Review on the detailed standards for Quantitative Risk Analysis in High Speed Railway Tunnels (고속철도 터널의 정량적 위험도 분석(QRA)을 위한 세부기준에 관한 고찰)

  • To protection of fire accident and to minimize danger of spreading the disaster. in railway tunnel, MCT (the Ministry of Construction and Transportation) published "Rules about the Safety Standard of Railroad (2005.10.27)" and "The Detailed Safety Standard of Railroad (2006.9.22)". QRA(Quantitative Risk Analysis) results are applied to establish the fire protection facilities in railway tunnel so that institute the reasonable application about the fire safety facilities However, it is difficult to perform the fire safety design due to lack of the detailed standards about event scenario, fire intensity, incidence rate of accidents etc. Therefore, This paper introduces the practical method about detailed standards of QRA.

  • Objectives : In the WIPO conference about the protection of intellectual property for traditional knowledge (TK) and genetic resources (GR), there was a demand concerning the necessity of recognizing the invention of TK and GR and the foundation of a related database. Methods : In the standard of the foundation of a database, the content and resource identification standards, the technological standards and the security and transmission standards were discussed. In a decision on intellectual property, it means the protection and recognition as a technology precedent of the materials of the database. Results : Massive material on traditional medical care technology in Korea has existed in many areas. However, it is hard to make a database because it is difficult to organize and find the data. In addition, a database demanded by WIPO is not only the material of images or texts of simple technology information, but also the use of patent decisions about traditional knowledge technology and the public sharing of information in related areas. A traditional medical care database would consist of the core of a subject and the related areas. The core part is the medical herb resource and Oriental clinical technology. Conclusions : These are necessary to detail the kind of medicines and prescriptions, their use, and their processing. In the related areas, it needs to detail PIAS and clinical data in regarding the industrialization. These DB have to protect the TK and the GR of Korea.

  • Generally, the owners of the facilities adopt CP(Cathodic Protection) Systems to protect the corrosion accidents previously. The developed countries have secured the standard of CP systems and its test methods through the various researches and consolidation of the rules. So, we have been studying the international standards; JSEC, NACE Standard, ASTM, DNV, Australian Standard etc. and standardizing the systems and its test methods to apply in Korea.

  • Coated bars are protecting reinforcing bars from corrosion and enhancing durabilities of reinforced concrete structures are tested to evaluate corrosion protection properties. Tests are performed based on the relevant standards of ACI and ASTM, such as chemical resistance, salt water spray, salt crack test and chloride permeability test with the main variable of the coating thickness. Three type materials are tested by Polyethylene, epoxy and bare bar. Test results show good chemical protection property and chloride permeability. Polyethylene coated bar is good coating material than any other materials.

  • Atrium being on fire, the flame is spread vertically, the methods of fire protection and the standards of security are different respectively. Therefore, in the case of atrium, it has many problems on the fire protection and the application of statute according to the space properties.   • Since 1970s, The Petrochemical Industry in Korea has grown rapidly by the successful economic growth. While the process became larger and more complex, hazardous chemicals have been used in large quantity, Therefore, the risk of a major accident such as fire, explosion and toxic material release has been increased. Korea has been ranked the fifth in petrochemical product capacity worldwide, also required to meet international standards on process safety management. Fire Protection System integral part of safely management in Petrochemical Plants, will be reviewed.

Comparative Study of Groundwater Threshold Values in European Commission and Member States for Improving Management of Groundwater Quality in Korea (국내 지하수 수질관리체계 개선을 위한 유럽 지하수 문턱값 비교)

  • Korean groundwater quality standards were established in 1994, and revised in 2003 and 2010. The substances for which standards have been developed are classified into two groups, general pollutants, 4, and specific pollutants, 15. The standards have been applied to household water use, agriculture, aquaculture, and industrial use. However, there is no systematic methodology for either selecting candidate substances or establishing groundwater standards. We investigated various derivation methodologies for groundwater standards used by the European Commission and 27 member states and compared their methods for determining threshold values. The European Commission presented to their member states groundwater standards for two substances and a list of required substances for derivation of threshold values along with the member states. Interestingly, they first considered national background levels and then considered other criteria for water protection, such as drinking water standards, environmental quality standards, and irrigation standards. We suggest that Korean background levels in groundwater should be included in the methodology for establishing groundwater quality standards. These results may be useful in developing a systematic methodology for establishing Korean groundwater quality standards.

  • The increased penetration of PV is impacting on grid operation and in particular the voltage within the local grid can be significantly influenced by the various PV systems. This paper describes domestic technical standard of Photovoltaic(PV) PCS(Power Conditioning Systems)- Characteristics of the utility interface. Especially protective function test items of 1) Output overvoltage protection test, 2) Output undervoltage protection test, 3) Frequency rise protection test, 4) Frequency fall protection test, 5) System voltage's momentary interruptions, 6) System voltage distortion capability test. Therefore in this paper protective function test item of facilities evaluation detailed standards for new renewable energy, small, medium and large photovoltaic inverter standard is studied and analyzed and finally full tested by PV inverter performance function.

  • In order to comply with revised national regulationson radiological protection and to implement recent nuclear data and dose conversion factors, KOPEC developed a new point kernel gamma and beta ray shielding analysis computer program. This new code, named VisualShield, adopted mass attenuation coefficient and buildup factors from recent ANSI/ANS standards and flux-to-dose conversion factors from the International Commission on Radiological Protection (ICRP) Publication 74 for estimation of effective/equivalent dose recommended in ICRP 60. VisualShieid utilizes graphical user interfaces and 3-D visualization of the geometric configuration for preparing input data sets and analyzing results, which leads users to error free processing with visual effects. Code validation and data analysis were performed by comparing the results of various calculations to the data outputs of previous programs such as MCNP 4B, ISOSHLD-II, QAD-CGGP, etc.

  • The mortality rate of car-pedestrian accidents is quite high compared to the frequency of accident. Recently, governments and insurance companies tend to establish and implement new safety standards for pedestrian protection such as EURO-NCAP and K-NCAP. The performance for the pedestrian protection has been gradually improved, but it is still insufficient. Therefore, various studies for the pedestrian protection are being carried out. The car-pedestrian accident is simulated in order to study to the upper legform test of the EURO-NCAP protocol. A pedestrian dummy model is employed and the results are discussed.
