The purpose of this paper is to forecast the future of library education in Korea. Toward this purpose, first, the historical events of library education in the United States of America and in the United Kingdom are introduced along with the IFLA Standards for Library Schools and the Unesco's General Information Programme. Secondly, the theoretical foundations of library education are extracted from the events. Thirdly, the factors influencing library education as well as library developments are identified, and, finally, the prospects of library education are forecasted in the light of the various factors in the Korean society and the theoretical foundations. The prospects are forecasted as follows: 1. The education for information science will be incorporated in library education. 2. The number of courses related to library services and uses will be increased. 3. The students should be provided with enough hands-on experiences to be familiar with new information technology. 4. The cooperation between library schools and libraries will be reinforced. 5. The departments of library science will cooperate with other departments in the universities in order to utilize the expertise and facilities. 6. The education of graduate schools will be specialized to produce subject specialist librarians and the undergraduate education will produce public and school librarians. 7. Opportunities for continuing education will be provided more and librarians encouraged to participate in those activities. 8. Library association should actively be involved in library education as a provider of continuing education or as a liaison between library schools and libraries. 9. The courses of foundations including library history, library research and preservation of culture will never be neglected.

As a society rapidly advances in technology and industry, various demands for information arc increasing and becoming more specialized than every before. The college library can no longer restrict its service to the people or, the campus alone. There is no fundamental change in its place on a college campus, but it has an additional role to play: to meet the demands for information from the community outside of the campus. Thyre is no denying that there are public libraries meant to serve the comnlunity and some small spacialized libraries to support certain institutions. But it is also well known that these libraries are inadequate to satisfy the demands for information in a highly diversified and specialized soceity of today largely due to lack of facilities, funds. and personnel. Under these circdmstances, it is almost imperative that the college library open its door to the community. It was attempted in the article to point out the nccds of cooperation between the college library and the community for economic and intellectual advancement on thc campus and in the community. Various ways of making the college library available to the community werc also discussed.

This study was conducted to examine the user's experiences with the public library in Daejeon using big data analysis, focusing on the text mining technique. To know this, first, the overall evaluation and perception of users about the public library in Daejeon were explored by collecting data on social media. Second, through analysis using online news articles, the pending issues that are being discussed socially were identified. As a result of the analysis, the proportion of users with children was first high. Next, it was found that topics through LDA analysis appeared in four categories: 'cultural event/program', 'data use', 'physical environment and facilities', and 'library service'. Finally, it was confirmed that keywords for the additional construction of libraries and complex cultural spaces and the establishment of a library cooperation system appeared at the core in the news article data. Based on this, it was proposed to build a library in consideration of regional balance and to create a social parenting community network through business agreements with childcare and childcare institutions. This will contribute to identifying the policy and social trends of public libraries in Daejeon and implementing data-based public library operations that reflect local community demands.

The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.

This study was to elucidate the theoretical backgrounds and realities of consumer health information services from a review of the literature, to manifest the actual conditions of consumer health information services by domestic hospital libraries and public libraries, and then to activate library services at least to meet the needs of the services by enhancing their role for consumer demand for health information. This paper propose to activate consumer health information services, as follows : First, librarians both in hospital and in public libraries cognize that consumer health information services really are needed. Furthermore, they expect that when consumer health information services are implemented, the function of the library would be expanded even to the realm of preventive health medical care for consumers and as well as to the patients' right to know. Second, it is recommended that hospital libraries should actively perform their consumer health information services, along with the active collection of health information and materials and develop related bibliographies for hospital libraries to provide patients and their families with medical information. Public libraries also are required to actively collect, maintain and manage health information and to equip themselves with special books in their reference rooms. Third, it is recommended to launch such a cooperation network with a subsystem of MEDLIS as CHIN or CHIPS in the United States of America, to construct an integrated database of consumer health information and materials, an interlibrary system, a reference room service system as well as a cooperation network among hospital and public libraries.

