위기에 처한 대통령기록물관리, 문제의 인식과 해결을 위한 접근 방식 (Presidential Archives Management in Crisis - An Archival Approach to the Solutions -)

  • 이글에서는 노무현 전대통령의 "대통령기록물 유출" 사태에 대해 기록학적인 검토를 시도했다. 이번 사태에서 촉발된 주요 이슈를 기록학적으로 분석 검토하여 대통령기록관리를 포함한 국가기록관리의 제도적인 개선을 제시하고자 했다. 한번 훼손된 국가기록관리의 원칙은 쉽게 회복될 수 없다. 우리나라에서 결핍되어 있는 국가기록관리기관의 정치적 중립성은 국가기록 관리를 제대로 하기위한 필수적인 요소임이 새삼 강조되었다. 이번 대통령기록물 현안 문제에서 핵심적인 쟁점은 공공기록관리의 중요성에 대한 인식 수준과 제도화, 대통령기록물의 정의와 기록물 사본의 관리문제, 대통령기록물의 보호와 그 필요성, 대통령기록물과 국가기록관리기관의 책무, 대통령기록물에 대한 전직 대통령의 접근권에 관한 것이다. 이와 같은 쟁점을 외국에서의 대통령기록관리의 경험과 사례에 비추어 보았다. 그러나 각기 다른 역사적 문화적 정치제도적 맥락에서 수립된 외국의 제도를 단순비교하는 것을 지양하고, 현재 전세계의 아키비스트들이 지향하는 기록관리 원칙과 전문가 윤리강령에 따라 "국가기록관리 중요성의 인식제고"와 현행 "대통령기록관리의 제도적 개선"이라는 목적으로 제기된 쟁점을 검토했다. 대통령 기록물의 정의와 전자기록물의 사본의 법률적 위치를 본다면 대통령 전자기록물의 사본의 사적인 보유는 공공기록물관리의 원칙에는 어긋나지만 대통령에게 부여된 의 접근권 특권 관점에서 보면 불법이라 하기 어렵다. 다만 이러한 전자사본에 존재하는 개인정보와 비밀정보 등이 사적으로 관리되는 것은 국가기록관리를 위태롭게 할 수 있다. 대통령기록관리제도의 미비점을 찾아내고 개선을 도모해야지, 대통령기록물 보호의 핵심제도인 지정기록물제도와 대통령기록관리위원회의 기능을 약화시키거나 해체하면 안 될 것이다.

전국 다중이용시설의 실내공기 부유 곰팡이의 현황 및 특성 분석 (An Analysis of the Current Status and Characteristics of Airborne Fungi in Indoor Air in Multi-Use Facilities Nationwide)

  • Background: Airborne fungi are ubiquitous in the air and exposure to an airborne fungus can be a significant risk factor. The composition of fungi has been potentially important for human health, especially for respiratory diseases like asthma and atopic dermatitis. Therefore, we attempted to ascertain what kind of airborne fungi affect human health at a nationwide level. Objectives: This study was carried out to provide information on indoor fungi distribution at multi-use facilities throughout South Korea. Methods: We classified our data by region and public facility after collection, cultivation, and identification via the sequencing of the ITS (internal transcribed spacer) region. We investigated whether or not the proliferation of HaCaT cells was affected by the identified airborne fungi. Results: In our data, the most isolated airborne fungi by region were Penicillium spp (Seoul, Daegu), Periconia sp (Gyeonggi-do), Iprex sp (Gangwon-do), Phanerochaete sp (Busan), Bjerkandera sp (Gwangju), and Aspergillus sp (Jeju-do). In the public facilities, the most detected fungi were Cladosporium sp (public transport), Penicillium sp (apartment house, retail market, financial institution, karaoke room), Bjerokandera sp (underground parking lot, public toilet, medical institution), Periconia sp (retail store), and Fusarium sp (general restaurant). Next, we selected twenty airborne fungi to examine their cytotoxicity and proliferation of human skin cells. In this experiment, the proliferation of the cells was influenced by most of the identified fungi. In case of the cytotoxicity test, most genera except for Rhodotorula sp and Moesziomyces sp showed cytotoxicity in HaCaT cells. Conclusions: The distribution of mold in the indoor air in multi-use facilities in South Korea differs from region to region, and this is an indicator that should be considered in future health impact studies. In addition, as a result of culturing about 20 types of bacteria dominant in indoor air, it was found that most (90%) inhibit the growth of skin cells, which can be harmful to health. An in-depth study of the health effects of floating fungi is needed.

