Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.
The purpose of production status report is figuring out the amount of records produced by departments and record centers and establishing plans for transfer and collect of archives. These are the main functions of production status report clarified by Public Records Management Act. Production status report is introduced as the means to control the record management in public institutions which lack the understanding of the record production and management. Up to now, public institutions carry out production status report. However, it only has been done as a formal procedure and records collected unsurely transfer to Archives. The implementation of production status report does not accord with the original purpose. In addition, there are different views about the appropriateness of production status report. Record managers in the field, the researchers who made efforts to state production status report in the law and the archives did not reached the agreement of opinions yet. The objective of this study is not to judge whether production status report is of importance or not. Although its significance is controversial, it's one of the most important record management tasks and it stands the position as the distinct method in Korea. Nonetheless, the issue that production status report lacks efficiency in the field due to the lack of support of forms and systems brings up continuously. Thus, I evaluated current functions of production status report and proposed future improvements so that it accomplishes its original intent and support users in the field.

This research presents research trends of records and archives management in korea and future development plan by analyzing the distribution of the thesis of the records and archives management journals in Korea according to subjects, issue periods, journals and researchers. The summary of the research is as follows. First, the core subjects of records and archives management research in Korea have been identified as law, establishment/policy, preservation and electronic records management, and it has been identified that the subject fields have come diverse thanks to the establishment of Public Records Management Act. Second, it has been proved that the productivity of research thesis of records and archives management in Korea increases as time goes by, and, especially, it improved by a big margin during 1997-2001. Third, the subjects of records and archives management are generally comprehensive, although there are differences in the subject fields among the thesis that have been researched.

MSR identifies that records are key factors in achieving the goals of an organization and that records management is part of the business administration. Therefore, organizations could secure accountability and continuity of works through the activities of production and management records. This study explored what should be prepared to adopt MSR in public institutions based on the analysis of the requirements of the ISO 30301. which is prepared to be utilized as a certificate system. It focuses on 1) how laws could be supplemented to adopt MSR by comparing the requirements of MSR and the Public Records Management Act; 2) what should be prepared by organizations in terms of their rules and procedures; and 3) how the evaluation system of public institutions and the records management evaluation system could be revised to ensure that MSR will be sufficiently implemented in the organizations. In conclusion, the part to be supplemented by the law, the area to be operated as the internal rules of the organizations, and the way to be reflected in the evaluation of the public institutions were suggested.

Although most medical institutions in Korea use electronic medical records (EMR), there are many problems in the management and preservation of records when such medical institutions are closed. Records of closed medical institutions need to be systematically managed; however, the rate of closed medical institutions transferring records to public health centers is significantly low. Given that each medical institution has a different system and format, public health centers often cannot access records. In addition, there are no management standards that suit the reality of public health centers and the specificity of EMR. Recently, a strengthened Medical Law has been passed wherein records of closed medical institutions should be kept by health centers; therefore, this study focused on drawing up measures for efficient records management by public health centers. To this end, the relevant laws and management status were identified and an interview was conducted. After analyzing the problems, improvement plans in institutional, technical, and administrative aspects were proposed.
The discussion on local archives management institutions started in the early 2000s and has been steady. In the law, local records management institutions first appeared in 1999, and in 2007, the establishment of local records management institutions by local governments became compulsory. The archival institutions of local government, however, were actually founded in the Gyeongnam Province, 2018, and in the Seoul City, 2019, over 10 years after the revision of the law. And as of 2021, various local governments, including Gyeonggi-do, are conducting research to establish local archives management institutions. This is the time when domestic records management institutions are introduced in earnest. However, it is still unclear how regional archives will operate in practice, particularly how they will accommodate the management of private archives, which has long been regarded as the mission of regional archives. In this thesis, the past discussions on the local record management institutions will be reviewed focusing on private record management. In this regard, it is intended to examine the current state of private records management of local records management institutions through the current status of local records management institutions in operation, and to seek directions for local records management institutions based on this.
This study aims to analyze the features and problems of the Korea's national records archiving system established in 1999, as well as to suggest the countermeasures. First, in Korea, permanent records are archived by the administration, legislature and judicature separately. However, around the world there are very few cases where a national archives controls the records of the administration alone, whereupon there is the need to set up an integrated archiving system regarding the records of the administration, legislature and judicature. Second, in Korea, the records archiving system leans too much towards the centrally-controlled system, which is urgent to be solved. 'Record Management Act' stipulates that all the public records, including nonpermanent ones, shall be managed by National Archives, wherewith National Archives is overburdened. Hereat, it may be desirable for National Archives to manage very important records that deserve to be archived permanently and for Record Center to archive other records, which needs to be made into law.

