This Paper presents a concert of Public Service Obligation related with validity, suitability and rationality. As we know, The Public Service Obligation of KNR is a largest factor of loss in the Railroad Industry. In the future, PSO concept and Calculating methods have to be changed for providing rational Public service based on the various focus.

본 연구는 전국적으로 확산된 시내버스 준공영제를 통해 시내버스 노선에 대한 공공의 개입이 가속화 되면서 수익성은 부족하지만 복지적 측면에서의 소위 정책노선 도입의 요구가 증대되는 현 상황을 파악하고, 정책노선의 개념 정립 및 분류방법을 제안하였다. 본 연구에서는 정책노선은 운송비용에 비해 운송수입이 현저히 낮은 수익성이 없는 노선, 노선 배분이 공정하게 배분되지 않아 형평성이 타 노선에 비해 부족한 노선, 고령화 인구 분포가 높은 지역을 운행하는 공공성을 갖춘 노선으로 정의하고, 이를 분류하는 정량적 지표를 마련하였다. 이렇게 정립된 개념을 통해 부산광역시에서 운행되고 있는 일반버스 130개 노선을 대상으로 정책노선을 분류하여 8개 노선을 도출하였다. 또한, 정책노선이 운영됨에 있어 대체 노선이 없는 지역을 운행하는 노선에 대해 공공버스 도입을 제안하였다. 공공버스의 경우 수익성이 현저히 저하되지만, 지역 주민들의 활동성 증대와 공공 커뮤니티 확보라는 측면에서 긍정적인 영향을 미쳐 정책적으로 도입 가능성을 확인할 수 있었다.

2005년 철도구조개혁 시행에 따라 한국철도공사가 출범하였고, 철도운영자가 제공하는 공익서비스비용에 대하여는 철도산업발전기본법 제32조 및 제33조에 의해 원인제공자가 보상토록 규정하고 있다. 이에 따라 공익서비스비용의 보상은 '05년도 처음 시행되었으나, 비용 산정의 적정성 및 기준 미비 등으로 보상규모의 공정성 객관성에 대한 외부기관으로부터 문제가 제기되었다. 따라서 본 연구에서는 국내외 유사사례를 검토하고, 공익서비스비용 보상의 주요항목인 벽지노선의 적정한 선정기준 및 비용 산출, 운임감면액 보상범위 등과 관련하여 문제점과 개선방안을 살펴보았다.

In response to the government's recent attempts to introduce competition and efficiency criteria in the rural railway service provision, this study is to empirically estimate public service values on continuous operation of two rural railways-Young Dong Line (YDL) and Donghae Nambu Line (DNL)-that will be realized beyond the passengers' use values. Based on a contingent valuation survey conducted on 600 passengers and local residents, YDL respondents were willing to pay significantly higher amount compared to those of DNL respondents. Especially tourists traveling on YDL were willing to pay the highest amount, and local residents of DNL were willing to pay relatively high amount. The results will provide useful information in makings decisions on the selection of PSO railways, the amount of PSO compensation and which railways to close, so on.

The housing policy of Korea has been focused on the expansion of housing construction so far. However, actual support for low-income households is still insufficient, especially in public rental housing. The purpose of this study was to identify various methods of reducing the housing cost burden of residents in public rental housing, focused on empowerment. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27. Several ways to reduce housing cost burden and to enhance the self-support will of residents in public rental housing were suggested as follows: development of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.

개정 경비업법은 폭력사태를 근절하기 위하여 31개 조문 중에서 17개 조문을 개정하였다. 개정 경비업법의 주요내용은 허가요건의 강화, 의무의 강화, 집단민원현장의 관리 강화, 임원, 경비지도사 및 경비원의 결격사유 확대, 복장 및 장비, 차량, 관리감독의 강화, 처벌의 강화 등이다. 그러나 개정 경비업법은 배치전 신임교육의 의무화, 용역업체폭력의 원인제공자 처벌, 경비업체에 대한 경찰의 인식, 과도한 규제, 처벌강화의 문제, 경찰의 지나친 감독권 강화 등의 문제가 있다. 이를 해결하기 위해서는 개인부담 교육수료 방안, 집단민원현장이외는 사전교육 의무의 배제, 경비업법의 재개정, 추가부담금의 정부부담, 폭력요구 도급업자의 처벌, 경비원자격증제의 도입 등이 필요하다고 생각한다.

Resident participation or tenant empowerment is becoming an important concept of planning, provision of welfare services, and management of housing. It can be motivated by three variables: shared goals, shared values, and sense of community among residents. Theoretically, the more each of these three variables, the more likely people will be to participate. The purpose of this study was to identify the perception of management staff on residents' participation in public rental housing. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27, 2009. Only 33.3% of the public rental housing complexes surveyed constituted Residents Representative Committee. Most of the respondents showed negative perception of resident organizations and their roles as an meaningful way to communicate with them on the management system. Several ways to enhance the resident participation and to reduce housing and living cost burden of residents in public rental housing were suggested as follows: development and distribution of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.

