The Influence of Public Welfare and Audit Findings on Audit Opinion: Empirical Evidence from Provincial Data in Indonesia

  • The aim of the study is to empirically investigate and analyze the influence of public welfare, audit findings, and follow-up of audit recommendations on audit opinion with the disclosure level of financial reports as an intervening variable using agency theory and signaling theory. To achieve this purpose, a quantitative research method was employed. Population of this study is Provincial Government Financial Reports in Indonesia for fiscal years 2016 to 2018. There were 84 financial reports that met the criteria of purposive sampling. The data were gathered from the websites of the Audit Board of the Republic of Indonesia and the Indonesian Central Bureau of Statistics. In this study, the hypothesis-testing tool is path analysis using the Statistical Package for Social Sciences version 15. Based on the multiple regression analysis, the results show that audit findings, public income, and the disclosure level of financial reports significantly influenced audit opinion. Besides, the follow-up of audit recommendations and public health significantly influenced audit opinion through the disclosure level of financial reports. This study suggests that, in order to have better audit opinion, local governments need to improve public welfare, follow-up audit finding, and disclose more details in financial report.

The Analysis of the User Types on the Programs of the Public Libraries during the Month of Reading (공공도서관의 '독서의 달' 프로그램의 이용자 유형의 분석)

  • This study investigated the main user types of the reading programs which are provided by sixty-two public libraries during September, "the Month of Reading," in seven metropolitan cities, Seoul. Pusan, Daegu, Incheon, Daejeon, Gwangju and Ulsan. For the analysis, the data are collected from 622 programs of "the Month of Reading." The content analysis method was used to analyze data and find meanings from it. The findings show, there are a little differences in the priority order of the main user types among the seven metropolitan cities, however, the children and all ages of the public libraries in seven metropolitan cities are identified as the main user types of the libraries.

  • E-Card Service for Child Nutrition Program is one of the main public policy services nowadays. In case of inconvenience during the use of the e-cards, it is recommended to cooperate with related organizations in order to promptly handle and provide guidance, and thoroughly manage child feeding service such as hygiene, nutrition and kindness etc. To do so, it is very important to provide food service that meets local actual conditions and children's needs in a cost effective manner for the underage who are worried about the poorly-fed by understanding the pattern of child feeding e-card service. Hence. this paper aims to investigate how child feeding e-card service efficiently provides meals according to the local situation and children's needs through big data analysis and to propose a method of identifying welfare conditions according to the purpose of service with actual application examples. The results suggest that, first of all, this study is able to judge appropriateness of public institution's policy in a timely and repetitive manner through non-standard data analysis such as Naver News and transaction data. Secondly, this paper proposes a multi-layered analysis framework, which performs online open data analysis to detect policy issues, visualizes retrieval and preprocessing of real data, and performs abnormal pattern recognition. These will be worthy of reference to other similar projects.

An Efficiency Evaluation of Gyeongnam Public Health Center by Data Envelopment Analysis (경남지역 보건소의 효율성 평가)

  • In this research, we analyzed the efficiency of 20 public health centers of Gyeongnam Province during 2007-2009, so weakness of input and output factor were found. We used the CCR, BCC model of Data Envelopment Analysis as a method of evaluation, made a choice human resource as the input variable, made a selection the performance of public health care center, ward as the output variable. The results of this study show that the efficiency of 20 public health centers have got better because Government and Gyeongnam have provided administrative, financial support. It is expected that this research can give good information for effective management of public health centers.

  • This study designed an artificial intelligence education program using localized public data as an educational method for improving computational thinking in elementary school students. Program design and development was carried out based on the results of pre-requisite analysis on elementary school students according to the ADDIE model. Based on localized public data, the program was organized to learn the principles of artificial intelligence by utilizing "Machine Learning for Kids" and "Scratch" and to solve problems and improve computational thinking skills through abstracting public data for purpose.Through subsequent research, it is necessary to put this education program into the field and verify the change in students' computational thinking as a result.

  • The purpose of this study was to analyze ILL data in Gyeonggi province so that it could make a further analysis on current inter-regional network of book collection in ILL. In details, this study sought to analyze inter-regional network of ILL book collection among public libraries in Gyeonggi province to examine how a collection of books could be exchanged among those libraries, and analyze possible applications of task-based data in ILL. As a result, this study could verify that the further implementation of ILL across more detailed areas than current regions for the benefit of efficient ILL, if possible, would contribute to streamlining ILL practices.

