조건부가치측정법(CVM)을 활용한 녹색 공공건축물 조성의 비용지불의사액 추정에 관한 연구 (A study on the WTP estimates of green public buildings by the Contingent Valuation Method)

  • 본 현재 우리나라 온실가스 배출은 2020년까지 BAU 대비 30% 감축을 목표로 하고 있으며, 이를 위해 정부는 다양한 온실가스 감축 정책을 추진 중에 있다. 특히 공공건축물에서의 온실가스 감축 효과는 현재 활발한 논의가 이루어지고 있다. 공공건축물은 시민들의 세금으로 운영되고 관리된다는 점에서 에너지효율 개선을 통한 온실가스 감축이 반드시 요구되기 때문이다. 이러한 배경에 따라, 본 연구는 공공건축물을 실질적으로 이용하는 주민이 어느 정도 수준에서 비시장 재화에 대해 환경적 가치 판단을 갖고 있는지 알아보는 데 목적이 있다. 연구 결과, 초기제시금액 중 금액이 높아질수록 응답자의 지불의 사가 낮아지는 것으로 나타났다. 이는 지불여부에 따른 2차 제시금액도 마찬가지의 결과를 보였다. 또한 이중양분선택형 CVM의 분석에 따르면 소득 수준은 비용지불의사에 양(+)의 영향을 주는 것으로 나타났으나 이외에 변수들은 별다른 영향을 주지 않는 것으로 나타났다. 따라서 향후 녹색 공공건축물 조성에 있어 더 효과적인 온실가스 감축 정책을 추진하기 위해서는 지역주민의 참여가 반드시 필요한 것으로 보인다.

Implementations of Geographic Information Systems on Sewage Management for Water Resources Protection

  • Taipei Watershed Management Bureau (WRATB) is a government agency entitled for water resources protection at two major watersheds in order to provide drinking water for about four millions population in Taipei on a sustainable basis. At WRATB, there are two major public sewage treatment facilities which can convert sewage in each watershed into an acceptable state before they were discharged into rivers. More than 82% of household wastewater have been collected and treated by the two public sewage systems. However, households at remote area still need more effective sewage management prescriptions. The objective of this paper is to implement geographic information systems in order to provide more effective approaches that sewage management can be easier and cost effective. ArcIMS was implemented for Internet browsing and map server of those sewage facilities on personal computers, laptop computers. In the open field, ArcPAD was implemented with personal digital assistant (PDA) such that compact flash type's global positioning systems (GPS) and digital camera can be utilized with PDA. All sewage facilities digital files were convert into ArcMap format files. MapObjects and visual BASIC were used to create sewage application modules to meet every single technician personal flavor. ASP.NET was implemented for Internet database manipulations of all sewage databases. Mobile GIS was the key component of GIS applications in the open field for sewage management on a basis of house by house. Houses at remote area, which can not cover by the two public sewage systems, were managed by PDA and laptop computers with GPS and digital camera. Sewage management at Taipei Watershed Management Bureau is easier both in the open field and in the office. Integration of GPS, GIS, and PDA makes sewage management in the open field much easier. ArcIMS, MapObjects, ASP.NET and visual BASIC make sewage management can be done in the office and over Internet.

농촌지역 생활하수의 비점오염 유출특성 및 개선방안 연구 (A Study on the Emission Characteristic and Improvement Plan of Domestic Sewage(NPS) in Rural Area)

  • The nonpoint pollution source (NPS) is irregular in the amount of generated and runoff. About 70% of the water pollution sources in Korea are NPS. Most of the rural areas are small towns with less than 50 families. This is where sewerage supply is poor. This is where the domestic swage of the house flows directly into the small stream. This study investigated the amount and concentration of domestic swage. And investigated NPS for public officials. We have suggested an improvement plan here. Local government officials lack the concept of NPS. Rural residents also do not know about NPS. Therefore, we proposed NPS public relations and education linked to public administration. This is an extension of the national budget and interest. The domestic swage is discharged at about 272 liters per day in a house. We proposed the introduction of small facilities. If the capacity remains, it is suggested to link to cattle shed, pigsty and so on. The BOD, COD, TN, TP, and SS concentrations were all high. This suggested a reduction in concentration in combination with natural water. Finally, NPS facilities were proposed to be put into rural areas. And it was determined that continuous monitoring was necessary. The results of this study were expected to be applied to NPS management.

