As public participation in the community issues have expanded, an urban planning paradigm has been changed to the planning with public participation. The role of GIS also expanded to support decision making process for the public in addition to supporting that of decision-makers. Residential Environment Improvement, which is the improvement method of an undeveloped urban area, is to regenerate a community based on public participation. However, the current process of public participation is formal. Therefore the purpose of this study is to lead the public a positive participation in Residential Environment Improvement using GIS. We proposed a web_based PPGIS model including project information service, public opinion expression service, two-way communication service and GIS services, and developed a prototype. This model can be a useful tool to make decision makers, experts and the public share their ideas and communicate each other, and to increase the public participation in planning process.

In this era of information, the public library takes a important role in the local community. In several years, public libraries have been proliferated in our society. However, there have not been specific planning standards of space size for construction of public library. The situation has lead the local governments to the need of consulting for the construction and management of library in search of appropriate guideline. The research paper focuses on the result of consulting support project for construction and management of public library. It examines total 11 libraries which were consulted from 2009 to 2011. It examines the configurational differences between the first scheme from the local government and the final scheme after the consulting, and the percentages of gross areas of each parts of library, reference and reading area, office area, education and cultural area, and public common use area. The analysis concludes that reference and reading area increased by 6.4% from 34.1% to 40.5%, and public common use area reduced by 6.1% from 30.2% to 24.1%, which represents a certain tendency of the configuration ratio of the each parts. Thus, the paper could be a starting point of establishing planning standard of space size for public library.

Owing to the increase in large and complex construction projects, the design paradigm of architecture and civil engineering projects has changed from 2D CAD to 3D CAD. For this reason, to meet the strong requirements of project contractors, various efforts have been made to adopt a Building Information Modeling (BIM) technology for effective construction management. On the other hand, compared to architectural projects, only a few civil engineering project cases have been conducted in the perspective of public contractors. This is because the characteristics of civil project contractors and the negative pursuit of adopting BIM technology due to the lack of a current BIM system and technologies. Recently, positive changes in adopting BIM technology for public projects were anticipated by public owners, such as the Public Procurement Service and the Ministry of Land, Infrastructure and Transport. In this regard, this study analyzed the current BIM technology status of public owners in Korea to adopt the BIM policies and guidelines of the Korean government. Strategies for adopting BIM technologies for Korean public owners are also discussed based on an analysis of civil engineering BIM project cases.

Public perception plays a crucial role in the successful completion of a nuclear power project. As a newcomer country to nuclear power, there are lots of misconceptions among the Bangladeshi people about nuclear energy. Consequently, it is crucial to minimize all the doubts among mass people and build up their positive outlook toward nuclear power. This demands a comprehensive survey to figure out the public opinion, concerns, false impressions, and knowledge gap regarding nuclear power. In the present study, these issues were addressed by a survey that was responded to by 661 persons for the 24 survey questions. The questions were categorized based on information, knowledge, faith, benefit, awareness, and technology. Feedback and responders' basic demographic and socioeconomic information were collected from various locations in Bangladesh through online and in-person surveys. The responses were analyzed in both statistical and descriptive ways. Some of the feedback was found to vary with age, sex, and education level while others were quite independent of these parameters. It is found that socioeconomic development and energy security can be achieved by the inclusion of nuclear energy in the power system master plan of the country. However, huge knowledge gaps and misconceptions were found among the public regarding nuclear energy. As per feedback, political instability and corruption may affect the national nuclear power project in Bangladesh. Low faith in the existing rules & regulations for nuclear power programs was also observed. The result of this study will be handy to develop the communication and public awareness strategy for a successful nuclear power project in Bangladesh.

The demand for public bicycles operated by the Seoul Metropolitan Government is increasing every year. The size of the Seoul public bicycle project, which first started with about 5,600 units, increased to 3,7500 units as of September 2021, and the number of members is also increasing every year. However, as the size of the project grows, excessive budget spending and deficit problems are emerging for public bicycle projects, and new bicycles, rental office costs, and bicycle maintenance costs are blamed for the deficit. In this paper, the Azure Machine Learning Studio program and the Boosted Decision Tree Regression technique are used to predict the number of public bicycle rental over environmental factors and time. Predicted results it was confirmed that the demand for public bicycles was high in the season except for winter, and the demand for public bicycles was the highest at 6 p.m. In addition, in this paper compare four additional regression algorithms in addition to the Boosted Decision Tree Regression algorithm to measure algorithm performance. The results showed high accuracy in the order of the First Boosted Decision Tree Regression Algorithm (0.878802), second Decision Forest Regression (0.838232), third Poison Regression (0.62699), and fourth Linear Regression (0.618773). Based on these predictions, it is expected that more public bicycles will be placed at rental stations near public transportation to meet the growing demand for commuting hours and that more bicycles will be placed in rental stations in summer than winter and the life of bicycles can be extended in winter.

