대구경북과학기술연구원의 건설사업관리 적용 현황과 향후 발전 방향에 관한 연구 (A Study on the status and improvement of construction management in Daegu Gyeongbuk Institute of Science & Technology)

  • 최근 건설사업의 대형화, 복잡화, 전문화 추세에 따라 사업목표를 효과적으로 달성하기 위한 전문적이고 체계적인 관리의 필요성과 함께 그동안 진행된 CM의 가시적${\cdot}$긍정적 효과로 인하여 CM용역의 발주가 점차 늘어나고 있는 추세이다. 또한 기존에는 사업 추진 단계에 있어 기획단계를 제외한 CM업무 수행이 이루어 졌으나 점차 기획단계를 포함하여 사업추진 전반에 걸쳐 CM제도를 적용하려는 움직임이 생겨나고 있다. CM의 발전을 위해서는 기획단계부터의 CM 적용, 현실적인 CM 대가산정 기준 정비, 사업참여주체들의 인식전환, CM 자격 인증화를 통한 전문화 유도 등에 대한 제도적 방안이 마련되어야 한다. 그러나, 사업 추진 단계별 CM업무 수행 상 예상치 못한 현실적인 문제점들이 도출되고 있으며 이에 대한 대책이 요구되고 있다. 본 연구에서는 대구경북과학기술연구원의 기획단계 및 입찰단계 CM적용 사례를 요약하여 사업타당성 재조사 및 부지와 관련한 행정업무 지원, 턴키 입찰안내서의 작성, 입찰관련 의사결정 지원업무 수행 등에 대한 실무적용상의 문제점과 이에 대한 각각의 개선방안을 제시하여, CM제도의 성공적 정착 및 발전을 위한 방향을 제시하였다.

드론택시(UAM)의 토지상공 소유권 범위 법제화 방안 연구 (Study on the Means of Legislating the Range of Ownership of Air Space Above Land for Drone Taxi (UAM))

  • It is anticipated that there will be radical disputes over land ownership in the event of the advent of the era of UAM. As such, policy alternative is presented by analyzing and researching relevant laws at home and abroad on the means of legislating 'Regulations on compensation for use of air space above land' in preparation of such occurrence. As the results of the study, it is deemed to limit the range of the land ownership in accordance with UAM operation as follows. First, it is proposed to newly enact regulation to limit the ownership of air space of land owner to the public space above the elevation of 200m as stipulated under the Article 78 of the Aviation Safety Act. Second, as the result of analysis made for the option of making compensation from the perspective of the property right of land ownership and option of not making compensation from the perspectives of public interest and concerns in the event of operation of UAM within the air space below the elevation of 200m, it is deemed that legislative decision is necessary through more extensive studies in the future.

인터넷 지식거래소와 저작권에 관한 연구 (A Study on Internet Knowledge Markets and Copyright Issues in Korea)

  • 본 연구는 현재 상업적인 지식거래소를 통해서 유통되고 있는 다양한 유형의 지식콘텐츠들의 저작권 문제를 저작권법에 비추어 분석하고 있다. 지식거래소에 정보를 제공하는 주체는 수많은 개인, 원문DB제공업체, 국가 및 공공기관, 출판사 등 매우 다양하다. 그러나 이러한 정보제공주체와 지식거래소간에 이루어지는 저작물의 상업적인 거래에서 정작 원저작자인 개인 저자들은 빠져있다는 점을 주목할 필요가 있다. 원칙적으로 모든 저작물의 저작권은 원저작자에게 있으며, 원저작자가 저작권 이양 동의서를 통하여 2차적 저작물 생성권 등을 포함한 모든 권리를 양도하지 않는 이상 저작물의 디지털화, 원문DB화 및 지식거래소를 통한 유통 등은 저작권에 위배된다는 결론을 내릴 수 있다.

