The article describes the concept of a Web-portal of an educational institution; the technical conditions for the creation of the Web-portal of the educational institution were determined; the features of the use of the Web-portal in the educational process and its organization are revealed. The scientific and practical value of the article lies in the fact that the use of portals in education will improve the management of an educational institution, activate and bring the educational process to the level of modern technologies at all its stages, as well as enhance the interaction of parents and students with employees of the educational institution.

In accordance with Article 33(8) of the Korean Medical Law, it is stated that a medical person cannot open or operate a medical institution by borrowing the name of another medical person. However, the publicity of medical care is threatened by the recent illegal network dental clinics. The purpose of this study is to investigate the actual condition of illegal network dentistry and to analyze the cases and to find out the reason why the prohibition of double opening & operating of medical institution. As a result, the illegal network dental clinics treated less health care insurance treatment such as dental caries and periodontal treatment than general dental hospitals. In contrast, the rate of implementation of illegal network dentistry was high in endodontics treatment and extraction, which could lead to uninsured treatments such as crowns and implants. As a result of Supreme Court precedent analysis, it is concluded that illegal act is not only the opening of a medical institution by borrowing the name of other medical personnel, but also the duplicated operation which has the authority to make decision about management matters of medical institutions. The results of the patient's case survey also showed that excessive dental treatment due to such as dental staff incentive system. In conclusion, the illegal network dental clinics not only threatens the oral health of the public, but also causes leakage of health insurance premiums. In other words, the ban on opening and operating the multiple medical institution should be strictly applied as a strong protection device for protecting the patient in dental case.

This study aimed to explore influencing factors on the establishment of the network system between public hospitals and to make a process evaluation of it. we analyzed the case of a strategic alliance contracted by a National University Hospital(NUH) and a Community Hospital(CH). Main points of the project were regular dispatch of clinical specialists in the NUH such as gastroenterologist and running teleradiology program. The NUH considered the improvement of it's image as a public hospital as a successful element of the network program. The provincial office which have to manage the CH satisfied with these program in terms of helping CH in need of clinical specialists. Staffs in the CH pointed out the problem of discontinuity for patients who visited the CH. Three institutes argued that continuous support of central government in the relevant institution and budget could play the most important role in the advance of the network system between public hospitals.

Inje University, a nonprofit-oriented educational institution, was ranked second in the nation and first in all the local universities in the 2001 Comprehensive Evaluation of the Universities in 25 years since it was founded. In order to find out the reason for this high reputation, we had an interview with the chairman and an in-depth interview with other school authorities, interviewed the students and the residents in the community, and collected related data for the second time. We revealed that Inje University had been performing public marketing in the areas of its management philosophy, function, form, and performance. Our interview with the chairman confirmed that Inje University's management philosophy is the frontier spirits that 'contribute to the moor, attracting nobody's attention, in the name of public interest.' It was also revealed that this management philosophy made the function of the university differ from that of the others. Inje University had been focusing on forming a public network for its community, the nation, and the world, not just for its students. Furthermore, we also found out that the university had its unique separate organizations to take care of this business. An excellent on-campus network for the student and the school, a network between off-campus industries, and an international Inje exchange network had been formed. We have concluded that Inje University is a strong nonprofit-oriented hidden champion. The healing art, easily ignored but essential to human beings, and its commitment to education with all its property invested have contributed to Inje University's social status, reputation, and achievements today.

The aim of this study is m inquire the features of preservation and utilization of traditional buildings landscape through the effort of civics and public institution. Kawagoe is 30km from Tokyo and keeps the history and culture of Edo period. The tourism feature of the Ichibangai area which has the traditional warehouse(Kurazukuri) landscape is that the rate of old tourists from nearby regions is high and the one day trip is majority. The most tourists have visited many times, but they have spent small sum of money. The tourism activation of Ichibangai area is the result of the cooperation and effort of public institution, civic organization, and civics. The public institutions have the institutional support system has established which is including the designation of cultural assets, ordinance enactment, tax exemption, repairing charges support, public hearing, construction of tour network. The residents of the Ichibangai area have contributed to preserving the traditional landscape and activating tourism through their own organizations and meetings for a long time. And the roles of various committees which have leaded close cooperation relations between civics and public institution are activated.

