대학보건실의 운영체계 및 건강증진 서비스 제공 실태 (Health Promotion Services and Administrative System of the University Health Clinic)

  • Objectives: This study was conducted to analyze problems and priority of university health services through analysis of health promotion programs and administrative system of university health clinics. Methods: In first telephone survey, 349 colleges and universities nationwide were surveyed to find out whether they operate health clinic or not. The administrative system and health promotion services of university health clinics were analyzed in 198 schools which had health clinic in it. Results: 160 schools were included in the final analysis. The most common name of university health clinic was 'health clinic' (35.2%), and heads of 52 university health clinics were non-medical school professors. 20.9% of the school provided details of the rules and implement guidelines of health care service. Health promotion services of university health clinic were set the non-smoking area (90.6%), health counseling (81.8%), providing health information (74.8%), health check-up (65.4%), health education (61.4%), partnership with health institutions in a community (61.4%), and immunization (48.1%) in order of that. Conclusion: It is urgent to establish the regulatory and guidelines for university health clinic. Each member of school should have interests in their health clinic and acknowledge health promotion services which they can get at the university health clinic.

  • The purpose of this study is to develop a framework for evaluating security levels in hospitals. We classify security indicators into administrative, technical and physical safeguards. The security evaluation model for hospital information systems was applied to three general hospitals. The analysis of the results showed a low security level in information systems. In particular, requirements for administrative and physical safeguards were very low. Hospitals need strict security policies more than other organizations because their information systems contain patients' highly confidential data. The evaluation model developed in this study can be used for guidelines and as a checklist for hospitals. The security evaluation in hospital informational systems needs to be an essential element of hospital evaluation.

  • 정부를 비롯한 공공부문에 정보기술이 도입된 것은 어제 오늘의 일이 아니다. 그러나 정부에서 지금까지 하드웨어와 투입 중심으로 전개된 정보화의 영향력은 민간에 비해 빨리 실현되지 못하였고, 공공부문의 업무방식에는 근본적인 변화가 별로 나타나지 못했다. 이제 전자문서의 활용은 공공사무의 처리 및 업무의 능률성을 향상시키고 수작업 절차를 간소화함으로써 효율적인 관리를 가능하게 한다. 따라서 전자적 사무관리체계의 활성화를 위해 종이문서위주의 업무처리 관행의 축소, 전자문서화 촉진을 위한 기관 내적 기반 조성. 네트워크 연계를 통한 원격근무체계 등이 추진되어야 한다.

공공도서관 경영형태 변용성 연구 (A Study on the Transfiguration of Management Forms in Public Libraries)

  • 이 연구는 도서관 경영패러다임 및 기법 변화의 후속연구이다. 1980년대부터 주요 선진국은 사회변동에 따른 경영 및 행정패러다임의 변화에 주목하여 신공공경영이론을 행정개혁과 경영혁신의 사상적 원천 및 전략적 수법으로 채택하였는데. 그 이유는 무엇이며 구체적인 실천수단이 도서관의 경영개혁과 관리운영에 어떻게 적용되어 경영형태를 변용시키는 지에 대하여 분석하였다. 특히 공공도서관을 중심으로 아웃소싱, 위탁경영 및 지정관리자제도, 민간자금 활용사업을 집중적으로 논급하고 제언하였다.

GIS를 활용한 행정동별 천식환자 분포특성의 시각화: 대구시의 사례 연구 (Visualization of Asthmatic Distribution Patterns in accordance with Administrative Dong Using GIS: a Case Study of Daegu)

  • The authors argue that the current Government Information System for asthmatics appears to be non-user friendly due to lack of the cartographic representation for the text based statistical data. Acknowledging these constraints, an operational, user-friendly map for asthmatic prevalence has been generated by combining existing statistical data with the administrative Dong boundary map under GIS environment. The Geographical User Interface, in particular, were ideally suited to deriving the major distribution patterns that more asthmatic prevalence tends to be occurred on conventional commercial district and industrial complex. A visual map using spatial modelling technology were generated to show the fact that some degree of increasing or decreasing trends of asthmatic prevalence already exists in the experimental sites. It could be used as an evidence to restrict initiation of development activities causing negative influence to asthma such as road construction. The result of this study would play a crucial role in improving the quality of environmental health information service if it is operationally introduced into the Government since the highly user-friendly interface provides a completely new means for disseminating information for asthmatics in a visual and interactive manner to the general public.

