Study of Operation of Civil College, "the College outside College," in France (프랑스 시민대학, "대학 밖 대학" 특성과 운영)

  • Civil college is a public educational institute for theoretical and practical learning. This study examines the social context behind France's civil college and how it is being operated. Many studies have been conducted in Korea to examine Germany in terms of lifelong learning or adult learning, but there is almost no study on France. Therefore, this study was conducted to analyze the history and operation of civil college, the "college outside college," in France and what Korea should learn from it. The civil college of France can be discussed in two contexts: first, it is AUPF, which stands for the French association of civil colleges, and it was mostly influenced by Northern Europe and Germany. Second, it is Caen Civil College, which was established by M. Onfray based his philosophical collaboration. The European civil college opened almost 1,000 courses in 2010-2011 for a variety of subjects, including Foreign Languages, Mother Tongue, the Dialects of Alsace, Philosophy, Cosmology, History, Art History, Psychology, Sociology, Astronomy, Botany, and Natural Science. Courses in Fine Arts include drawing, painting, sculpture, photography, music, and theater. For another form of civil college, Philosopher M. Onfray has been operating Caen Civil College since 2002 for general education and cultural education. It is not acknowledged by conventional philosophers, but it is contributing to the popularization of philosophy. In conclusion, the civil college in France has brought in-depth philosophical discussions out of the lecture rooms in an effort to popularize learning, making lifelong learning more accessible to the general public.

Open Public School Model : Freinet School in France (개방형 공립학교 모델 - 프랑스의 프레네 학교 -)

  • This research deals with Freinet School in France as a model of open public schools, with focus on the school's operating philosophy, operating contents and characteristics, the cases of educational practices and suggestions for Korea's public education reform. Freinet School has been operated based on the educational philosophy of the French education activist Célestin Freinet(1896-1966). This researcher approached the following four research subjects in order to examine what effects Freinet School can have on the change and reform of Korea's public schools. First: What are the educational effects that Freinet School has on the public educational system in France? Second: What are the operating principles of Freinet School and what are the characteristics of the school's viewpoints and roles towards its teachers and students? Third: What are the kinds of the educational activities and the status of utilization of time and space with regard to Freinet School's operating regulations and the cases of educational practices? Fourth: What suggestions can Freinet School provide for Korea's public educational reform? This researcher have conducted preceding and philological researches on Freinet School pedagogy and analyzed such data as moving images, interviews with teachers, and the books published by Freinet School Teachers' Association.

Educational Implications of Media Education in the Digital Era in France (디지털 시대 프랑스의 미디어 교육 분석을 통한 시사점 고찰)

  • The purpose of this study is to suggest the implications for the domestic media education policy which is still in a state of pace by document research of the case in France which has a long history of media education. France has consistently maintained the tradition of the philosophical value of media education, such as 'the cultivation of consciousness and qualities as a democratic citizen' through legal, policy and educational improvement. At the same time, in the digital era, conceptual expansion was carried out that embraced the concept of 'information' rather than resting on classical media education. This was complemented by education legislation, enforcing information education programs in school, and the manage of CLEMI, the media and information education training organization. It will be necessary to construct software system for media education of Korea through the manage of governmental organization and the cooperation system with related institutes under the constant philosophic direction.

Study on the Korean application of cultural accessibility and cultural arts education: focusing on French cultural policy

  • This study examines the main elements, concepts, and directions of 'cultural accessibility' in the field of cultural arts education through the French case. Above all, 'cultural accessibility' is viewed from the perspective of the problems of 'social exclusion' and the corresponding 'participation'. We discuss strategies for applying 'cultural accessibility' through French policy discussions. France is implementing this consistent policy structure through the development of its local self-government system. We first look at the current status of French cultural policy and cultural accessibility, and the participation. Next, we will discuss separately into the cultural arts education of the central government and those of local governments. For application to Korea, we propose the application of education to apply 'culture of public values', the establishment of autonomy in cultural arts education, and the application of a dual strategy for public advocacy.

The overview of lifelong education in France and implications for Korean society (프랑스 평생교육에 대한 소고 - 우리 사회의 시사점을 중심으로 -)

  • In Korean society, universities represent institutions of higher education. Industrialization and economic development led to a small number of elite groups at the helm of these institutions. However, our society has encouraged a lifelong system of learning, and apparently, the present university system does not represent an ideal scenario. The Korean government recognized the need for appropriate changes. The events associated with the implementation of related policies occurred at the Ewha Womans University (Seoul) last year. This article is based on the notion of lifelong education to further our understanding of the role of university in the absence of a consensus among university and college members regarding lifelong learning in our society. As an alternative, we looked at the case of France, which is adopting a lifelong education system and implementing related policies ahead of us. Despite regulatory challenges and adaptation of the role of public education in lifelong learning, France has laid a solid foundation. In our case, we are recognizing the need to prepare for lifelong learning. In particular, it is necessary to increase public awareness of education by clearly recognizing our national responsibility and increasing the financial support to universities, accordingly. Above all, the role and attitude of universities must change, along with the perception of its members.

