The scores calculated by sum of points obtained from each item could find out the problems which the farm was confronted with. To investigate the applicability of a program 150 swine farms raising over 500 heads were selected from 7 provinces throughout the country and surveyed. There were significant correlations between the piglets' diarrhea and the scores of the checklist. Based on above results we revised the checklist which consisted of 22 items including 5 factors on facility, 7 factors on environment, 3 factors on nutrition and 7 factors on sanitation. After that we composed a computerized diagram out of each point of an item which showed and indicated weak factors to be improved promptly. Our present study suggested that this newly established swine farm evaluation program would be a very efficient way to find out the problems and support the systemic control program of the piglets' diarrhea for swine farms.

Industrialization Process in the Border Area of The U.S. and Mexico (미국-멕시코 국경지대의 산업화 과정)

  • This study reviews the industrialization process of the United States-Mexico Borderlands and the economic relations between the U.S. and Mexico and examines their impact on the borderlands. Main factor in the industrialization of the borderlands was the U.S. investment on the maquiladora program of Mexico since 1965. It contributed to the increase in employment and population of borderlands and the development of service industries. Low wage level of Mexico induced not only standardized labor-intensive industries but also the high-tech automated industries because they still use a lot of labor in manufacturing and assembly process, while the functions of management. R & D, and distribution remained in the U.S. This is a typical case of international division of labor and satellite industrial district. The rules of origin in NAFTA, however forced branch Plants of multinational companies to form the local linkages between firms.