Performance-based design of seismic isolated buildings considering multiple performance objectives

  • In the past 20 years, seismic isolation has see a variety of applications in design of structures to mitigate seismic hazard. In particular, isolation has been seen as a means of achieving enhanced seismic performance objectives, such as those for hospitals, critical emergency response facilities, mass electronic data storage centers, and similar buildings whose functionality following a major seismic event is either critical to the public welfare or the financial solvency of an organization. While achieving these enhanced performance objectives is a natural (and oftentimes requisite) application of seismic isolation, little attention has been given to the extension of current design practice to isolated buildings which may have more conventional performance objectives. The development of a rational design methodology for isolated buildings requires thorough investigation of the behavior of isolated structures subjected to seismic input of various recurrence intervals, and which are designed to remain elastic only under frequent events. This paper summarizes these investigations, and proposed a consistent probabilistic framework within which any combination of performance objectives may be met. Analytical simulations are presented, the results are summarized. The intent of this work is to allow a building owner to make informed decisions regarding tradeoffs between superstructure performance (drifts, accelerations) and isolation system performance. Within this framework, it is possible to realize the benefits of designing isolated buildings for which the design criteria allows consideration of multiple performance goals.

Investigating Main Causes for Schedule Delay in Construction Projects in Bangladesh

  • Delay is the most common problem in the construction industry. It has many negative effects on project's success in terms of time, cost, quality, and safety. From the literature review, a total of thirty-five factors of delay were selected. These factors were divided into seven groups related to materials, manpower, owner, consultant, contractor, construction, and external problems. This study was carried out to identify the main causes of delay for a construction project through their importance level. The importance level was determined based on the frequency of occurrence and severity of impact. The structured questionnaire has distributed to the respondents who have much experience in construction management in Bangladesh. The results of analysis indicated that top five factors of construction delay according to their level of importance are: (1) price of construction materials increased very rapidly, (2) political situation (revolution/ public strikes), (3) shortages of skilled workers, (4) poor site management and supervision by contractor, (5) incompetent/ immature subcontractors. These findings of this study are expected to be significant contributions to Bangladesh construction industry in controlling current performance of project on time overrun.

북태평양상에서의 국내공중무선통신에 관한 연구 (A Study on the Public Radio Communications between Seoul and the Ship on the North Pacific Ocean)

  • Nowadaty, To keep pace with the mass transportation carried out by vessels in the international trade, the Korean government is trying to make a rapid progress to be a higher ranked shipping country to the world through the shipping increase. For the effective management of international trade by vessels and the safe operation of vessels, it is indispensable for ships radio communication to be effective and smooth. Therefore, to enhance the efficiency of ships radio communication is one of the primary factors to be solved for the econimics of shipping management. The reserch area is not only limited to the ships radio communication on the North Pacific Ocean but limited to the ships radio communication which is one of the chiefest methods of communications. From the research for the efficient methods of ships radio communication, the following results are obtained. (1) The operator on ships radio communication should have the knowledge of specific know-how and wide experience in the operation of ships radio communications. (2) The operator should abopt the radio propagation prediction made by the Ministry of Communications to use the best ionosphere reflection in the short wave communications. (3) The increase the radio officer of 1 to 2 in order to contrive the safety at sea and to keep the ships radio communication fare low. (4) The owner should pay their attentions to the education and employment of radio officer. (5) The authorities concerned on the ships radio communication should estabilish the effective and consistent policy for the ships radio officers.

개발제한구역내 국민임대주택단지의 합리적 개발방안 연구 (A Study on the Better Development Plan of Housing Estates for National Rental Housing in Development Restricted Zones)

  • Government uses some sections of intended areas of abolition in Development Restricted Zones(DRZ) to construct a million national rental houses. It has been opposed by environmental NGOs, local governments and land owners. Therefore, government carried out a questionnaire survey to make plans for the better development of housing estates for national rental houses in DRZ. The results of the survey are as follows: First, using abolished DRZ has to be kept to a minimum, though the continued construction of this kind of houses is inevitable. Second, it has to be designed using pro-environmental techniques. Third, the discussion between the interested groups was not enough. Fourth, residents were dissatisfied with the compensation package. The policies based on this research, are as follows: First, meetings for projects presentation and public hearings have to be held on a regular basis. In addition, the consultative council with residents, local NGOs, and local governments should be combined. Second, The plan should promote social integration through the mixing of rental and owner-occupied houses. Third, a compensation policy, which offers land or houses, and not only cash, needs to be introduced.