  • The purpose of this study is to identify the situation and problems of leisure policy in Korea and introduce the leisure policy of other countries-particularly, France, America and Japan. Furthermore, this study will propose several ideas to improve Korean leisure policy. These ideas include the foundation of leisure act, the arrangement of the leisure administrative organization, the foundation of a leisure research institute, increasing leisure time, the extention of leisure space, supplying of leisure programs, supporting to and regulating leisure industries, providing leisure education and information to the public, and training leisure epecialists.

The effects of General Education Content using Documentary Film on Perception and Attitudes towards National Health Insurance System (기록영화 식코를 활용한 수업콘텐츠가 국민건강보험제도에 대한 인식과 태도에 미치는 효과)

  • This study attempts to examine the impact of a documentary film, on the perception and satisfaction with the public health insurance system in South Korea. It is needed that public support to expand health insurance coverage and to intensify national health insurance. The documentary film investigates health care in the United States, comparing with the non-profit universal health care systems of Canada, the United Kingdom, France and Cuba. So an online education content for the general education was developed using this film and the surveys were carried out to gather information about perception, satisfaction and opinion on national health insurance system before the lesson and after. And pared t tests were conducted to analyze the effects of this education content using the film on perception and attitudes towards national health insurance system. Based on the empirical results, the way to develop education contents for improving the understanding public health system and to verify the effect of education contents were discussed.

Review the Governance of Graduate Medical Education (대학(대학원) 졸업 후 의사 수련교육 거버넌스 고찰)

  • Education on the physician continues with undergraduate medical education, graduate medical education, and continuous medical education. The countries such as the United States, Japan, the United Kingdom, German, and others are required to undergo training in the clinical field for 2 years after completing the national medical examination, and to become doctors after passing the clinical practice license test. Korea can obtain a medical license and become a clinical doctor at the same time if it passes written and practical tests after completing 6 years of undergraduate medical education or 4 years of graduate school. About 90% of medical school graduates replace clinical practice with 4-5 years of training to acquire professional qualifications, but this is an option for individual doctors rather than an extension of the licensing system under law. The medical professional qualification system is implemented by the Ministry of Health and Welfare on the regulation. In fact, under the supervision of the government, the Korean Hospital Association, the Korean Medical Association, and the Korean Academy of Medical Sciences progress most procedures. After training and becoming a specialist, the only thing that is given to a specialist is the right to mark him or her as a specialist in marking a medical institution and advertising. The government's guidelines for professional training are too restrictive, such as the recruitment method of residents, annual training courses of residents, dispatch rule of the residents, and the quota of residents of training hospitals. Although professional training systems are operated in the United States, the United Kingdom, France, and Germany, most of them are organized and operated by public professional organizations and widely recognize the autonomy of academic institutions and hospitals. Korea should also introduce a compulsory education system after graduating from medical education and organize and initiate by autonomic public professional organization that meets global standards.

  • This study analyzes the construction status of digital employment services in Korea and presents the direction of continuous advancement and development of digital employment services based on overseas cases and the latest digital technology development trends. Find out the specific digitalization promotion strategies and current status of major countries such as Belgium, Australia, the United Kingdom, Germany, France, and the United States. In addition, in order to present a plan for the development of digital employment services in Korea, we will propose a plan to expand digital employment services to online employment centers through individual and customized employment services, data openness, and expansion of public-private collaboration through digital employment services using AI and big data.

A Study on Comparing the Veteran Affair System Between Korea and the Other Countries (우리나라와 세계 각국의 보훈제도 비교 연구)

  • Korea has been in a truce state for about 70 years, not an end-of-war country. Even in a situation with this specificity, Korea's veterans' system is insufficient compared to other countries. In addition, Korea's veteran policy lacks an "honor of veterans" system compared to veterans' advanced countries (the United States, Canada, Australia, France, and Germany), and a representative example of it is the "support system for veterans and discharged soldiers." After analyzing the major veterans' policy systems in the veterans' developed countries (US, Canada, Australia, France, and Germany), this study suggests that we should expand the major anniversaries related to veterans and suggest a policy alternative as it is necessary to introduce public awareness education on the promotion of veterans. In the end, it is necessary to properly recognize the pain and agony of division to the generations before and after, laying the foundation for the advanced country-type veteran affair system.