한국 도시근교 목조주택 평면구성 특성의 유형학적 연구 (The Typological Study on the Floor plan of Wooden House in the suburbs of Korean Cities)

  • This studies is the typological study to classify the characteristics of Floor plan in wooden house that is built in the suburb of Korea through case studies. For this type classification, I took several criteria as follows: number of floors, location of entrance, approach way to inner room, location of step, arrangement way of public space and private space, those are considered as important elements for the determination of Floor plan. Ive got 10 representative types by analysing and synthesizing the relationship between these elements. I expect that these study results would be good materials for the developing new model of wooden houses that is more proper to our life.

유기농업의 공익기능에 대한 경제적 가치 평가 -실험선택법을 적용하여- (Estimating the Economic Value of Function for Public Benefits on Practice of Organic Farming - Using Choice Experiments)

  • The objective of this paper is to apply choice experiment methods to estimate non-market value of organic farming and its policy implication. A preliminary survey shows that the attributes of organic farming are reduce environmental pollution, bio-diversity improvements, cultural diversity improvements and maintain local community, reduce green-house gas emissions, energy saving, landscape improvements and tax for organic farming improvement policy. Questionnaire was eight different choice sets presented to each respondent. Implicit values of the attributive levels of organic farming have been calculated into tax money costs per house. This paper compared the six feasible scenarios in terms of willingness to pay per year. This study is expected to contribute to government's organic farming policies and quantitative information related to practice of organic farming.

유럽 접지형 연립주택의 개념적 특성에 관한 연구 (A Study on the Conceptual Characteristic of the Row House in Europe)

  • In 1990’ idyllic housing complex is spreading surrounding metropolitan areas of Korea as a result of needs for quality change of housing environment, which was caused by the increase of income, the spread of cars and the change of working environment. On the contrary to the idea of idyllic housing, however, while it is just surrounded by natural environment, it has some critical problems such as the lack of public facilities and its development which often damages the nature. The row houses which this study deals with are popular with working class especially in Europe as an idyllic urban housing. It is noticeable that they have separate private gardens which satisfy the residents'basic needs and save lot areas and building costs more than detached houses. This study intends to suggest row houses as an appropriate housing type for environmentally friendly housing in Korea through the analysis of cases of row houses.

가정의 음식폐기물 배출행동 및 관련 변인에 관한 연구 (A Study on the discharging behavior of food wastes in household)

  • The study was to examine the effect on the thinking of environmental preservation and behavior of dietary life control on discharging behavior of food wastes in household. The data were obtained from 443 homemakers living in Seoul. The statistical techniques used for this study included descriptive statistics, ANOVA, and Multiple Regression Analysis. As the result of analyzing relative effects of factors on discharging behavior of food wastes, for the degree of separation and discharge of food wastes and general wastes, they further actively separated and discharged them when they lived in public house(apartment, villa, tenement house), they had direct charge of dietary life, they had further serious thinking of environmental preservation, and they lived further diligent lives.

