최근 급증하는 보안 침해 사고와 함께 보다 다양해지고 있는 해킹 기법들에 대한 대응책 마련이 논의되고 있다. 기업의 내부 인프라 자산 보호를 위해 조치를 취할 수 있는 기본적인 1차 대응책으로 네트워크 계층에서의 방어에 대한 중요성이 대두되고 있다. 본 논문에서는 일반 공중망(Public Network)과 분리된 가상의 사설망(VPN: Virtual Private Network)을 구현함으로써 기존의 VPN 모델보다 보안성이 뛰어나며 저렴한 비용으로 외부에서의 접근 및 스누핑(Snooping) 공격과 같은 보안위협에 대비할 수 있는 VPN 모델을 구축하여 실제 현업 망에서의 적용 가능성을 도출하고자 한다.

Enterprise Resource Planning (ERP) is a software that manages and automate the internal processes of an organization. Process speed and quality can be increased, and cost reduced by process automation. Odoo is an open source ERP platform including more than 15000 apps. ERP systems such as Odoo are all-in-one management systems. Odoo can be suitable for small and medium organizations, but duo to efficiency limitations, Odoo is not suitable for the large ones. Furthermore, Odoo can be implemented on both local or public servers in which each has some advantages and disadvantages such as; the speed of internet, synced data or anywhere access. In many cases, there is a persistent need to have more than one synchronized Odoo instance in several physical places. We modified Odoo to support this kind of requirements and improve its efficiency by replacing its standard database with a distributed one, namely CockroachDB.

The public-private cooperation in package deal has been studied for the overseas energy resources acquisition. The effectiveness of the package deal has not been successful because the deal has led by the government organizations. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support the participation of the package deal. The followings are suggested as the ways to strengthen of the public-private cooperation in this study. 1) the relevant public enterprise privatization 2) establishment of the joint model for leading the plant EPC companies to the package deal 3) establishment of the whole responsibility organization for the public-private cooperation.

The purpose of this study is to investigate the current state of public Big Data in Seoul and suggest policy directions for the revitalization of Seoul's public Big Data. Big Data is perceived as innovation resources under the era of 4th Industrial revolution and Data economy. Especially, public Big Data serves a significant role in terms of universal access for citizens, startup, and enterprise compared with the private sector. Seoul reorganized a substructure of government's focus on Big Data and established organizations such as Big Data Campus and Urban Data Science Lab. Although the number of public open Data has increased in Seoul, there exists not much Data with characteristics similar to Big Data, such as volume, velocity, and value. In order to present the direction of Big Data policy in Seoul, we investigate the current status of Big Data Campus and Urban Data Science Lab operated by Seoul City. Considering the results of this study, we have proposed several directions that Seoul can use in establishing big data related strategies.

공기업을 주축으로 한 공공기관의 지출 규모가 2007년 한국 GDP의 28%에 달하는 등 공공기관이 한국경제에 미치는 영향은 대단히 크다. 그러나 공기업의 방만경영이 오히려 국가경쟁력을 저해하고 있기 때문에 공기업 개혁을 지속적으로 추진해야 한다는 비판의 목소리는 새정부 들어서도 계속되고 있다. 특히, 공기업 CEO 등 임원 선임에 대한 정치적 논란이 국민들의 불신을 초래하고 있다. 본 연구는 공기업 개혁을 위한 여러 방안 중 공기업의 내부지배구조가 공기업 경영성과에 미치는 영향을 분석하였다. 공기업의 민영화 여부와 관계 없이 공기업의 소프트웨어적인 지배구조 개선 문제가 대단히 중요하기 때문이다. 공기업의 지배구조와 경영성과에 대한 선행 연구는 민간기업의 해당 연구에 비해 소수에 불과하다. 선행 연구는 대부분 공기업 CEO의 소위 낙하산 임용이 경영성과에 부정적 영향을 미친다고 비판하였다. 그러나 최근 들어 공기업 CEO의 임용유형과 경영성과 간에는 상관관계가 없다는 반대의 견해도 제시되고 있다. 본 연구는 다음과 같은 점에서 선행 연구와 차별된다. 첫째, 선행 연구는 공기업의 CEO와 경영성과 간의 관계에 초점을 맞추었다. 그러나 본 연구는 CEO뿐만 아니라 공기업 경영에서 핵심적인 역할을 하는 내부감사인과 경영성과 간의 관계도 더불어 분석하였다. 둘째, 선행 연구는 낙하산 인사에 집중하여 CEO의 임용유형과 경영성과 간의 관계를 분석하였으나, 본 연구는 임용유형(독립성)뿐만 아니라 CEO 및 내부감사인의 전문성이 경영성과에 미치는 영향을 함께 분석하였다. 셋째, 선행 연구는 연구자별로 다양한 표본을 선택하여 비재무적인 지표를 중심으로 분석하였다. 반면, 본 연구는 정부가 공식적으로 지정한 공기업과 외부 회계감사를 거친 해당 공기업의 재무제표를 대상으로 분석하여 연구자의 주관성을 배제하였다. 본 연구는 회귀분석모형을 사용하여 공기업 CEO와 내부감사인의 독립성 및 전문성과 당년도 경영성과 간의 상관관계를 분석하였다. 샘플은 정부가 공기업으로 지정한 24개 기관의 2003년부터 2007년까지의 재무정보와 해당 공기업의 이사회 회의록에서 추출한 인사정보를 활용하였다. CEO의 독립성은 CEO가 해당 공기업 출신 인사인지 아닌지로 파악하였고, 내부감사인의 독립성은 내부감사인이 학계 경제계 시민단체 출신인지 그렇지 않으면 정치권 정부부처 군 출신인지로 파악하였다. 또한 CEO와 내부감사인의 전문성은 업무전문성과 재무전문성으로 나누어 분석하였다. 통제변수로는, 공기업의 설립연수, 자산규모, 정부지원 비율, 연도별 더미변수를 활용하였다. 분석 결과, 내부감사인의 독립성 및 재무전문성과 당해 연도의 경영성과는 통계적으로 유의한 (+)의 관계가 있었다. 또한 CEO의 업무전문성 및 재무전문성과 경영성과는 통계적으로 유의하지 않았지만(+)의 관계가 있었다. 그러나 통상의 관념과 달리 CEO의 독립성과 경영성과는 통계적으로 유의하지 않지만 (-)의 관계가 있었다. 공기업 CEO의 독립성이 경영성과에 미치는 영향은 보통의 우려와 달리 최근 들어 어느 정도 해소된 것으로 보이며 독립성보다는 공기업 CEO와 내부감사인의 전문성이 공기업의 경영성과에 보다 중요한 역할을 미치는 것으로 해석된다. 본 연구는 다음과 같은 한계를 가지고 있다. 첫째, 공기업은 민간기업과 달리 공공성과 기업성을 동시에 추구하고 있다. 그러나 본 연구는 공기업의 공공성에 대한 검토는 배제하고 기업성을 중심으로 연구하였다. 둘째, 본 연구는 중앙정부의 공기업에 한정하여 분석하였다. 따라서 본 연구 결과를 지방자치단체의 공기업에 적용할 때는 세심한 주의가 필요하다. 마지막으로, 본 연구는 공기업 임원 인사 시 제기되는 투명성 및 민주성과 관련된 사항은 연구자의 주관성이 개입될 여지가 있어 배제하였다.

