  • Due to population growth and urban development in construction technology has expanded living space, underground construction as public transport as has been extended to the ground and underground urban traffic congestion increases.   • It is need to control network access that a user personally change own IP or network devices in managing network address. Also, When we use new network devices or assign network address, we do them by design, not arbitrarily. And then, we can immediately control network's problems. It could be used network management and security in low level. But most of managers do this works by hand not automatically. This paper propose the solutions that improve the security by network address authentication in VLAN environment, such as corporations and public offices.

  • The purpose of this study is to create address standardization through an Algorithm based on cadastral maps, as well as to establish a method of transforming one information area to all of the domestic areas in relation to the geographic information system. To do this, it analyzed the current level of e-government cadastral data and their integration strategy with addresses of both the administrator and the cadastral data. This study will provide a more efficient method for co-operative work between private sector and public sector. In addition, we can expect that the information strategy of local government will become more active.

The Changing Role of Government Research Institutes in Innovation Systems

  • Recent years have seen an intensified discussion in many OECD countries about the role and mission of public research in the innovation system. This discussion takes place in quite specific national contexts, but should benefit from international experience. However, whereas voluminous literatures address the changing governance methods, organizational forms and missions of universities, much less attention has been devoted to developing a common understanding of the challenges faced by non-university public research institutions. The main goals of this paper is to contribute to clarifying the nature of these challenges, outlines possible policy answers and draws some implications for Korea. In the first section, the paper uses available internationally comparable indicators to review trends in the contribution of government research institutes (GRIs) to R&D and innovation activities. In the second section, the paper identifies the current major changes in the dynamics of innovation that may call for further adjustments in the positioning, organization and steering of public research institutes. Finally, the paper outlines some strategic objectives and orientations for the reform of public research institutes as part of the broader agenda of the Korean innovation strategy.

  • Estimation of the presence of people in real time is extremely useful for businesses in providing better services. Many companies and researchers have attempted various researches in order to count the number of floating population in specific space. Recently, as part of smart cities and digital twins, commercialization of measuring floating populations using Wi-Fi signals has become active in the public and private sectors. This paper explains the floating population measuring system from the perspective of general consumers(non-experts) who uses current population data. Specifically, it presents a method of estimating the floating population based on MAC-address values collected from smartphones. By distinguishing Real MAC-address and Random MAC-address values, we compare the estimated number of smartphone devices and the actual number of people caught on CCTV screens to evaluate the accuracy of the proposed method. And it appeared to have a similar correlation between the two datas. As a result, we present a method of estimating the floating population based on analyzing Wi-Fi Probe Requests

Problems in the Medical Dispute Medication System and Improvement Plan (의료분쟁조정제도 운영상의 문제점 및 개선방안)

  • For a variety of reasons, the number of medical disputes is continuously rising. Due to the intrinsic qualities of medical treatments, one would find it more apt to subject medical disputes to general conflict resolution procedures rather than to once-for-all decisions under legal suits. To address the increasing medical disputes with greater professionalism and efficiency, the Medical Disputes Mediation Act was enacted and a medical dispute mediation system put in place, while drawbacks have been blamed to both. The current mediation procedures require the respondent's agreement as a disclosure requirement. A reasonable improvement to this would be to amend the regulation of agreement supposition, or to enforce procedural participation only to public health facilities managed by the national or regional government. Furthermore, small claims cases of 20 million KRW or less in claim may be considered for conciliation-prepositive principle. The concentration on small claim medical disputes is a phenomenon that can be addressed by carrying out maximum authentication commissions or similar measures, one of the solutions by enhancing the public trust in the Korea Medical Dispute Mediation and Arbitration Agency. The proper management of medical authentication teams is one way to address the existing problems in the authentication system. For this, the number of team members shall be increased under more flexible authentication procedures. All indemnity resources for medical accidents of force majeure must be borne by the Government, for it is the body principally responsible for social compensation. Placing this cost on the establisher of the subject medical facility holds the possibility of violating fundamental rights. While the costs for subrogation payment system for damages may be borne by the healthcare facility establisher, a deposit-based system must be created for cases in which the facility shuts down, without holding the responsibility for accident cause. Such change to a deposit-based system will evade the controversies of unconstitutionality, etc.

  • The purpose of this paper is to critically examine Korean government's efforts in policy making and implementation regarding the Korea National Health Insurance System in the past and suggest a new paradigm for future policy changes. The structural and political characteristics of the Korea National Health Insurance, where health care services are provided almost exclusively by the private providers and funding for health comes equally from public and private sources, imply persistent difficulties in the operation of the system This may partially explain why the Korean system has continually experienced conflicts among stakeholders whenever there was an attempt to change policy. In this paper, we discuss four cases to illustrate such difficulties and barriers. We propose that in order to address these challenges and reduce policy errors as well as unintended results, it is necessary to restructure policy making process from being oriented toward 'quantitative expansion' to 'qualitative maturity', from a 'linear thinking' to a 'system thinking', from taking a 'top-down' to a 'governance and participatory' decision making process.

  • The basis of modem risk-based safety management is to focus on what might happen and ensure it is designed out of the system by robust hazard identification and risk analysis. However, in the real world things go wrong and it is essential to be prepared for the worst so that the response can minimise harm and loss of property and damage to the environment. Whilst some hazard mitigation measures are aimed at preventing incidents, others are venting escalation. The results of the tests concluded that the most effective means by the control room, both with and without, local station staff assistance using directive public address announcements and CCTV surveillance.

  • The revised "Software Industry Promotion Law" has been effective from 2013. This law is to be basis of the domestic public information sector and increases the opportunities for small and medium-sized firms in participating the public IT projects. The shortcomings of this law may be the increase of the risk and the decrease of quality of projects. These suggest that the competencies of project manager (PM) s are critical. Also, in general, an SI (System Integration) project is a one that provides a customer with a customer-tailored system for system integration. Particularly, in an SI project involved in a public institution or a large corporation, the ripple effect of success or failure of a project is becoming greater as the system requires higher cost and more time due to high complexity and large scale. One of the solutions to address these problems is to investigate the competencies of a PM. Thus, in this paper, we derived the major competencies using the RGT (Repertory Grid Technique) and categorized the resultant constructs using the content analysis. In addition, we analyzed the level of importance of competencies by applying the AHP (Analytic Hierarchy Process). The conclusion was that Problem-solving Skill and Leadership were the most important competencies of a project manager.

From Knowledge Arbitrager to Policy Entrepreneur? Exploring the Role of Think Tank in the Open Innovation System

  • This study explores the role of the think tank as an intermediary organization in the open innovation system. Think tank has contributed to the policy process as a mediator between government and public and as a symbolic entity of intellectual innovation to produce knowledge to the public. As the innovation system matures, one of the major challenges in research and practice is the openness and collaboration in the science, technology, and innovation system. While previous literature highlighted the think tank as the knowledge arbitrager transforming ideas into policy issues, few studies address the research questions: Is the conventional role of the think tank still persistent in the open innovation system? What are the demanding roles? This paper tackles these questions by reviewing the current role of the South Korean think tank in the science & technology sector. Based on the open innovation framework, we suggest that think tanks need to play a bigger role as policy entrepreneurs, crossing policy borders and interacting with other partners.