The purpose of this study is to suggest development plan of the Regional knowledge information services through the case study analysis between Korea and Japan public libraries. For this purpose, we analyzed literature related to the Regional knowledge information services, performed case study, and carried out a investigation which focuses on a public libraries webpage. According to the analysis, the development plan for the Regional knowledge information services was suggested as follow; that is user-friendly service, internal cooperation, external network cooperative strategy, visible public relations and recognition improvement. This study has aimed to prepare for the basic data which will help Korea public libraries to make better Regional knowledge information services in the future.

The purpose of this study is to suggest a mid- to long-term expansion plan to resolve the blind spot and alleviate the imbalance of public library services in Daegu City. The research methods for this purpose included literature review, related laws and statistical data analysis, case study, and opinion survey. As a result, the first service area was set as a total of 14 areas based on administrative districts(Jung-gu, Seo-gu, Nam-gu, and Dalseong-gun each have one, Dong-gu and Buk-gu each have two, and Suseong-gu and Dalseo-gu have three each). Second, the expansion scenario for public libraries in Daegu City was proposed to add 26 libraries by the final target year (2032) based on the trend of national library growth over the past 13 years (2008-2020) and the forecast for the next 10 years (2023-2032). Third, the construction scenarios for each basic local government, excluding the Daegu representative library, are as follows: One library each in Jung-gu, Seo-gu, and Nam-gu; two libraries in Suseong-gu; three libraries in Dalseong-gun; four libraries in Dong-gu; and seven libraries each in Buk-gu and Dalseo-gu. In terms of floor area, it is proposed to add a total of 17 branch libraries with a minimum legal standard of 330-2,499㎡, four central libraries with 2,500-4,999㎡ each, and four central libraries with 5,000-9,999㎡ each. On the premise of these conditions, Daegu City and public libraries should focus on creating an inclusive and open community space, creating a digital platform, strengthening the library operation and cooperation system centered on Daegu representative library, developing collections and specializing services for local hub libraries, enhancing various knowledge information and program services, managing key library indicators and improving social contribution.

The purpose of this study is to examine the perception of librarians on the role of public libraries related to disasters. For this purpose, the study conducted an online survey for librarian. The survey is composed of 34 questions, including the questions asking librarians' perceptions about the roles of public libraries related to the disasters derived from literature review. The research results are as follows; First, although librarians were not well aware of the roles of public libraries related to disasters, they generally supported the necessity of the role and evaluated the benefits of the role highly. Second, librarians recognized the necessity of the role of the library in the following order of importance; psycho-emotional support for citizens who have experienced disasters; cooperation with disaster support agencies; disaster shelter; disaster information service; archiving disaster experiences of residents; outreach services; community support. Third, librarians recognized that psycho-emotional support services for residents suffering from disasters were the most necessary and beneficial to residents. Fourth, librarians' perceptions of disaster-related library roles changed based on their position and the type of library they belong to. On the basis of these results, the research discussed and suggested what roles each public library should play and what services it should plan, and how it should be implemented during the disaster.

Cooperation with public libraries for strengthening the solid foundation and the reading education of school library have been recommended in Korea. However with the immensity of the task, public libraries are under considerable pressure for the unilateral support. Under these circumstances this study developed and implemented the reading mentoring programs for school libraries with the help of public libraries, LIS schools, and Busan Metropolitan office of Education. On the basis of the result, this study analyzed the effect and the feasibility of the reading mentoring programs for improving the reading education in school libraries. This study emphasized to derive a lesson of immeasurable value from 7 months' experience in the 2 elementary schools.

This study aims to investigate the problems in conducting the first year project of a five-year school library revitalization project and to suggest the alterative to the present system for the following years. The method of evaluation was to visit the 16 local ministries of education and to interview the government school inspectors, school principals, teachers-in-chief, teacher librarians and parents. The evaluation was conducted based on the following criteria； school library facilities and increase in collection, enrichment of education W through school library, location of manpower and enhancement of profession and building the cooperation system with the private and public sectors. Additionally, school library service training and library support system were evaluated.
