  • This study is intended to examine the types of U-public service that can be introduced to the public sector by making an empirical analysis on Chungju City public officials. Specially, to analyze the public officials' recognition of the types of ubiquitous public service that can be introduced to the public sector, this study investigates the utility and necessity of ubiquitous information technology when making use of it in terms of administrative concepts. To achieve study purpose, this study examines what type of U-public service is highly likely to be applied and basically has to be applied when ubiquitous information technology is applied to the current environment of Chungju City in stages.

Technological Assesment on Public R&D Activities (정보통신 공공 R&D 기술성 평가)

  • In this paper, we implemented technology assessment on the public R&D activities in IT field in order to select the promising technologies, so called "star technology," making for national industry development. Technology assessment frame in this study included qualitative factors. IT technologies are classified five sector - network, wireless/broadcasting, SW/application/computer/terminal equipment, semiconductor/component. Expert opinion interviews on each field are carried out. Assessment factors consist of technology usefulness and technology competitiveness. In the final analysis, 23 technology items selected as a promising technologies and the results can be used public R&D planning and If industry policy.

  • Nowadays almost nations try to promote the competition of nation through the development of national science technology. Also Korea has been engaging in this race of through public research & development institute. But recently the commercialization of R&D products appears a poor result in the royalty of technology according weak technology transfer toward IT small and medium-sized enterprises. Even If we have been trying to find the problems and causes, as yet it is true that we don't solve clearly the problem, make a diagnosis about it. This paper analyzes the process of commercialization in public R&D research institute(ETRI: Electronics and Telecommunications Research Institute) through system thinking and researches an interrelationship among government agency, public R&D research institute, and enterprise. This one can find the fact that between research fund and R&D products, transfer technology and royalty, and enterprise's operating profit and active technology transfer like adding technology development is a positive feedback loop. This positive feedback loop in the commercialization of public R&D research institute carries out very important role in examining problems in R&D product's commercialization. Also this paper looks forward to being a guide in the commercialization of public R&D research institute.

  • All over the world, the attention on the exploitation of public research, which is mainly implemented by technology transfer, has increased in recent years. Licensing, which is one of representative mechanisms for public-to-private technology transfer, is accompanied by the frequent conflicts in negotiating a license payment between public research institutes (PRIs) and private firms. In spite of the body of literature on technology transfer in a licensing context, it focuses on contracts between private firms. Even the existing literature, which addresses public-to-private technology transfer through licensing, to our knowledge, has not yet formalized an established licensing model. This paper develops a mathematical model of public-to-private licensing, not hitherto tried by academics. The model addresses important issues to be applied comprehensively in licensing practice, such as determining a royalty rate, balancing between an initial payment and a running royalty, designing an inventor's incentive system, and setting a minimum payment as a screening criterion. The paper also provides reasonable management implications to controversial issues in technology transfer from PRIs to private firms, partly employing the comparative analysis between current stylized licensing practice and the one suggested in the model. We hope that study contributes to providing the foundation on which the theory on public-to-private licensing would extend to an in-depth level.

  • The main objective of this article is to highlight the progress made in the development of new materials that have been gradually used by humans until today. Of course, this progress must be associated with other parameters in order to guarantee sustainable development. For this, today, it has become urgent to reduce the consumption of cement by resorting to its partial or total replacement by other similar materials in order to reduce CO2 emissions in our environment. This should certainly help to develop greener building materials. In this study, it was decided to proceed with the partial or total replacement of Portland cement type CEM II/B-L-42.5N by slate and lime that had not undergone any previous transformation. The results obtained revealed that the mortar whose substitution compared to the replacement of cement (100%) cement and sand (0/4) confers better kinetics than those of the series composed of(100%) cement and fraction rubble (0/1).

  • The general public is a key stakeholder in the science and technology domain. However, traditional approaches require substantial efforts and resources to analyze how does the general public understand science and technology issues. We applied the topic modeling, a form of text clustering, to the texts about the nuclear power which were posted on an online space in order to explore the general public's thoughts on the issue. This study investigates the extent to which macro-level events influence understandings of the general public on the science and technology issues and weather these changes in understandings are sustained over time. It examines the possibility of applying topic modeling in narrowing a perception gap between the general public and the experts through a near-real-time monitoring of the public interests and perceptions about the science and technology issues.

  • Metformin is an oral anti-hyperglycemic agent, which is the most commonly prescribed medication in the treatment of type-2 diabetes mellitus. It is purportedly associated with a reduced risk for various cancers, mainly exerting anti-proliferation effects on various human cancer cell types, such as pancreas, prostate, breast, stomach and liver. This mini-review highlights the risk and benefit of metformin used for cholangiocarcinoma (CCA) prevention and therapy. The results indicated metformin might be a quite promising strategy CCA prevention and treatment, one mechanism being inhibition of CCA tumor growth by cell cycle arrest in both in vitro and in vivo. The AMPK/mTORC1 pathway in intrahepatic CCA cells is targeted by metformin. Furthermore, metformin inhibited CCA tumor growth via the regulation of Drosha-mediated expression of multiple carcinogenic miRNAs. The use of metformin seems to be safe in patients with cirrhosis, and provides a survival benefit. Once hepatic malignancies are already established, metformin does not offer any therapeutic potential. Clinical trials and epidemiological studies of the benefit of metformin use for CCA should be conducted. To date, whether metformin as a prospective chemotherapeutic for CCA is still questionable and waits further atttention.

Strategies for the Successful Technology Transfer from Public Research Institutes in Korea (공공연구기관의 기술이전 활성화 전략)

  • Technology transfer from public research institutes is receiving an ever increasing importance in today's fast growing economy. Many factors have been cited as influencing the transfer performance. This study is focused on the strategy of institutes which is characterized by technology strategic factors and organizational/institutional factors. Methodologically, the technology strategy is represented by the information contained in applied patents, and the performance of technology transfer is indicated by the number of licensing contracts and royalty income. To further improve the contribution of public research institutes through technology transfer, I argue that individual institutes become more specialized in specific field and become more open to collaboration. It is also recommended that public research institutes gather together since it is easy to form the consortium of technology licensing office and it is not necessary to be located near the industrial field.

  • As the amount of IT investment and the complexity of information systems in public agencies have been increased, efficient and structured management of IT systems is more emphasized. For the Korean government. ITA (Information Technology Architecture) is one of the core parts of the e-Government initiative. Also introducing and managing ITA in organizations is mandated by law in Korea. The objective of the paper is to study whether using ITA in public agencies is related with their IT capability and IT performance or not. A questionnaire had been designed for the purpose, and a survey had been performed on Korean public agencies. The survey results show that using ITA has influence on relation and technology capability. However, ITA does not influence on human capability and IT performance. The reason why using ITA is linked to relation and technology capability is that ITA includes relationship between both business and technology. Also ITA provides a technical reference model (TRM) and standard profile (SP), so it has influence on technology capability.