지역사회 노인의 사회경제적 위치에 따른 환경유해인자 노출과 건강 불평등 (Environmental Exposure and Health Inequality by Socio-economic Position among Older People)

  • 본 연구의 목적은 우리나라 60세 이상 지역사회 거주 노인들의 사회경제적 위치, 환경유해인자 노출, 건강수준의 관계를 살펴봄으로써 그 동안 건강불평등 연구에서 고려되지 않았던 환경유해인자 노출의 영향에 대해 탐색하는 것이다. 본 연구는 도시 및 농촌에 거주하는 노인을 대상으로 이루어진 국립환경과학원의 '노령인구의 환경유해인자 노출 및 건강영향 평가' 자료를 활용하여, 563명의 참여자를 대상으로 사회경제적 위치와 환경유해인자 노출 행태와의 관계를 살펴보고 나아가 사회경제적 위치를 통제한 후에 환경유해인자 노출 행태와 건강수준 사이의 관계를 다중 로지스틱 회귀분석을 통해 알아보았다. 연구결과 연구 참여자의 연령, 가구형태, 월평균지출(용돈), 거주건물형태와 거주지역 등의 사회경제적 위치를 나타내는 변수들은 실내 흡연, 실내 살충제 사용, 환기 등 환경유해인자 노출관련 행태와 유의한 연관성을 보였다. 또한 환경유해인자 노출 행태인 실내 흡연 허용은 다른 요인을 통제한 이후에도 주관적 건강상태와 우울감과 유의한 관련성이 있었다. 이는 우리나라 노인들의 사회경제적 위치에 따른 환경유해인자 노출 행태에 차이가 있으며, 나아가 건강수준에 차이가 존재함을 보여줌과 동시에 노인인구의 건강불평등 연구에 있어 환경유해인자 노출행태가 중요하게 고려되어야 함을 의미한다. 향후 노인 인구집단 및 이들을 둘러싸고 있는 환경측면에 대한 이해와 더불어 사회경제적 위치와 환경유해인자 노출, 그리고 건강수준 사이의 인과관계의 규명을 위한 지속적인 연구가 필요하다.

  • Recendtly an organic agricultured in Korea is getting a public attention not only for minimizing NO3- contamination of groundwater but also for producing of quility of agricultural products. But still there is not Basic Standards for Organic Agriculture in Korea and Japan since they just believe organic agriculture is one kind of the environmental friendly sustainable agriculture as written in western literature. In the paper it was discussed the core skills and doctrine of IFOAM Basic Standards compare to Korean Organic Farming Method in oder to point out thed disadvantages of overuse of organic fertilizer, 50-150MT/㏊ in each cultivation, intensive monocropping in glass-house without any rotation & legume, and without any green manure. Most korean or-ganic farmer believe that the more they apply organic fertilizer, the better they pro-duce high quility of crops and they practise organic agriculture completely. It was also suggested the overuse of organic fertilizer cause the accumulation of NO3- in rhizosphere and subsequently it might lead to drinkwater pollution by nitrate leaching. In conclusion it is suggested that for successful establishment of organic agriculture, The Association of Korean Organic Agriculture, The Society of Korean Organic Agri-culture and the certification body should be developed the Basic Standards which is acceptable by IFOAM Basic Standards.

  • This study was to find out contemporary planning trends of rural houses in Na-po Munhwa village by analyzing their floor plan shapes and space relations & elements. There were built 240 houses in that village, but it were possible to collect housing data, floor plans & general building records of 120 houses, from house register. By analyzing those data, findings were as follows : 1) Floor plan shapes of rural houses had a tendency to 'ㅋ' shape type than simple box or transformed box types, and Room-Living-Room arrangement of centered living were very strong trends in those plans. 2) Public spaces, L.D.K

고엽제 노출에 따른 건강위해의 보건학적 고찰 (Review of Public Health Aspects of Exposure to Agent Orange)