The study intended to develop KORMARC for archives in order to integrate archives with library materials. The results of the study can be summarized as follows; (1) 2 areas for conservation and physical description are added to the existing 7 areas of ISAD(G)2. The study has also proved that the existing 26 elements of ISAD(G)2 are not fully enough to satisfy the information demands' of institutions and its users as well. (2) For the use of domestic archives in particular, the study has added the description elements of archives that appeared in the Government Regulations of Office Management and those forms of documents that are specified by law for the sake of computerization. The study has added the possible release and grade, release dates, release range, conservation periods, conservation periods, conservation value, the status description of archives elements that are specified in Public Record Management Law. (3) The study has developed the following data fields to be added into KORMARC. 512 creation dates note, 555 finding aids note, 583 action note and 584 accumulation note. Also it reorganizes and adds the indicators of the 245 title statement, 300 physical description 306 playing time, 506 restriction on access note, 534 original version note, 535 location of originals/duplicates note, 540 terms governing use and reproduction notes, 541 immediate source of acquisition note, 545 biographical or historical note, 581 publication note, 850 holding institution data fields.
The purpose of this paper is reviewing the hot issue called 'draining away the presidential records' case occurred recently and finding the root cause why the state of affairs has been happened in Korea. Though the presidential records management law ensures the rights for the prior president to view his presidential records, the prior president has copied his presidential records produced while in office and moved to his private house at his retirement. He might have interpreted his right to his presidential records too broadly and done the 'draining away' them. There was a motive why the prior president did that at that time. The reason was because the National Archives didn't guarantee the services for right viewing the records to him who wanted to review his records from right after his retirement. The National Archives have judged the draining away the prior presidential records as illegal and accused a few public servants suspected to be responsible for the affairs. The formal accuser is the National Archives, but the actual accuser might be the current Presidential Secretariat. Whatever the results of juristic judgement are, the reason why the records management field should focus and treat this case importantly is that the collapse possibility of the protection wall needed essentially and critically to the Presidential records becomes very high. The root cause of this case might exist in the fact that the records and archives management organizations have not owned the political independence. But the National Archives has submitted the revised bill of the public records and archives management law which lower the position of the National Records Management Committee controlled under from the Prime Minister to the Ministry of Administration and Security. It might be hot concern that the records and archives management organizations have difficulty for keeping the political independence if the revision would be passed. Besides the political independence factor, the most important factor needed for the right records management is the establishing the professional specificity of records management. The specific action for the establishing professional specificity would be employing of specialists and introducing the open official appointment. But it was found from the reorganization after the governmental change that the professional specificity of the National Archives have been reduced. Although the policies introduced by the new government are worrying, it might be an inheritance from the prior government. If new government would build establish the institution for the political independence of the records and archives management organizations and expand the employment of the records management professions to the local government, these affairs can be not only the responsibilities but also the achievements of the new government.

This research discusses how to improve the current environment for record management in relation to the Revision of the Law of Record Management in South Korea. Three major issues are: 1) Legal status of the National Archives & Records Service of Korea as the government institution in charge of managing centrally records, 2) System for the education and training of professionals who specialize in record management, and 3) Foundation of the national museum and archives of records. Findings are as follows: First, the existing 'National Office of Records' as the government institution in charge of managing records, should be promoted to the 'National Archives & Records Service of Korea' in order to be administered by the class of a vice-minister in the Ministry of Government Administration and Home Affairs. Second, the qualification criteria which currently requires the Master's degree of Record Management, should be modified to include the Bachelor's degree in the field in order to expand the pool of professional human resources. Also, to hire the public officials for record management, either the positions of 'researcher/record manager group' should be created, or the existing positions of librarian, archivist, and record manager should be integrated into the new position of 'record culture group'. Third, the most significant task for the office of record management of local governments is to inherit and further develop the traditional culture and documentary legacy which are unique to those local communities and governments at various levels, and a priority should be given to those tasks. Therefore, when the Law of Record Management will be later revised, the establishment of the office of record management for local governments at every level should be required, and the museum and archives of records should be also established as a significant part of the institution. Unique local culture and history of particular communities should be collected and preserved in systematically specialized and differentiated ways in those institutions of record management, and the names should be uniquely given to the institutions according to the characteristics of local governments.
