Innovations of SMEs are critical for economic growth and creating employment. Collaborative innovations between SMEs and Public Research Institutes has been increasingly important to overcome limitation of SMEs innovation capability. Many studies on the collaborative innovation have been focused on the issues of absorptive capacity, project administration, and relationships of actors. This study, however, focus on attribute of project leader and partnership. Data on 149 R&D collaborative projects between SMEs and a Public Research Institute were collected. Empirical results show that project leaders' capabilities and partnerships including informal collaborative relationship unification, administrative unification, and contractual unification appear to affect performances both economical and technical. It also shows that the previous experience of R&D collaboration appear to effect the relationship between project leaders' capabilities, contractual unification, and administrative unification and technical performances.
All over the world, the attention on the exploitation of public research, which is mainly implemented by technology transfer, has increased in recent years. Licensing, which is one of representative mechanisms for public-to-private technology transfer, is accompanied by the frequent conflicts in negotiating a license payment between public research institutes (PRIs) and private firms. In spite of the body of literature on technology transfer in a licensing context, it focuses on contracts between private firms. Even the existing literature, which addresses public-to-private technology transfer through licensing, to our knowledge, has not yet formalized an established licensing model. This paper develops a mathematical model of public-to-private licensing, not hitherto tried by academics. The model addresses important issues to be applied comprehensively in licensing practice, such as determining a royalty rate, balancing between an initial payment and a running royalty, designing an inventor's incentive system, and setting a minimum payment as a screening criterion. The paper also provides reasonable management implications to controversial issues in technology transfer from PRIs to private firms, partly employing the comparative analysis between current stylized licensing practice and the one suggested in the model. We hope that study contributes to providing the foundation on which the theory on public-to-private licensing would extend to an in-depth level.
The purpose of this research is to take a look at what are research autonomy's factors of the government-supported research institutes with a new angle and how these factors influence on organizational effectiveness at the same time. ultimately, this research will suggest what government should guarantee and support researcher of the government-supported research institutes. In the groundwork, this research divides the level of research autonomy individual and organizational level, and divides the type of research autonomy intrinsic and extrinsic autonomy and also organizational commitment, and measure job satisfaction for organizational effectiveness. consequently, intrinsic autonomy which is associated with 'selection of research project', 'freely and lively traffic in ideas', 'choice of research methodology', 'utilization of research's result' is much more important than extrinsic autonomy for researchers to improve organizational effectiveness.
The purpose of this study is to estimate the rate of credit card payment for private education. The results of study can be used to improve credit card handling problems of private educational institutes, leading toward improvements in income transparency, increase in tax burden equity and long-term economic welfare improvement for individual households. 424 households out of 586 household that were surveyed in September of 2002 had 1,700 cases private extracurricular education. 67 of the 1,700 cases that did not have expenditure records were removed from the analysis. Only 3.67% out of 1,633 cases were paid by a credit cards and the amount of credit card payment were only 5.65% of the total amount spent for private education. The average fee of private educational institutes that allow credit card payment was higher than the fees of private institutes which don't allow a credit card payment or those of private institutes where consumers don't know whether a credit card payment was allowed. The average fee of private education paid by credit cards was 34,465.46 won higher than that paid by cash. Credit card payments to private educational institutions is an important social issue with respect to fair tax collection and tax burden equity since most private educational services operate in fairly small sizes and are offered by the self-employed, and the expense of private education is a fairly large proportion of the household income. It is also important for consumers if credit card acceptance expands alternatives that consumers can choose in private education. Therefore, credit card payment should be encouraged in private extracurricular education. To do this, private education providers should be forced to join a credit card payment service by the National Tax Service. A regulation that prohibits the refusal of credit card payments should be required, and credit card service charges of private education providers should be incrementally decreased. Also, consumer education and public promotions for credit card use instead of cash in paying for private education fees are recommended.

Korea is in the middle of a transition from the catch-up stage to the post catch-up stage. This requires a new approach, a new perspective, and a new strategy to survive in the new environment. This research investigates the post catch-up research activities in the public sector, including universities and national research institutes. In this case study, the experts and research teams at the highest level in the world are introduced, and research environments and know-how possessed by the experts and research teams are analyzed. The cases shows that the post catch-up research teams have research patterns to open new research field and integrate prior knowledge base with new knowledges from other research field. They succeed in producing highly regarded research results and making research platform for further advanced research.

In this regard, considerations have been made to give directions for the development of technical support organizations for Oriental medicine public health programs. Methods : The authors investigated support organizations of public health programs and compared Oriental medicine public health programs with them. Results : Technical support organizations for Oriental medicine public health programs are controlled by the National Traditional Korean Medicine Research and Development Center. However there is lack in the relevant budget, technical support, professional abilities for research and planning, connections with research institutes in the Oriental medicine field, and affiliations with the other public health programs. Conclusion : In this context, the following actions are required to systematically and technologically support Oriental medicine public health programs. Health improvement & technical support organizations whose incorporation is promoted by the Ministry of Health and Welfare, should include the National Traditional Korean Medicine Research and Development Center, so as to activate the Oriental medicine public health programs. To resolve the problem that multicultural people in Korea suffer from difficulties especially with prejudice and discrimination, it is necessary to raise the cultural diversity in communities in Korea through cultivating multicultural awareness among non-multicultural people. In this vein, public libraries, as cultural exchange institutes, can affect multicultural awareness of the people. This study investigated how characteristics of public libraries and their local communities are related to the users' multicultural awareness. The study found that multicultural awareness of library users was significantly influenced by the characteristics of public libraries but not by the characteristics of communities. It is suggested that public libraries should consider cultural diversity on overall library services for their general users to support their multicultural awareness.
This study aimed to explore influencing factors on the establishment of the network system between public hospitals and to make a process evaluation of it. we analyzed the case of a strategic alliance contracted by a National University Hospital(NUH) and a Community Hospital(CH). Main points of the project were regular dispatch of clinical specialists in the NUH such as gastroenterologist and running teleradiology program. The NUH considered the improvement of it's image as a public hospital as a successful element of the network program. The provincial office which have to manage the CH satisfied with these program in terms of helping CH in need of clinical specialists. Staffs in the CH pointed out the problem of discontinuity for patients who visited the CH. Three institutes argued that continuous support of central government in the relevant institution and budget could play the most important role in the advance of the network system between public hospitals.