Internet development requires the evaluation of secure Internet service quality. This study evaluated public Internet service quality categories and items based on the eQual program developed by Barnes & Vidgen (2006). Using a questionnaire designed to test Internet service qualities for public websites designed by The Knowledge and Information Resources Management Project, we examined 707 users and then measured the effects of service quality factors on customer satisfaction. In conclusion, we found that information quality, usability, and service interaction had a positive effect on customer satisfaction.

Purpose Due to the complexity of policy environment in modern society, it is accepted as common basics of policy design to mix up a variety of policy instruments aiming the multiple functions. However, under the current situation of written-down policy specification, not only the public officers but also the policy researchers cannot easily grasp such frameworks as policy portfolio. The purpose of this study is to develop "Policy Attributes Taxonomy" identifying and classifying the public programs to help making decisions for allocative efficiency with effectiveness-based information. Design/methodology/approach To figure out the main scheme and classification criteria of Policy Attributes Taxonomy which represents characteristics of public policies, previous theories and researches on policy components were explored. In addition, to test taxonomic feasibility of certain information system, a set of "Feasibility Standards" was drawn from "requirements for well-organized criteria" of eminent taxonomy literatures. Finally, current government classification system in the area of social service was tested to visualize the application of Taxonomy and Standards. Findings Program Taxonomy Schemes were set including "policy goals", "policy targets", "policy tools", "logical relation" and "delivery system". Each program and project could be condensed into these attributes, making their design more easily distinguishable. Policy portfolio could be readily made out by extracting certain characteristics according to this scheme. Moreover, this taxonomy could be used for rearrangement of present "Program Budget System" or estimation of "Basic Income".

This paper stems from information accumulated from extensive literature review, a pilot study and a formal interview for an ongoing research on housing privatization implemented by the government-linked companies in Malaysia. Through extensive literature review, issues pertaining to housing privatisation were identified. Expectations of public sector, outcome of housing privatisation and factors influencing such outcome have also been tentatively confirmed through pilot study and an ongoing postal survey. A formal interview with a project director of independent Public-private partnerships (PPP) organization in UK has also inspired some useful lessons for the local housing industry. Different modalities of PPP from various countries show that while housing privatization pose several problems, mitigating them is possible through appropriate strategies.

PMO(Project Management Office)는 해당 영역의 프로젝트를 조정된 중앙 통제 방식으로 관리하기 위하여 필요한 다양한 책임을 배정받은 조직, 부서나 주체를 말하며, 프로젝트 관리 지원 기능을 제공하는 일부터 직접적인 프로젝트 관리에 이르기까지 다양한 책임을 지니고 있다. 본 논문에서는 PMO 제도 도입에 따른 성공적인 공공 정보화 사업 완수를 위해 우리나라 PMO 관련 현 법제도 현황을 선행 연구자들에 따른 PMO 기능 분석 종합 자료와 미국의 표준화된 프로젝트 관리 프로세스인 PMBOK(Project Management Body of Knowledge) 관리 지식 영역 프로세스를 적용해 우리나라 현 법제도의 적합성을 비교 분석하였다. 연구 결과로 공공 정보화 사업에서 PMO 제도를 도입함에 있어 우리나라 현 법제도가 공공 정보화 사업의 품질을 높이는데 보완되어야 할 영역들이 요구되었다. 향후 본 연구를 통해 공공 정보화 사업의 PMO 제도 도입 시 법적 제도화와 전문성을 제고하여 성공적인 사업 수행에 도움이 되도록 하고자 한다.

Recently, an evaluation for information system performance analysis an investment effect quantitatively and qualitatively. So various performance evaluation methods are applied to overcome a limitation which is based on traditional investment returns. However a performance evaluation in public service only derives that a result which is qualitatively evaluated about evaluation domain is yes or no, the performance evaluation does not improve in quality of information system. So in this paper we improve existing performance evaluation methods in public service and add a quality evaluation and quantitative evaluation in the methods. Therefore we propose an integrated evaluation model which guarantees objectivity and reliability of evaluation result and which improves an information system. We consider a project object of an Administration Information DB Construction Project which is promoted in information-oriented project and derive an evaluation result which is applied reflection ratio and weight in each evaluation domain to show a validity of the proposed model.
