The childhood obesity pandemic has emerged as an important public health problem in many countries. Obese children are likely to become obese adults, and adult obesity is associated with an increased risk of morbidity. Therefore, controlling the childhood obesity epidemic has become a top public health priority worldwide. The current coronavirus disease 2019 (COVID-19) pandemic may significantly impede this important mission and constitute an unprecedented tragedy in the global battle against childhood obesity. This manuscript presents evidence that the COVID-19 pandemic will aggravate the childhood obesity epidemic and lead to significant weight gain in school children by creating an unprecedented obesogenic environment. Within the last few months, many countries took uncompromising measures in response to the COVID-19 pandemic, including school closures and quarantine. While these steps are often necessary to ensure infection control, they may have a significant negative effect on children's mental and physical health. Physical, nutritional, and psychosocial factors that promote obesity in children during this special situation complementarily contribute to an unprecedented obesogenic environment. Large-scale quarantine and home confinement will impose new and unfamiliar stressors on children, thereby worsening the childhood obesity epidemic. Most importantly, adverse childhood events resulting from a predicted increase in domestic violence within the next few months will significantly contribute to this concern. The scenario presented in this review is of paramount public health importance and must be considered during future pandemic planning. Involved stakeholders, including governments, schools, and families, must make all possible efforts to minimize the impact of the COVID-19 epidemic on childhood obesity.
Initiated as Korea's inaugural space exploration endeavor, the lunar exploration development project has resulted not only the Danuri lunar orbiter but also payloads designed to achieve mission objectives and the associated Korea Pathfinder Lunar Orbiter (KPLO) Deep-space Ground System for the operation and control of the Danuri. Scientific data gathered by four scientific payloads, developed by domestic institutions and installed on board the Danuri, will be publicly available starting January 2024. To facilitate this, the first-ever Korean space exploration scientific data management and public release system, KARI Planetary Data System (KPDS), has been developed. This paper provides details on the configuration and functions of the established KPDS website.

The purpose of this research is to investigate the current situation of national and international e-book ecosystem, reveal a conflict and suggest the improvement strategies regarding e-book lending service in public libraries. For this, an extensive research was conducted concerning overall e-book issues and reveled the criteria for each sectors. The relationship and different view between publishing and library sector were presented. Then, the five public library e-book lending principles, developed by foreign national or international library associations, were analyzed. The seven main principles were derived and mapped to the current practice of publishers. As a result, the possible countermeasures of the Korean public library were suggested, particularly in terms of the mission of public library, development a standardized lending model, and the revision of law.
This paper provides a case for the comprehensive performance management system in Public Procurement Service. Public Procurement Service set up the BSC system at the beginning of 2006 by improving and complementing the earliest performance management system and made it possible to automatically connet the performance measurement and evaluation of the departmental and person by using CSF and KPI, which result from their mission and strategic assignments. Therefore, the public service of the adminstration is able to offer better customer service, as the private corporations do, apply the incentive and disincentive policies to the personnel and reward administration and contribute to changing the administration into an organization of competition and performance compensation. The application of the BSC system enables the strengthening of the individual evaluation system in the departmental, integration of various evaluations into one, and the establishment of a monitering system of achievement rate in the objective management in the periodic results. Such a case study of Public Procurement Service will determine the course of establishment of the BSC in other public institutions and suggest many successful methods and ideas for the performance management system.