Based on the network infrastructure advanced in the information knowledge society, the structure of computer net work is operated by establishing the composition of network in various forms that have secured the security. In case of computer network of national/public organizations, it is necessary to establish the technical and managerial securit y environment even considering the characteristics of each organization and connected organizations. For this, the im portance of basic researches for cyber training by analyzing the technical/managerial vulnerability and cyber threats based on the classification and map of cyber threats according to the characteristics of each organization is rising. T hus, this study aims to analyze each type of external/internal cyber threats to computer network of national/public o rganizations established based on the dualistic infrastructure network of internet and national information network, a nd also to present the cyber threat framework for drawing the elements of cyber security training, by drawing and analyzing the actual elements of cyber threats through the case-based scenario.

The article aims at studying the institution of human rights in an ever-evolving world in the context of the interdisciplinary approach. The main scientific method was deduction that allowed examining the specific interdisciplinary approach in relation to the institution of human rights on the global scale. To solve the issue set, it is necessary to study legal foundations and features of the interdisciplinary approach to the institution of human rights in the modern world. The article proves there is no theoretical anthropological understanding of the institution of human rights. It has been concluded that the appeal to anthropological jurisprudence requires the identification of the initial theoretical and methodological principles, parameters and axioms of cognition, the integration of a person into the subject field of legal science, linking jurisprudence with the chosen external environment (philosophy, sociology, theology, etc.), predetermining the existence (understanding) of a person, causing qualitative differences and the structure of subject-methodological phenomena. In addition to the identification of such hypotheses, prerequisites and axioms, the basic method (principle) of cognition and its heuristic potential are also being searched (defined). The terminological designation of the formed subject-methodological phenomenon (legal anthropology, anthropology of law, anthropological approach, etc.) reveals its role in the system of interdisciplinary relations of legal science.

The article is devoted to the problems and prospects of integration of informational technologies in the administration of justice as a necessary component of the development of the informational society in Ukraine. In general, informational technologies make it possible to create new forms of organization and interaction of bodies of public authorities with society, to introduce innovative solutions for legal regulation and organization of public relations. More and more services for citizens are moving to electronic format. Judicial reform is aimed at ensuring more comfortable and convenient interaction with the courts. The need for the usage of informational technology in the proceedings is preconditioned by the global informatization of modern society, the development of new forms of interaction in the civil sphere with the usage of electronic means of communication: the global Internet, mobile, and satellite communication systems and more. "Electronic justice" involves the use of information and communication technologies in the implementation of procedural law.

Along with trends of other countries, the Ministry of Information and Communication in Korea decided to operate an Information System Audit Institution for raising qualify of computer network facilitated in state organ and public institution, and to construct effective construction of information system. The aim of the audit institution is applying it to public information business, establishing an information system audit qualification system, and upbringing Private audit organs. The Ministry of Information and Communication realized that although the demand of information system area audit is explosively expanding, the National Computerization Agency cannot satisfies the demand and realize to have audit control for the information of national business as well. The Ministry of Information and Communication plan to enforce the audit on public information business by correlate with information business. The ministry enforce that the supervisory company has major roll to audit and national import business decided by the Information Promotion Committee is subject to have audit control. Therefore, in this paper, the contents of internal audit among internal/external audit will be presented.

Private specialized institutions differ from public ones in that they mostly act independently. This paper reports a study designed to assess the provision of specialized institutions for children with intellectual disabilities in Saudi Arabia. The approach taken in this study was qualitative, involving a case study strategy that enabled the researcher to gain rich and in-depth information based on the shared experiences of participants comprising institution leaders, educators and families from two specific specialized settings, one public and one private. The study aimed to examine the existing disparities in service delivery so as to develop a clear picture of the service quality provided by public specialized institutions for children with intellectual disabilities in Saudi Arabia. The results suggest that the weak relationship with inpatient and specialized institutions is a consequence of the parents' poor responsiveness, which may result in these institutes developing a negative impression of the parents. Conversely, the lack of active initiative on the part of the public specialized institutions led to a negative parental attitude towards these institutions. A sensible approach to resolving this problem might be to recognize that these institutions have a significant responsibility to encourage parents of children with intellectual disabilities to become involved in their children's learning, to promote positive attitudes.
