공공건설공사 공사기간 산정모델에 관한 연구 (A Study on Estimation Model of Construction Duration for Public Construction)

  • 공공 건설공사에 있어서 발주관청에서 산정한 예정공사기간과 실제 공사기간 사이에 차이가 발생하여 당초 계획했던 프로젝트가 예정준공일보다 지연되는 경우가 빈번하게 발생한다. 이는 공사지연에 따른 시공 중 문제점뿐만 아니라 시설물사용 계획의 차질로 초래되는 물류비용증가, 시민불편가중, 시설물을 이용한 생산 및 공급차질과 이로 인한 각 분야의 막대한 손실 등으로 이어진다. 이러한 손실들을 줄이기 위해서는 발주시 산정하는 예정공사기간의 정확도를 높여야 한다. 본 연구는 발주관청의 예정공사기간 산정시 지표로 활용할 수 있는 공사기간보정요소를 포함하는 예정공사기간 산정모델을 제시하여 적정공사기간을 확보함으로서 시공 중의 공기 연장 빈도를 줄이고 나아가서는 공공 프로젝트의 성공적인 운영에 기여하고자 한다.

Individual Factors Influence on Client Involvement: the Case Construction Projects in Saudi Arabia

  • Lack of client involvement in construction of public projects has been identified as the main cause of many operational problems. Clients need to perform their roles and responsibilities effectively and efficiently at the right time and through the use of correct methods in order to have the optimum involvement required during all the construction project phases, namely, the planning, design, construction, handover, and operation and maintenance phase. This paper investigates the influence of clients' individual factors on their involvement in construction project delivery. A questionnaire survey was distributed to various government agencies of the Kingdom of Saudi Arabia (KSA). Explanatory Factory Analysis was performed to group nineteen individual factors. The factor analysis result suggests that the individual factors that can involve clients' involvement in construction projects can be grouped into five, which are: adequacy of knowledge and experience for decision making in the early stage of design; ability to communicate clearly; job satisfaction; personal skills; and expertise in design and construction.

소방시설업의 분리발주 법제화에 관한 연구 (A Study on the Legislation for Separate Prime Contracting in the Fire Facility Business)

  • 본 연구에서는 공공공사 발주제도에 대해 법체계를 분석하고 소방시설공사의 발주방식에 따른 현 실태조사를 하였다. 법체계 및 실태조사에서 나타난 문제점을 분석하여 소방시설공사 분리발주의 정책적 사회적 입법적 규제적 측면에서의 타당성을 검토하였으며, 입법 추진을 위한 "소방시설공사업법" 개정안을 마련하였다. 연구 결과 법체계상의 부정합성이 있음을 확인하였고, 소방시설공사의 분리발주제도 도입의 타당성이 있음을 검증하였다. 소방시설공사의 분리발주는 적정공사비 확보 및 원도급자로서의 책임감은 품질에 대한 책임 관리로 이어져 소방시설에 대한 신뢰성을 바탕으로 한 안전성을 향상시킴으로서, 궁극적으로 공공의 안전에 기여하는 수준이 크게 향상될 것이다.

  • 최근 건설경기 위축으로 건설 계약자들의 치열한 수주 경쟁 및 수익성 저조에 따른 경영악화 현상이 심각한 수준에 이르고 있다. 이러한 상황에서 많은 건설관계자들은 "국가계약법"에 의해 공사비를 보호받을 수 있는 공공건설사업에 대한 의존도가 높아지고 있다. 그러나 이러한 법률적 규정이 존재함에도 불구하고 기성금 신청 및 지급과 관련된 문제가 지속적으로 발생하고 있으며, 이를 해결하기 위해 제시되는 대부분의 방안이 계약관계자간의 상호 영향도를 충분히 반영하지 못하고 있어 이를 정책적으로 반영하는데 어려움이 있다. 이에 본 연구에서는 공공건설사업 시공단계의 기성금 신청 및 지급에 대한 현행 규정제도를 바탕으로 신청 지연 및 지급지연에 따른 계약 관계자들의 상대적 영향도를 정량적으로 파악하고자 한다. 이를 위해 상호 관계성에 관한 지식을 바탕으로 통합적 시각에 따른 현상 분석이 가능한 시스템다이내믹스 모델을 통한 연구를 바탕으로 기성금 신청 및 지급 문제를 해결하기 위한 방안을 제시하였다.

우리나라의 건설중재 현황과 활성화 방안 (The Current Situation of Construction Arbitration and Suggestions to Increase its Use in Korea)

  • The construction arbitration field has developed considerably since the latter half of the 1990s. Through analysis of construction arbitration cases taken up by KCAB, this paper intends to show the present condition and the improvement direction of construction arbitration in Korea. The number of construction arbitration cases filed at KCAB has been increasing rapidly after 1997, but recently the rate of increase has tended to decline. From 2000 to 2003 the number of arbitration cases increased 23% each year, on average, but in 2003 the increase was only 7.6%. In the very beginning, public construction claims made up the majority of all construction cases, however, civil construction claims are increasing gradually. The arbitration amount in the construction field is very high, owing to public construction claims. For example, the arbitration amount per case was 5 billion won, on average,. in the public construction field. It is shown that the claimants of arbitration are mostly constructors and the main reasons for making claims are to demand payment for construction and payment for additional work. KCAB investigated the performance status of arbitration awards. The voluntary performance rate for awards in construction arbitration is nearly 80% and in 11%, a suit was filed to appeal the arbitration award. In spite of the development of construction arbitration, some improvements are requested. There have been arguments about the effectiveness of selective arbitration agreement in the General Terms of Construction Contract. This has caused a decrease in arbitration cases, so improvements in this dispute settlement clause need to be made. Enforcement of arbitration awards is granted by the judgment of a court. Resulting from this, appeals for arbitration awards are not allowed, however, up to three appeals for the enforcement of awards are allowed in court. As such, the enforcement system for arbitration awards needs to be improved and simplified.