Western missionary nurses practiced in Korea from 1891. and the first trial to begin missionary public health nursing service in 1909 could not put into practice for short of nursing staff and budget. The main focus of missionary medical practice was not in public health program but in the management of missionary hospitals. A few of missionary western R.N. tried district nursing in 1910s. but their activities were personal and focused on the rescue of poor and sick patients. In 1917 the North American Methodist Church dispatched R.N. Elizabeth S. Roberts to begin district nursing in Korea. Roberts began maternal and child district nursing service. Her service was focused on teaching the method of bringing up children. bathing service, and home visiting for delivery. She could not but stop district-nursing service in 1918 to serve for a hospital in Siberia. The North American Methodist Church dispatched a few of R.N. to Korea in early 1920s and the missionary public health nursing of Korea could be activated. R.N. E. T. Rosenberger began public health nursing program in Seoul with Korean graduate nurse, Shin-gwang Han, and missionary M.D. Hall. Their public health nursing program was focused on maternal and childcare. They did home visiting in the morning, and served at a well baby clinic in the afternoon. The first baby competition began in 1925. and contributed to the teaching the method of bringing up children. They expanded public health nursing activity to school health nursing and milk station. Their public health nursing program was such a success that In 1929 Severance hospital. Eastgate Hospital. Taehwa Social Evangelistic center organized Seoul Child Health Union. Maren P. Bording, another missionary R.N. and midwife dispatched by the North American Methodist Church began public health nursing program at Kongjoo in 1924. Her program was focused on the maternal and childcare and close to that of Seoul. She started the first milk station in Korea in 1926. As she was a midwife and could get M. D. license in Korea, her program was more focused on maternal care than that of Seoul. The first day nursery school in Korea and the first graduate course for public health nursing in Korea began at Kongjoo in 1930. As the city of Choongcheongnam Province moved from Kongjoo to Daejeon in 1932, missionary public health nursing service in Kongjoo extended to Daejeon. There were lots of public health nursing program in Korea in 1920s and 1930s by missionary western nurses and Korean nurses. There were 13 missionary public health-nursing center in Korea in 1932. But in the late 1930s. Japan extended colonial war and drove out western missionaries. The missionary service in Korea was daunted. and the missionary public health nursing service could not but shrink.
One of 21st century's main paradigms is a 'Culture', and people started to express their 'cultural desires and demands' regarding public environments. Accordingly central and local governments are paying attention to these demands from their citizens and trying to establish the policies to meet these needs. This research is done to suggest the strategy programming model to support the executions of culture-centered public designs which are based on the local resources and identities. The entire research contains three sub-topics. First topic is setting the prototype phases of strategy programming. Second topic is analyzing the associated indices for each prototype phase. Third topic is suggesting Matrix Model in which the prototype phases and their associated indices are linked. Among three topics, this paper deals with the first one - the prototype phases of strategy programming. It studies this subject in relation with Place Marketing which emphasizes the local resources and identities. The prototype phases are comprised of 3 steps for Place Strategy and 4 steps for Marketing Strategy. Place Strategy should be considered prior to Marketing Strategy because in culture-centered public design, locality has priority over other concerns. The phases for Place Strategy includes 'Resource_analyzing of local resources', 'Mission_setting a purpose', and 'Targeting_segmenting target groups'. The phases for Marketing Strategy involves 'Organization_instituting the main body and/or partnership', 'Image Positioning_setting an unique local image', 'Point_realizing the product', and 'Channel_deciding the sales promotion tools'.
Public education is undoubtedly a very important aspect for a country to develop space program. People have the rights to understand how the tax they paid is being used. This paper addresses the effectiveness of FORMOSAT-2 on public education in Taiwan. As the first remote sensing satellite of the National Space Organization (NSPO) of Taiwan, FORMOSAT-2 is a small satellite of 746 kg mass for two remote sensing missions: Earth and upward lightning observations. The mission orbit is sun-synchronous of 888 km altitude for exactly 14 revolutions per day. For earth observation, the payload is an advanced high resolution remote sensing instrument (RSI) with ground sampling distance (GSD) 2 m in panchromatic (PAN) band and 8 m in four multi-spectral (MS) bands. For upward lightning observation, the payload is an imager of sprites and upper atmospheric lightning (ISUAL). After more than two years of Earth observation started in June 2004, the effectiveness of FORMOSAT-2 images on public education in Taiwan is very promised. Five domestic universities and one private company in Taiwan have signed contracts respectively with NSPO to take the roles of satellite image investigator and distributor. A private company has signed contract with NSPO to generate and provide URMAP (= your map) in its website for general public applications by using FORMOSAT-2 images. The Newtonkids Book Company used FORMOSAT-2 images to publish a kind of calendar for children education purpose. Besides, a science team in National Cheng Kung University (NCKU) is doing the research work on the 3820 (up to 30 June 2006) transient luminous events (TLEs) observed by FORMOSAT-2.