공공행정 서비스 업무의 통합을 위한 전자정부 시스템의 개선된 비즈니스 프로세스에 관한 연구 (A Study on the Improved Business Processes of e-Government System for the Integration of Civil Affairs and Suggestions Services)

  • For effective management and processing for civil affairs, online public services are in operation in every administrative organizations. However, due to the lack of links in each government departmental business processes on e-Government system, the satisfaction of the civil petitioners has not improved. In this paper, we propose an improved business process for the implementation of one-stop integrated civil affairs and suggestions services on e-Government system to reduce the time and cost for processing civil affairs and to improve the efficiency of the public services by cutting down the cost and time. This paper also suggests the ways to improve the quality of public service through redesigning civil affairs processing in the light of integrated system for the civil affairs and its suggestion.

  • The local public organizations, to secure the Confidentiality, Integrity, Authentication and Non-Repudiation of cyber administrative environment is giving it a try to consolidate the official documents among them by standardizing all the documents into XML formats together with the establishment of the GPKI(Government Public Key Infrastructure). The Authentication System based on the PKI(Public Key Infrastructure) used by the GPKI, however, provides only the simple User Authentication and thus it results in the difficulty in managing the position, task, role information of various users required under the applied task environment of public organizations. It also has a limitation of not supporting the detailed access control with respect to the XML-based public documents.In order to solve these issues, this study has analyzed the security problems of Authentication and access control system used by the public organizations and has drawn the means of troubleshoot based on the analysis results through the scenario and most importantly it suggests the access control model applied with PMI and SAML and XACML to solve the located problem.

대전지역 공공도서관 운영현황과 발전과제 (Current Status and Strategies for Public Libraries in Daejeon Metropolitan City)

  • 본 연구의 목적은 대전지역을 중심으로 24개 공공도서관의 일반현황과 행정체계를 분석함으로써 공공도서관의 현주소를 파악하고, 발전방안을 제시하는데 있다. 이를 위해 이 연구에서는 첫째, 대전지역 공공도서관의 시설, 인력, 장서, 예산 현황을 살펴보고, "제3차 도서관발전 종합계획(2019-2023)", "도서관법"과 "한국도서관기준"에서 제시하는 기준과 비교하였다. 둘째, 공공도서관 행정조직의 체계와 주요 특징을 분석하였다. 마지막으로 대전지역 공공도서관의 발전을 위해 공공도서관의 지속적 확충, 사서직원 충원, 장서 확충, 노인 대상 서비스 강화, 예산 증액, 정책담당 전담부서 신설을 제안하였다.

한국 공공도서관의 해체위기와 탈출구 (Disorganization Crisis and Extrication of Public Library in Korea)

  • 본 연구의 목적은 국가와 자치단체가 공공도서관을 대상으로 추진하는 위탁구상, 명칭변경, 구조조정을 해체기도로 규정하고, 그 실체를 분석하여 탈출구를 모색하는데 있다. 먼저 해체위기의 전모와 본질, 해체기도의 법적 근거 및 추진사례를 기술하였다. 그 다음에 쟁점사항을 중심으로 해체명분의 부당성과 파행성, 법령 적용의 위법성을 적시하였다. 마지막으로 해체위기의 탈출방안을 대중적 지지기반의 강화, 자아성찰에 기저한 정체성의 확립, 해체기도에 대한 대응논리의 개발, 위법행위에 대한 법적 조치의 강구, 지방도서관 및 독서진흥위원회 구성의 촉구, 행정체계의 난맥상 타파계획의 추진 등으로 제시하였다.

A Study on the Success Factors of Architectural Information System(SEUMTER) in South Korea

  • Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.