  • Objectives: Controversy regarding the relationship between exposure to Agent Orange and disease has progressed for more than four decades, both at home and abroad. Recently, the allegation by US veteran Steve House of the burial of Agent Orange at the US Army base Camp Carroll located in Waegwan-eup, Korea, has emerged. We reviewed published articles and reports related to Agent Orange. Methods: Articles and reports were collected online using the keywords 'agent orange' and 'health' and then reviewed. Results: A number of epidemiologic studies have reported disease outcomes due to exposure to Agent Orange, while others were unable to establish a link to the injuries of veterans of the Vietnam War. This can be explained by the fact that accurate exposure assessment should be carried out since exposure misclassification in epidemiologic studies can affect estimates of risk. In the case of the burial of Agent Orange at Camp Carroll, an exposure pathway could be through underground water supplies, which differs from the cases of Vietnam and Seveso in Italy. Conclusion: There still remains a dispute among academics regarding the relationship between exposure to Agent Orange and disease, although Agent Orange is a highly toxic chemical. This dispute indicates that accurate exposure pathway and exposure assessment is needed.

  • The water supply galvanized steel pipes of apartment buildings in Bucheon city constructed with building permission before 1994 have many problems such as leaks, the water containing rust, and low water pressure due to corrosion. Therefore, this study aims to find a way to renew the water supply pipes under investigation through a survey. As a result, when replacing the galvanized steel pipe with the corrosion-resistant pipe, the water supply system should also be changed from the gravity tank system to the booster pump system and the hygienic water storage tank. It is necessary to redraft the long-term repair plan including the replacement of the water supply system. Also, it is necessary to save the allowance reserve according to the modified long-term repair plan.

  • Egypt has been known as the light house of science and innovation not only in the Middle East but to the world across ages. Recently, there have been many ups and downs that positioned Egypt in a lower rank that it actually deserves according to its long history. This review entitles the current condition of science, technology and innovation in Egypt and the consequent setting up of best practices of science and technology parks (STPs) experiences. Egypt's science, technology and innovation (STI) system is highly centralized and dominated by the public sector, with R&D happening mostly in state-run universities and research centers supervised by the Ministry of Higher Education and Ministry of Scientific Research. R&D indicators state that Egypt ranking is 40th worldwide for the published articles (around 10,000 papers in 2011), while the numbers of issued patents (350 local and 50 international in 2011) is still far beyond expected. STPs in Egypt are addressed in this review by three examples; smart village in Cairo, Investment zone in Borg El-Arab City and Technology Valley in Ismailia. The three models are discussed in details and a suggested road map for developing more STPs is estimated.

  • Recently, Green Business/IT becomes very important for management of company, because there are many new regulations about the environment protection, especially to reduce green house effect. The purpose of this research is to investigate present situation of Korean manufacturing industry about the Introduction of Green Business/IT. For the people who is in charge of the decision whether to Introduce Green Business/IT or not, this paper aim to provide some useful findings. We made a research framework consisting of 5Ps (Philosophy, Partner, Process, Product, Public) from literature review, then we found that almost all of the companies in manufacturing industry prepare for the regulations by introducing and using Green Business/IT concepts. There are some differences between production goods industry and consumer's goods industry. Also we found that there are a lot of relationships with recognition level and planning level. The higher the level of profitability, the lower the level of preparing social responsibility. This means there are two opposite perspectives(profitability, social responsibility). Therefore organizations who are adopting Green Business IT/should strive for harmony of sight.

건축가 이훈우에 대한 연구 (A Research on Architect Yi Hunwoo)

  • This research focuses on the life and works of architect Yi Hunwoo, who was active in early 20th century. Yi has been previously mentioned in a few research documents, but not as a main subject of interest. Thanks to digitalized historic databases, the authors of this research were able to access more information about Yi. It was discovered that he was born in Korea in the late 19th century and then attended the Nagoya Higher Technical School in Japan. After repatriation, he participated in a few public projects in Korea as an in-house architect at the Governor-General's office, then started his own practice and produced his individual projects. He also contributed articles on innovations in residential design to newspapers. Chronologically, his activities as an architect preceeded those of Park Gilyong, who has been conventionally regarded as the first Korean modern architect so far. This research would like to establish Yi Hunwoo as a historic figure whose professional career spanned the earlier stage of the Korean modern architecture, based on the records of his life and professional activities. The authors do not wish to present the architectural analysis nor evaluation of his works, which will be subject to future researches.