Introduction: Andhra Pradesh (AP) is one of the largest tobacco producing states in India. About 29% of adults in AP currently use tobacco in some form. Almost 24% of males and 4% of females are smokers. The prevalence of tobacco use in the state is higher than the national average of 15% for male and 2% for female smokers. However, few attempts have been made to understand the current situation of tobacco control resources, activities and strategies in the context of such a high tobacco prevalence state. The present study aimed to identify the gaps in existing tobacco control program and areas where tobacco control efforts can be integrated. Methods: Data were collected using both quantitative and qualitative methods. Semi-structured interviews were undertaken with a total of 95 key officials of state health departments, program managers, and project directors in six districts to understand ongoing tobacco control efforts. To facilitate the interviews, semi-structured guides were developed. Simple descriptive statistical analysis was conducted on the quantitative data using SPSS version 17. Results: The results of the situational analysis suggest that a sufficient health workforce and infrastructure with the potential to integrate tobacco control activities is available in the surveyed districts. However, lack of integration of the tobacco control program intothe tuberculosis control program and the National Rural Health Mission was observed. Information, education and communication activities were lacking at block level health facilities. Conclusions: Our findings indicate that lack of trained health professionals, paucity of dedicated funds, lack of information, education and communication materials and low priority given to tobacco control activities are some of the factors which impede integration of tobacco control into existing health and developmental programmes in the districts of Andhra Pradesh, India.

This study started from the awareness of the issue if the citation index newly introduced to evaluate the quality of papers satisfies the proper timing matter, which is a component of performance indicators for the evaluation of government-funded R&D institutes. Accordingly, the study will propose improvement ways to shift the previous evaluation system to quality evaluation for mission-oriented R&D institutes by analysing and using the periodical characteristics such as citation half-life and immediacy index of papers. As a result, it turned out that the speed of academic change is getting faster in proportion to the dependency on the technological development but that the citation speed in the field of public technology is relatively slower and the speed of knowledge transfer in the fields related to industry is faster. In addition, the citation index among the R&D fields showed no differences, and the minimum period for citation index measurement with validity should be over 6 years. The problems of evaluation for mission-oriented R&D institutes were deducted based on the technical and statistical analysis results of the temporal characteristic of citation necessary for quality evaluation of performance among R&D fields. To solve the problems, policy alternatives for object and valid quality evaluation were proposed from the points of evaluation period, evaluation criteria, and evaluation management.

The purpose of this research is to build a mid- and long-term strategic plan for strengthening the status of Gangwon Metropolitan Office of Education as public libraries with the main functions of education, knowledge and culture in the community and helping facilitate the local growth. The current status and needs of Gangwon Metropolitan Office of Education was analyzed with a review of literature and websites, various library statistics, and user surveys and professional focus group interviews conducted during November and December 2019. Based on this analysis, a mission, vision, objectives, strategies, and main tasks of Gangwon Metropolitan Office of Education were established, and 4 strategic goals and 16 major projects were drawn to strengthen the strategic basis of 22 libraries, build specialized collections with a focus on education, recreate user-friendly spaces, and promote services, distinguished from public libraries under the supervision of Gangwon local government. It was necessary for Gangwon Metropolitan Office of Education to enhance and strengthen all of Hardware, Software and Human-ware, equipped with well-organized library building and facilities, collection and services, and professional librarians. In this research, the direction of a mid- and long-term strategic plan was presented for its dynamic operation and sustainable development in the future.