이 글은 융합미디어 시대에 보편적 서비스 개념을 방송에 적용 또는 확장하자는 기존 논의의 제한점을 비판하며, 이를 극복하기 위해서는 공영방송이 공영미디어로 서비스 양태를 변모해나가는 것이라고 주장한다. 이를 위해 보편적 서비스 개념이 사회적으로 구성되어 온 과정을 분석하여 방송의 보편적 서비스 개념이 현 시점에서 의미하는 바를 구체화하고자 하였다. 그간의 보편적 서비스 개념의 방송 적용은 '통신적 시각'과 '방송적 시각'으로 나눌 수 있는데 전자는 경제적 물리적 차원의 보편적 서비스를 추구하던 전통으로 융합미디어의 콘텐츠를 다루다보니 보편적 서비스를 "일반적인 정보 접근의 확대"에 머물게 되고 그 범위도 제한적일 수밖에 없게 된다. 후자인 방송적 시각은 통신적 시각과 달리 사회적 가치적 차원의 보편적 서비스를 추구한다. 그러나 이 시각 또한 지상파 방송에 적용하였던 보편적 서비스 개념을 새로운 플랫폼들에 어떻게 적용할 것인가의 차원에서만 문제를 바라보는 경향이 강하다 보니 결과적으로는 통신과 마찬가지로 공영 지상파 방송 서비스, 저소득층 지원 등 제한된 수준의 보편적 서비스에 그칠 수밖에 없다. 통신이 '일반적' 정보의 중요성을 말하는 것처럼 방송 콘텐츠의 '일반적' 중요성만을 말한다면 초창기부터 지상파 방송을 "활용"하여 "사회적으로 필요한 특정한 방송 콘텐츠"를 서비스해 왔던 방송의 보편적 서비스 기능을 축소하게 될 뿐이다. 이에 따라 이 글은 결론적으로 공영방송이 현시점에서 필요한, 즉 상업 시장 영역에서 제공되지 못하는 사회적으로 필요한 특정한 방송 콘텐츠를 보편적으로 서비스할 수 있는 방편으로 '공영미디어'로의 변환이 필요하다고 주장한다.

The coronavirus disease 2019 (COVID-19) pandemic has significantly changed the Lifeline Program, a telecommunications rate discount program for low-income Americans. As the reliance on online activities such as remote work, distance education, and online shopping grows because of the spread of COVID-19, there is a concern that the digital divide will widen among low-income households that struggle to access internet infrastructure due to the burden of access rates. Accordingly, the US Congress passed a bill to help lower the internet bill for low-income households using the government budget to close the digital divide. The Lifeline Program, which is a part of the universal service obligation, has been in charge of the telecommunications rate discount for low-income households. However, according to the new law, the internet rate discount program based on the government budget was implemented beginning in 2021. As the internet rate discount based on the government budget begins, the US telecommunication rate discount system is transitioning from a system in which telecommunication industry support was borne by operators to one in which public support from the government budget will play a significant role. In this paper, we will look at recent changes in the US telecommunications rate discount program and their implications.

기부채납은 본래의 공익과 사익의 합리적인 조정수단으로써 운영되는 것과 달리 효용성 및 사후관리의 문제 등의 많은 문제점이 제기되고 있는 실정이다. 이에 본 연구는 실제 기부채납이 된 공공시설의 현황분석을 통해 문제점을 살펴보았으며, 실질적으로 이용하는 주민들의 의식조사를 통해 개선방향을 도출하는 것을 목적으로 한다. 기부채납 공공시설 현황분석 및 이용자 의식조사분석에 따른 문제점은 자투리땅에 조성되는 위치 및 입지여건의 문제, 단지 내 시설로 인식 및 이용되는 문제, 거주자들의 이용 및 안전을 고려하지 않은 가로시설물 조성 및 사후관리의 문제, 주변지역현황을 고려하지 않은 효용성의 문제점을 도출하였다. 각 문제점에 따른 기부채납 공공시설의 효율적인 운영을 위한 개선방안으로는 첫째, 이용률 및 효율성을 높일 수 있도록 기부채납 공공시설의 위치 및 입지여건을 고려한 계획이 수립되어야하며 둘째, 기부채납 공공시설의 이용성 증진을 위한 각 지자체별 홍보가 필요하다. 셋째, 공공의 시설이라는 인지를 위한 표지 및 안내판 등의 기부채납 공공시설 인지의 의무화를 시행하며, 넷째, 효율적인 사후관리를 위한 공공시설의 운영을 주민, SH LH공사 등에게 위임하는 방안과, 마지막으로 해당 지역에 필요한 공공시설을 파악할 수 있는 공공시설서비스 지도를 작성하여 기부채납 시 활용될 수 있도록 제안하여야 한다고 사료된다.