  • Purpose: This study is to research how New-Hanok R&D technologies of first stage are appearing and adapted to the New-Hanok style public buildings, especially in Daycare Center in Sunchang-gun, Korea. Unlike Hanok houses, public buildings which has special needs for the public and restricted by laws and regulations need not only new system of law incentives but also new components of New-Hnaok R&D technologies used only in Hanok house. Method: For this purpose, we checked the drawings for Daycare Center in Sunchang-gun. The drawings have been changed 6 times for the purpose of adopting New-Hanok R&D technologies of first stage and actual needs for current laws and regulations for public buildings and it reveals not only the possibilities for adapting new technologies in New-Hanok but also meetings the current and public needs for public buildings. Result: The result of this study as follows. Approximately 40-50 percent of New-Hanok R&D technologies in the first stage are adapted in Daycare Center in Sunchang-gun, and this means there are limitations in adapting New-Hanok R&D which are mainly for the Korean style houses. The main reasons are the costs still remaining high and lacking in confidence for using traditional structures and materials still under verification. Some are changed and proposed in another solutions suitable for public buildings as like truss structure system in roof.

인터넷 뉴스에 보도된 작은 결혼식의 특징 분석 및 활성화 방안 (The Analysis of Characteristics and Plan to Activate the Small Wedding Reported in Internet News)

  • 본 연구는 인터넷 뉴스에 보도된 작은 결혼식의 특성을 분석하고, 활성화 방안을 제시하는데 목적이 있다. 자료는 2012년부터 2018년까지 인터넷 뉴스 248개이며, 빈도분석과 카이제곱 검정을 실시하였다. 연구결과는 다음과 같다. 절약형은 2016년에, 축의금 개선형은 2015년에 많은 비율로 보도되었다. 작은 결혼식 장소로 절약형과 무료형은 공공기관을, 소규모형은 호텔을, 특색형은 야외와 하우스를, 축의금 개선형은 호텔과 공공기관이 많이 보도되었다. 절약형, 특색형과 무료형은 정보전달로 많이 보도되었으며 소규모형과 축의금 개선형은 사례 유형으로 많이 보도되었다. 사례는 공공기관과 호텔을, 정보전달은 공공기관을 작은 결혼식 장소로 많이 보도되었다. 사례와 정보 전달은 호의적인 비율이 높고, 의견은 호의적인 비율과 비호의적인 비율이 유사하게 보도되었다. 일반인은 절약형, 유명인은 소규모형으로 보도되는 비율이 많았다. 또한 일반인은 공공기관을, 유명인은 호텔을 작은 결혼식 장소로 보도되는 비율이 많았다. 작은 결혼식에서 비용을 절약한 항목은 장소 대여 비용, 피로연 비용, 예복 비용, 화환/장식 비용, 사진 촬영 비용 등이 많았으며 혼수나 예단, 주택, 예물에 대한 비용을 절약한 비율은 적었다.

공공임대주택 수선비 지출 실태에 관한 연구 (A Study on the Maintenance Expenses of the Public Rental Rousing)

  • 공공임대주택은 공공이 건설, 소유하고 관리하는 임대주택으로 사업주체는 건설부터 폐기처분에 이르는 전 과정을 관리하게 된다. 일반분양주택 사업주체가 초기투자비에 적극적인 관심을 보이는 반면, 공공임대주택 사업주체는 초기투자비와 더불어 건물의 유지보전을 위해 지출되는 수선비에 관심을 기울이지 않을 수 없다. 하지만 국내 공공임대주택의 수선비용은 단지 회계상의 지출요소로 관리되어 왔을 뿐, 체계적인 실태조사 및 분석에 대한 선행연구가 많이 부족한 실정이다. 따라서 본 논문은 공동주택 LCC모델링이나 수선비 예측모델의 신뢰성 향상 및 실무적 활용성 제고를 목적으로 공공임대주택에 지출된 수선비 실적자료를 바탕으로 통계적 방법을 활용, 경과연수와 지출비용과의 관계, 단지별 수선비 지출차이, 준공 후 시기에 따른 수선비 지출 경향에 초점을 맞추어 실태를 분석하였고, 단지별 수선비 지출격차가 발생하는 원인과 경과 연수에 따른 수선비 변화의 특성을 파악하여 제시하였다.