Unveiling the Mediating Role of Personality: Exploring the Nexus between Transformational Leadership and Work Stress in Public Organizations

  • This study investigates the interplay between transformational leadership, personality, and work stress in public organizations, focusing on public servants in Putrajaya, Kuala Lumpur. Data from 702 public servants in Putrajaya, Kuala Lumpur, out of 800 distributed questionnaires, were analyzed. Rigorous analysis employed a structural equation model (SEM) with partial least squares (PLS-SEM) methodology. Our empirical analysis challenges the conventional belief of a positive correlation between transformational leadership and work stress in public organizations, revealing no direct link between transformational leadership and increased work stress in this context. Our study highlights a significant positive correlation between personality and work stress among public servants, emphasizing the role of individual personality characteristics in shaping work-related stress levels. Finally, personality emerged as a crucial mediator in the transformational leadership-work stress relationship, indicating that transformational leadership indirectly influences work stress through its impact on personality. This underscores the importance of considering personality as a mediating factor in understanding the transformational leadership-work stress dynamic in public organizations. In summary, our research provides insights into the relationship between transformational leadership, personality, and work stress in public organizations. These findings challenge conventional assumptions, emphasize individual differences in stress levels, and underscore the mediating role of personality in addressing work stress among public servants.

Analysis of Seasonal Airborne Radon Concentration Characteristics in Public-Use Facilities

  • Purpose: The purpose of this study is to investigate the characteristics of airborne radon concentration by season in public-use facilities in South Korea. Research design, data and methodology: The data is provided by the public data portal, and public-use facilities nationwide where radon in the air is measured are specialized sanatorium for senior citizens, libraries, childcare facilities, postpartum care centers, medical institutions, funeral halls, underground shopping malls, and underground subway stations. Results: The facility with the highest radon concentration in public-use facilities was childcare facilities with an average of 50.2 ± 21.7 Bq/m3, while the average of medical institutions was the lowest at 24.8 ± 5.7 Bq/m3. The season with the largest difference in average radon concentration between childcare facilities and medical institutions was in the order of fall (28.6 Bq/m3), followed by winter (28.1 Bq/m3), spring (23.0 Bq/m3), and summer (22.0 Bq/m3). Conclusions: The main concentration levels of each public-use facility shown in this study are all below domestic and international standards, but there is a significant concentration difference between facilities. By season, winter showed the highest average concentration (40.6 ± 21.3 Bq/m3) and summer showed the lowest average concentration (23.8 ± 14.0 Bq/m3).

Electromagnetic Field Exposure and Male Breast Cancer Risk: A Meta-analysis of 18 Studies

  • Background: The possibility that electromagnetic fields (EMF) exposure may increase male breast cancer risk has been discussed for a long time. However, arguments have been presented that studies limited by poor quality could have led to statistically significant results by chance or bias. Moreover, data fo the last 10 years have not been systematically summarized. Methods and Results: To confirm any possible association, a meta-analysis was performed by a systematic search strategy. Totals of 7 case-control and 11 cohort studies was identified and pooled ORs with 95% CIs were used as the principal outcome measures. Data from these studies were extracted with a standard meta-analysis procedure and grouped in relation to study design, cut-off point, exposure assessment method, adjustment and exposure model. A statistical significant increased risk of male breast cancer with EMF exposure was defined (pooled ORs = 1.32, 95% CI = 1.14-1.52, P < 0.001), and subgroup analyses also showed similar results. Conclusions: This meta-analysis suggests that EMF exposure may be associated with the increase risk of male breast cancer despite the arguments raised.

A Multi-Group Analysis of Risk Management Practices of Public and Private Commercial Banks

  • The study examines the relationship between credit risk and operational risk (understanding of risk management, risk identification, risk assessment and control, and risk monitoring) on risk management practices followed by private and public sector commercial banks. The cross-sectional data method was used to check the impact of risk management practices. Data was collected from the bank employees and a total of 284 respondents were finally selected for further analysis. Measurement Invariance of Composite Models analysis is used to test the quality of the measurement model for sub-samples, and multi-group analysis is used for path analysis in sub-sample through PLS-SEM. The findings of the study as the total sample show that both types of banks are managing adequate and significant risk management practices. On the other hand, sub-groups' results show private sector banks are more momentous than public sector banks. Risk identification is significantly different at the sub-group level, which shows public sector banks are more concentrating on this type of risk. Understanding of risk management has no significant effect on both types of banks and risk assessment & control for public sector banks, and there is a difference in the risk management practices among private and public sector commercial banks.