외국의 유지관리 제도 비교분석을 통한 국내 건축물 유지관리 개선 방안 연구 (A Study of Plans for the improvement of the domestic building maintenance system based on the comparison and analysis of foreign building maintenance systems)

  • So far we have investigate and analyzed the actual conditions of building maintenance in Korea and compared the building maintenance laws and systems between Korea and other countries. Now, based on the results from such comparison and analysis, this study proposes the following ideas for improvement: 1) As we can learn from domestic and foreign case studies, in the existing built-up areas becoming obsolete, many building owners remodel their buildings illegally in reaction to current economic and social changes. Therefore, for efficient maintenance of buildings, it is required to improve building maintenance systems by formulating information about inspection items, inspectors, supervisors, inspection costs and intervals of reporting results, depending on how large the buildings are and what they are used for. 2) In addition, to ensure the success of a building maintenance system, it is necessary to keep and manage a history of building maintenance thoroughly and introduce a certification program which gives an appropriate grade to maintenance performance and commits the government to expand their public roles and supporting policies, as widely used in some foreign countries. Further, in keep the building maintenance system secure, there should be a nationwide consensus as well as a favorable evaluation from building owners and manager, and all related people.

주거급여 개편에 따른 유사 주거환경 개선사업의 통합 운영 방안 (Integration System of Several Housing Improvement Programs for Low-Income with Housing Benefit Reorganization)

  • Several housing improvement programs for low-income have done by Ministry of Health & Welfare, Ministry of Trade, Industry & Energy, Ministry of Security and Public Administration, Ministry of Environment, and Ministry of Land, infrastructure and Transport up to now. Each program practiced separately based on each agency's function and territory, but there are also negative opinion on beneficiary duplication, beneficiary omission, and the inefficient execution of the government budget. This study analyzes the housing improvement programs of each agency on the aspects of coordination, and suggests the integration system with coordination and delivery system. We selected 3 indexes such as similarity, integration effect and availability for integration system and analyzed the effects of integrated programs into one based on cost, repair effect and management. We proposed that the similar housing improvement programs of each agency should be coordinated for integration. But it is not easy to integrate similar programs into one program, therefore similar programs which support the house owner are needed to integrate into housing benefit except same beneficiary who owned own house.

토양측정망과 특정토양오염관리대상시설 부지 등에서 토양오염조사의 효율성 제고를 위한 환경정책의 고찰

  • Attempts were made to increase an efficiency of soil contamination investigation systems (SCISs) including Soil Network and Special Soil Contamination Management Facility Sites in Korea. In order to increase low efficiencies resulting from inappropriate SCISs, possible policy suggestions are driven based on the results from problem findings of Korean policy and comparisons of policies on industrialized countries including United States, United Kingdom, Germany, the Netherlands and Japan. First, functions of Soil Environment Conservation Act (SECA) on liability should be updated and reinforced to initiate a soil contamination investigation process for stakeholders including an owner(s) or a responsible party(ies) of the potentially soil contamination sites positively. Second, appropriate SCISs should be emerged for implementing the Soil Network and Special Soil Contamination Management Facility Sites properly. Stakeholders for the potentially contaminated sites should easily access and raise the soil contamination issues, and soil contamination investigation implemented by liable and profit environment (consulting) companies should be encouraged. Third, the soil contamination reporting system of SECA needs to change legally responsible. Further more, public announcement system showing soil quality of a site which exceeds a certain scale would be considerable. Fourth, liable environment (consulting) companies should legally execute Soil Environment Assessment of SECA.