  • In this study, the work flow of the construction process was analyzed based on construction monitoring for a building of the middle size beam-column system Precast Concrete(PC) apartment building supplied by LH, and the Arrow Daigram Method(ADM) network diagram of its construction was written. The results of this study are judged to be able to improve productivity by using the PC structure apartment building construction plan to calculate a reasonable construction period and prepare a process management method for the PC structure frame construction.

  • 과거의 입찰방식은 행정의 투명성과 공정성에 대하여 많은 문제점을 가지고 있고, 조달업체들에게도 많은 비용을 소모시킨다. 이의 해결책으로 일부 공공기관에서 전자입찰을 위한 시스템을 구축하였거나 구축 중에 있다. 그러나 이러한 시스템이 여러가지 측면에서 많은 문제점을 안고 있다. 따라서 본 논문의 목적은 문헌조사, 사례분석 및 프로세스 맵핑 기법을 활용하여 현행의 입찰업무를 분석하고, 이 결과와 구축된 시스템과 비교하여, 향후 구축될 시스템의 개선 방안을 제시하는 것이다. 본 논문의 연구결과 일반적인 입찰업무에 대하여 핵심프로세스를 식별하였으며 국내 건설분야 공공조달에 적용되고 있는 계약자선정방식을 분류하였다. 이러한 분석결과는 입찰업무의 시스템 구축의 기준으로 활용될 수 있다. 또한 향후 관련 시스템의 구축시 고려되어야 할 사항으로 통합추진체계의 구성, 정보공유를 위한 데이터 베이스구축, 국가차원의 표준화 마련 등의 방안을 제시하였다.

A Study on Performance Analyses of Korea's Bidding and Contract Systems for Public Construction Projects

  • Bidding and contract systems are used for public construction projects to select contractors following fair competition principles and to execute national budgets effectively. Many challenges have arisen due to a lack of transparency and fairness and because bidding practices have been luck-based. Few comprehensive or comparative analyses have been conducted on the performance and limitations of bidding and contract systems, and empirical analyses designed to improve policies on and the practice of such systems are lacking. This study empirically analyzed current bidding and contract systems to seek ways of improving them. The study proposes several alternatives to resolve the problems with and irrationalities of the current system: 1) improving bidding and selection systems by changing them from a luck-based price competition into a technical merit- and value-based competition; 2) improving the assessment criteria to meet the current market level of bid and winning prices; 3) adjusting contractual responsibilities and sharing structures to meet the current trend; and 4) strengthening the competitiveness and expanding the social responsibility-based procurement systems of construction companies.

Public Building Value Evaluation Using Contingent Valuation Method Based on Market Value Estimation

  • Building deterioration reflects the degradation of basic building performance including structural performance, energy performance, durability, and safety, and it also includes perceived deterioration, which considers a user-based perspective. More than 50% of the existing buildings in Korea are over 15 years old and public buildings compose 2.5% of all buildings domestically. Therefore, there are several different problems, such as poor energy efficiency, structural performance, and safety. To address the challenges of increasing stock in deteriorated buildings, it is necessary to make decisions about reconstruction or renovation. In this study, we propose a new method to evaluate public building value with a contingent valuation method (CVM). By estimating willing-to-pay (WTP) from users of private buildings in similar situation with the public building, it is possible to compare market prices and calculate a correction factor to adjust the WTP data. Finally, we apply the correction factor to the WTP of a public building and estimate market price, willingness to pay (WTP). 공공임대주택의 2단계 공급방식 적용 방안에 관한 연구 - 일본 스켈레톤 임대형 SI주택 사례를 중심으로 - (A Study on the Application of the Two Step Supply System of Public Rental Housing - Focused on the cases of SI housing with skeleton rental in Japan -)

  • In recent years, there has been a demand for a residential supply model that can actively and flexibly cope with various housing demands in the changing paradigm of public rental housing. This study focuses on the two-step supply system that has been studied in Japan. It was used to examine and analyze cases to recommend a supply plan that can be used for domestic public rental housing. In more detail, the literature review of the two-step supply system discloses that four types by supply methods (A-1, A-2, B-2, and C-2) and four types of relationship (construction and management combine entities type, management entity type, construction entity type, a separated entity type) can be categorized. In addition, from the actual case study, it revealed that the way of linking and supplying activities among the entity can have a great influence on "ease of supply (supply)", "diversity of housing demand (diversity)," and "quality of construction (construction)". "Ease of supply (supply)" refers to whether the construction entity is separated, and the owner is a manager. "Diversity" refers to whether the management subject is separated, and if the owner is also the constructor or the manager. "Construction" is whether the management entity is connected and managed by the management entity and can be evaluated in "Good", "Middle", and "Bad" level. As a summary, even if the existing public rental housing in Korea can be separated into a skeleton and infill system, the result suggested that it has a limitation on response to residential demand. In addition, the paper was able to propose an improved plan to make the infill as a secondary operator.