The interest in economics and efficiency of IT investment is growing as the amount of overall governmental IT investment steadily increase. Accordingly, there is a strong need to determine whether the expenditure incurs effectively for IT investment and to accurately analyze the economics of IT investment, In this perspective, this study discusses the prior researches on concepts regarding the analysis of IT investment management framework as proposed from academic and professional perspectives in advanced countries' government sectors. Thereafter, an adoption of IT investment management (ITIM) framework has been considered so as to enhance the performance of ICT initiative projects in the public sector. In the suggested IT investment management framework, we suggest economics and efficiency of public IT investment should be improved by integrating ICT project selection and control as well as evaluation stage into single governance framework.

GPS surveying is being applied in earnest in public and construction surveying field recently. However only large enterprise surveying companies have GPS equipments but almost of small companies don't have them because of that their financial status is always too poor to purchase the expensive equipments such as Dual frequency GPS receiver. This is caused by some misunderstanding that only Dual frequency GPS receiver can be used for Public surveying. In order to increase the use of Single frequency GPS receiver to achieve competitive power of small companies in future, we need to verify the applicability and recommend surveyors to use it.

The purpose of this study is to seek the revitalization plans of export platform for supporting export enterprise of the domestic public services. To activate the export platform, alternatives to two aspects are required as follows. First of all, a governance plan of export platform should be established. At present, an operation entity of export platform, which is still developing stage, is not yet established. In this situation, even though export platform developed, it will faced with inefficient operation. Therefore, an operation entity and appropriate business model are important to the platform activation. second, to activate platform, it is necessary to support export process of life cycle. In particular, the service, which can support the business strategies setting and project implementation stage, is required. In addition, in order to activate the export platform is need to operate with he government's support program.

정보시스템의 효율적 도입 및 운영 등에 관한 법률"이 제정됨에 따라 국내 공공기관에서 정보기술아키텍처 도입이 의무화되었다. 이에 따라 정보기술 아키텍처 수립에 대한 관심이 고조되고 있으며 기관별 특성에 따른 성공적 정보기술 아키텍처 구축 사례에 대한 요구가 높아지고 있다. 본 논문은 국내 공공기관 정보기술아키텍처 도입을 주관하고 있는 정보통신부의 우정사업본부 정보기술아키텍처 수립 과정을 사례 연구를 통해 고찰함으로써 정보기술아키텍처 수립 시 발생한 이슈 및 해결방안, 핵심성공요인 등을 제시한다 현재 많은 부처들이 정보기술아키텍처 수립을 추진하고 있거나 도입을 고려하고 있는 현 시점에서, 정보통신부 우정사업본부의 정보기술아키텍처 추진사례를 통해 정보기술 아키텍처에 관심을 가지고 있는 공공기관들에게 사례를 바탕으로 한 시사점을 제공하였다.
